`일대사 인연’의 `인’은 모든 중생들이 본래 부처 불성이라는 종자 이것을 갖추고 있다. 그래서 `인’이라고 한다. `연’은 모든 부처님께서 이 세상에 나오시게 되면 중생의 근기에 따라 법을 설하셔서 감응이 되게 해서 나타나는 것, 이것을 `연’이라고 한다. 즉 부처님의 가르침을 `연’이라고 한다. 좋은 인연을 지어야 하는데 부처님의 가르침이 아니고서는 좋은 인연이 될 수 없다. 부처님이 이 세상에 출현하신 본래 뜻은 가장 큰 `인연’이 되는 것이다.

이 인연을 맺어서 실천해 가는 것이 그야말로 중생이 가져야 할 가치관이다. 왜냐하면 부처님이라는 존재는 두 가지로 나타낼 수 있다. 하나는 중생을 구원하시기 위해 사람의 몸을 받아 나오셔서 부처님이 되는 과정을 보이시고, 42년 동안 방편의 가르침을 설하시게 된다. 마지막에 십지보살을 위해 설하신 것이 타수용신이라는 것이다. 이 타수용신은 곧 사람으로서의 부처님이 십지 보살을 위해 법을 설하신 것이다.

그러나 이 법화경을 설하신 것은 사람 몸으로 부처되신 분이 설하신 것이 아니라, 본래 부처님이 설하신 것이다. 구원본불인 자수용보신여래가 설하신 것이다. 석가모니 부처님께서 법화경을 설하신 것은 절대적인 신으로 설하신 것이지 사람으로 설하신 것이 아니다. 그래서 능생(能生)이라고 한다. 능인(能仁)은 사람 몸으로 오신 석가모니 부처님을 뜻한다.

그러나 석가모니 부처님을 나오게 하신 것은 능생이다. 이 능생은 바로 묘법연화경이다. 일불승이다. 일불승은 신령스럽다. 신령스럽다는 것은 절대적인 신이라는 뜻이다. 하나밖에 없는 절대적인 유일신으로, 우주 삼라만상 삼천대천세계를 창조하신 부처님이시다. 부처님은 왕 중 왕, 즉 33천을 관장하신다 하셨다. 뿐만 아니라 우주 전체와 삼계(욕계, 색계, 무색계)와 시방삼세를 부처님이 두셨다고 하셨다.

그런데 중요한 것은 중생이 본래부터 부처의 종자를 가지고 있는 존재라는 것이다. 그러나 종자만 가지고 있다고 부처가 되지는 않는다. 그 부처의 종자가 싹이 나도록해서 잘 거두어야, 비로소 싹이 성장해서 열매가 열리는 것과 같이 성불할 수 있는 것이다. 불성이 작용할 수 있도록 하는 것이 사람으로서 가장 중요한 가치관을 설정하는 것이다.

불성을 작용 할 수 있도록 하는 것은 오직 부처님의 하나 밖에 없는 진실한 가르침인 불법인 묘법연화경밖에 없다. 그런데 일반적인 사회의 가치관은 전혀 그렇지 않다. 그저 물질적 풍요만을 최고의 가치로 삼다 보니 사회가 어지럽고, 유사 이래 일찍이 누려보지 못한 풍요를 누리고 있으면서도, 행복을 못 느끼고 사는 사람이 많은 것이다. 여기서 또 중요한 것은 불성이 마음의 핵이란 사실이다.

그러면 이 마음은 어떻게 만들어지는가? 불성을 감싸고 있는 것이 마음이고, 마음은 하나의 생각에서 나오는데, 이 생각에서 지옥, 아귀, 축생, 아수라, 인, 천, 성문, 보살, 불, 의 십계가 만들어진다. 이 십계 중 지옥, 아귀, 축생, 수라, 인, 천의 육도라는 여섯 가지 마음이 시시때때로 나오기 때문에 불성을 개발하고자 하는 것을 방해하고, 불성이 나오지 못하게 하고 있는 것이다.

그래서 부처님께서 일대사인연으로 이 세상에 나오시어 개시오입(開示悟入)게 하신 것이다. 개시오입은 부처님께서 법을 열어서, 법을 보이고, 법을 닦게 해서, 법에 들어가게 한다는 것을 일컫는 말이다. 이 개시오입은 네 가지로 설하셨지만 궁극에는 하나가 된다.

부처님의 가르침을 관으로 닦으면 법문(法門)이 열린다 했다. 그 다음에는 법문을 통해서 지혜가 이루어지고, 지혜가 이루어지게 되면 계위를 성취하게 된다. 부처님이 되고자 하는 수행계위인 오십이위가 화엄경에 설해져 있다. 그렇기 때문에 이치는 하나다. 그리고 부처님의 지견도 하나다. 부처님의 지혜도 하나다. 그러므로 진리가 하나라는 것이다.

우리는 부처님의 가르침이 이 우주상에 하나밖에 없는 진리라는 가치관을 설정해야 한다. 이것이 곧 묘법연화경이며 불교인 것이다. 부처님께서는 중생의 고통을 당신의 고통으로 생각하신다. 또 중생들의 즐거움이 곧 부처님 자신의 즐거움으로 생각하신다. 부처님이 없으면 중생이 없다. 중생이 없으면 부처도 없다. 이것은 필연적 공존으로서 유기적 공존이 되는 이치다.

