1993년 3월 한미간의 팀스피리트 훈련강행과 북한의 NPT탈퇴 선언 그리고 IAEA와 유엔안보리의 대북결의안 채택 등으로 한반도에 긴장이 고조되었다. 그러나 강력한 대북제재를 언급하면서도 핵무기확산을 막고 NPT 체제를 존속시키는 것에 사활적 이해를 갖고 있었던 미국은 북한의 NPT 탈퇴의 자동효력이 발생하는 6월 12일 직전에 북한과 극적인 타협을 하게 되는데 그것이 바로 핵불사용·불위협, 자주권 존중, 내정불간섭, 한반도의 평화통일 지지를 내용으로 하는 6.11 북미공동성명 채택이었다. 이로써 미국은 북한에 대한 안전보장 및 회담지속 약속을 하고 북한은 NPT탈퇴 유보를 약속하였다.
그러나 미국의 CIA와 국방부 등에서 북한의 핵개발에 대한 의혹 제기 등 강경여론이 대두되면서 북한에 대한 핵사찰을 둘러싼 북미간의 이견은 좁혀지지 않았다. 북한은 북미간의 일괄타결을 위한 북미고위급회담 실행이전까지 제한적인 사찰만을 허용한다는 입장이었고 IAEA는 북한에 대한 핵사찰을 위한 자유로운 접근을 요구하는 등 사찰조건을 둘러싼 대화와 갈등이 1년여 동안 계속되었다. 북미간의 핵협상이 교착상태에 빠졌을 때 당시 김영삼 정부는 북미간 협상안에 불만을 드러내면서 미국 내 강경파들의 북한제재 시도에 동참할 수 있음을 밝히는 한편 94년 2월 미국과 한국군부는 한반도 유사시 단시간에 전쟁에 승리로 이끌고 북한을 군사적 점령한다는 작전계획 5027을 언론에 공개하기도 했다. 북미간의 핵협상이 어렵게 이어지고 있는 상황에서 미국과 한국정부는 팀스피리트 훈련을 재개와 한반도에 패트리어트 미사일배치 방침을 밝히고 3월에는 미국의 핵항공모함인 칼빈슨 호를 일본 요코스카 기지에 입항시키는 등 한반도에 군사력을 증강시키고 있었다.
이러한 북한에 대한 공세적인 군사조치들 속에서 북미대화가 어렵게 재개된 가운데 '서울 불바다' 파동이 벌어지게 되었다. 94년 3월 19일 남북특사회담 실무접촉에서 남측이 "핵문제가 조속히 해결되지 않을 경우 어떤 결과가 초래될지 모른다"'는 발언에 이어 팀스피리트훈련 재개를 거론하자 당시 박영수 북측 단장이 "우리는 대화에는 대화로, 전쟁에는 전쟁으로 대응할 만반의 준비가 돼 있다", "여기서 서울이 멀지 않다. 전쟁이 일어나면 불바다가 되고 만다"는 발언을 한 뒤 55분 만에 퇴장했다. 한국과 미국의 대북압박에 대한 반발성 발언인 북한 측의 '서울 불바다' 발언은 앞 뒤 맥락이 빠진 채 녹화된 장면이 국민들에게 공개되었다. 남북간의 비공개약속을 깨고 청와대의 지시로 공개된 '서울 불바다' 발언은 대북강경책을 정당화하기 위해 한국 정부와 언론이 북한의 전쟁도발 발언으로 왜곡하여 국민들에게 전달하였으며 이 발언은 국민들의 심각한 안보불안을 불러오기에 충분한 것이었다. 이후 한 미 양국은 중단했던 팀스피리트 훈련을 재개하기로 하는가 하면 북한은 NPT 탈퇴 강행을 경고하는 등 남북관계는 3개월여 뒤 남북정상회담 개최 합의 때까지 극도의 경색으로 치달았다.
94년 6월 북미간에는 극단적인 대결국면으로 치달으면서 한반도 전쟁위기가 최고조에 달하게 되었다. 앞서 4월 북한의 추가사찰 수용으로 북미간 핵협상이 이루어지는 듯했으나 5MWe원자로의 폐연료봉 교체작업에 대한 북한의 IAEA 입회허용과 IAEA의 완전사찰 요구가 갈등을 빚게 되었고 결국 북한은 IAEA의 입회없이 폐연료봉을 원자로에서 제거하였다. 이에 대해 IAEA는 '추후 계측을 완전히 불가능하게 만들었다'고 주장하면서 대북제재 결의안을 채택하였고 유엔 안보리에 대북제재 조치를 요청하였다. 이에 맞서 북한도 6월 13일 NPT 탈퇴의 전 단계인 IAEA 탈퇴를 선언하고 미국과의 무력대결도 불사하겠다는 입장을 천명하였다. 이미 5월부터 북한에 대한 전쟁준비 논의를 해왔던 미국은 유엔을 통한 강력한 제재조치뿐만 아니라 한국, 일본과 함께 본격적으로 정치적, 경제적 제재방안을 논의하고 있었다. 또한 대규모 추가병력과 전투장비들을 한반도에 배치하는 등 군사력 증강을 통해 북한을 압박하는 한편 최첨단 폭격기와 미사일을 동원한 북한 핵시설에 대한 폭격 등을 포함하여 여러 가지 전쟁시나리오를 논의하고 있었던 것이다.
한반도 전쟁위기가 고조되고 있는 상황에서 이루어진 카터-김일성 간의 회담은 이러한 급박한 한반도 정세의 극적인 반전을 가져왔다. 미국 백악관에서 대북제재를 결정하고 한반도에 대규모 증원전력 파견 방안을 논의하고 있었던 94년 6월 16일 북한을 방문하고 있던 카터는 북미 3단계 회담이 재개되면 북한은 IAEA의 사찰돤의 감시하에 핵동결을 유지하겠으며 미국이 현대식 원자로를 제공할 경우 기존의 흑연감속로를 영구히 동결할 의사가 있다는 김일성 주석의 제안을 알리면서 CNN을 통해 이 소식을 전세계에 알린 것이다. 한국 정부를 비롯한 국제사회와의 사전상의 없이 한반도에서 전쟁계획을 강행하던 클린턴 행정부는 협상에 임할 것을 요구하는 국제여론과 중국과 러시아의 개입을 고려하지 않을 수 없는 동북아 정세, 그리고 군사력 행사로 빚어질 물적, 인적손실 등에 대한 우려 등으로 북한과의 협상에 임할 수밖에 없었다. 이로써 북미간에 군사적 충돌 직전까지 갔었던 94년 북핵위기는 그 해 10월 21일 제네바 합의로 수습되었다.
17년전의 한반도 중심으로 주변 4강의 변화는 반세기 넘게 미국 주도로 한반도를 일본과 더불어서 개입해오고 영향력을 행사해왔다면 그속에 미국과 북한,미국과 대한민국 그리고 중국과 한반도 관계 그러나 지금17년이 지난 아니 반세기 넘게 구도해온 주변4강의 틀의 영향력이 변화되었기에 여기서 중국과 미국이 중국의 문제점 부분과 미국 국가의 문제점들이 인류의 불행과 고통을 구제하는데 누가 앞셔서 실천해가고 의지를 보이느냐에 그 성패가 있고 중국이 미국의 잘못된 세계화 부분에 대한 문제점을 교훈으로 삼으면 미국에도 중국에도 도움을 받게되어있다라는 사실이므로 그러니 지구 공동체 일원으로 모든 문제들을 대응해가는 리더싶을 중국이나 미국이 보여주기를 소생은 기대한다
이미 대한민국은 소생이 수년전부터 언급하였으나 이들의 역활은 그 한계에 있음을 그리고 지금도 보여주고 있는 사실은 중국이나 미국이 더 잘 알것이다
중국과 미국간의 상생과 협력 그리고 대치의 유동적인 안보 외교 관계를 이미 달그림에서 다리를 놓은 이미지 모습의 현몽을 받은 소생이 언급해주었기에 그후로 중국과 미국간의 자국 내부의 이해 관계보다도 지구전체의 지구 공동체 일원의 대국적인 자세도 나타내라는것이다
그러면 이 한반도 모든 현안을 그리고 국제 사회의 모든 현안 문제들을 쉽게 풀어갈 토대를 마련해주는것으로 본다
이렇게 행보를 움직여준다면 그 나머지 중동,유럽,러시아 중남미 국가들이 아프리카 국가들이 협력을 해줄것이다 그러하지못하면 모두에게 재앙과 불행이 될것이니 그동안 소생의 주장은 견해는 이미 수차례나 언급해드렸기에 그렇게 세계 전체의 모든 환경들을 만들어달라는것이다
소생이 주변 4강을 얼마든지 모든 현안에 대한 교통정리를 얼마든지 해 드릴수가 있으니 이제는 중국과 미국은 그리고 유럽은 러시아는 일본은 소생에 대한 결론을 내려달라는것이다 이것이 마지막 인류 전체의 바둑수를 한알을 두는것이다
주변4강이든 전세계 어느 국가든 소생의 불로그글을 보시고 소생의 어느 정도 판단을 하는데 도움이 되었으리라 본다 아울려 향후 소생이 전세계 모든 국가들을 대상으로세계 모든 종교 ,세계 경제 ,세계 정치 대권력에 소생이 어떠한 역활을 하는지도 이미 현몽으로 답을 받아놓았기에 구체적인 언급은 할 시기가 아니기에 이러한 간접적인 언급을 기록하고 있는것이다

