천안함 외교적 대응 일단락..기싸움은 여전할 듯

그 결과물로 24일 저녁 공개된 의장성명은 남과 북 어느 한 쪽의 손을 들어주기보다는 양측의 입장을 교묘히 절충한 정치적 타협의 산물로 평가된다.
전반적으로 유엔 안전보장이사회 의장성명을 지지하도록 유도하는 '성과'를 거뒀지만, 북한이라는 표현과 책임을 적시하지 못하는 '한계'를 동시에 노정했다는게 외교가의 중론이다.
의장성명은 8항에서 천안함 사태와 관련, `공격으로 초래된 천안함 침몰에 깊은 우려'와 `인명손실에 대한 애도', `유엔 안보리 의장성명에 대한 지지' 등을 표명하면서도 책임주체로 북한을 적시하지 못했다.
아세안 특유의 정치노선을 감안할 때 "할 만큼 했다"는 평가가 나오지만 일반국민의 눈높이에서 보면 한계를 드러냈다는 지적이다.
우선 이번 의장성명이 천안함 사건에 대한 유엔 안보리 의장성명을 지지하고 핵심기조를 유지한 점은 외교적 성과로 볼 수 있다.
유엔 안보리 의장성명은 대략 7대 3의 비율로 우리 측의 입장이 반영돼 있어 이를 지지한다는 내용이 포함된 것 자체가 의미를 부여할 수 있다는 게 정부 당국자들의 설명이다.
의장성명이 9항에서 `관련 유엔 안보리 결의의 중요성을 강조한다'며 안보리 결의안의 완전한 이행 필요성을 강조한 것도 평가해볼 대목이다. 유엔 대북제재 결의안 1718호, 1874호를 중심으로 하는 국제사회의 대북제재 추진에 정당성과 의미를 부여할 수 있다는 측면에서다.

그러나 각론으로 들어가 문안 전체의 '구조'와 '표현'을 들여다보면 우리 측이 일방적으로 성과라고 주장하기 어렵고 오히려 정부의 외교력 한계를 드러냈다는 지적이 나오고 있다.
무엇보다도 안보리 의장성명의 '알맹이 문구' 적시하지 않은 채 단순히 성명을 지지한다는 내용만 들어감으로써 북한이 유리하게 해석할 여지를 남긴 측면이 있다는 분석이다.
특히 천안함 문제를 다룬 8항에서 '공격(attack)'이라는 표현은 들어갔지만, '규탄'(condemnation)이라는 표현이 제외된 것은 유엔 안보리 의장성명 기조에서 후퇴한 것이라는 지적이 나온다.
안보리 의장성명과 마찬가지로 책임주체를 북한이라고 적시하지 못하고, 공격행위에 대해서도 `규탄'이 아닌 `우려'에 그친 것이다.
이에 따라 북한은 이번 의장성명을 편의적으로 해석하며 대북제재의 부당성을 주장할 가능성이 있어 보인다. 북한 대표단의 대변인 격인 리동일 외무성 군축과장은 지난 22일 기자들에게 "안보리 의장성명은 서로 자제하고 평화적으로 대화와 협상을 통해 조선반도 현안을 해결할 것을 촉구했다"면서 "(대북 제재는) 이러한 의장성명의 정신에도 위반된다"고 재차 강조했다.
이처럼 ARF 의장성명이 절묘한 '정치적 절충'의 형태로 나타난 것은 결국 남과 북 사이에 '등거리'를 추진하는 아세안 특유의 중립노선이 작용했다는 분석이다.
특히 의장국인 베트남은 정치·외교적으로 북한과 전통적 우방관계를 형성하고 있어 우리로서는 유엔 안보리 의장성명 기조 이상으로 외교적 성과를 올리는데 한계가 있을 수밖에 없었다는 지적이다.
그러나 매년 ARF 무대에서 한반도 현안과 관련해 북한에 보다 분명한 메시지를 보내지 못하고 정치적 타협과 절충을 되풀이하는 것은 우리의 글로벌 외교에 중요한 '결함'이 되고 있다는 비판론이 제기되고 있다.
특히 천안함 문제와 북핵 문제의 경우 국제사회의 통일된 메시지와 일사불란한 대응이 긴요하다는 점에서 이번 ARF 외교전은 적지 않은 아쉬움을 남겼다는 지적이다.

이런 가운데 한반도 문제를 둘러싼 관련국들의 이해대립을 극명히 드러니면서 외교적으로 상당한 후유증을 남긴 것으로 평가된다.
특히 한.미.일과 북.중.러가 나뉘어 천안함 이후의 후속대응을 둘러싸고 첨예한 대치전선을 형성할 가능성이 커 앞으로 한반도 정세에 신(新)냉전의 기류가 확산될 것으로 보인다.
앞으로 미국이 어떤 내용과 강도의 대북 금융제재 카드를 꺼내 들고 이에 북한이 어떤 식으로 반응하느냐가 한반도 정세를 좌우할 중요한 관전포인트가 될 것으로 예상된다.
당장 북한 외무성 대변인은 24일 중앙통신 기자와의 문답을 통해 미국의 추가적인 대북 금융제재 조치와 관련해 "강력한 물리적 조치를 취하는 것으로 대응할 것"이라고 밝힌 점은 심상치 않은 전조로 보여진다.
