중국이 유로존의 재정위기로 딜레마에 빠졌다. 중국은 미국과 외교ㆍ경제적 마찰을 빚을 때마다 미국 재무부채권(이하 미 국채)을 팔아 치우겠다고 엄포를 놓고는 했지만 이제 더 이상 이런 카드를 써먹기 어려운 형편이다.
중국은 오바마 행정부 출범 이후 사사건건 마찰을 빚다 지난해 9월부터 미 국채를 서서히 매각하기 시작했다. 미국의 위안화 절상 압력 등 '중국 때리기' 움직임이 가시화할 때마다 중국은 본때를 보여줬다.
그리스(發)발 유럽 재정위기가 발생하자 중국의 처지는 난감해졌다. 유로화는 자칫 붕괴될지도 모르고 엔화 자산 역시 안전한 투자처가 되지 못한다. 미 국채를 비롯한 달러표시자산을 제외하면 수출로 벌어들인 막대한 외환을 투자할 곳이 마땅치 않은 상황이다.
미국 재무부가 17일(현지시간) 발표한 해외자산 유출입 동향보고서(TIC)에 따르면 지난 3월 말 현재 중국의 미 국채보유 잔액은 8,952억달러로 2월에 비해 177억달러 증가한 것으로 나타났다. 중국이 미 국채 보유 규모를 확대한 것은 지난해 9월 이후 처음이다.
영국계 RBS의 앤런 러스키 전략가는 "중국이 다시 미 국채를 순매수한 것은 달러 이외의 다른 대체 투자처를 찾는 데 애를 먹고 있다는 의미"라며 "중국이 사실상 미 달러화의 인질로 잡혀 있는 것이나 다름 없다"고 해석했다.
중국은 미국의 위안화 절상 압력에 대응하기 위해 미 국채 투자 비중을 계속 축소해왔다. 위안화 절상, 즉 달러가치 하락은 중국의 미국 투자 손실을 의미한다는 게 표면적인 이유였지만 대미 압박을 위한 지렛대로 활용하기 위해 미 국채를 내다팔았다.
중국의 미 국채 보유액은 지난해 9월 말 9,383억달러로 정점을 기록한 후 ▦11월 9,290억달러 ▦12월 8,948억달러 ▦올해 1월 8,890억달러 ▦2월 8,775억달러 등으로 감소했다.

그러나 3월 들어 그리스 외채 위기가 포르투갈과 스페인ㆍ이탈리아 등 남부 유럽으로 확산되는 움직임을 보이자 사정은 달라졌다. 세계 1위의 외환보유국인 중국으로서는 싫던 좋던 미 국채를 사들일 수밖에 없었다. 글로벌 시장이 동요하자 국익 지키기가 '발등의 불'이었기 때문이다.
물론 미 국채 투자 확대는 비단 중국에 국한된 현상은 아니다. 미 국채 보유 규모를 기준으로 중국에 이어 2위를 달리는 일본의 경우에도 3월 말 현재 보유잔액이 7,849억달러로 1개월 전에 비해 164억달러나 늘어났다. 한국의 미 국채 보유규모도 같은 기간 3억달러 늘어난 410억달러로 집계됐다.
3위 투자국인 영국은 1개월 동안 무려 455억달러를 순매입, 보유 규모를 2,790억달러로 늘렸다. 영국은 부도 리스크가 높은 스페인 등 유럽 국채를 내다 판 자금으로 미 국채 투자를 확대한 것으로 추정된다.
이에 따라 3월 중 해외 정부 및 민간 투자자들의 미 국채 순매입 규모는 1,084억달러로 전월(481억달러)에 비해 두 배 이상 확대됐다. 해외 정부의 매입 규모는 282억달러, 민간 매입은 802억달러에 달했다.
대표적인 안전자산인 미 국채뿐 아니라 장기 달러표시 자산투자도 크게 늘어났다. 3월말 현재 미 국채 및 장기물 채권에 대한 투자를 위해 미국으로 순유입된 자금은 1,405억달러로 월간 기준으로 사상 최고치를 기록했다. 종전 최고치는 2007년 5월의 1,358억달러였다.

