[연합뉴스] 2009년 04월 22일(수) 오후 05:22 가 가| 이메일| 프린트 (모스크바=연합뉴스) 남현호 특파원 = 세르게이 라브로프 러시아 외무장관은 나토(북대서양조약기구)를 겨냥, 냉전시대 사고에서 벗어나지 못한 군사동맹체라고 비난했다고 22일 영국 BBC방송이 보도했다라브로프 장관은 이날 BBC방송과의 인터뷰에서 "나토 회원국들이 냉전시대 대치 논리로 돌아가고 있다"면서 이같이 비난했다.

이는 나토가 5월6일부터 6월1일까지 그루지야 수도 트빌리시 교외에서 19개 회원국, 1천300명 규모의 병력이 참여한 가운데 대규모 군사훈련을 계획하고 있는 가운데 나온 발언이어서 주목된다.

라브로프 장관은 특히 "러시아와 나토가 외교적으로 적대감정을 갖게 된 뿌리는 지난해 8월 러시아와 그루지야 전쟁에 대한 나토의 일방적 입장 때문"이라며 "나토는 전쟁 원인을 토론하는 것 마저 거부했다"고 주장했다.

당시 나토는 그루지야 사태에 러시아가 무력 개입한 것을 과잉 대응이라고 보고 강력히 비난하면서 러시아와의 대화 중단을 선언했다.

라브로프 장관은 "당시 러시아의 행동은 정당하고 합법적이었다"면서 "남오세티야와 압하지야 두 자치공화국의 독립을 인정한 것은 지정학적 야망에서 비롯된 것이 아닌 우리의 안보 이익 및 두 공화국 주민의 생존과 관련이 있었기 때문"이라고 말했다.

러시아는 나토의 군사훈련계획과 관련해 내달 7일로 예정된 나토와의 고위급 군사회담을 연기하기로 한 것으로 알려졌다.

<日 총선 앞두고 극우강경론 부상>

특히 자민당을 중심으로 제기되는 극우파의 극단적인 주장들은 핵무장론과 북한 기지 공격론은 물론 일본의 무력행사를 금지하고 있는 평화헌법 개정론에 이르기까지 다양한 형태로 표출되고 있다.

2007년 9월 출범했던 후쿠다 야스오(福田康夫) 전 총리 정권에 이어 지난해 9월 출범한 아소 다로(麻生太郞) 총리 정권이 올 초까지만 해도 한국과 중국과의 관계를 고려해 역사문제 등 민감한 사안에 대한 언급을 자제해왔지만, 임기 만료 전 중의원 해산에 이은 총선 가능성이 높아지면서 선거를 의식한 강경파들의 주장들이 이어지고 있다.

대표적인 것이 최근 잇따랐던 자민당 의원들의 핵무장론과 북한 기지 타격론이다.

지난 19일 홋카이도(北海道)에서 열린 모임에서 북한의 로켓 발사와 관련, "순 군사적으로 말하면 핵에 대항할 수 있는 것은 핵이라는 것이 세계의 상식"이라고 발언한 나카가와 쇼이치(中川昭一) 전 재무상을 우선 꼽을 수 있다.

그는 아베 신조(安倍晋三) 정권에서 자민당 정조회장을 역임하던 2006년 10월에도 "헌법에도 핵 보유는 금지돼 있지 않다"고 발언한 바 있다.

앞서 자민당의 야마모토 이치타(山本一太) 참의원은 지난 9일 자민당 의원 7명으로 구성된 '북한에 대한 억지력 강화를 검토하는 모임'에서 "북한의 위협에 대응할 수 있는 억지력을 생각하는 것은 여당 정치인의 책무"라며 "일본 독자로 북한 기지를 공격할 수 있는 능력에 대해 논의해야 한다"고 주장한 바 있다.

사카모토 고지(板本剛二) 자민당 조직본부장도 7일 열린 당 주요당직자 회의에서 "일본도 핵을 보유하겠다고 위협 정도는 해야 한다"는 취지의 발언을 했다.

여기에 아베 전 총리도 한마디 거들었다.