부처님과 내가 궁극에는 하나가 된다. 그때는 필연적 공존이 되지만 지금의 중생과 부처님으로서는 유기적 공존이 된다. 그래서 우리 중생들은 부처님의 가르침 자체를 내 가치관으로 설정을 해서 살아가면, 가장 사람다운 삶을 살 수 있다는 것을 분명히 알아야 한다.

소생이 중국에 대해서 이렇게 정성스럽게 언급해드리는것은 회향 차원에서 해드리는것이다 이러한 언급은 미래에는 두번다시 돌아오지않기에 미우나 고우나 중국 국가에게 받은 은혜를 보은하는 차원이다 일본도 같은 언급이고 보은 이고 회향차원이니 그것을 선택하고 그 결과 역시 그대들의 책임이 되니 전세계 어느 국가든 민족이든 종교종단이든 생명체든 소생을 원망하지도 말고 미워하지도말라! 그만큼 이 지구상 모든 국가들에게 인터넷망을 통해서 이러한 조언들을 명쾌하게 해주는 사람이 있는가 올지 절대적인 신의 종으로써 공평하게 귀가 따갑도록 잔소리로 들릴 정도로 강조하고 또 강조해드리는것이다

소생의 견해의 인연이 닿지못하면 구제와 구원은 없는것이다 다 절대적인 신의 종이 되는 인류인들이 되었으면하는 바램이다

소생이 전세계 모든 국가들에게 이러한 지혜를 언급하는것도 아무나 이러한 견해를 교통정리는 하기에는 얼마나 많은 수행을 성령과 성불을 받아야하는지는 아무나 하는것이 아니기에 이 역시 살길이지만 소생에게는 성령이나 성불 차원에서는 방편에 불과한것이다 소생은 절대적인 신과 소생과의 성령과 성불의 관계에서 이 지구 행성과 온 인류와 관계없이 그것이 과거든 현재든 미래든 지구 행성의 공간이든 우주 공간의 미래든 상관없이 회향의 기도의 결정체를 얻고자하는것이 진정한 생명체와 성령과 성불의 가르침의 지혜의 결정체이다 이것이 제일 중요한 절대적인 신과의 약속이라고 본다 이것이 우선이 아니고서는 어떠한것도 우선이 될수가없는것이 생명체의 책무이고 의무이고 사명이고 그동안 수행의 결과이다 이것을 하지않고서는 인류의 불행과 고통을 구제하기위해서 전쟁을 해야하지않느냐라는 성령의 말씀보다도 더 우선하는것이다 그것조차도 방편이기때문이다

세계 대전쟁도 하나의 방편에 불과한것이다

지금 미국은 일본은 그동안 대변화를 거부하거나나 아니면 계속해서 주도권을 내놓지않으려고하거나 미래의 주도권을 계속해서 연장하려는 세력들이 고집을 피우면 한반도 남북간의 전쟁은 일어날수도 있고 이러한 확률은 매우 높고 그것이 주변4강의 이익이 되기에 그리고 정신차리지못한 남북한 백성들은 죽어도 너희들은 할말이 없다 위정자들의 농간을 막지못한 책임이 남북한 백성들에게 있기에 말이다 남북한 위정자들은 주변4강의 이익에 개,노예 노릇하기에 살아남지만 그러나 그들도 죽는다

지금 주변4강을 비롯하여 전쟁에 대한 시나리오는 총26가지 전쟁 게임중에 일어날것이고 미국이 중국이 점진적인 인류의 불행과 고통을 구제하는데 협력하고 동참하면 모두에게 윈윈 전략이 될것이고 다소나마 희생의 피를 줄일수가 있다

그러면 하늘이 도와줄것이고 그러하지못하면 하늘의 뜻대로 독자적으로 추진되어질것이다

즉 주변4강을 전체를 무시를 하고 미국 조차도 무시해버릴것이다 지금 이것을 기본선에 깔고 가고있기에 미국도 죄인이고 중국도 죄인이기에 지구 공동방위창설군은 중국이든 미국이든 무엇이든간에 관계없이 준비대로 계획들이 진행해갈것이다

바로 그 아래에 지금 세계 정세를 논하고 언급하는것이니 어차피 세계 전쟁은 기정사실화로 가고 있으니 그 속에 한반도가 26가지 전쟁중에 처신들을 어떻게 해야하는지 굳이 언급하지않겠다 역사의 교훈에서 답이 있기에 긴말할 필요도 없다

26가지 시나리오중에 전쟁의 가장 큰 목표와 목적은 방향은 이미 언급해드렸기에 인간들끼리 악순환의 고리를 단절하고자 최상의 선택 역시 방안을 알려드렸고 그 다음 그들이 계속해서 엇박자를 내는 미국이나 일본,중국,남북한 위정자들이 고집을 피우면 반드시 대응징을 기필코 처리를 하겠다라는것이다