마자오슈(馬朝旭) 외교부 대변인은 이날 정규 언론브리핑을 통해 천안함 침몰 조사결과와 관련한 질문을 받고 이같이 밝혔다.
마 대변인은 "모든 당사자들이 냉정함과 자제하는 모습을 보여 상황 악화를 피해야 할 것"이라고 말했다.
마 대변인은 또 "중국은 국제적, 지역적인 문제를 공정하고 객관적인 방법으로 처리해 왔다"며 "지역 평화와 안정을 유지하고 한반도 비핵화를 위한 6자회담 진전에 애써왔다"고 밝혔다.
그는 "중국은 이와 상충하는 어떤 움직임도 반대한다"고 덧붙였다.

로버트 게이츠 미국 국방장관은 20일(현지시간) 천안함이 북한의 어뢰 공격으로 침몰했다는 국제조사단의 조사결과 발표를 지지한다면서 향후 대응조치는 한국이 주도하게 될 것이라고 밝혔다.
게이츠 장관은 이날 국방부에서 마이크 멀린 합참의장과 가진 브리핑에서 한국 방어를 위한 미국의 계획을 묻는 질문에 "분명한 점은 이번 천안함 사건은 한국 함정에 대한 공격인 만큼 당연히 한국이 향후 대응을 주도하게 될 것"이라고 강조했다.
게이츠 장관은 다만 한반도 유사시 미국의 대응 방침을 재확인하면서 "한국 정부는 몇 가지 후속 대응방안을 마련하고 있으며, 우리는 한국과 매우 긴밀하게 협의하면서 지원할 것"이라고 말했다.
그는 또 천안함 사건을 계기로 필요하다면 군사작전을 확대할 계획이 있는가라는 질문에는 "주한미군의 주력부대는 해군과 공군"이라고 전제하면서 "육군과 해병대로까지 확대된 군사작전 계획은 절대 갖고 있지 않다"고 덧붙였다.
마이크 멀린 합참의장도 천안함 사태와 관련해 "분명히 우려스러운 일"이라면서 "미국은 중요한 친구이자 동맹국인 한국의 안보와 역내 안정을 확보하는 데 모든 초점을 맞출 것"이라고 말했다.
멀린 의장은 그러나 "천안함 사태를 계기로 현 시점에서 주한미군의 경계수준을 변화시키지는 않고 있으며, 통상적인 경계태세를 유지하고 있다"고 설명했다.
그는 "한반도의 하늘과 땅, 바다에 상당한 미군이 배치돼 있으며, 현재의 상황을 확고하게 인식하고 있다"고 강조했다.