ㆍ미 국무부 밝혀…‘G2 합의’ 땐 한반도 정세 영향
오늘 24~25일 중국 베이징에서 열리는 미·중 경제전략대화에서 한국의 천안함 문제가 주요 의제 중 하나로 다뤄질 예정이다. 이를 통해 도출될 이른바 ‘G2(주요 2개국) 합의’가 향후 한반도 정세에 영향을 미칠 것으로 전망된다.
필립 크롤리 미 국무부 공보담당 차관보는 12일 정례 브리핑에서 “어젯밤 힐러리 클린턴 장관이 중국의 다이빙궈 외교담당 국무위원과 1시간이 넘는 긴 전화통화를 하고 이란 핵문제에 대한 의견을 교환했다”면서 “김정일 국방위원장의 방중 결과 등 북한 문제도 논의했다”고 밝혔다.
크롤리 차관보는 모두 발언에서 천안함과 관련된 언급을 하지 않았으나 “천안함 문제도 논의했느냐”는 기자의 질문에 “현재 진행 중인 조사에 대해 이야기를 했고, 조사 종결 이후 잠재적 영향에 대해서도 (대화를) 했다”고 말해 천안함 문제가 이번 미·중간 협의에서 비중있게 다뤄질 것임을 시사했다.
미·중 경제전략대화는 당초 위안화 절상 등 양국간 현안과 이란에 대한 유엔 안전보장이사회 제재 문제, 기후변화 등 글로벌 이슈 등이 주로 논의될 예정이었다. 하지만 천안함 사건이 한반도 정세의 중요한 변수가 될 가능성이 높아지면서 이번 미·중간 논의에 주요 의제로 추가된 것으로 보인다.
만일 한국 정부의 천안함 사건 조사 결과 발표가 24일 이전에 이뤄진다면, 미·중이 그 결과를 토대로 향후 대책을 심도있게 논의할 것으로 전망된다.
이 경우 미·중간 대화 결과에 따라 양국의 대응 방안은 물론 천안함 사건 이후 한반도 정세의 큰 그림이 그려질 수 있을 것으로 예상된다.
또 클린턴 장관이 베이징 방문을 전후해 한국을 들를 가능성도 제기되고 있다.

