올해 한미연합 UFG연습 "평양까지 접수했다"

[아시아경제 양낙규 기자]한반도 안전보장과 연합방위태세 유지를 위한 한.미 을지프리덤가디언(UFG) 연습이 지난 16일부터 시작해 26일까지 2주간의 일정으로 마감됐다. 이번 훈련은 한미연합사 주도로 실시됐다.


특히 컴퓨터를 이용한 지휘소훈련(CPX)인 UFG 연습은 올해 정규전보다 한의 핵과 미사일, 잠수함(정), 특수전 전력 등 비대칭 도발위협과 북방한계선(NLL) 및 군사분계선(MDL)에서의 국지도발 등 현실적 도발유형을 중점적으로 반영했다. 또 연습기간에 오는 11월 서울에서 열리는 주요 20개국(G20) 정상회의 성공적인 개최를 위한 대테러 대비훈련이 민.관.군 통합으로 강도 높게 진행됐다.

훈련에 참가한 병력만 미군 3만여명과 한국군5만6000여명이다.

연합사가 작성한 가상 시나리오에 따라 컴퓨터 시뮬레이션으로 진행되는 이 훈련은 16~20일 북한의 침공에 대비한 연습(1부)을 실시했다. 23~26일에는 한·미 연합군이 방어 태세에서 공격으로 전환해 북한군에 점령당한 지역을 회복하는 연습(2부)을 진행한다.

특히 1부 연습에는 북한의 특수부대와 탄도미사일, 화학무기 등 비대칭 전력의 위협을 다양한 시나리오로 작성하고 한·미군의 능력으로 대처할 수 있는지를 평가됐다. 또 개전 하루만에 남한에서 10만명의 사상자가 발생한 것으로 알려졌다.


2부연습에서는 한미연합군이 4일만에 평양까지 진격해 주요시설을 포위했다. 이번 훈련은 지휘소훈련(CPX)훈련인 탓에 평양 북쪽 도시까지 진격하지 않고 훈련을 마쳤다. 특히 점령지를 대상으로 통일부, 경찰청 등이 참여한 북한 지역의 안정화 작전도 실시됐다. 동해안지역을 중심으로 실시된 이번 훈련은 북한의 기관을 접수하고 주민들을 동화시키는 '응전자유화계획'(충무 9000)에 따른 것이다.

◆지휘소훈련(CPX) 어디서 어떻게 진행됐나=

한.미 양국군의 전쟁모의연습(워게임)은 한미연합사령부의 '연합전투모의실'(CBSC)에서 진행된다.

1991년 9월 설치된 이곳은 실제 전장과 유사하게 북한군을 가장한 대항군을 편성, 연합작전계획에 따라 컴퓨터 시뮬레이션에 의한 가상 전투를 치르고 전황을 분석하는 곳이다.

워게임으로 불리는 가상 전투 시나리오는 Ⅱ급 기밀로 분류되어 철저히 통제 관리되고 있다. 실제 전쟁이 발발하면 워게임 시나리오가 작전에 그대로 적용되기 때문에 적에게 노출되지 않도록 철저히 관리되고 있다.

연합전투모의실은 동두천(WTC) 및 용산(워커센터)의 주한미전투모의실(KBSC)과 연동되어 있을 뿐 아니라 미국 텍사스주의 포트후드 기지와 일리노이주 스콧 공군기지 등 미국 본토의 주요기지, 주일미군기지, 평택, 오산기지 등과 거미줄 광역데이터 통신망을 유지하고 있다.


북한군을 가장한 대항군에는 작전경험이 풍부한 예비역 장성을 포함한 11명의 기간요원들이 연습계획과 준비를 담당하고 연습이 진행되면 20~650명으로 증원된다.

연습의 지휘와 통제에는 350대의 워크스테이션과 화상회의 모니터 25대, 500여대의 인터넷 전화기(VolP)가 이용된다.

연습분석은 10명이 계획을 준비하고 예비역 중장 및 예비역 대장을 선임관찰관으로 지정해 12~150명이 참가해 이뤄진다. 일본(야마사쿠라), 태국(코브라골드), 필리핀(발리카탄) 등에서 진행된 훈련을 포함한 연평균 31회 훈련 분석을 지원했다.

키 리졸브 훈련의 대항군은 600명으로 포병과 미사일부대, 기계화사단, 특수작전부대 등 북한군의 전체적인 전투서열에 의해 편성됐으며 이 전투서열에 대응하는 한미 연합전력이 구성됐다.

연합전력은 지상구성군사령부(3군, 1군, 제2작전사)와 연합해군사(해작사, 미 7함대), 공군구성군사(공작사, 미 7공군), 연합해병사(미 3상륙기동군, 해병 1.2사단, 해병 6여단), 연합특전사(특전사, 미 특수전부대) 등으로 이뤄졌다.

한·미 연합군은 이번 훈련에서 북한군을 정밀유도무기로 효과적으로 제압하기 위해 북한군의 미사일·레이더 기지와 활주로·지하시설 등 군사 표적을 재분류했다.