그는 지난 21일 자민당 본부에서 열린 모임에서 북한의 로켓 발사와 관련, "억지력을 더욱 높이고 집단적 자위권 행사 및 적기지 공격 능력 보유에 대해 논의하는 것이 중요하다"고 말했다. 현행 헌법이 금지하고 있는 선제 공격을 전직 총리가 직접 거론한 것이다.

이런 상황에서 자민당과 공명당 등 공동여당 간사장과 정조회장, 국회대책위원장 등 간부들은 22일 회동, '헌법조사회' 설치를 서두르기로 했다. 이들은 내달 3일 헌법기념일까지 헌법조사회 설치를 완료하기로 했다.

헌법조사회는 개정 절차를 정한 국민투표법에 의해 2007년 8월에 형식적으로 설치됐지만 위원 수 등을 담는 '심사회 규정'이 민주당 등 야당의 미온적인 입장에 의해 아직 확정되지 않아 사실상 기능이 정지된 상태다.

자민당 내 개헌론자들은 일본의 헌법이 처음 시행된 지 올해로 62주년이 되는 만큼 국제평화 및 공존을 위해 협력하는 헌법 등 시대 변화에 맞춰서 개헌을 하겠다고 표방하고 있다.

하지만 이들은 실질적으로는 자위대의 무력행위를 금지한 9조 2항 개정 등에 더 큰 관심을 갖고 있다. 과거 침략전쟁의 책임자인 일본의 개헌론에 대해 주변국에서 비판적인 입장을 보이는 것도 이런 이유에서다.

특히 이런 일련의 움직임이 드러나고 있는 상황에서 아소 총리가 지난해 10월에 이어 지난 21일에도 A급 전범을 합사한 야스쿠니(靖國)신사에 공물을 보낸 것으로 드러나면서 일본 정치권의 우경화에 대한 우려도 한층 커지고 있다.

일각에서는 이런 움직임이 차기 중의원 선거를 겨냥한 보수파 결집이라는 정치적 노림수가 있는 것이기도 하지만 자민당을 중심으로 한 극우파 의원들의 태생적인 한계라는 지적도 나오고 있다.

그중에 한반도가 제일 큰 피해를 보게될것이니 남북한은 그 정도는 알고 더욱 더 어려운 남북 한반도 상황의 악순환에 용납하지않을것이다 한미 FTA 오늘 국회 상정하는 모습에 아직도 원시시대 국회정당 활동을 하는 모습을 보고 너희들은 이제 더는 용납하지않을것이다 대수술을 할것이다

정당 금지 활동을 통해서 대대적인 수술을 한다

전세계 대권력을 바로 세우기위해서는 잡기위해서는 그래서 희생양을 기다리고 있었는데 이참에 전세계 국가들의 모든 대권력들을 대이동시키고 교체하는데 그대들의 퇴보의 세력들을 희생양으로 삼믈것이다

어차피 어둠의 자식들이고 생명의 영들인데 어둠의 말로는 시간이 가면 갈수록 더깊은 어둠의 수러이로 들어가는것이 어둠의 길의 특징이다 너무나 어두워서 눈을 뜨도 볼수가없는곳이 어둠의 길이다 성령의 빛의 길을 가면갈수록 이러한 생명의 영을 하나 구하기 구원하기에 너무나 어찌 말로 표현할수없을정도로 귀한 구원의 생명의 영이 성령이 충만한 성령의 빛을 귀함은 어둠으 길로 가면갈수록 더욱 더 성령의 빛을 발휘한다

이미 그래서 전세계 어둠의 생명의 영들의 세계 정세 구도를 다 파악 해 놓았습니다 총체적이고 파노라마적인 입체적인 작전명이 세워져있기에 한번 퇴보로 나아가는 어둠의 세력들과 희망으로 나아가는 성령의 세력들과 한번 붙어봅시다 절대적인 승리를 하게될것입니다

진정으로 미국 국가와 국민들이 인류의 미래를 생각하고 미래의 미국의 앞날을 생각하고자한다면 인류에게 미국 국가와 국민들의 죄값을 반성과 참회회개하는 실천적인 회개의 열매 결실을 전세계 국가들에게 보여라는것이다 그래서 전세계 국가들에게 적대국 국가들에게도 온화한 이미지 향상을 하는 이유도 여기에 있는것인데 이것을 오판이나 착각해서는 아니된다