그리고 인도 국가 역시 무사히 이번에는 넘어가지못하니 인도의 전략 전술이 힌두교 3000년넘게 넘어온 지금 그들은 무엇을 해왔는지 대답을 내놓아라 그러하지못하면 인도 국가도 무사하지못할것이다

속된말로 말듣지않으면 가차없이 소멸을 시키는것이 응징의 최우선 순위에 두고 있다 물질을 물질을 소멸시키는것이 무엇이 문제인가이다


미국의 죄값 역시 반성하지않으면 반드시 댓가를 치루게할것이다 그 다음 일본 그다음 중국 그 다음 대한민국 그다음 북한이다 그다음 유럽이고 러시아이기에 그러니 이러한 순서를 열거한것이 뭔 의미를 담는지 아울려 해양 국가들과 대륙 국가중에 어느곳에 힘이 실리고 있는지 그 분수를 알고 움직여라는것이다 미국은 일본은 한반도 역시 마찬가지이고


인류사 가장 강력한 전쟁이고 가장 인류 문명의 통일의 대업을 달성한 세개적인 영웅들보다도 더 강력한 세계 통일 전쟁을 치루게할것이다 그러니 올바른길로 점진적인 상생의 대안에 협력을 하라는것이다 그러하지못하면 절대로 승자는 없다 모두가 패자들이 패전국들이 될것이다

최근 미국의 여론조사에 따르면 중국의 발전은 미국에 부정적인 영향을 미칠 것이라는 의견이 긍정적인 수치보다 압도적이며, 세계의 모든 국가 중 중국의 발전이 미국에 가장 위협이 될 것이라는 결과가 나왔다. 중국의 발전에 따르는 미국의 우려는 사실 오늘 만의 일이 아니다. 일부에서는 '황화론(黃禍論)'을 '중화론(中禍論)'으로 까지 해석하며, 미국정부의 계속적인 대중국포위정책은 이를 입증하는 예라 하겠다.

또한 미국의 여론조사에 일본의 발전이 미국에 유리하다는 점이 주목할 만한 일로 최근 미국과 일본의 관계가 그 어느 때 보다도 긴밀한 것 또한 이를 증명하고 있다. 그럼 미국은 현재 무엇을 생각하고 계획하고 있을까? 동북아시아에서의 미국의 계산(?)은 과연 무엇인가? 이 문제는 바로 우리가 동북아시아에 위치하며, 또한 인접국인 중국과 일본 및 러시아, 그리고 북한과 대만과 밀접한 관계를 가지고 있는 문제로 깊이 생각해 보지 않을 수 없다.

미국은 장기간의 경상수지적자와 재정적자 등 쌍둥이 적자로 이미 미국 국내와 세계 각국에서 우려의 소리가 나오고 있다. 미국 재정적자확대와 경상수지적자로 인한 달러에 대한 신임도도 문제가 되고 있다. 미국의 과대한 경상수지적자는 동북아시아 각국의 무역흑자와 관련이 있는데 이는 현재 한국의 외환보유액 2,070억달러, 일본 8,230억달러, 중국 7,690억달러, 대만 2,520억달러 보유가 이를 증명하고 있다.

문제는 미국이 이러한 문제를 자국의 문제에서 해결하기 보다는 계속 대미 경상수지흑자국가 간의 갈등으로 심화시킴과 동시에 지역분쟁을 일으켜 문제를 해결하려고 하고 있다는 점이다. 미국의 입장에서 볼 때 동북아시아는 미국 경상수지적자의 원인이 아닐 수 없으며, 이 지역의 급속한 발전은 그들의 위협(?)이 아닐 수 없다. 미국은 제2차세계대전 일본과의 전쟁에서 아시아 국가 중 제2의 일본의 출현은 즉 그들의 위협이요 몰락을 뜻함을 절실히 느꼈다.

제2차세계대전 후 이데올로기 전쟁에서 미국은 한국전쟁에서의 무승부(?)와 월남전에서의 패배라는 수모를 당했고, 소련의 몰락과 중국의 성장이라는 현실에 또다른 과제에 직면해 있다. 어떻게 보면 동북아시아에서 선택의 기로에 선 미국! 그러한 미국의 행보가 빨라지고 있음을 주시해야 한다. 중국과 대만 간의 문제, 그리고 북한의 핵문제는 그들이 이용하기에 너무나도 좋은 사안이 아닐 수 없다.

미국은 동북아시아 지역 간의 갈등을 철저히 이용하여 동북아시아의 재난을 계획하고 있다. 즉 미국은 한국과 북한 간의 관계, 한국과 일본 간의 관계, 북한과 일본 간의 관계, 중국과 일본 간의 관계, 중국과 대만 간의 관계를 철저히 이용하여 그들의 목적을 달성하는 것이 바로 그것이다. 미국은 동북아시아에서 일본과의 협력을 강화하여 일본이 지역분쟁에 참여하게 하고 자신들은 원거리에서 이를 조정하고 있다.