제재 결의안 유엔 제출..이란과 중재국 반발(두바이=연합뉴스) 강종구 특파원 = 미국이 이란에 네 번째 유엔 제재를 가하기 위한 행보를 본격화했다.
미국은 이란의 핵 프로그램을 중단시킬 목적으로 이란에 대한 중무장 무기의 판매금지와 은행 제재 등을 주 내용으로 하는 추가 제재 결의안을 유엔에 제출했다고 18일(현지시간) 밝혔다고 영국 BBC방송이 전했다.
힐러리 클린턴 미 국무장관은 이날 상원 외교위원회에 출석해 이같이 밝히고 "제재 결의안 내용은 유엔 안전보장이사회 상임이사국 5개국의 강한 동의를 얻었다"고 밝혔다.
이번 제재안은 우라늄 채굴 등 민감 부문과 관련한 이란의 국외투자 금지, 이란에 대한 공격용 헬리콥터.군함.미사일 등 군수물자 8종 판매 금지, 핵무기를 탑재할 수 있는 탄도미사일과 관련한 이란의 모든 활동 금지 등을 포함한 것으로 알려졌다.
이란에 대한 추가 제재에 미온적 반응을 보였던 중국과 러시아도 미국의 이번 제재 결의안 제출을 사전에 수긍한 것으로 전해졌다.
리바오둥(李保東) 유엔 주재 중국 대사는 "제재의 목적은 이란을 협상 테이블로 끌어내기 위한 것"이라며 "(다만) 제재가 무고한 이들을 처벌하거나 정상적인 교역에 해를 끼쳐서는 안 될 것"이라고 밝혔다.
비탈리 추르킨 유엔 주재 러시아 대사도 "이번 결의안 내용은 균형이 잘 잡혀 있다고"며 "오랜 논의 끝에 이번 결의안이 적절한 것이라고 보고 동의했다"고 말했다.
그러나 미국의 결의안 유엔 제출은 이란이 서방의 요구대로 자국의 농축 우라늄 상당량을 해외에 반출하겠다고 밝힌 바로 다음날 이뤄진 것이어서 중재국들과 이란의 강한 반발을 사고 있다.
이란은 농도 3.5%의 농축 우라늄 1천200kg을 터키로 반출한 뒤 테헤란 의료용 원자로 가동에 필요한 농도 20%의 농축 우라늄 120kg으로 돌려받기로 브라질, 터키와 합의했다.
알리 아크바르 살레히 이란 원자력기구 대표는 파르스통신을 통해 "새 합의안 도출에도 불구하고 서방이 유엔 제재를 추진한다면 그들 스스로 신뢰를 떨어뜨리는 일이 될 것"이라고 밝혔다.
셀소 아모링 브라질 외무장관도 "제재를 적용하기에 앞서 이란에 시간을 줘야 한다"며 "이란이 농축 우라늄 반출시한인 1개월 안에 핵무기를 제조할 수는 없는 만큼 브라질 중재안의 결과가 나타날 때까지 기다려야 한다"고 강조했다.
미국이 제출한 제재 결의안은 유엔 안전보장이사회 15개 이사국 가운데 5개 상임이사국(미국, 러시아, 영국, 프랑스, 중국)의 만장일치를 포함, 9개국 이상의 찬성이 있을 경우 통과된다.
이란은 우라늄 농축 등 핵 프로그램 강행을 이유로 2006년 12월 이후 3차례의 유엔 제재를 받고 있다.

[유코피아닷컴=박현일 기자, ukopia.com] 한국정부가 천안함 침몰을 북한의 소행으로 공식 결론 내리자 미국은 매우 미묘한(tricky) 입장에 처하게 됐다고 NBC 방송이 19일(현지시간) 보도했다.
방송은 천안함 침몰의 책임을 물어 북한을 강하게 압박하면 핵으로 무장한 평양 측을 자극해 위험한 사태를 촉발하게 될지 모른다고 우려하고 그러나 지나치게 관대한(too lenient) 조치를 취하면 북한은 앞으도 더 많은 군사도발의 유혹을 받게 될 것이라고 지적했다.
미국은 동맹국의 전함이 적대국가의 공격으로 침몰했지만 한반도의 지정학적 특성 상 매우 어려운 상황에 처하게 됐다는 것이 NBC의 분석이다.
미국은 군사적 보복은 자제한 채 유엔안전보장이사회에 북한을 제소하는 것을 포함해 다각적인 제재 옵션을 검토하고 있는 것으로 알려졌다.
방송은 조지 부시 전 대통령 시절 백악관에서 한반도 담당 보좌관으로 근무했던 빅터 차 교수를 인용, 북한을 지나치게 코너로 몰고가면 전면전으로 확대될지 모른다면서 미국은 그러나 어떤 경우든 김정일 체제의 붕괴를 원치 않는다고 지적했다. 한반도를 둘러싼 동북아의 안보상황에 자칫 큰 혼란이 생길 우려가 있기 때문이라는 것이다.
미국은 천안함 사태와 관련, 지난 이틀 동안 워싱턴에서 군부와 정보, 외교담당 고위급 관리들이 대책을 숙의, 경제 제재조치를 포함한 모든 가능한 옵션을 검토한 것으로 알려졌다.
국무부의 한 고위관리는 미국은 한국정부의 발표를 적극 신뢰한다고 말하고 힐러리 클린턴 국무장관이 한국과 일본, 중국을 차례로 방문, 북한제재의 수위를 결정하게 될 것이라고 내다봤다.