◆방산물품 수송위해 방위사업청도 첫 도전=

방사청도 2007년 개청 이래 처음으로 장갑차 긴급조달 훈련 등에 참여했다. 훈련기간 동안 방위사업청은 강원도 기갑부대로 보내질 K-200장갑차를 긴급소요가 요청된 1기갑여단에 먼저 보내기로 결정했다.

긴급조달훈련은 방사청 전산소가 적군 공격으로 기능이 마비되고 은행 전산시스템이 붕괴된 상황을 가정해 장갑차를 전방까지 운반하는 훈련이다.

본지 기자가 참가한 훈련은 16일 경기도 포천시 운천리에서 00기갑여단의 K-200장갑차 7대가 완파돼 2대를 조달해달라고 요청하는것으로 시작했다. 이 요청은 군단과 군사령부, 육군본부, 국방부를 거쳐 방사청에 전달됐다. 이때가 오후 3시. 그러나 전산시스템이 마비됐지만 지상장비원가팀은 평시 양산장비 원가산정을 기준으로 K-200장갑차의 원가를 산정, 17일 오전 11시 팩스로 통보했고 계약은 20시간 만에 성사됐다.

기자는 17일 경상남도 창원시 DST 현지공장에 도착했다. 방사청의 긴급조달 요청을 받아 K-200장갑차 2대를 적재할 준비를 마친 상태였다. 25t 민간 트레일러가 운송을 맡았다. 국방기술품질원 직원들은 운송전 최종 점검을 하느라 빠르게 움직였다. 기품원 이창희연구원은 "기동,화력,최고속도,수상능력 등을 점검했다"고 설명했다.


고속도로구간마다 각 관할작전지역을 담당하고 있는 헌병대의 경호를 받기로 했다. 창원에서 성주는 39사단, 성주에서 문경은 50사단, 문경에서 여주는 37사단, 여주에서 운천은 3군단에서 담당하기로 했다.

장갑차를 실은 트레일러는 오후 6시 야간을 이용해 이동했다. 민간차량 피해를 줄이고 적에게 노출되지 않기 위해서였다. 운송거리는 총 413km. 남해고속도로와 중부내륙고속도로 등 도로구간마다 관할작전지역을 담당하고 있는 헌병 호송대가 경호했다. 두산 DST 창원공장을 빠져나오자 39사단 헌병대가 길을 뚫어줬다.
24t 장갑차 두대를 실은 트레일러는 고속도로에 진입하자 시속 70km를 유지한채 어둠속을 달렸다. 밤 10시 문경휴게소에 도착했을 즈음 눈꺼풀은 천근처럼 무겁게 느껴졌다.

6시간 이상 잠과 싸우며 고속도로 위를 달렸다. 새벽 1시께 경기도 관내로 들어섰다. 00기갑여단 진격대대에 도착한 것은 18일 오전 9시. 대대안에는 기갑부대원들이 진격을 위해 대기중이었다. 도착한 장갑차를 트레일러에서 내린 다음 최종검사를 했다. 정비관들은 76개 항목을 점검하고 부품과 조립상태를 최종확인했다.

이날 운송경로는 남해고속도로, 중부내륙고속도로를 이용해 이동하기로했다. 총구간은 413Km다.


이날 조달된 장갑차는 280마력의 엔진을 350마력으로 교체하고 7단식 수동변속기를 자동변속기로 바꾼 신형이었다.항목점검이 끝나자 K-200장갑차는 10명의 전투병들을 태우고 쏜살같이 빠져나갔다. 진격대대가 긴급소요를 요청한지 48시간도 채 안되는 시간에 조달이 완료된 것이다.

방위사업청 김성근 소령은 "개청이후 처음하는 훈련인만큼 전시조달과정에서의 어려움을 파악하고 각 기관별 수행사항과 절차를 숙달할 수 있는 좋은 기회였다"고 소감을 말했다.

40여 년 전 세계은행 근무 당시 한국을 처음 방문했던 인연을 강조한 그는 "한국은 경쟁력을 갖춘 기업들과 인재를 지닌 산업화된 민주국가"라면서 "한국이 지금껏 이룩한 성취는 매우 특별하며 다른 국가의 귀감이 된다"고 말했다.

`위기 이후'라는 기조연설의 주제와 관련해서는 금융위기 이후의 세계에 대한 의견으로는 국제 통화시스템의 운용에 변화가 필요하다는 점을 강조했다.

그는 "중앙은행 간에 통화스와프를 체결하거나 국제통화기금(IMF) 특별인출권(SDR)을 더 많이 배분하는 등 IMF의 재원에 보다 쉽게 접근할 수 있도록 해 위기에 처한 국가들을 위한 보험기능을 확대해야한다"며 "이와 관련해 한국이 강조하고 있는 국제금융안전망 구축은 전적으로 옳은 방향"이라고 높이 평가했다.

우선 금융기관의 대형화가 계속해서 추진되고 있다. 산업은행 민영화를 위한 법 제정이 이루어졌고, 지난 7월30일에는 우리금융지주회사를 내년 상반기까지 민영화하겠다는 일정이 확정 발표됐다. 이는 우리금융을 다른 대형 은행에 팔아(=인수합병) 덩치를 키우겠다는 이야기다. 지난해 이슈가 됐던 금산분리 완화 문제도 금융기관 덩치 불리기의 일환으로 볼 수 있다. 2009년 은행법과 금융지주회사법 개정을 통해 산업자본이 은행을 지배할 수 있는 길이 열렸다. 재벌이 보유한 보험사나 증권사는 지주회사 형태를 갖추면 다시 산업자본을 지배할 수 있게 됐다. 재벌의 대규모 자금이 금융 부문 육성에 투여될 수 있는 통로가 마련된 것이다.