순수하게 미국의 입장에서 한국문제를 보면 우리에게 기분나쁘게 들리겠지만 한국은 배은망덕(?)하지 않을 수 없다. 이유야 어떻든 미국은 한국전쟁에 참전했고 지금까지 그 임무를 수행(?)하고 있다. 한국이 북한과의 관계에서 유화적 태도를 보이고 미국을 배제하고 자기주장 만을 내세우며 미군철수를 주장하는 점은 미국의 입장에서 개구리 올챙이시절 모르는 행동으로 보일 수 있다. 때문에 미국은 주한미군철수 등을 단행하고 있는 반면 일본과의 관계를 계속강화해 나가고 있다.

그래서 지금 미국이 일본이 대한민국 그동안 위정자들이 천안함 사건은 궁극적으로 중국을 압박하기위한 미국의 선택이였음을 그것도 미 국무부 소속 그릇된 정보기관 세력들의 농간에 천안함 사건을 통해서 3마리 토끼를 잡으려고한것이다 그것을 중국과 북한 동시에 한반도 전체를 장악하려는 미국의 의도를 그만큼 중국은 이러한 미국의 대응에 대응하는 비책은 중대한 선택을 용단을 결단을 내려야하는데 그러기위해서는 고도의 지혜가 용기가 믿음이 요구되는것이다 아울려 그것을 대답해줄 선지식분을 만나야하는것이다 지금의 중국의 대응을 해가는 선택은 매우 중대한 중국이 그동안 유지해온 역사보다도 더 중요한 선택의 시간이다라는 사실이다 한반도는 주변4강으로부터나 철저하게 역사의 교훈을 망각하고 지금 남북한 위정자들의 해온 선택과 행보는 분명히 댓가를 치루어야할것이다 거듭말하지만 분명히 과오를 우를 범했기에 주변4강으로부터 내정한 응징을 받게될것이든지 정신차리지못한 이 한반도 위정자들을 이번에는 분명하게 처리할것이다

더 큰 문제는 대만이다. 그것은 바로 대만의 독립을 지지하는 민진당과 그를 세력이 미국에게 철저하게 이용당하고 있다는 점이다. 미국의 입장에서 중국의 통일은 제2의 일본의 출현으로 곧바로 그들의 이익에 관련되기에 절대 중국의 통일을 바라지 않는다. 대만이 미국과 일본이 진정으로 그들의 독립을 지지하는 것으로 착각하고 독립을 선포하는 순간은 바로 동북아시아의 재앙이 아닐 수 없다.

대만이 독립을 선포하게 되면 중국의 입장에서는 주권에 대한 도전으로 반드시 이 문제를 해결할 것이며 그 최종 해결방법은 무력이 될 것이다. 이것은 미국이 중국에 도발을 하여 국제여론에 악영향을 주는 것보다 대만을 선제공격을 한 중국으로부터 대만을 원조하는데 유리하게 작용할 것이며, 이는 또한 일본에게도 대만을 원조하게 하는 좋은 구실이 되지 않을 수 없다.

세계의 패권을 유지하려는 미국의 계산과 동북아시아의 패권을 노리는 일본의 이익이 맞물려 중국의 대만통일을 저지할 것이다. 미국은 또한 중국의 군사력분산과 북핵문제 및 한국에 대한 교훈의 일환으로 한반도에서의 전쟁을 유발하여 중국으로 하여금 한반도와 대만해협 간의 양면전쟁이라는 과제를 던질 뿐만 아니라, 그들의 골치거리인 북핵문제를 해결함과 동시에 그 동안 배은망덕(?)한 한국을 전쟁터로 만들어 보복(?)을 하게 될 것이다.

한반도와 대만해협의 전쟁은 중국과 북한의 동북아시아 군수기지가 될 일본공격을 유발하게 되어 일본이 직접적으로 전쟁터가 될 가능성은 많지 않겠지만 그들의 공격을 받을 것이 분명하다. 그렇게 된다면 동북아시아의 한국, 북한, 중국, 대만, 일본이 모두 전쟁에 직접 휘말리거나 그 영향을 받게 될 것이 분명하다. 그 과정에서 한국을 비롯한 대만, 일본 등은 미국 무기수입에 열을 올릴 것이고, 이곳에서의 전쟁은 또한 미국 달러의 강세를 초래할 것이다.

그렇게 되면 미국은 동북아시아의 위협을 일시에 해결함과 동시에 동북아시아에 쌓여있는 자국의 달러를 회수할 수 있게 된다. 이곳에서의 전쟁은 말할 것도 없이 이 지역의 경제를 최소 50년 이상 후퇴시키게 될 것이다. 많은 사람들이 이것은 불가능한 일이라고 생각할 것이다. 하지만 세상에는 불가능하다고 생각하는 문제가 자주 발생하고, 정치를 하는 사람들의 입장에서는 인간의 생명과 재산도 자주 숫자로만 계산된다는 점을 잊어서는 안된다.

그러면 과연 중국과 한국에서의 전쟁결과는 어떻게 될 것인가? 애석하게도 미국은 중국과 한국의 통일을 바라지 않으며, 그들은 그들의 목적, 즉 동북아시아의 재앙을 통한 경쟁자의 제거와 자국달러의 회수라는 목표를 달성한 후 이 지역에서 그들의 영향력을 계속 발휘하려 할 것이다. 일본 또한 피해는 있겠지만 동북아시아에서의 패권을 눈 앞에 두지만 문제는 바로 중국이다. 즉 중국이 미국과 일본의 행동에 대해 어떻게 결정을 하겠는가?

