백악관은 9일 기자들과의 콘퍼런스 콜(전화회견)을 통해 오바마 대통령의 아시아 순방 세부 일정을 발표했다.
벤 로즈 국가안보회의(NSC) 부보좌관은 "이번 아시아 순방은 매우 중요한 일정"이라며 "오바마 대통령은 이 지역에서의 미국과의 동맹을 새롭게 진전시키고, 여러 분야에 걸쳐 파트너십을 다지기를 원한다"고 말했다.
그는 특히 "북한.이란의 핵무기 확산을 막기 위한 노력, 기후변화, 클린 에너지 분야 진전을 위해 더욱 노력할 것"이라고 강조했다.
오바마 대통령은 당초 오는 11일 출국, 순방일정을 시작하려 했지만 텍사스주(州) 포트 후드 미군기지 총기난사 사건 희생자 추도식 참석 일정때문에 하루씩 일정을 늦춰 12일 출국할 예정이다.
◇일본 = 이에 따라 아시아 순방 첫 일정인 일본방문은 13일 시작된다.

16일 오후 오바마 대통령은 드미트리 메드베데프 러시아 대통령과 미.러 정상회담을 가질 예정이다. 이 회담에서는 핵무기 비확산, 글로벌 경제회복, 양자 현안 등이 논의된다.
이어 수실로 밤방 유도요노 인도네시아 대통령과 양자 정상회담을 갖는다. 오바마 대통령은 인도네시아에서 유년시절을 보낸 바 있어 이 회담은 양국 유대 강화에 각별한 계기가 될 것이라고 백악관은 밝혔다.
◇중국 = 오바마 대통령은 16일 오후 상하이로 이동, 상하이 시장 면담을 시작으로 중국 방문 일정에 들어간다.
특히 이날 저녁 중국 청년들과 대화하는 시간을 가질 예정이다. 백악관은 "이 대화를 통해 오바마 대통령은 중국 젊은이들에게 의견을 얘기하고, 또 질문을 받으며 그들의 의견을 직접 들을 계획"이라고 밝혔다.
이 행사를 마친후 베이징으로 이동, 후진타오 중국 국가주석과 만찬을 함께 한다.
후진타오 주석과의 양자 정상회담은 17일 오전 개최될 예정이다. 회담후에는 양국 정상의 공동 기자회견이 예정돼 있다.
오바마 대통령은 이날 베이징 시내를 둘러보는 일정도 가지며, 이날 저녁 국빈만찬에 참석한다.
18일에는 원자바오 총리와 양자회담을 갖고, 베이징 시내를 다시 둘러볼 예정이다.
◇한국 = 오바마 대통령은 이날 오후 중국 일정을 마치고 서울로 이동, 방한 일정에 돌입한다.
벤 로즈 NSC 부보좌관은 "한국은 여러 이슈에 걸쳐 미국의 중요한 동맹국"이라며 "오바마 대통령은 최근 한국 정부의 아프간 지원에 감사하고 있으며, 방한기간 경제회복과 (북한 핵무기) 비확산 문제에 대해 (이명박 대통령과) 협의할 것"이라고 말했다.
오바마 대통령은 19일 오전 청와대에서 이 대통령과 한미정상회담을 가질 예정이며, 이 대통령과 오바마 대통령은 공동 기자회견을 갖고 정상회담 결과를 설명할 예정이다.
한미정상회담 일정을 소화한 후 오바마 대통령은 주한미군 기지를 방문, 미군 장병들을 만나 격려할 예정이다.
로즈 NSC 부보좌관은 "한국에는 많은 미군장병들이 복무하고 있다"며 "대통령은 그들의 헌신을 격려하는 기회를 갖기를 기대하고 있다"고 밝혔다.

9일 벨기에 브뤼셀에서 열린 유로존 재무장관회의(유로그룹 회의)에서 16개 국가 재정정책 총책임자들은 재정적자, 정부부채와 관련해 EU 집행위원회로부터 '암울한' 전망치를 보고받았다.
집행위가 이날 유로그룹 회의에 보고한 바에 따르면 올해 16개 유로존 국가 가운데 재정적자 기준선을 지키는 국가는 3개국에 불과하며 내년에는 16개국 모두 기준선을 초과할 것으로 전망됐다.