금융기관의 겸업화도 계속 확대되고 있다. 은행·증권사(금융투자회사)·보험사 등이 각각 다른 업종의 업무를 겸업할 수 있는 범위가 크게 확대되었다. 또한 금융지주회사 내 자회사(은행·증권·보험)들이 상호 간에 임직원·시설·금융거래 정보 등을 주고받을 수 있게 했다. 그리고 예금과 투자상품을 섞은 '복합 금융상품 개발'이 얼마든지 가능하게 되었다. 지수연동 예금(지수연동 투자상품과 예금을 연계시키는 금융상품)이 좋은 사례다. 세계 금융위기 발발과 전개에서 중요한 역할을 했던 복잡한 신용파생상품 창출의 인프라가 깔리고 있다고 할 수도 있다.

이 외에도 이명박 정부는 기업 인수합병 시장을 활성화시킨다는 명분으로 헤지펀드 도입의 법적 근거를 마련했고, 사모펀드에 대한 규제도 완화했다. 은행의 업무 영역을 확대한다며 파생상품 거래 제한을 폐지하는 등 파생상품 시장 활성화를 위한 여러 조처도 취했다.

올해 5월에는 학계·언론계·금융업계 전문가로 구성된 '금융선진화 합동회의'가 금융위원회 산하에 신설됐다. 우리나라 금융 브레인들을 총집합시켜 금융산업 발전전략을 구상하기 시작한 것이다.

"선진국 금융보다 덜 성숙하다" 핑계

이 회의에 제출된 보고서( < 금융선진화 비전 및 정책과제 > )에는 금융산업 중장기 발전전략의 기본 틀이 제시되고 있다. 그 내용은 일단 겸업화·대형화·규제완화로 대표되는 기존 금융허브 발전전략의 기본 틀을 그대로 유지하는 것이다. 바뀐 것도 있다. 바로 '허브 앤드 스포크'(Hub & Spoke) 즉 '바퀴 축과 살' 전략이다. 원래 금융허브 전략은 한국(바퀴의 축)으로 해외 자본을 유치하는 것이었다. 그런데 이제는 종전의 해외 자본 유치와 아시아 지역으로의 적극적 해외 투자(스포크)를 결합시키겠다는 것이다. 즉, 해외의 돈을 많이 끌어들이는 한편 국내의 돈이나 들어온 돈을 아시아 지역으로 많이 내보내기도 하겠다는 쌍방향 글로벌화 전략이다. 지구적 금융위기 이후 상대적으로 빠른 회복세와 안정적 성장을 보이는 동아시아 지역에 투자하겠다는 신형 금융허브 청사진이라 할 수 있다.

지구적인 금융규제 강화 움직임에 대한 견해도 제출됐다. 시스템 안정성을 위협할 수 있는 요소는 제거되어야 하지만, 여전히 선진국 금융에 비해 성숙하지 못한 우리나라의 금융 환경을 고려할 때 겸업화·대형화·규제완화의 기조를 억제해서는 안 된다는 것이다. "세계 금융위기 이후 국제적인 금융규제 움직임이 진행되고 있지만, 신흥국가의 경우 자본시장 발전을 확대해야 하는 쪽에 무게를 둬야 한다"라는 진동수 금융위원장의 발언(3월26일 금융투자업계 간담회)과도 일맥상통하는 부분이다. 아직 정부 차원의 공식적인 방침이 제시되지도 않고 구체적인 정책으로 실현된 것도 미미하지만, 이 보고서의 시각은 앞으로 한국 금융산업 발전 전략의 기초로 자리매김할 것으로 보인다.

금융위기의 충격에서 헤어나지 못하고 갈팡질팡하는 것보다 나름의 지표로 삼을 만한 중장기 전략이 제시되었다는 것은 반가운 일일 수 있다. 그러나 이 보고서에서도 많은 문제점이 발견된다. 보고서는 '허브 앤드 스포크 전략'의 필요성을 강조하는 가운데 "금융산업을 국가의 전략적 산업으로 인식하고, 이를 체계적으로 육성해야 한다"라고 주장한다. 그러면서 영국·아일랜드·스페인 등 최근 엄청난 불안정성을 시현하고 있는 이른바 '금융 선진국'의 사례를 든다.