화폐개혁 실패 그 후… 北 국경지대를 가다
북한에서 탈북자 가정이 늘어나면서 탈북자를 바라보는 시각이 크게 바뀌고 있다고 대북 관계자들이 전했다. 또 지난해 화폐개혁 이후 식량난과 물가 급등이 겹치면서 올봄부터 탈북자가 크게 늘어날 것이란 관측이 나오고 있다.
◆탈북자 가족들 보고 "우리도 그들처럼"
딸 낳으면 "동무, 달러 낳았군"
"여자 탈북자가 돈 더 번다"소문 퍼지자 농담까지 유행… "중국가면 노예" 선전 안먹혀
지난해 초 두만강을 건넌 함경북도 출신의 이모씨(48·여)는 "내가 살던 지역은 두 집 건너 한 집이 탈북자 가정"이라며 "중국이나 한국으로 간 탈북자가 북에 남은 가족들에게 돈을 보내 먹고살게 해주자 탈북자 가정을 욕하기는커녕 오히려 부러워하고 있다"고 말했다. 이씨는 "우리 아들이 장가갈 나이가 되었는데, 주변에서 '당신네 집은 가족이 외국에 나가 경제적으로 밑천이 있으니 딸을 주겠다'고 하는 사람이 많아 놀랐다"고 했다.
이씨는 북한에 남은 가족에게 중국 휴대전화를 전해주어 가끔 연락하고 있으며 지난 설에도 통화했다. 이씨는 "중국이나 한국에서 남자보다는 여자가 쉽게 일자리를 구한다는 사실이 알려지면서 북한에서 딸을 낳으면 '달러를 낳았다' '인민폐를 낳았다'고 말하는 것이 유행어가 되었다"며 "전에는 탈북자를 '배반자'라고 욕했으나 이제는 기회만 있으면 외국으로 나가 돈 벌고 싶어하는 것이 사회풍조"라고 말했다.
◆"중국 휴대전화를 막아라"
탈북자 가족들, 휴대폰 입수… 야산에 올라가 몰래 통화
화난 北당국 단속에 혈안
북한 당국은, 최근 탈북자들이 전해준 중국 휴대전화를 통해 북한 내 소식이 즉각적으로 외부에 알려지는 것에 반발, 강력한 단속에 나선 것으로 전해졌다.
이 전화기는 중국의 통신망을 이용하기 때문에 한국은 물론 미국 일본 유럽 등 전 세계와 통화가 가능하다.
이에 북한 당국은 3~4년 전부터 독일제와 중국제 무선전화 탐지기를 도입, 차량에 싣고 다니며 휴대전화 신호를 추적하며, 심지어 대화내용까지 녹음하여 통화자를 색출하고 있다. 이 때문에 탈북자 가족들은 휴대전화 신호가 잘 잡히는 야산에 올라가 잠깐 통화한 뒤 재빨리 전화기를 끄고 신속히 그 지역을 벗어나는 방식으로 단속을 피한다. 중국 휴대전화로 통화하다 적발되면 150만원(구화폐 기준)을 벌금으로 내야 하며, 특히 한국·미국과 통화한 것이 드러날 경우 '적선(敵線)'으로 분류돼 정치범으로 처벌받는다.
◆"TV, 웃기고 있네"
흔들리는 김정일 체제 "중국은 개도 흰쌀밥 먹어… 김정일 뭐하냐" 인민들 조롱
교사들은 학생 돈도 가로채
"2003년 TV에서 순천 비날론 공장을 소개하며 '이 공장만 가동되면 중국보다 잘살게 된다'고 떠들썩하게 선전했지만, 공장 기술진은 성공하지 못했고 곧 문을 닫았다."
"한 어장에 김정일이 시찰을 오게 되었는데, 어장 간부들이 외지에서 물고기를 몇 트럭 싣고 와 풀어놓았다가 김정일이 돌아가자 고기를 다시 잡아 실어갔다."
재중국 탈북자들과 대북 사업가들은 북한 당국이 TV를 통해 선전하는 국영기업의 생산현장은 대부분 '쇼'에 지나지 않는다고 말한다. 많은 국영기업이 돌아가지 않기 때문에 거꾸로 가동되는 것처럼 위장하여 타지역의 생산을 독려하고 있다는 것. 한 사업가는 "회령의 제지공장도 자재나 에너지가 없어 가동되지 못한다"고 전했다.
이 때문에 정부기관이나 국영기업 간부들이 회사 명의를 이용해 무역을 하거나 장사를 해 개별적으로 먹고살고 있으며, 이 과정에서 탈세와 부패가 만연해 있다고 대북 관계자들은 입을 모은다.
한 사업가는 "가장 큰 사업체가 북한 인민군이며, 이들은 농산물 공산품뿐 아니라 심지어 마약까지 거래한다"면서 "한국으로부터 식량지원을 받으면 맨 처음 군대로 들어가지만, 배급량이 턱없이 부족해 각 부대가 스스로 돈을 벌어 해결할 수밖에 없다"고 말했다.
한 탈북자는 "TV에서는 '민간인의 것이라면 쌀 한톨도 손에 대지 않는 주체군대'의 청렴성을 강조하지만, 실제로는 군인들이 민간인의 식품과 물품을 너무나 많이 도둑질하여, 군대를 '강도' 혹은 '톱'으로 부른다"며 "주민들 사이에 군대에 대한 원성이 매우 높다"고 전했다.
무료교육을 자랑하는 북한의 학교에 학비는 없지만 '경제자금' '꼬마자금' 등 각종 명목으로 학생들에게 잡비를 거둬 일부를 교사들이 착복하는 것으로 전해졌다. '경제자금'이란 국가의 대형공사에 필요한 장비구입비 등을 말하고, '꼬마자금'이란 겨울철 군인들에게 보낼 토끼털 등을 꼬마들이 사서 보내는 것을 말한다. 학생들은 학용품도 장마당에서 비싼 중국산을 사서 써야 한다. 그나마 농촌이나 지방도시의 학교에서는 배식을 해줄 것이 없어 수업을 제대로 하지 않는다고 한다. 한 탈북자는 "학교는 형식적으로 열지만 선생님들이 '먹을 거 없으니 집에 돌아갔다가 졸업 때 와라'고 말한다"고 전했다.
인분까지 훔치는 北인민… 비료 부족에 인분 도둑질
"이래도 죽고 저래도 죽는데 차라리 탈출하는게 낫다"
남북관계 악화로 한국의 비료지원이 끊기자 북한 정부는 인분을 비료로 사용하기 위해 직장마다 ‘인분수거운동’을 벌이고 있으나, 인분이 부족해 주민들이 애로를 겪고 있다고 작년 12월 북한을 방문한 한 대북 사업가가 말했다.
함경북도 국경 도시에 친척을 둔 이 사업가에 따르면, 당국의 무조건적인 인분 수거에 북한 주민들은 “똥도 먹어야 싸지”라며 반발하고 있으며, 심지어 ‘똥 도둑’까지 생겼다고 한다. 이 사업가의 친척 조카(직장여성)는 집 화장실의 인분이 부족해 공용변소의 인분을 훔치기로 하고, 부모가 인민반장을 불러 식사(국수)를 대접하는 사이 공용변소의 인분을 몰래 통에 담아 훔쳤다는 것이다.
북한 주민들은 “아파트 공용변소를 보면 중국인이 왔다 갔는지 금방 안다. 중국인의 대변은 노랗고 윤기가 있는 반면, 북한 사람 똥은 시퍼렇게 죽은 색깔”이라고 말한다고 이 사업가는 전했다.