중국은 분명 미국과 일본에 대해 분노를 할 것이며, 미국과 일본 생각대로 일이 이루어지는 것을 저지하려 할 것이다. 이 상황에서 중국이 선택할 수 있는 방법은 무엇인가! 현재 전통무기로 중국은 일본과 싸워도 이긴다는 보장이 없다. 하물려 세계 군사초강대국 미국이 있다면 중국은 더욱 더 곤란에 빠지게 될 것이 분명하다. 미국의 계산은 중국이 핵을 사용하지 않을 것이라는 판단이지만 실제로는 그렇지 않을 가능성이 많다.

중국의 최후의 선택은 바로 핵이 될 것이다. 재래전에서 불리하게 될 중국은 최종적으로 핵전쟁을 불사할 가능성이 있다. 미국은 앞에서 말한 동북아시아에서의 일거다득(一擧多得)의 이렇게 좋은 기회를 이용할 것이지만, 결국 중국에 대한 평가실수로 인류 뿐만이 아닌 지구의 재앙을 불러 일으킬 것이다. 미국의 패권주의와 일본의 야심, 대만의 실수로 시작되는 비극의 시작과 한국전쟁, 그리고 중국의 강경책으로 이어지는 시나리오는 바로 인류의 이기심이 불러 일으키는 지구의 비극이 되지 않을까!



[세계] 미국의 대중국 전략... 그리고 미래 통일한반도...

미국의 부시행정부가 들어서고, 네-오콘의 세계전략이 구체화되었을때에 왜 그 첫번째 침공대상이 아프가니스탄이었는가? 그것이 이라크라던지 또는 북한일 가능성은 없었을까?

이런 생각한번쯤 해보셨을겁니다. 작금의 동북아시아정세 (미-중간의 대립)을 보면서 미국의 부시행정부가 벌여오고있는 패권구상을 지도로 확인해볼수가있습니다. 백문이불여일견이라고 말보다는 지도한장이 더 쉽게 부시행정부의 패권전략을 이해하게도 해줍니다.




위의 그림이 좀 불친절하긴해도, 원으로 되어있는 부분을 보면서 설명을 드리죠. 가운데에 있는 큰원이 바로 아프가니스탄입니다. 보라색으로 되어있는 부분이죠.



1. 미국은 왜 아프가니스탄을 첫번째 목표로 삼았나?

아프가니스탄의 지정학적위치에 대해서 충분히 생각해보신분들은 많지 않을겁니다. 그런데 잘살펴보면 아주 재미있는것을 발견하게됩니다. 아프가니스탄은 이란과 중국을 곧바로 연결하는 중앙에 위치하고있습니다.

또 다르게 말한다면 중동과 중국을 직접연결하는 연결통로이기도 하지요. 중국이 중동으로부터 원유공급파이프라인을 계획했던 주요루트가 바로 아프가니스탄을 경유하는것이었습니다. 아프가니스탄의 지도를 조금 주의깊게 들여다보면 오른쪽으로 길죽하게된 지형이 바로 중국으로 연결할수있는 통로지요.

아울러 아프가니스탄의 다음으로 미국의 침공을 받은곳은 이라크입니다. 이라크를 살펴보면 더 재미있어집니다. 바로 이라크는 아프가니스탄과 함께 이란과 접경한 국가이죠.

아프가니스탄과 이라크를 미국이 점령하게되면 이란은 그 사이에 샌드위치가 됩니다. 지도의 오른편에 있는 두개의 원은 말할필요도없이 한반도와 대만입니다. 네개의 원의 공통점은 미군이 직접적으로 힘을 투사하고있는 곳입니다.

한반도와 대만그리고 아프가니스탄을 연결하는 삼각구도는 중국을 둘러싸게됩니다. 마치 이라크와 아프가니스탄에 의해서 샌드위치가된 이란과 똑같은 모습입니다.

그렇다면, 왜 미국은 중국과 이란을 고립시키려고했을까요? 지난번에도 제가 말씀드렸듯이 미국이 이라크를 침공한이유는 세계2위의 석유생산국가인 이라크의 석유공급을 확보하고 중동의 석유패권을 손에 넣기위해서이기도 하지만, 아프가니스탄과 연결해서 보면 그 이유가 더욱 확연해집니다.

중국과 이란의 연결고리를 끊고, 양국을 고립화시키는 구도를 만들어내는 첫번째 초석이 아프가니스탄을 점령하는것이라는 얘깁니다. 알카에다가 일으킨 9.11때문에 우연하게 불똥을 맞은것이 아프가니스탄이 아니냐? 이렇게 생각한다면 그 두번째 불똥을 반드시 이라크가 맞아야할이유는 하나도없었습니다. 핵무기나 생물학무기는 지금까지도 발견되지 않았으니까 말입니다.