또한 이 보고서는 금융산업이 제조업에 비해 높은 부가가치를 창출하므로 경제 성장동력으로 육성해야 한다고 주장한다(보고서에 따르면 금융산업의 부가가치율은 70%, 전체 산업은 40%). 지당하지만 지나치게 단순한 말씀이다. 금융을 성장동력으로 육성하자는 이야기를 하려면 그것이 다른 산업과 사회에 미치는 영향도 고려하는 것이 기본이다. 그런데 문제는 금융산업의 경우 다른 산업의 생산과 고용에 미치는 긍정적 영향이 상대적으로 낮다. 금융 및 보험업의 국내 생산유발 영향력계수는 산업 평균에 못 미치고(2007년 0.87, 2008년 0.88, 전체 산업 평균은 1), 고용유발계수는 사회서비스업의 3분의 2 수준(2008년 금융 및 보험업은 8.9, 사회서비스업은 13.7)에 불과하다. 더욱이 그동안 금융산업의 부가가치 창출 능력을 높여왔던 것은 고수익 위험투자였고, 이 부문은 현재 반성과 개혁의 대상이다.

G20 의장국으로서 고려해야 할 문제들

지구적 금융위기 이후 기존 금융 시스템으로부터 가장 많은 수혜를 얻었던 금융 선진국에서부터 금융 부문에 대한 강력한 규제의 필요성이 제기되고 있다. 이 현실에 대해 금융 규제가 많은가, 적은가 혹은 금융산업의 성장 가능성이 높은가, 낮은가로 접근하는 것은 너무 단순하다. 지구적 차원의 금융위기를 겪고 나서 우리가 가장 먼저 던져야 할 질문은 '금융의 성격을 어떻게 전환시킬 것인가?' '사회 속에서 금융의 위치를 어떻게 자리매김시킬 것인가?' 하는 질문이다.

예컨대 우리 삶은 점점 더 금융시장에 의해 조율되고 있다. 금융시장은 갈수록 생산조직, 주택, 의료, 퇴직 후의 삶, 지식 등 사회에서 꼭 필요한 물질적 자원 및 서비스의 생산과 분배에 대한 지배력을 강화하고 있다. 금융시장의 관점에서 충분한 수익을 낼 수 없는 회사(생산 조직)는 퇴출하고, 금융수익을 창출하기 위해 건강보험의 영리화를 추진하려 한다. 2009년 3월 영국 금융감독청은 < 터너 보고서 > 를 통해 금융기관에 대한 규제 강화 방향을 논의하면서 금융시장이 가장 효율적이고 합리적인 자원배분 기구라는 근본적 가정에 대해 의문을 제기한 바 있다. "선진 금융에 비해 우리 금융시장의 폭과 깊이가 뒤떨어진다"라고 말하기 전에, G20 개최 홍보에 열을 올리기 전에 금융위기가 우리 사회에 던져주는 메시지의 폭과 깊이가 어느 정도나 되는지 가늠해볼 일이다.

G20 정상회의,‘금융 공룡’ 막을 수 있을까?

오는 11월 서울에서 열리는 제5차 G20 정상회의는 지난 20년에 걸친 '금융의 시대'에 대한 반성이다.

'금융의 시대'는 '금융 수익을 낳을 수 있는가, 없는가'로 모든 사물을 평가한다. 심지어 국가(국채)에마저 '신용등급'을 매기며 금융자산처럼 취급한다. 이 시대에 지구상의 거의 모든 산업국가는 자기 나라를 미국처럼 금융거래가 자유롭고 활발하게 이뤄지는 '금융 허브'로 바꾸는 데 주력했다. 이렇게 규제가 느슨해진 틈을 타고 금융기관들은 각종 기기묘묘한 금융상품을 개발해 천문학적 규모로 유통시켰다. 또한 큰돈만 벌 수 있다면 특정 국가의 경제를 파탄시킬 투기도 서슴지 않았다. 이렇게 거둔 거액의 수익으로 대형 금융기관 경영진은 수십억~수백억원 규모의 연봉을 받을 수 있었고, 이에 따라 위험한 금융투기를 되풀이했다. 이러다보니 사상 유례없는 규모의 통화가 창출되어 전 지구를 휩쓸게 되었다. 궁극적으로 누가 돈을 갚아야 하는지 알 수 없는, 기괴하기 짝이 없는 수조 달러의 채권·채무 관계가 전 세계를 네트워크로 엮었다. 금융위기에는 최적의 토양이었다. 서브프라임이라 불리는 미국 주택금융 시장 일각의 부실은 도화선이었을 뿐이다.

G20 정상회의는 이런 '금융의 시대'에 드러난 문제점들을 교정하고 새로운 금융·경제 질서를 형성하기 위한 국제협의체라 할 수 있다. 1~4차 회의를 거쳐 서울의 5차 회의까지 이어질 주요 쟁점은 다음과 같다.

긴축재정이 해법?

2008년 세계 금융위기 발생 직후부터 선진국들은 재정지출 및 통화량 확대로 경기를 부양해왔다. 그러나 경기회복에 대한 기대가 고조되던 지난해 중반부터 분위기가 바뀐다. 미국 중앙은행인 연방준비위원회의 버냉키 의장은 "글로벌 불황이 끝나간다"라는 미사여구를 반복했고, 이는 재정긴축 등을 통해 뿌린 돈을 거둬들이는 '출구전략'론으로 이어진다. 마침내 지난 6월 캐나다 토론토 G20 정상회의에서는 "2013년까지 재정적자를 절반으로 줄이자"라는 선언까지 나왔다.