북한은 이 같은 풍조를 막기 위해 국경경비를 강화하는 한편, 중국에서 강제 송환된 탈북자들을 강연회에 내보내 '중국에서 인신매매단에 걸리면 노예보다 못한 생활을 하게 된다'고 선전하고 있으나, 북한 주민들이 이를 믿지 않고 있다고 대북사업가들은 말했다. 북한의 무산 혜산 회령 등지를 드나드는 한 사업가는 "북한의 선전에 대해 주민들은 "노예로 팔려가도 밥은 먹지 않겠느냐"며 "중국이 그렇게 나쁜 곳이면 그 많은 탈북자들이 왜 돌아오지 않느냐"고 반문한다고 전했다. 주민들은 또 '중국에선 강아지도 이밥(흰 쌀밥) 먹는다더라'며, '이밥에 소고기국을 먹이라는 김일성 수령의 유훈을 못 지켰다'는 김정일의 말을 조롱하고 있다고 한다. 북 당국은 90년대에는 탈북자 가정을 처벌했으나, 탈북자가 워낙 많아지자 이제는 남은 가족의 처벌을 포기했다.
◆화폐개혁 실패… 시장은 아수라장
단동(丹東)의 한 대북 사업가는 "100대1로 화폐개혁을 단행했지만 물가가 폭등해 모든 물가가 종전대로 돌아갔다"면서 "시장이 다시 열리기는 하지만 상인들은 '정책이 어찌나 변덕스러운지 앞으로 어떻게 될지 모르기 때문에 가지고 있는 것도 내놓을 수 없다'고 말한다"고 전했다. 이 때문에 암시장에서만 개인들 간에 종전 화폐 기준으로 물건이 거래되고 있다.
물가도 지역에 따라 큰 차이를 보이고 있다. 중국 물자가 대량으로 들어가는 신의주의 경우 쌀 1㎏ 가격이 300원대(신화폐 기준)지만, 함북 회령과 무산에서는 430원, 유선에서는 520원, 청진에서는 600원까지 치솟아 화폐개혁 이전 수준으로 돌아갔다. 인민폐 환율도 처음엔 100위안(元)에 2500원이던 것이 6000원까지 뛰었다. 이에 따라 100대 1로 단행한 화폐개혁의 효과는 완전히 사라졌다.
대북 사업가들은 "이 같은 상태가 당분간 지속될 것이며, 이는 시장경제의 맛을 알고 그것을 통해 먹고살던 사람들이 다시 통제경제로 돌아가려는 것에 반발하는 것"으로 해석했다.
이번 화폐개혁으로 가장 피해를 입은 계층은 소규모 장사꾼들로 알려졌다. 중국과 무역을 하는 화교나 정부무역기관 간부들은 금이나 달러, 인민폐 등으로 재산을 보유하고 있어 큰 피해가 없지만, 북한돈(구화폐)으로 가지고 있던 장사꾼들은 모아놓은 돈이 물거품이 되는 바람에 하루아침에 먹고살 길이 막막해졌다고 소식통들은 전했다. 북한 당국은 화폐개혁의 실패에 따른 민심 이반을 막기 위해 직장별 민병조직인 노동적위대를 20일씩 동원해 군사훈련을 실시하는 것으로 전해졌다.
◆올봄, 탈북자 크게 증가할 듯
최근 함경남도 지역을 다녀온 한 대북 사업가는 "식료품 가격이 폭등한 데다 그나마 구하기 어렵게 되어 노인층에서 아사자가 늘어나고 있다는 얘기를 들었다"며 "외부에서 식량지원이 안 되면 심각한 상황이 올 수도 있다"고 말했다.
이에 따라 주민들은 '이래도 죽고 저래도 죽을 바엔 중국으로 도망치다 죽겠다'며 탈북의사를 밝히고 있어, 탈북자 증가는 "이제 시작"이라고 이 사업가는 말했다.

탈북 동기와 관련, 한국에서 풍선에 실어 보내는 '삐라'를 보고 탈북을 결심했다는 사람이 많아 그 영향력이 매우 큰 것으로 전해졌다. 한 탈북자는 "김일성·김정일을 비판한 내용을 보고 처음에는 충격을 받았지만, 아니 땐 굴뚝에 연기 날까라는 생각이 들었다"며 "북한에서는 남한의 삐라에 대해 '우리의 허리를 끊는 작업'이라고 반발한다"고 말했다. 백성들의 눈을 감겨놨는데, 삐라가 눈을 뜨게 하기 때문이란 것. 삐라와 함께 전달하는 미화(美貨)나 학용품이 북한 주민들 사이에 인기가 높은 것으로 전해졌다.