기상청은 황사 발원지인 몽골과 중국 네이멍구 지방의 최근 강수량이 예년 절반 수준으로 떨어져 건조해지면서 생긴 현상으로 분석했다. 미국 해양대기청 자료에 따르면 9월17일∼10월3일 이 지역 강수량은 평년 대비 50% 이하로 떨어졌고, 기온은 1∼3도 높아졌다. 가을철로 접어들면서 이 지역에서 바람까지 거세지면서 황사가 발생할 최적의 조건이 갖춰졌다.
기상청 김승배 통보관은 “발원지의 기상 여건상 언제든 황사가 다시 발생할 가능성이 있다”면서 “노약자와 어린이 등은 야외활동 등에 앞서 기상정보를 확인해야 한다”고 조언했다. 서해안을 중심으로 나타난 이날 황사는 오전 9시 현재 가장 높은 미세먼지농도(1시간 평균, ㎍/㎥)가 백령도 149, 강화 166, 군산 140, 흑산도 225, 진도 174 등으로 옅은 편이었다. 통상 황사는 발원지에서 먼지가 높게 뜬 뒤 강한 바람을 타고 한반도에 도착했을 때 고기압 영향을 받아 하강기류가 강해져야 짙은 농도를 나타낸다. 다행히 19일은 한반도가 강한 저기압 영향권에 들어 먼지가 많이 가라앉지 않았다.

소식지는 "함경북도 주민들이 한숨을 쉬며 하는 '80년만의 대흉년'이라는 말을 이제는 평안남도 양덕에서도 들을 수 있다"며 "이 지역도 올해 가뭄 피해가 심해 알곡 수확량이 저조하다"고 전했다.
소식지는 "식량이 없어 주민들은 '150일 전투' 기간 내내 죽을 먹으며 버텨왔다"며 "곧이어 '100일 전투'가 시작되자, 다들 산에 올라 도토리를 줍거나 약초를 캐며 연명하다 보니 전투 열의가 사라져 일에 의욕을 보이는 사람이 거의 없다"고 말했다.

(뉴욕=연합뉴스) 김현준 특파원 = 12일부터 한국, 중국, 일본, 싱가포르 등 아시아 4개국 순방에 나서는 버락 오바마 미국 대통령이 순방 국가와의 주요 현안에서 실질적인 성과를 거두기는 어렵고 한국과의 자유무역협정(FTA) 논의에서도 상당한 진전을 거두기는 힘들 것으로 예상됐다.
월스트리트저널(WSJ)은 10일 미국이 오바마 대통령의 아시아 순방의 목표치를 낮췄다며 이같이 보도했다.
WSJ에 따르면 백악관 관계자들은 오바마 대통령의 아시아 순방이 미국의 경제와 안보 문제에서 아시아의 중요성을 부각시킬 것이라고 말하고 있지만 미 정부 관계자들은 오바마 대통령이 실질적 성과를 거두고 돌아오기는 힘들 것으로 보고 있다.
그동안 마무리되지 않은 한미 FTA 문제나 중국과의 기후변화 및 무역 문제, 일본 오키나와 기지 이전 문제 등의 현안도 오바마의 순방 이후에도 여전히 마무리되지 않을 것이라는 예상이다.
특히 백악관 관계자들은 한국이 양국 관계에서 중요하게 여기는 한미 FTA 문제에서도 별다른 진전을 거두지 못할 것이라며 신중한 모습을 보이고 있다.
마이클 프로먼 백악관 국제경제담당 안보 부보좌관은 한미 FTA에서 미국의 핵심 요구인 미국산 자동차의 한국시장 접근을 수월하게 하는 문제에서 충분한 진전이 이뤄지지 않았다는 점을 설명했다.
제프리 베이더 백악관 국가안보회의(NSC) 아시아담당 선임국장도 지난 6일 워싱턴 싱크탱크인 브루킹스연구소 주최 세미나에 참석해 "FTA가 미국 자동차의 한국시장에 대한 적절한 접근을 확실하게 하기를 원한다"면서 이런 것이 언제 이뤄질 수 있을지 등은 자신의 역량 밖의 문제라고 말했다.
이와 함께 오바마 대통령과 중국의 후진타오 국가주석과의 회담에서도 세계의 양대 온실가스 배출국인 양국 간의 기후변화 대응에서 합의가 도출되기는 힘들 것으로 예상되고 있다. 프로먼 부보좌관은 "양 정상이 코펜하겐 기후변화 회의의 성공을 위해 협력할 것"이라고만 말했다. 또 중국의 위안화 가치 절상 문제에서도 기록적인 재정적자가 계속되는 미국의 국채를 중국이 가장 많이 보유하고 있는 상황에서 오바마 대통령이 중국을 압박할 수단이 거의 없을 것으로 예상되고 있다.
WSJ는 오바마 대통령이 실질적 성과를 내는 대신 이들 국가와의 밀접한 경제관계를 유지하면서 미국의 영향력을 키우는데 있어 자신의 언변과 인기도에 의존할 것이라면서 아시아 문제 전문가들은 중국과 인도의 영향력이 급부상하고 있는 이 지역에서 어떤 성과도 없이 미국의 영향력을 증진시키려는 오바마 대통령의 노력은 비틀거릴 수 밖에 없다고 경고하고 있다고 전했다.