그러나 올해 선진국의 2분기 소비·투자·고용 지표들이 기대에 못 미치는 것으로 드러나면서 '더블딥' 우려가 고조되었다. 노벨 경제학상 수상자인 폴 크루그먼은 최근 "미국이 내년에 디플레이션으로 빠질 우려가 크다"라고 말했다. 이런 분위기가 지속되면, 지난해 중반 이후 G20 차원에서 논의된 '긴축재정'이 서울 회의에서 도마 위에 오를 가능성이 높다. 디플레이션이 우려되는 상황에서 도리어 재정을 거두어들인다는 것은 경제학 교과서에도 맞지 않다.

은행의 건전성

'은행이 건전하다'는 것은 빌려준 돈을 제대로 못 받아 손실이 발생해도 이런 상황을 견딜 만큼 충분한 '자기자본'을 확보한 경우를 의미한다. 이와 관련해 지금까지 상업은행(예금과 대출이 주 업무로 예금보험이 적용되는 금융기관)에 적용된 국제 규범은 '자기자본비율(BIS) 8% 이상'이었다(29쪽 상자기사 참조). 그런데 이번 금융위기 직전, 글로벌 대형 은행들의 자기자본비율은 8%를 훨씬 웃돌았다. 대체로 10% 이상이었다. 그런데도 금융위기를 피해가지 못하자 은행 건전성을 관리하는 방법, 즉 자기자본비율에 문제가 있다는 주장이 강하게 제기됐다. 이에 따라 G20은 이전의 자기자본비율 8%를 12% 이상으로 조정하는 방안을 논의 중이다. 자기자본에 대한 규정도 훨씬 엄격하게 적용할 전망이다.

자기자본비율은 결국 은행이 '빌려준 돈'을 제대로 회수하지 못하는 '위험(리스크)'에 대비한 것이다. 그런데 이번 금융위기에서는 '은행이 빌려준 돈'이 아니라 '은행이 빌린 돈' 때문에 발생한 문제가 숱하게 관찰되었다. 예컨대 은행들은 지나치게 많은 돈을 빌려(레버리지) 갚지 못하거나, 이를 상환하느라 대출을 줄여 불황을 더욱 심화시켰다. 또 은행이 많은 자산(예컨대 부동산)을 가지고 있으나 그중에 현금이나 현금으로 쉽게 바꿀 수 있는 금융자산(예컨대 국채)이 얼마 되지 않아 고객에게 예금(은행이 빌린 돈)을 돌려주지 못하기도 했다. 이에 따라 G20은 은행 부채 규모(레버리지)를 제한하고, 고유동성 자산(현금이나 국채)의 보유 규모는 늘리는 규제 방안을 모색 중이다. 그러나 은행 건전성 강화는 금융 시스템의 안정성을 높이는 대신 신용 공급을 줄여 중소기업과 서민 대출을 가로막는 결과를 낳기도 한다.

'시스템적으로 중요한 금융기관'

미국의 글로벌 투자은행인 제이피모건체이스의 자산 규모는 2010년 현재 연간 한국 GDP의 두 배 정도인 2조 달러. 골드먼삭스도 1조2000억 달러이다. 이런 금융기관들은 사실상 전 세계 인구와 직간접적 채권·채무 관계를 맺고 있다고 볼 수 있다. 심지어 각국의 중앙은행들까지 글로벌 금융기관에 투자하기 때문이다. 그런데 이런 초대형 금융기관들이 파산하면 어떻게 되는가. 전 세계 경제가 휘청거릴 수밖에 없다. 그야말로 '대마불사'이고 '시스템적으로 중요'한 것이다. 이런 '시스템적으로 중요한 금융기관'을 어떻게 규제할 것인가도 G20의 주요 의제다. 부실이 발생하지 않도록 감시하고, 그래도 경영위기가 터지면 다른 부문에 확산되지 않도록 해야 한다. 그리고 가능하면 금융기관의 규모가 지나치게 커지지 않도록 해야 한다.

이에 따라 G20에서는 비대한 금융기관에 대해 다른 금융기관보다 더 높은 재무건전성을 강제하고, 위험한 투자 업무(헤지펀드·사모펀드·장외파생상품 발행 등)를 운영하지 못하게 하는 방안을 논의 중이다. 이 부문에서는 미국이 최전선에 서 있다. 지난 7월 미국에서 법제화된 금융개혁법에 따르면, 상업은행(예금·대출 업무)은 헤지·사모펀드에 '핵심 자본'의 3% 이상을 투자할 수 없다. 또한 고객이 위탁한 돈이 아니라, 은행의 자기자본을 직접 위험한 투자에 운용하는 '자기자본 투자'도 금지되었다. 금융기관의 지나친 비대화를 막기 위해 인수합병에도 규제가 가해지며, 특히 '시스템적으로 중요한 금융기관'(SIFI)으로 지정되는 경우, 회사 분할과 청산까지 가능하다.