그래서 세계 정의의 자세로 미국 국가는 모든 국가 방향이 세계 정의를 위한 일관된 국가 철학이 되어야 할것이다 인류의 불행과 고통을 가중시켰으니 미국이 다시 이들에게 죄값을 참회하고 회개하고 반성하는 실천적인 열매 결실을 보여달라는것이다

인류의 불행과 고통을 구제함에 무엇이 지금 지구촌 행성안에 일어나고 있는 모든 일에 대해서 그 대안을 소생이 알려드렸으니 그 방향에 모든 촛점이 맞추어지고 중심을 일관성을 가진 세계정의는 흔들리지않는다 항상 중심을 구심점을 잡아가는것이 상등국의 자세이고 국가관의 철학관이다

세계 불의에 굴복하거나 퇴보해가려는 자세는 인류의 주인정신이 아니다라는 사실이다

미국 국가를 희생시켜서 전세계 모든 국가의 어둠의 영들을 대청소가 된다면 얼마든지 미국 국가를 지금 희생시켜도 좋다 이러한 극단적인 해결책은 현실적으로 악순환만 초래하고 좋은 해결방법이 아니다라는 사실이다 왜냐하면 아직도 지구를 구할 구심축이 바로 세워져있지않기에 그러하다

그래서 미국 국가와 미국 국민들은 지금이라도 바로 세우려는 국가적 자세을 세계적 가치관을 철학을 가져야 한다

한미 정상 회담을 통해서 한미간 FTA 체결은 아직은 시기상조이고 그 내용은 미국의 보호무역의 상징이기에 체결될수가 없다 이것을 노리는 술수를 가진 세력들이 어더한 의도를 가지고 있는지 소생은 한반도 주변 국가들의 이해득실을 고려해서 더욱이 진정한 한미간의 상생과 공존차원에서 더나아가 진정한 미래 미국의 앞날을 위해서 지금의 조약내용 체결은 성사될수가없다라는 사실의 소생의 견해를 재차 강조합니다 이러한 상황도 모르고 아직도 정신을 차리지못한 대한민국 얼간이 정당인들의 개,노예짓을 보면 분노하지않을수가 없습니다 이러한 견해 역시 세계 정의를 바로 세우는 차원이고 궁극적으로는 모두를 위하는길입니다

친일 잔재 세력이나 부패한 세력들은 일본은 중국은 이러한 한미간 체결로 불협파음과 국내 혼란을 조성하여 틈생에 더 많은 이익을 얻으려고 하겠지요 그러한 발상 자체가 인류의 불행과 고통을 가중시키는 주범의 어둠의 생명의 영들이고 개,노예들이지요

공평하고 공정한 세계 정세를 논할것입니다 그래야 심판시에는 집행시에 분명한 빛과 어둠을 가려서 심판집행할수가 있기에 말입니다 생사 여탈권을 집행함에 공정해야하므로

인류의 빛과 어듬의 생명의 영을 보고 하는것이 아니라 절대적인 신께서 지켜보시는 가운데에 일을 처리하려고 하는것이지 이것이 기준입니다

티머시 가이트너 미 재무장관은 22일 "미국이 현재의 세계 경제위기를 상당 부분 책임져야 한다"며 "그러나 세계가 공동 협력해 이를 극복해 가야할 것"이라고 밝혔다.

가이트너 장관은 이날 워싱턴경제클럽(ECU)에서 "세계는 미국 경제와 금융시스템을 필요로 한다"며 "마찬가지로 미국도 세계 경제가 회복해야 발전할 수 있다"며 이같이 말했다.

그는 "이번 주 후반 국제통화기금(IMF)의 반기(semi-annual)회의가 열릴 것"이라며 "IMF는 올해 세계 경제성장률을 마이너스 1.3% 성장할 것으로 보고 있다"고 지적했다.

가이트너 장관은 "올해에만 3-4조 달러 정도의 생산 손실이 발생할 것"이라고 덧붙였다.