2. 중국을 압박하는 3각포인트

다시한번이야기하지만, 미국이 진행하고있는 침략전쟁의 시나리오는 처음부터 끝까지 순서대로 진행이되고있다고 봐야 옳을것입니다. 그리고 그 주타겟이 무었이냐고 묻는다면 그것은 중국입니다.

이란은 부시행정부의 최종목표가 아닙니다. 아무리 미국이 힘이좋다고 하더라도 8년내에 아프가니스탄-이라크-이란-북한-중국과 동시에 전쟁을 수행할만한 능력은 없을것입니다.

지금 미국이 하고있는 행동은 소위 '곁가지를 치고있는' 것입니다. 진짜 메이저인 중국을 치기위해서 그 중국과 동맹하여 미국에 대항할가능성이있는 모든 국가들을 단속하고 포위전략을 차근차근 밟아나가는것이라고 봐야한다는 겁니다.

아프가니스탄과 이라크의 점령으로 이란은 적어도 미-중간의 분쟁이 발생하더라도 중동에서 무슨일을 벌일만한 입지를 잃었습니다. 미국은 이란을 치지 않을것입니다. 지도가 말해주고있으니까요.

중국을 포위하는 삼각포인트, 그 꼭지점중에 하나는 아프가니스탄이고 미-중간에 분쟁이 발생하면 미국의 군사력은 아프가니스탄에서 중국의 서쪽으로 힘을 투사하게 될것입니다. 아니 직접적인 힘의 투사가 아니라 간접적인 방식입니다.

아프가니스탄과 이라크와는 달리, 미국은 중국과 전면전을 치를 계획은 없을겁니다. 핵을 보유한 중국을 직접친다는것은 너무나 위험한 계획이니까요. 그렇다면 최선의 방법은 무엇일까요?

미국이 소련연방을 분할시켰듯이 중국을 분할시키는 방법을 택하는것입니다. 이것은 지금 미국의 국무장관인 라이스의 주특기이기도 하죠. 소련의 붕괴를 통해서 능력을 인정받은 러시아전문가가 바로 라이스이니까 말입니다.

미국은 중국내의 갈등을 최대한 이용해서 간접적인 무력투사를 하는 방법으로 중국을 쓰러뜨리려고 하는것이죠. 아프가니스탄은 중국의 신장자치구, 티베트쪽에 맞물려있습니다. 중국내부의 최대약점중의 한곳이죠.

지금 미국이 그려놓은 중국을 둘러싼 세곳의 포인트에서 동시에 압력이 가해진다면 그것은 신장자치구와 티벳의 독립움직임, 한반도에서의 만주갈등 , 대만과의 분쟁을 동시에 유발하는것을 쉽게 연상할수가있습니다.

그것은 마치 한국전쟁때 중국이 참전함으로써 대만을 잃었던것과 마찬가지의 상황입니다. 어느한가지만 일어나는 일은 아니라는 것이지요.

지도에서 설명이 빠진부분이있는데, 그것은 동남아시아이죠. 미국은 최근 인도와 베트남과 관계를 밀접하게 하고있습니다. 이것은 역시 중국을 포위하는 전략의 일환입니다.

그런데 미얀마(버마)가 군사독재정권이 들어선이래 친중국적인 움직임을 보이면서 중국의 뱅갈만으로의 소통에 숨통을 틔여주고있습니다. 그래서 미국은 미얀마를 불량국가 명단에 올려놓고있고 미얀마의 군부는 미국의 공격이 두?梔?지휘부를 산악으로 옮기려고 한다는 외신도있습니다.

인도,베트남의 움직임은 직접적인 미국의 군사력투사와는 큰연관이없지만 중국포위전략의 일환인것은 맞습니다. 미국이 대만을 부추겨서 중국과 분쟁이 발생했을경우 중국이 미국에 핵을 사용할수있을까요? 대답은 노우입니다. 해군과 공군은 몰라도 미국은 육군을 중국과의 분쟁에 투입하지 않을것입니다. 직접적인 충돌을 피하기위해서 말입니다.

과거 한국전쟁때 러시아가 북한의 배후에서 막대한 공군력을 지원했듯이 말입니다. 문제는 이러한 형태의 분쟁에서 중국이 직접적인 핵보복공격을 감행할수없다는것입니다. 물론 최근에 중국의 군강경파 장성하나가 미국에 경고를 하기는 했지만, 그것이 곧바로 중국의 전략변경을 의미하지는 않습니다.

대만과 중국이 분쟁에 돌입하게되었을때 미국은 대만을 일본과함께 해,공군력으로 지원할것입니다. 중국의 보병병력이 160만에 달하는반면에 해병대의 병력은 1만명에 불과합니다. 그런데 대만의 해병대병력은 3만명에 달하지요. 총보병병력은 24만명수준입니다.

이러한 상륙전병력의 불균형이 말해주는것은 대만과 중국의 분쟁시에 중국이 대만을 점령할 걱정을 하는것보다는 오히려 대만의 해병대가 미국과 일본의 도움을 받아 중국대륙에 교두보를 확보하는것을 우려해야한다는것을 의미합니다.