위험한 금융상품

그동안 헤지펀드(소수 부자들에게만 자금을 받아 외환투기·석유투기 등 위험한 투자로 고수익을 거두는 펀드), 사모펀드(주식가치가 낮게 평가된 기업을 인수해서 구조조정을 통해 기업가치를 높인 다음 되파는 펀드) 등은 금융당국에 등록할 필요가 없었고, 이에 따라 감독도 거의 받지 않았다. 상업은행이 받는 자기자본 규제나 부채비율 제한과도 무관했다. 그래서 이들은 투자금의 십수 배에서 수십 배에 이르는 돈을 빌려 위험한 투자를 일삼았고, 이런 행태는 이번 금융위기의 주요 원인 중 하나였다.

이와 관련해 G20에서는 헤지·사모펀드 등록을 의무화하고, 심지어 부채비율까지 제한하는 제도를 논의하고 있다. 이와 함께 CDO(부채담보부증권), CDS(신용부실스와프) 등 위험한 파생상품에 대한 규제도 한층 강화될 전망이다.

금융기관 과세

최근 G20에서 논의되는 '금융기관 과세'는 일반적인 법인세 따위가 아니다. 어떻게 보면 세계 금융위기를 일으켜 각국 정부의 재정지출 및 적자를 불가피하게 만든 금융기관에 책임을 묻는 세금이다. 이후 금융위기에 대비해 구제 자금을 미리 마련한다는 의미도 있다.

지난해 6월의 미국 피츠버그 G20 정상회의에 앞서 독일 재무부는 강력한 과세안을 제출한다. 바로 금융거래세(FTT)다. 일체의 금융상품(주식·채권·파생상품·외환) 거래에 세금을 매기자는 것이다. 외환거래에만 부과되는 토빈세(예일 대학 토빈 교수가 1978년, 통화위기를 막기 위해 단기성 외환거래에 세금을 부과하자고 제안)도 30여 년 동안 논의만 계속되고 있는 것을 감안하면 매우 강력한 제도다. G20의 모든 회원국에 이 제도를 적용하면, 한 해 글로벌 GDP의 1.4%인 6990억 달러(세율은 0.05%)가 징수될 것으로 예상된다. 세율이 0.1%일 때는 1조 달러. 이는 각국의 재정위기를 타개할 비상구로 간주되면서 피츠버그 정상회의에서 가장 뜨거운 이슈로 떠올랐다.

그러나 국제통화기금(IMF)은 G20에 제출한 보고서에서 금융거래세 대신 은행세(Bank Levy)와 금융활동세(FAT)를 제안한다. 은행세는 금융기관의 부채(liability)에, 금융활동세는 '은행 이윤과 은행가의 수입'에 부과되는 세금이다. 골드먼삭스는 2009년에 134억 달러 이윤을 기록했고, 직원들은 모두 160억 달러를 받았다. 금융활동세로 거둘 수 있는 자금이 만만치 않다는 것을 알 수 있다. 그러나 금융거래세에는 미치지 못한다. 캐나다 시민단체 카이로스(KAIROS)의 추산에 따르면 OECD 22개국에 5% 금융활동세를 적용해도 매년 징수액은 930억 달러 정도다. 한편 오바마 정부가 실시할 금융위기책임세는 자산 규모 500억 달러 이상인 금융기관이 대상인데 12년간 1200억 달러를 걷을 예정이다. 한 해 100억 달러 정도이다.

금융거래세에 가장 적극적인 나라는 프랑스와 독일이다. 사르코지 프랑스 대통령과 독일 메르켈 총리는 캐나다 하퍼 총리에게 토론토 정상회의 며칠 전에 편지를 보내 "지구적 차원의 금융시장 세금, 즉 금융거래세에 대한 국제적 합의를 위한 작업을 준비하자"라고 제안한 바 있다. 사르코지 대통령은 2011년 프랑스 G8과 G20에서 금융거래세를 본격 의제화하겠다고 공언했다. 그는 금융거래세의 용도를 금융위기에 대한 대응은 물론 기후변화 방지와 저소득국 개발 지원으로 넓히기까지 했다.


국제 금융기구 개혁

IMF의 설립 취지는 '국제 유동성 조절(결국 기축통화인 달러 공급)'이었다. 세계은행의 목적은 개발도상국 지원이다. 그러나 국제기구들이 본래의 설립 목적에서 벗어났다는 것은 이미 공공연한 비밀이다. 이 두 국제기구의 수장은 미국과 유럽이 번갈아가면서 맡고, 동아시아 등 신흥 발전국의 지분과 권한은 없다. 특히 IMF는 외채위기를 당한 국가에 달러를 공급하면서 그 조건으로 경제·사회개혁을 내걸었다. 사실상 내정간섭인데 주로 재정긴축, 노동시장 유연화, 시장개방 등을 통해 해당 국가의 경제를 더욱 침체시키며, IMF의 대주주인 미국이 원하는 국제 경제질서를 강제해온 것이다.

국제 금융기구 개혁의 내용은 경제력에 맞게 IMF 지분을 새로 구성하자는 것이다. 선진국의 지분 중 최소 5%를 개도국으로 옮기는 것인데, 주로 유럽 국가들의 지분이 중국 등으로 옮겨질 전망이다. 그러나 반발도 만만치 않을 것으로 보여 이번 서울 회의에서 격돌이 예상된다.