외국인도 국내 증시에서 북한 관련 이슈가 나올 때마다 대체적으로 주식을 사들이는 편이었다. 1993년 이후 북한 이슈가 터진 달에 외국인이 주식을 내다판 적은 7차례에 그쳤다. 나머지 10차례는 주식을 순매수했다.
또 외국인은 1999년부터는 북한 관련 이슈가 터진 10차례 가운데 7번이나 주식을 사들였다. 외국인은 이날도 유가증권시장에서만 2000억원이 넘는 주식을 순매수했다.
쿠바의 경제개혁이 북한에 주는 시사점
북한은 쿠바의 경제개혁으로부터 다음과 같은 점을 배울 필요가 있다. 첫째, 미국의 대북 경제제재 상황에서 대체시장을 개발하는 노력이 필요하다. 북한의 경제개혁 선택에서 미국의 대북 경제제재라는 국제적 변수는 매우 중요하다. 북한의 경제정책 선택에서 미국의 대북 경제제재 완화는 국제적 제약요인으로 작용하고 있다. 그렇지만 쿠바 사례는 미국의 경제제재라는 상황에도 불구하고 경제개혁을 추진할 수 있음을 보여주고 있다. 오히려 EU와 캐나다 등 국제사회와의 교류확대는 쿠바의 국가적 이미지를 변화시키고, 미국 내에서 경제제재 완화의 필요성을 웅변하고 있다.
물론 미국의 외교정책에서 쿠바와 북한의 전략적 의미는 다를 수 있다. 미국의 입장에서 소련의 체제전환 이후 쿠바의 외교적 환경과 중국과의 동맹을 유지하고 있는 북한이 분명 전략적 위협성에서 차이가 난다. 동시에 동북아 안보환경과 남북분단이라는 변수를 고려할 때, 북한의 경제정책 변화에서 대외적 환경의 영향력은 더욱 클 수 있다. 그렇지만, 국제적 긴장구조와 체제고수라는 악순환의 순환고리를 단절할 수 있는 이니셔티브는 국제 환경의 문제보다는 주체의 선택에 달려 있다고 볼 수 있다.
이런 점에서 남북경협의 증가와, EU국가와의 경협 확대, 그리고 동남아시아와의 교역 확대라는 현실적 대안의 모색이 필요하다. 1984년 합영법이 실패한 이유나, 1991년 나진선봉 실험이 실패한 이유를 주목할 필요가 있다. 대체시장의 모색은 북한의 적극적인 투자환경 조성과 제도개선, 그리고 경제개혁이 뒷받침 될 때 가능하다.
둘째, 개혁과 개방의 병행 추진이 중요하다. 북한이 개성공단 등의 논의를 통해 경제특구를 지정하려는 움직임은 주목할만하다. 그러나 이러한 개방 시도가 성공하기 위해서는 내부적인 경제정책의 변화가 병행 추진되어야 한다. 우선 산업정책을 변화시켜야 한다. 현재의 군수경제 위주의 중공업 발전전략은 국제경제체제로 편입에 불리하다. 남북경협을 포함한 외자유치는 당분간 노동집약산업 위주로 이루어질 수밖에 없다. 북한이 경공업위주의 수출산업 중심으로 개편해야 됨을 의미한다. 특히 공정분업의 경우 북한 내 관련부품 산업이 발달하지 않으면, 투자기업들은 부품조달에 애로를 겪게 되고, 원부자재 일체를 제공하는 과정에서 물류비 부담이 높아질 수밖에 없다. 수익성이 없다는 뜻이다. 따라서 위탁가공이나, 직접투자가 수익성을 가질 수 있도록 하기 위해서는 수출산업 육성으로의 산업정책 재편이 필요하다. 다음으로 생산성 제고가 가능한 노동시장정책의 변화가 필요하다. 현재 경수로 건설 방식과 같은 노동력 관리 정책을 지속한다면, 특구 정책은 실패할 수밖에 없다. 생산성과 연계되지 않은 지대당국 차원의 임금 책정이나, 임금의 간접지급 방식은 북측 노동자에게 혜택이 돌아가지 않는다.
환율정책의 변화 역시 중요하다. 경수로의 경우 남측은 최저임금 110달러를 지급하지만, 북측 당국은 북한 원화로 220원을 북측 노동자에게 지불한다. 여기서 북측 노동자가 받는 220원의 가치는 110달러와 엄청난 차이가 있다. 북한의 환율은 시장 환율과 무관한 국정환율이기 때문이다. 실제로 암시장에서 유통되는 환율은 1달러 당 150원에서 200원에 이른다. 북한 내 실질 가치로 220원은 1달러에서 2달러에 불과한 것이다. 임금 상승 역시 달러화 기준으로 올라가도 북한 원 가치가 낮기 때문에 북측 당국의 외화수입은 증가해도 북측 노동자들의 임금상승 효과는 거의 없다.
결국 북측의 금융개혁과 노동시장개혁이 이루어지지 않는 한, 계획경제에서 일반적으로 겪게 되는 ‘공유의 비극’을 막을 방법이 없다. 경제특구 내에서 노동생산성을 제고시킬 현실적인 방법이 없다. 태업이나 자재낭비, 규율위반 등을 개선할 수 있는 현실적 수단이 제한되어 있다. 또한 기능 전수도 어렵다. 기술 습득이 실제적인 소득증가로 이어지지 않기 때문에 기능교육이 제대로 이루어지기 어렵다.
쿠바사례는 경제개혁을 통한 성장잠재력의 향상만이 실제적인 경제회복을 가져올 수 있음을 보여주고 있다.