대만의 전총통이었던 이등휘가 언젠가 언론에 진실은 미국이 48대의 핵잠으로 대만해협을 항시 지키고있다면서 중국은 겨우 미사일로 대만을 공격할수있을뿐이니 겁먹지말라고 했던말을 기억합니다.



3. 통일한반도를 만드는 키워드 (적의 적은 친구)

여기에 맞물려서 동북아의 한반도는 어떻습니까? 미국의 입장에서보면 북한을 빨리 정리해서 미-중간의 분쟁에 한반도에 주둔하고있는 미군의 병력을 동원하려고했을까요? 그렇다면 아마 미육군병력은 철수는 커녕, 증강을 했을 겁니다.

그들이 해군과 공군력만을 증강하고 육군을 한반도에서 철수시키려고하는 이유는 위에서도 설명드렸듯이 미-중간의 분쟁은 철저하게 대리전으로 치뤄질것이기 때문입니다. 그렇다면 미국이 기대했던 지상군은 어디있을까요? 원래는 남한의 60만 육군을 그 기동대로 삼으려고했던것이 자명하다는 것입니다.

한국군의 전시작전권을 쥐고있는 상황에서 대만분쟁이 발생한다면 미국은 어떠한 핑계로든 한국군을 중국과의 분쟁에 끌어들이려고했을겁니다. 그런데 참여정부에 와서 문제가 복잡하게 꼬이기 시작했습니다. 미국의 전략적유연성 (까놓고 말하면 중국과의 패권전쟁)을 참여정부는 절대로 용인할수없다고 버티고나왔던겁니다.

아울러 한-미-일 삼각동맹에서 일본의 꼬붕이 되기를 거부하고 한-일관계는 동맹관계가 아니다라는 선까지 나아가버렸으니 미국으로서는 난처한 지경이 된 셈입니다.

최근의 남-북관계 개선, 이과정에서 보여준 북한의 제스춰를 기억하시는지 모르겠습니다만, 북한은 분명히 여러차례에 걸쳐서 '미국과 우방이되고싶다'고 말했습니다. 이것을 그냥 립서비스로 보시는 분들도 계실텐데 이말은 정말 엄청난 의미를 담고있는 것입니다.

저는 북한의 외교파트만은 정말 스마트하다고 인정하고있습니다. 북한만큼 미국의 전략을 정확하게 꿰뚫어보고있는 국가는 별로 없는것같습니다. 그래서 북한이 말하는 우방의 의미는 사실은 용병입니다.

적의 적은 친구라고, 일전에 클린턴행정부시절에 북한과의 협상을 주도했던 미국의 관리가 tv에 나와서 한말중에 인상깊은 발언이있었는데 북한은 계속해서 중국과 자신들의 관계가 가깝지 않다는것을 강조했다는 겁니다.

즉, 미국의 전략을 백퍼센트 이해하고 이 상황에서 오랫동안의 숙적이었던 미국과 화해하고 오히려 미국을 도울수있다하는 메시지를 던졌다는 것이지요. 미국으로서는 이세상에서 제일 얄미운 북한을 친구로 받아들인다는것이 어처구니 없는 일일수도있지만, 우방이되고싶다는 말속에 담겨있는 의미까지 눈치채지 못하지는 않았을 겁니다.

결론은, 한반도를 참여정부의 구상대로 연합(연방)통일시켜도 남한의 육군대신 북한이 그 역할을 맡아준다면 별문제가 없지않느냐하는겁니다. 아울러 2만5천의 해병대와 lpx등으로 상륙전능력에 박차를 가하고있는 남한을 대 중국분쟁에 끌어들일수있는 방법은 동북3성이라는 당근이외에는 없다는 것이지요.




위의 지도를 보면 내몽골자치주를 보라색의 선으로 표시해놨습니다. 몽골은 러시아의 일원이고 내몽골자치주는 중국의 영토입니다. 그 둘을 합쳐서 보면 얼마나 넓은 영토인지 가늠하실수있을 겁니다.



4. 러시아의 협력, 미국의 동의하에 가능한 한국의 동북공정

몽골이 남한에 친근한 정책을 써오고있는것은 대부분 알고계실겁니다. 그 절대적인 이유는 경제적인 협력도 있지만 바로 몽골의 독립과 옛영토의 회복가능성때문입니다. 동북아시아에서 중국에게 빼앗긴 영토를 되찾아줄수있는 세력은 통일 한반도뿐이기 때문입니다. 언젠가 통일한반도는 중국과 간도문제로 영토분쟁이 반드시 일어날것이고 이러한 분쟁의 기회를 몽골은 놓치지 않으려고하는것이지요.

몽골이 내몽골자치구를 흡수할경우 그림에서 a라는 지역을 한번 주의깊게 봐주시기 바랍니다. 대략 200km정도되는 직선의 좁은 구역입니다. 저구역을 장악할경우 중국의 동북삼성은 고립무원이 됩니다. 그영토를 한번 다시 보십시오. 옛 고구려의 전성기에 맞먹는 그림이 나옵니다. 물론 통일한반도를 포함해서 말입니다.