인민의 알 권리 보장돼야” … 후진타오, 정치개혁 신호탄

선전특구 30주년 기념식서 자유 대폭 확대, 민주선거 강조
중국 지도부가 정치체제 개혁의 신호탄을 쐈다. 후진타오(胡錦濤) 중국 국가주석은 6일 광둥(廣東)성 선전(深?)시에서 열린 ‘경제특구 지정 30주년 기념식’에서 “중국의 사회주의 발전 노선을 지속하기 위해 부단히 사회주의 정치제도의 완성과 발전을 추진하고, 인민이 주인이 되도록 해야 한다”고 밝혔다.

후 주석은 홍콩 봉황위성TV를 통해 방송된 이날 연설에서 ＂개혁·개방 30년의 성과를 이어 가기 위해 정치체제 개혁과 민주적 개혁이 필요하다”고 강조했다. 그러면서 “사회주의 민주를 확대하기 위해선 사회주의 법제국가 건설이 시급하며 법에 의한 민주선거, 민주적 정책 결정, 민주적 관리·감독이 실현돼야 한다”고 강조했다.

이날 후 주석의 연설에서 가장 주목을 받은 부분은 인민의 자유를 대폭 신장할 필요가 있다고 언급한 대목이다. 후 주석은 사회주의 민주체제의 실현 조건으로 “ 인민의 알 권리(知情權)•참정권(参與權), 표현의 자유(表達權)와 감독 권한(監督權)이 보장돼야 한다”고 지적했다. 30년 전 덩샤오핑(鄧小平)이 선전을 첫 경제특구로 지정한 뒤 중국의 경제 발전이 시작됐다면 후 주석은 이곳에서 앞으로 30년을 내다보는 정치 개혁의 서막을 올린 것이다. 홍콩의 중국 정치 소식통은 “덩샤오핑의 남순강화 못지않은 중국 정치 개혁의 전환점으로 기록될 만하다”고 평가했다. 1989년 천안문 사태 이후 당내 좌파의 공격으로 개혁 노선이 후퇴할 조짐을 보이자 덩샤오핑은 92년 선전을 찾아 ‘당의 기본노선(개혁·개방 노선)은 100년 동안 흔들림 없이 지켜야 한다’는 ‘남순강화(南巡講話)’ 어록을 남겼다.

정치 개혁을 주창한 후 주석의 이날 ‘폭탄성’ 발언은 지난달 20일 선전을 방문한 원자바오(溫家寶) 총리를 통해 어느 정도 예견됐다. 홍콩 언론에선 ‘원 총리가 후 주석의 정치 개혁 선언에 앞서 분위기 조성(探路) 차원에서 선전에 왔다’고 분석해 왔다. 원 총리는 “중국의 첫 번째 경제특구인 선전이 첫 정치특구가 돼야 한다”고 정치 개혁론을 촉발시켰다.

원 총리의 발언이 언론을 통해 공개되자 큰 파장이 일었다. 특히 좌파 계열은 천안문 사태 당시 민주 개혁에 동조했던 자오쯔양(趙紫陽) 총서기를 떠올리며 원 총리를 ‘자오쯔양 그룹’의 새 리더로 몰아세우고 있다고 홍콩 시사주간지 아주주간이 전했다. 이들은 정치든 경제든 일체의 개혁에 대해 심한 알레르기 반응을 보여 왔다. 또 다른 좌파 성향의 공산당 기관지 광명(光明)일보는 ‘원 총리의 발언은 시대착오적이고 무책임한 언사’라며 신랄하게 비판했다. 하지만 중국 유력 잡지 염황춘추(炎黃春秋)의 두다오정(杜導正) 사장은 “총리는 수많은 고위층 인사가 못 하는 말을 하고 있다”고 밝히는 등 홍콩의 전문가들 사이에선 후 주석의 연설에서 구체적인 정치 개혁 목표가 나올 것이란 예상이 우세했다.

영국 국제전략연구소 밝혀…"中 견제 위해 협의체 모색"

한국과 호주, 인도네시아 등 일부 아시아 국가들이 최근 경제·외교·군사 분야에서 영향력을 확대하는 중국을 견제하기 위해 국제 공조를 강화하고 있다고 영국 국제전략연구소(IISS)가 7일(현지시간) 밝혔다.

세계적인 안보전략 싱크탱크인 IISS는 이날 발표한 연례 전략보고서에서 "한국과 호주, 인도네시아 등 중견국가(middle power)들이 새로운 '슈퍼 파워' 중국의 영향력 하에서 자국 이익을 도모하기 위해 상호 공조를 모색하고 있다"고 분석했다. 이 보고서는 "미국을 위시한 서방 국가들이 금융위기와 아프가니스탄 전쟁 등의 여파로 아시아 지역에서 경제·외교·군사 관련 영향력을 잃어가는 가운데 중국의 영향력 확대를 우려하는 한국 등 아시아 다극주의 지지국들이 중견국가 협의체 구성을 모색하는 것처럼 보인다"고 밝혔다.