1993년도의 한반도 상황과 2010년 한반도 상황 그리고 남북한 내부의 위정자 세력들의 농간 작태와 이를 즐기는 세계 정세의 위정자 세력들의 조정은 유사하기에 이제는 정리가 되어야 할것이다
그리고 북한의 1993년 북한 내부의 상황과 17년동안 걸어온 상황 그리고 대한민국이 17년동안 걸어온 대한민국 내부의 패턴 상황은 닮은꼴이다
그래서 결론은 북한과 대한민국 한반도 미래의 생사를 결정해야하는 중대한 숙명의 중요한 올해의 한반도 시간표이다 북한은 북한대로 정신들을 차리지못하고 대한민국은 대한민국대로 정신들을 차리지못하니 한반도가 위태로운것은 당연하다라는 결론이고 올해에 이 한반도를 올바르게 대처해가지못하면 반드시 그들은 제거가 되겠지만 남은것은 한반도가 더욱더 불행해진다라는 사실이고 이로인한 개목숨보다못하게 한반도 백성들이 처리가 된다라는 사실이니 알아서들 처신하라는것이다
1993년 3월 한미간의 팀스피리트 훈련강행과 북한의 NPT탈퇴 선언 그리고 IAEA와 유엔안보리의 대북결의안 채택 등으로 한반도에 긴장이 고조되었다. 그러나 강력한 대북제재를 언급하면서도 핵무기확산을 막고 NPT 체제를 존속시키는 것에 사활적 이해를 갖고 있었던 미국은 북한의 NPT 탈퇴의 자동효력이 발생하는 6월 12일 직전에 북한과 극적인 타협을 하게 되는데 그것이 바로 핵불사용·불위협, 자주권 존중, 내정불간섭, 한반도의 평화통일 지지를 내용으로 하는 6.11 북미공동성명 채택이었다. 이로써 미국은 북한에 대한 안전보장 및 회담지속 약속을 하고 북한은 NPT탈퇴 유보를 약속하였다.
그러나 미국의 CIA와 국방부 등에서 북한의 핵개발에 대한 의혹 제기 등 강경여론이 대두되면서 북한에 대한 핵사찰을 둘러싼 북미간의 이견은 좁혀지지 않았다. 북한은 북미간의 일괄타결을 위한 북미고위급회담 실행이전까지 제한적인 사찰만을 허용한다는 입장이었고 IAEA는 북한에 대한 핵사찰을 위한 자유로운 접근을 요구하는 등 사찰조건을 둘러싼 대화와 갈등이 1년여 동안 계속되었다. 북미간의 핵협상이 교착상태에 빠졌을 때 당시 김영삼 정부는 북미간 협상안에 불만을 드러내면서 미국 내 강경파들의 북한제재 시도에 동참할 수 있음을 밝히는 한편 94년 2월 미국과 한국군부는 한반도 유사시 단시간에 전쟁에 승리로 이끌고 북한을 군사적 점령한다는 작전계획 5027을 언론에 공개하기도 했다. 북미간의 핵협상이 어렵게 이어지고 있는 상황에서 미국과 한국정부는 팀스피리트 훈련을 재개와 한반도에 패트리어트 미사일배치 방침을 밝히고 3월에는 미국의 핵항공모함인 칼빈슨 호를 일본 요코스카 기지에 입항시키는 등 한반도에 군사력을 증강시키고 있었다.
이러한 북한에 대한 공세적인 군사조치들 속에서 북미대화가 어렵게 재개된 가운데 '서울 불바다' 파동이 벌어지게 되었다. 94년 3월 19일 남북특사회담 실무접촉에서 남측이 "핵문제가 조속히 해결되지 않을 경우 어떤 결과가 초래될지 모른다"'는 발언에 이어 팀스피리트훈련 재개를 거론하자 당시 박영수 북측 단장이 "우리는 대화에는 대화로, 전쟁에는 전쟁으로 대응할 만반의 준비가 돼 있다", "여기서 서울이 멀지 않다. 전쟁이 일어나면 불바다가 되고 만다"는 발언을 한 뒤 55분 만에 퇴장했다. 한국과 미국의 대북압박에 대한 반발성 발언인 북한 측의 '서울 불바다' 발언은 앞 뒤 맥락이 빠진 채 녹화된 장면이 국민들에게 공개되었다. 남북간의 비공개약속을 깨고 청와대의 지시로 공개된 '서울 불바다' 발언은 대북강경책을 정당화하기 위해 한국 정부와 언론이 북한의 전쟁도발 발언으로 왜곡하여 국민들에게 전달하였으며 이 발언은 국민들의 심각한 안보불안을 불러오기에 충분한 것이었다. 이후 한 미 양국은 중단했던 팀스피리트 훈련을 재개하기로 하는가 하면 북한은 NPT 탈퇴 강행을 경고하는 등 남북관계는 3개월여 뒤 남북정상회담 개최 합의 때까지 극도의 경색으로 치달았다.
94년 6월 북미간에는 극단적인 대결국면으로 치달으면서 한반도 전쟁위기가 최고조에 달하게 되었다. 앞서 4월 북한의 추가사찰 수용으로 북미간 핵협상이 이루어지는 듯했으나 5MWe원자로의 폐연료봉 교체작업에 대한 북한의 IAEA 입회허용과 IAEA의 완전사찰 요구가 갈등을 빚게 되었고 결국 북한은 IAEA의 입회없이 폐연료봉을 원자로에서 제거하였다. 이에 대해 IAEA는 '추후 계측을 완전히 불가능하게 만들었다'고 주장하면서 대북제재 결의안을 채택하였고 유엔 안보리에 대북제재 조치를 요청하였다. 이에 맞서 북한도 6월 13일 NPT 탈퇴의 전 단계인 IAEA 탈퇴를 선언하고 미국과의 무력대결도 불사하겠다는 입장을 천명하였다. 이미 5월부터 북한에 대한 전쟁준비 논의를 해왔던 미국은 유엔을 통한 강력한 제재조치뿐만 아니라 한국, 일본과 함께 본격적으로 정치적, 경제적 제재방안을 논의하고 있었다. 또한 대규모 추가병력과 전투장비들을 한반도에 배치하는 등 군사력 증강을 통해 북한을 압박하는 한편 최첨단 폭격기와 미사일을 동원한 북한 핵시설에 대한 폭격 등을 포함하여 여러 가지 전쟁시나리오를 논의하고 있었던 것이다.
한반도 전쟁위기가 고조되고 있는 상황에서 이루어진 카터-김일성 간의 회담은 이러한 급박한 한반도 정세의 극적인 반전을 가져왔다. 미국 백악관에서 대북제재를 결정하고 한반도에 대규모 증원전력 파견 방안을 논의하고 있었던 94년 6월 16일 북한을 방문하고 있던 카터는 북미 3단계 회담이 재개되면 북한은 IAEA의 사찰돤의 감시하에 핵동결을 유지하겠으며 미국이 현대식 원자로를 제공할 경우 기존의 흑연감속로를 영구히 동결할 의사가 있다는 김일성 주석의 제안을 알리면서 CNN을 통해 이 소식을 전세계에 알린 것이다. 한국 정부를 비롯한 국제사회와의 사전상의 없이 한반도에서 전쟁계획을 강행하던 클린턴 행정부는 협상에 임할 것을 요구하는 국제여론과 중국과 러시아의 개입을 고려하지 않을 수 없는 동북아 정세, 그리고 군사력 행사로 빚어질 물적, 인적손실 등에 대한 우려 등으로 북한과의 협상에 임할 수밖에 없었다. 이로써 북미간에 군사적 충돌 직전까지 갔었던 94년 북핵위기는 그 해 10월 21일 제네바 합의로 수습되었다.

