GDP(국내총생산) 대비 재정적자가 9.3%까지 급증해 휘청대고 있는 포르투갈은 이런 위기 상황에도 불구하고 교황의 자국 방문을 환대하기 위한 준비에 여념이 없다.

주제 소크라테스 총리가 이끄는 사회당 정부는 경제위기에도 아랑곳하지 않고 67만5천여명의 공무원들에게 교황이 집전하는 미사에 참여할 수 있도록 특별 휴가를 주기로 했다.

포르투갈 정부는 재정적자를 타개하기 위해 공무원의 임금 동결 등을 골자로 하는 대대적인 재정긴축안을 발표해 공무원 사회와 갈등을 겪고 있다.

베네딕토 16세가 리스본, 파티마, 오포르토 등 성지를 돌면서 집전할 야외 미사에는 약 80만명의 신자들이 운집할 것으로 예상되고 있다.

이에 따라 경찰당국과 교황청 근위대는 교황 경호대책에 만전을 기하고 있다. 교황의 차량이 통과하는 도로 일대에는 차량통행과 주차가 금지됐고, 교황의 전용기가 포르투갈 영공에 진입할 때는 F16 전투기가 발진해 에스코트할 예정이다.

한편, 베네딕토 16세가 이번 순방 기간에 잇단 성추문 논란으로 무너진 가톨릭 교단의 신뢰 회복을 위해 어떤 언급을 할 지 주목된다. 베네딕토 16세는 추기경 시절에 미국 신부의 어린이 성추행 사건을 보고받고도 이를 묵인했다는 의혹도 사고 있다.