보고서는 한국을 이 같은 움직임의 선두에 선 국가로 표현하면서 한국의 아랍에미리트 원자력발전소 수출 등을 국제 공조 강화의 한 예로 들었다. 또 호주와 베트남 등은 중국의 군사력 증강을 우려해 잠수함 도입 등 국방비 예산을 대폭 늘리고 있으며 아시아의 또 다른 슈퍼파워인 인도에 중국을 견제하도록 압력을 넣고 있다고 전했다. 중국은 지구 온난화 등 기후변화의 주범으로 지목됐고 인도 역시 접경국인 파키스탄, 스리랑카, 미얀마에서의 영향력 문제 등으로 전략적으로 중국과 껄끄러운 관계라고 보고서는 분석했다.

블라디미르 푸틴(57·사진) 러시아 총리의 2012년 대통령직 복귀가 가시화되고 있다.


푸틴 총리는 6일 흑해 연안 휴양지 소치에서 열린 '발다이토론클럽'과 만찬모임에서 "프랭클린 루즈벨트(1933~1945년 재임) 미국 대통령도 미국 헌법에 위배되지 않기 때문에 4번 연속 당선됐다"며 2012년 대선출마에 대한 강력한 의지를 시사했다. 푸틴 총리는 '다시 출마하게 되면 러시아 정치 체제에 해를 주지 않겠나'라는 질문을 받고 "나나 메드베데프 대통령은 러시아의 현행법률이나 헌법에 위배되는 어떤 일도 하지 않을 것"이라며 이렇게 답했다.

장기 집권에 대한 얘기가 나올 때마다 푸틴과 측근들이 루즈벨트 대통령의 예를 들었던 것으로 알려져 있지만, 푸틴이 직접 언론을 향해 공식 발언하기는 처음이다. 전문가들은 최근 대통령직 복귀를 위한 정지 작업을 벌여온 푸틴의 계산된 발언으로 보고 있다. 발언 무대가 '발다이토론클럽'이라는 점도 눈길을 끈다. 발다이 토론클럽은 국영 < 노보스티통신 > 이 2004년 푸틴 당시 대통령의 의도를 반영해 언론인과 학자들을 초청해 만든 연례 토론 모임으로 매년 대통령이 참석해왔고, 푸틴은 대통령과 총리로서 빠짐없이 참석해왔다. 이번에 메드베데프가 참석하지 않은 데 대해 푸틴의 압력이 있었다는 설까지 나오고 있는 것도 이 때문이다. 　

푸틴 총리는 지난달 30일 러시아 일간 < 코메르산트 > 와 회견에서도 '2012년 대선에 대해 신경을 쓰지 않느냐'는 질문에 "그렇지 않다. 다른 어느 누구보다도 더 많이 관심을 갖고 있다"고 말했다. 최근 일련의 발언은 "아직 결정된 바 없다"며 "둘 중 한명이 2012년 대선에 출마할 것이며, 이에 대한 사전 합의를 도출할 것"이라던 과거의 발언과는 사뭇 다른 뉘앙스로 들린다. 재선에 의욕을 보이던 드미트리 메드베데프(44) 대통령이 지난달 < 리아노보스티통신 > 과 회견에서 재선 출마를 배제하지는 않으면서도 "권력 투쟁을 원치 않는다"며 한발 물러선 것과도 대조적이다.

이번 여름 푸틴 대통령이 '강력한 지도자상'을 굳히기 위해 부쩍 다양한 언론 플레이를 벌인 것도 복귀 프로젝트의 일환으로 비치고 있다. 푸틴은 지난달 10일 메드베데프가 소치에 머무는 사이 산불 현장에 수륙양용 소방항공기의 부조종사로 직접 진화작업을 벌이고 피해 지역을 방문해 지원을 약속하는 등 '보호자'로서 이미지를 재확인했다. 러시아 흑해함대가 주둔하고 있는 세바스트폴에서 할리데이비슨 오토바이를 타고, 극동의 고속도로를 러시아제 노란 라다스포츠카를 타고 질주하는가 하면, 캄차카 연안에서 배를 타고 고래에 석궁을 날리는 건강한 모습이 러시아 언론에 크게 부각되기도 했다.

푸틴은 1998년 연방보안국장에 임명된 데 이어, 1999년 5월 총리에 전격발탁된 뒤 그해 12월31일 보리스 옐친 대통령의 사임으로 대통령 권한대행이 되기까지 초고속 출세가도를 달렸다. 2008년까지 두 차례 대통령직을 수행하면서 러시아의 국제적 위상을 회복한 강력한 지도자로서 국민들의 절대적 지지를 받고 있다. 내리 3선을 금지한 헌법을 개정하는 대신 푸틴은 2008년 측근인 메드베데프 총리를 대선후보 내세우고 자신은 '상왕'격인 총리직을 맡는 편법을 통해 2012년 대통령직 복귀를 준비해왔다.

러시아의 기성 정치권과 전문가들은 푸틴이 대통령이 되더라도 푸틴과 메드베데프의 쌍두마차 형태의 지도체제는 유지될 것으로 전망하고 있다. 최근 < 푸틴-메드베데프의 다음 수순은? > 이란 책을 쓴 니콜라이 즐로빈 세계안보연구소 러시아·유라시아 프로젝트 소장은 "두 사람의 행동패턴은 분명히 다르다"며 "그러나 푸틴 총리 없는 메드베데프 대통령이 있을 수 없듯이 그 반대도 마찬가지"라고 말했다.