그래서 북한을 압박해서 한반도를 전쟁터로 만들고자 유도하려는 그들의 속내는 그래서 중국과 북한은 싸우지도않고 이기는 전술 병법이 필요한 처세술이고 이참에 세계 질서를 바로 세우는 결단을 용단을 보여야 차례라고 본다 그래서 러시아와 중동 유럽 일부 국가와 아프리카와 연대해서 중남미 국가와 연대해서 새로운 세계 질서의 바로 세움에 대한 의지를 이번 기회에 보여줄 기회라고 본다 그래야 부패한 미국이나 부패한 대한민국이나 유럽의 일부 국가들도 부패한 일본 국가도 모조리 대개혁을 할수가 있는 기회로 보면 좋을 듯하다 물론 대한민국 내부에서도 이러한 대개혁을 갈망하는 세력도 있기에 연합해서 처리하면 된다 이제는 더는 그들의 위정자들의 신물나는 세계 정세를 더립히는 그들을 응징하고 단죄할 차례라고 본다

당시 한.미 양국의 다양한 정보탐지망이 현장에서 가동상태였기 때문에
즉시 간파할 수 있었고.....
이에 따라 즉시 <전군 비상>이 발령되었어야 함.
그러나, 이 조치가 당일 밤 없었던 것은.....북한 소행이 아니라는 것을 간접적으로 말해 주는 것임.

모 언론과의 인터뷰에서 군 당국이 천안함 사태에 관해 숨기고 있는 것이 있다는 의혹을 제기한 박선원 전 청와대 비서관이자 현 미 브루킹스연구소 초빙연구원을 김태영 국방부장관이 직접 군 명예훼손 혐의로 고소했다고 한다.
박선원 연구원이 사고 당시 천안함의 이동경로는 군 기밀사항이 될 수 없다며 그것을 공개해야 한다고 주장한 것은 너무나 정당한 주장이다.
천안함의 사고 원인을 가장 정확하게 밝혀줄 증거이기 때문이다.
민간조사위원으로 참여한 신상철 위원도 천안함은 폭발에 의해 침몰한 것이 아닐 가능성이 높고 오히려 1차 사고 후 2차에 무언가와 부딛쳐서 침몰했을 가능성이 있다는 언론인터뷰를 한 후에 이런 의혹을 풀기 위해서는 사고당시 장면을 담고 있는 영상이 공개되어야 한다고 주장했다가 군 당국자로부터 "좋지 못할 것"이라는 협박전화까지 받았다고 미디어오늘과 인터뷰에서 밝였다.
이 사건은 수십명의 젊은이들이 사망했고 사고원인이 어떻게 나오느냐에 따라 북과의 전쟁도 발발할 수 있는 중대사안이기 때문에 국민들에게 적어도 사고원인에 대해서는 한점 의혹이 없이 해명되어야 한다.
그런데 청와대와 군당국에서는 천안함이 가라앉는 영상과 이동하는 다른 영상을 다 보여주면서도 정작 침몰의 원인을 그대로 담고 있는 부러지는 장면은 절대로 공개하지 않고 있다. 군 기밀을 담고 있어서가 아니라 그 부분만 자동녹화기 오류로 녹화가 안 되었기 때문이란다.
도대체 이걸 국민들에게 믿으라고 하는 말인가.
이런 정부에 대해 의문을 제기하고 정보공개를 요구한 신상철 위원, 박선원 연구원을 고발까지 하는 것을 보니 정말 청와대와 군당국이 뭔가를 숨기고 천안함 사태를 이번 선거에 정략적으로 이용하려는 것은 아니지 더욱 의혹이 강렬해진다.
특히 천안함 침몰 위치를 찾을 수 있는 소나가 링스헬기에 장착되어 있다는 사실을 몰라 소나를 장착한 웅진함을 기다리며 이틀이나 손을 놓고 있었다는 청와대와 군 당국의 발표는 정말 믿을 수가 없다. 그것도 70여시간의 생존가능 시간을 다 허비하면.....
그 많은 군 관계자들이 하나같이 그정도로 무지할 수는 없다.
그래서 필자도 파헤쳐본 결과 천안함 사고 당시 백령도 용트림바위 앞 바다에 미 핵잠이 침몰되었을 가능성이 높고 그 미군의 체면을 구기지 않고 미 핵잠의 잔해와 시신을 수습하는 시간을 벌어주기 위해 천안함 장병들이 희생양이 된 것이 아니냐는 문제의식을 가지게 되었다.
그 주인공이 바로 미 해군 주력인 신속공격 엘에이급 핵잠 콜러비아함이다. 식별번호 SSN-771인 콜럼비아함이 백령도 앞바다에서 침몰했을 가능성을 뒷받침하는 근거가 추가로 포착되어 여기 소개한다.

모 언론과의 인터뷰에서 군 당국이 천안함 사태에 관해 숨기고 있는 것이 있다는 의혹을 제기한 박선원 전 청와대 비서관이자 현 미 브루킹스연구소 초빙연구원을 김태영 국방부장관이 직접 군 명예훼손 혐의로 고소했다고 한다.