바로 지금 그러한것들을 실행해가는 단계들이기에 지금 세계 돌아가는 정세는 그렇게 돌아갈것이다
일본이 60여년만에 헌법 개헌과 군사 대국화와 더불어서 중국의 대응과 미국의 대응에 한반도 생사 명줄은 기본적으로 계산된 상황에서 지금 돌아가고 있기에 그래서 그들을 그렇게 응징처리를 해갈것이다
그러니 너희들이 얼만 어리썩은 과오를 우를 범하고 있는지 남북한 국가와 민족과 그들을 동조하는 남북한 백성들의 명줄은 그들 스스로 어둠에 들어가고 있기에 지옥으로 들어갈것이다

(홍콩=연합뉴스) 정재용 특파원 = 천안함 침몰사건 조사결과 발표와 관련해 홍콩의 유력 영자신문인 사우스차이나 모닝포스트(SCMP)는 21일 `중국이 딜레마에 봉착하게 됐다"고 분석했다.
SCMP는 이날 `어뢰 보고서(천안함 침몰사건 조사결과)가 중국을 딜레마에 빠지게 했다'는 제목의 기사를 통해 `천안함이 북한의 중어뢰 공격으로 침몰했다'는 한국 정부의 발표로 인해 중국이 난처한 입장에 처했다고 보도했다.
이 신문은 천안함 침몰 사건 조사결과 발표는 중국에 대해 `새롭고 잠재적으로 손해가 될 수 있는 복잡한 문제'를 안겨 주었다고 지적하면서 "한국 정부는 중국에 대해 중국의 형제국가이자 성가신 동맹국가인 북한에 대해 더 큰 압력을 행사하도록 압박을 가하고 있다"고 지적했다.
이어 신문은 `중국에 대한 압박'이 유엔 안전보장이사회(안보리)를 통한 강도 높은 대북제재, 북한의 신속한 사과를 중국이 받아들여야 한다는 것을 의미한다고 지적했다.
그러면서 이 신문은 "중국은 천안함 침몰사건이 한국에는 매우 심각한 문제, 즉 북한의 핵실험 보다도 더 심각한 문제라는 사실을 이해해야 한다. 46명의 장병이 희생당했다. 이것은 강력한 대응을 요구하는 일종의 전쟁과도 같다"는 한국 정부 관리의 말을 전했다.
이 신문은 또 중국의 한반도 전문가인 스인훙(時殷弘) 런민대 국제관계학원 교수의 말을 인용해 "이것(천안함 사건)은 중국에 커다란 딜레마"라면서 "그러나 중국이 김정일 북한 국방위원장이 방중한 지 얼마되지 않은 상황에서 한국의 입장을 지지하기는 어려울 것"이라고 말했다.
그는 "중국이 치러야 할 대가는 동북아 지역에서는 영향력, 특히 한국에 대한 영향력 약화"라면서 "관련국들은 중국 외교정책이 균형감을 상실했다고 느낄 수 있다"고 덧붙였다.
반면 홍콩의 대표적인 중문신문인 문회보(文匯報)는 천안함 침몰사건 조사결과에 대한 북한의 반응을 비중있게 보도해 SCMP와 뚜렷한 시각차를 드러냈다.
이 신문은 "북한 정부는 한국정부의 발표를 조작이라고 반박했다. 북한은 만일 제재가 가해진다면 전쟁도 불사하겠다고 밝혔다"고 전했다.
한편 같은 중문신문인 명보(明報)는 한국정부의 수사결과 발표와 북한의 대응을 간략하게 보도하는 선에서 그쳤다.