이러한 그림에 대한 동의가 필요할텐데, 러시아는 의외로 간단합니다. 노무현대통령의 러시아방문이후에 러시아와 한국은 매우 밀접한 관계로 발전하였고, 최근에 러시아는 동북아에있어서 한국을 최우선외교국가로 지정하였고 반면에 일본은 빼버렸습니다. 다시말해서 한국의 말은 들어주되, 일본의 말은 들어주지않는다는 얘기입니다. 대표적인 예가 한국이 원했던대로 시베리아석유파이프라인을 하얼삔을 거쳐서 한국으로 공급하는 안을 7월초에 푸틴대통령이 확정발표한것입니다.

문제는 미국인데, 과연 미국이 통일한반도 나아가 만주지역의 패권까지 한국에 넘겨주려할까, 또는 그 구상을 지지해줄까하는것입니다. 그걸 이해하기 위해서는 다음의 그림이 필요합니다.




문화일보의 2005년1월5일자 보도에 따르면 중국의 보하이만(발해만)지역에서 205억톤의 원유가 매장되어있다는것이 발견되었다고 합니다. 이것은 매장량이고 가채량은 1/3수준인 70~80억톤으로 잡는다면 대략 중국이 30년은 소비할수있는 정도의 량입니다.(보도기사에는 80년) 중국이 매년 소비하는 석유의 량이 2억5천만톤(18억배럴)정도 되므로 이 발해만 유전은 엄청난 센세이션을 불러일으킬수있는 것이지요.

최근의 중국해양석유(cnook)가 미국의 석유메이저중의 하나인 '유노칼'을 인수하는데 총력을 기울이는 이유중의 하나가 바로 이 발해만유전을 개발할 기술,장비,인력을 확보하기위함이라는 추측을 개인적으로 하고있습니다.

혹자들은 중국이 미국의 유노칼을 인수하는 이유가 충분한원유공급의 확보라고 생각을 하는데, 사실 유노칼이 가지고있는 대부분의 지분은 미얀마,인도네시아,베트남등에 산재한 유전과 천연가스등이며 (70%) 이중에서도 다시 1/3만이 석유입니다.

이들 지분은 2030년정도까지 장기공급계약이 이미 끝나있는 상황이므로 이 지분이 중국으로 공급될가능성은 전무하다고 봐야겠지요. 미국의 금융가에서 지적하듯이 중국으로서는 대외적인 협상력과 기술력을 확보하려는 이유가 가장 클것이라고 봅니다. 거기 덧붙여서 바로 발해만유전의 개발이 맞물려있다는것입니다.

문제는 이유정이 북한의 서한만까지 이어져있다는 것이지요. 최근에 나온 외신기사를 보면 북한의 석유탐사를 위해서 방북하였다는 이야기가 많이나오고 이들 유정이 발해만유정에서 이어져나온것이라는 기사도 간간히 흘러나옵니다.

위의 지도에서 보여지는 b선이 바로 중국-북한간의 국경인데 북한의 유전개발이 활발하게 진척되고있는곳은 해안에서 150km, 중국과의 국경에서 30km정도 떨어진 해상이라고 합니다.

만주의 간도문제와 맞물려서 이것은 통일한국이 훗날 중국과 엄청난 분쟁을 야기할수있는 문제가 될것입니다. 두번째 지도에 나왔던 a라인의 확보는 발해만 유전을 모두 한반도에 귀속시키는 결과도 가져올수가있습니다.

미국은 중국이 패권국가로 커나가는것을 절대로 용인하지 않을것이고, 자신들이 중국을 견제할수있는 한계를 이번 국방부의 보고서에는 10년으로 잡고있습니다. 그 10년안에 어떤형태로든지 미국은 결정을 내려야합니다.

중국의 패권을 인정하고 유일한 세계의 경찰의 지위를 나누던지, 아니면 중국을 견제하는 조치를 취하던지 하는 결정을 말입니다. 미국은 이미 중국을 견제하기로 마음먹었고 부시행정부에서 취해온 테러와의 전쟁은 결국 패권국가로 발전하려는 중국을 견제하는 포석임을 이해할수가 있을것입니다.

중국이 분열되고 쪼개지더라도 발해만의 대규모 유전같은것을 보유하고있다면 미국의 전략은 실패로 돌아갈가능성이 높습니다. 통일한반도가 이뻐서가 아니라, 미국의 패권전략에 의해서 이 지역의 지배권은 통일한국에 넘어올 가능성이 높다고 보는 이유입니다.

우리에겐 꿈처럼 보일지 몰라도 , 미국과 중국에겐 코앞에 닥친 패권전쟁의 현실이며 1천5백년전의 고구려의 꿈은 우리당대에 이뤄질지도 모릅니다. 이런 그림들은 참여정부가 말했던 동북아중심국가가 현실화될수도있음을 말해주며, 노파심에서 덧붙여 설명한다면 우리가 중국과 전면전을 펼치는 일은 아마도 없을것입니다.

미국과 중국의 패권전쟁의 주된전선은 대만이며 통일한반도는 중국의 힘이 약화되고 쪼개어질때 까지 중립을 지키면서 어부지리를 챙길수있는 힘만 가지고있으면 된다는 것이지요. 그 힘이 바로 통일한반도입니다.