그런데 청와대와 군당국에서는 천안함이 가라앉는 영상과 이동하는 다른 영상을 다 보여주면서도 정작 침몰의 원인을 그대로 담고 있는 부러지는 장면은 절대로 공개하지 않고 있다. 군 기밀을 담고 있어서가 아니라 그 부분만 자동녹화기 오류로 녹화가 안 되었기 때문이란다.
도대체 이걸 국민들에게 믿으라고 하는 말인가.
이런 정부에 대해 의문을 제기하고 정보공개를 요구한 신상철 위원, 박선원 연구원을 고발까지 하는 것을 보니 정말 청와대와 군당국이 뭔가를 숨기고 천안함 사태를 이번 선거에 정략적으로 이용하려는 것은 아니지 더욱 의혹이 강렬해진다.

그래서 필자도 파헤쳐본 결과 천안함 사고 당시 백령도 용트림바위 앞 바다에 미 핵잠이 침몰되었을 가능성이 높고 그 미군의 체면을 구기지 않고 미 핵잠의 잔해와 시신을 수습하는 시간을 벌어주기 위해 천안함 장병들이 희생양이 된 것이 아니냐는 문제의식을 가지게 되었다.
그 주인공이 바로 미 해군 주력인 신속공격 엘에이급 핵잠 콜러비아함이다. 식별번호 SSN-771인 콜럼비아함이 백령도 앞바다에서 침몰했을 가능성을 뒷받침하는 근거가 추가로 포착되어 여기 소개한다.

미 해군 사이트인 23일자 NAVY.MILL의 보도를 보면 콜럼비아함은 이렇게 3월 18일부터 진해를 방문하여 한국 해군의 뜨거운 환대를 받았고 함께 훈련을 전개했다는 내용이 들어 있다.
그리고 3월 26일 그 의문의 천안함 사건이 발생한 것이다.

이 기사에서는 콜럼비아함 SSN-771이란 명만 정확하게 표시되었다.
하지만 다음날 NAVY.MILL 사이트에 게시된 내용을 보면 이상한 점이 발견된다.
기사의 모든 내용은 동일한데 이 식별명만 SSN-762로 수정되어 있었다.

딱 한 부분 771이란 숫자가 762로 바뀐 점을 제외하고 이 두 사이트의 기사는 토씨하나 틀리지 않고 똑 같다.
식별명 SSN-762는 콜럼비아가 아니라 콜럼버스함으로 비슷한 시기에 콜럼비아함과 함께 출동한 것으로 되어 있다.
이것을 과연 실수라고 치부할 수 있는 일인가.
미 해군 측에서 의도적으로 숫자를 바꾸어서 기사를 제공했거나 게시하는 사람에게 수정하도록 지시하지 않고서는 이런 일은 도저히 발생할 수가 없다.
어떤 머리 좋은 자의 기발한 발상인지는 모르지만 이렇게 숫자만 다른 두 개의 기사가 지금도 미 해군 사이트에는 그대로 게시되고 있기 때문에 콜럼비아함, SSN-771, SSN-762 어느 단어를 넣어 검색해도 다 검색이 가능하게 된 것이다.
결국 이 두 잠수함은 지금 임무를 마치고 진주만 하킴 기지에 고이 돌아와 있는 것이다. 보도상으로만 그렇다는 것이다.
사실 콜롬버스함(SSN-762)가 진주만을 출발한 날은 2009년 11월 24일이다.

그리고 같은 로스엔젤레스급이면서 이름도 비슷한 콜롬비아함(SSN-771)이 진주만을 떠난 것은 2009년11월 3일이다.

미군은 통상 잠수함에게 6개월 주기로 임무를 주기 때문에 5월이면 진주만으로 다시 귀항할 때가 되기 되었다.
그러나 분명한 사실은 이 두 핵잠 중에 한 대는 아직 귀항하지 않았는데 숫자 조작으로 두 개 모두 귀항해 있는 것으로 검색이 된다는 것이다.
특히 흥미있는 점은 만약 3일자 보도를 삭제해버면 결국 남는 것은 이번 키리졸브 훈련에 참가했던 콜럼비아함이 SSN-762라는 식별명으로 새롭게 탄생하게 된다는 점이다.
물론 언젠가는 미국에서 새로 잠수함을 건조하여 두대 모두 정상으로 돌려놓을 가능성이 높지만 그 때까지는 꽤 긴 시간이 필요할 것이다.
그동안 콜럼비아함은 SSN-762 바뀐채 존재하게된 것이다.

위의 사진에서도 확인이 되듯, 사고로 파괴된 러시아 핵잠 사진만 봐도 소방호스같은 구불구불한 관이 복잡하게 드러난다는 것을 잘 알 수 있다.
인민군 타격에 의해 침몰되었건 천안함과 충돌하여 침몰했건 미국의 핵잠이 지금 백령도 앞바다에 침몰되어 있다면 이것은 국가비상사건이 아닐 수 없다.
천안함도 이 미국의 핵잠 때문에 침몰했을 가능성이 높고, 특히 천안함 인명구조가 지연된 것은 바로 이 미군의 핵잠 때문일 가능성이 매우 높다.
그렇지 않고서는 함미부 수색에 그렇게 많은 시간을 허비했다는 것을 도저히 납득할 수 없기 때문이다.
따라서 정부와 군당국이 구체적 증거도 없이 천안함 침몰을 북에 의한 것으로 몰고 간다면 북이 이미 경고한 대로 전면전 발발할 수도 있다는 우려를 금치 못하고 있는 것이다.

각진 형태는 잠수함과 다른 것으로 보이는데 색깔은 검은색으로 잠수함과 비슷하다.
어쨌든 우리 해양경비정과 비교해보았을 때 그 빙산의 일각만 보이지만 대형구조물임을 쉽게 알 수 있다. 그것도 해양경비정 뒤쪽에 있음에도 저렇게 크게 보인다는 것은 매우 큰 구조물임이 분명하다.
