린 소장은 2일 오후 한국개발연구원(KDI)이 `글로벌 거버넌스 개혁과 G20에 대한 전망'이라는 주제로 개최한 세미나에서 "내년 한국에서 개최되는 G20 정상회의에서 영구적인 사무국을 둔다는 합의를 이끌어낸다면 큰 의미가 있을 것"이라며 "그래야만 G20이 상설체로 유지될 수 있다"고 말했다.

그는 주요국 정상들의 협의체로 G8에 중국.인도.브라질.멕시코.남아공을 포함하는 G13보다는 G20이 더욱 효과적이라는 입장을 밝혔다.

린 소장은 "G13의 경우 G8을 중심으로 나머지 국가는 따라가는 모양새에 불과한데다 중국의 입장에서도 별로 도움이 안 되고 더군다나 이슬람을 대표하는 국가가 빠지게 된다"며 부정적 견해를 피력했다.

그는 "G20이 정통성을 갖기 위해 회원국을 확대하는 것보다는 빈곤국과 개발도상국의 관심사를 집중 논의하는 포용성이 필요하다"며 "아울러 G20은 결정기구이기 때문에 국제통화기금(IMF), 세계은행(WB), 유엔(UN)처럼 집행능력이 있는 기구와 지배구조를 어떤 식으로 가져갈 것인지 하는 지도력도 중요하다"고 지적했다.

콜린 브래드포드 브루킹스연구소 선임연구원은 G20 정상회의의 한국 유치에 대해 "개도국에서 발전한 나라가 개최한다는 것 뿐만 아니라 경제개발 과정에서 공공과 민간 부분 간 조화를 이룬 국가가 연다는 데도 의미가 있다"고 평가했다.

그는 특히 "한국은 G20 의장국에다 UN 사무총장 배출국"이라며 "반기문 총장을 통해 조율할 부분이 있고 G20 정상회의 개최국으로서 의제 설정에 대한 역할을 할 수도 있어 두 영향력을 활용한다면 아주 좋은 결과를 얻을 것"이라고 전망했다.

그는 지금까지 개최된 G20 정상회의에서 주요 의제로 다뤄지지 않은 빈곤국 원조, 기후변화 등 두 이슈에 대해 한국의 주도적 역할을 기대했다.

그는 "G20이 빈곤국에 어떤 정책을 펼치고 원조할 것인지가 주요 화두"라며 "아세안과 같은 지역별 기구에서 수렴한 의견을 G20에 전달하는 방식도 이들을 포용하는 효과가 있을 것"이라고 설명했다.

그는 "기후변화에서도 선진국과 개도국 간 입장 차를 줄이는 일이 중요하다"며 "탄소를 배출하는 주요국은 G20에 들어가 있기 때문에 오는 12월 국가별 탄소배출 협약을 맺기 위해 열리는 덴마크 코펜하겐 총회에서 결론을 내지 못할 경우 G20을 통해 진전을 이루는 것도 의미가 있다"고 말했다.
