공격협박에 軍경보… 美확인으로 오해 풀려

지난달 뭄바이 테러가 발생한 뒤 인도와 파키스탄 간 긴장이 고조됐을 때 장난전화로 양국이 전쟁을 일으킬 뻔한 위기가 있었다고 영국 일간 더타임스가 8일 보도했다.

이 신문은 양국 정부 관계자와 서방 외교관의 말을 인용해 지난달 28일 파키스탄 아시프 알리 자르다리 대통령에게 걸려온 한 통의 전화가 문제를 일으켰다며 이같이 전했다. 당시 인도 정부는 파키스탄 라호르에 본부를 둔 알 카에다 연계 무장단체 ‘라슈카르에토이바(LeT)’를 테러의 배후로 지목해 양국 관계가 악화됐다.

자르다리 대통령에게 전화를 건 남성은 자신을 인도의 프라납 무케르지 외교장관이라고 소개했다. 그는 뭄바이 테러에 대한 파키스탄 정부의 대응에 불만을 나타내며 군사조치를 취하겠다고 협박한 것으로 알려졌다. 자르다리 대통령은 곧바로 파키스탄 공군에 높은 수준의 경보를 발동한 뒤 콘돌리자 라이스 미국 국무장관에게 전화를 걸어 중재를 요청했다. 그러나 무케르지 장관에게 연락한 라이스 장관은 그가 자르다리 대통령과 통화한 적이 없으며 파키스탄 외교장관과 ‘정중한’ 대화를 나눴을 뿐이라는 대답을 들었다.

다행히 오해가 풀려 군사적 충돌을 막을 수 있었지만 이번 해프닝은 인도와 파키스탄의 긴장상태를 잘 보여줬다. 양국은 2002년에도 LeT가 인도 국회를 공격한 뒤 서로 대규모 군대를 국경에 배치하는 등 전쟁 위기를 겪었다.

셰리 레만 파키스탄 정보부장관은 문제의 전화가 “인도 외교부의 공식번호였다”고 밝히는 등 진위에 대한 논란도 이어지고 있다.

한편 파키스탄 군 당국은 7일 오후 LeT의 근거지를 습격했다고 로이터통신이 8일 보도했다. 현지 주민도 “군 헬기가 착륙한 뒤 저녁 무렵 두 차례 큰 폭발음이 들렸다”고 밝혔다고 이 통신은 전했다.

이와 관련해 워싱턴포스트는 6일 파키스탄 정부가 인도와 미국 측의 요청을 수용해 LeT 근거지를 공격하고 배후 관련자들을 체포하기로 합의했다고 보도한 바 있다.
