'통절한 반성과 마음으로부터의 사죄’라는 표현은 일본 정부가 1995년 무라야마 담화에서부터 반복해서 사용해온 것으로 고이즈미 준이치로(小泉純一郞) 전 총리도 2005년 8월15일 전후 60년 담화에서 같은 표현을 사용했다.

한일 지식인 1000여명은 지난달 성명을 내고 “한국병합조약은 조선(한국)인의 의사에 반해 강제된 것으로 원천 무효”라는 내용을 총리 담화에 포함하라고 요구했지만 이번 담화에 이는 반영되지 않았다.

간 총리는 이어 “일본이 통치하던 기간에 조선총독부를 경유해 반출돼 일본 정부가 보관하고 있는 조선 왕실의궤 등 한반도에서 유래한 도서와 문화재를 한국민의 기대에 부응하여 가까운 시일에 반환하고자 한다”고 덧붙였다.

간 총리는 “한·일 양국은 21세기에 있어 민주주의 및 자유, 시장경제라는 가치를 공유하는 가장 중요하며 긴밀한 이웃국가가 되었다”고 양국 관계를 진단했다. 이어 그는 “양국은 장래 동아시아 공동체 구축을 염두에 둔 지역의 평화와 안정, 세계경제의 성장과 발전, 그리고 핵 군축 및 기후변화, 빈곤 및 평화구축 등과 같은 과제까지 지역과 세계의 평화와 번영을 위해 폭넓게 협력해 지도력을 발휘하는 파트너 관계”라고 밝혔다.

14일 장-마리 르팬 프랑스 국민전선(FN) 대표와 영국 국민당(BNP) 애덤 워커 등 유럽의 대표적인 극우파 정당 관계자들이 일본 전몰자들의 위패가 있는 야스쿠니 신사에 참배하고 전몰자들에게 경의를 표한 것으로 알려졌다. 이날 야스쿠니 신사 참배는 오르트리아 포르투갈 스페인 헝가리 루마니아 벨기에 등 8개 유럽 주요 국가들의 극우정당 관계자들도 포함됐다.

일본 야스쿠니 신사는 지난 1978년 태평양전쟁의 'A급 전범'이 합사되면서 매년 국제적 논란의 됐던 곳이다. 특히 역대 일본 총리들이 공식적으로 신사 참배를 강행하면서 일본 군국주의를 부활시키기 위한 의미가 아니냐는 수많은 추측을 낳기도 했다.

앞서 지난 13일에는 장-마리 르펜 프랑스 국민전선 대표가 일본을 방문해 참전용사들에게 경의를 표하는 것이기 때문에 문제가 될 것이 없다며 신사 참배에 대한 입장을 표명한데 이어 일본 우익단체 '일수회' 집회에 참석해 지속적으로 연대할 것이라는 의지을 드러냈다.

반면 간 나오토 일본 총리와 각료 전원은 '종전기념일'을 맞아 야스쿠니 신사참배를 하지 않을 방침이라고 밝혔다.

간 총리는 지난 10일 일본 주요언론을 통해 "취임시 재임 기간 중에 야스쿠니 신사를 참배하지 않겠다는 입장을 밝혔기 때문에 이에 대해 이해를 부탁한다"고 말했다. 이어 치바 케이코 법무상 역시 "이웃 국가의 감정을 종합할 때 수상 및 각료의 공식참배는 자제해야만 한다"고 덧붙였다.
