[이데일리 신혜리·김태현 기자]미국과 중국에서 셰일가스 붐이 일어나면서 전 세계 에너지 패권이 바뀌고 있다.
그동안 원유 수입에 의존해왔던 중국과 미국이 이제는 전세계에 셰일가스를 공급할 수 있는 에너지 강국으로 도약했기 때문이다.
세계 시장에서 셰일가스는 차세대 에너지로 주목받고 있다. 셰일가스는 천연가스로 석유를 채굴하면서 나오는 일종의 부산물이다. 석유는 셰일가스를 추출하면서 나오는 에너지다. 전 세계 셰일가스의 매장량은 인류가 앞으로 60년을 충분히 쓰고도 남을 규모다.
셰일가스 매장량 2위인 미국은 일찍부터 셰일가스 개발에 박차를 가하면서 경제적 효과를 거두고 있다.이에 따라 오는 2017년이면 미국은 사우디아라비아를 제치고 세계 1위 원유 생산국으로 부상할 것으로 보인다.
셰일가스 매장량 1위를 차지하고 있는 중국도 셰일가스 개발에 적극 나서고 있다. 중국은 경제발전에 따른 에너지 수요를 충족하기 위해 셰일가스 등 에너지 개발이 시급하기 때문이다.이 밖에 중국 주변국인 러시아도 최근 셰일가스 개발을 선언하면서 향후 에너지 패권 다툼에 뛰어들 태세다.
◇미국, 중동에 쏠렸던 에너지 패권 가져온다
셰일가스는 미국에서 경제의 활력소이자 에너지 혁명을 일으킨 주인공이다.
미국은 전 세계에서 중국 다음으로 가장 많은 셰일가스를 보유하고 있다. 이로써 에너지의 50% 이상을 수입하고 있는 미국은 셰일가스 개발로 대전환을 맞이했다.
국제에너지기구(IEA)는 지난 15일(현지시간) 미국이 셰일가스 붐에 힘입어 향후 5년간 전 세계 원유 수요를 충족시킬 것이라고 발표했다.
버락 오바마 미국 대통령도 지난해 “셰일가스를 안전하게 개발하기 위해 모든 조처를 취하겠다”며 셰일가스 개발에 대한 강한 의지를 밝혔다. 이후 미국은 셰일가스를 개발하기 위해 불경기에도 수 천억 달러를 투자했다.
이 결과 미국의 셰일가스 생산량은 급증하고 있다. 오는 2020년 미국은 하루에 1100만 배럴의 석유를 생산해 세계 1위 산유국이 될 것이라는 전망이다. 사우디아라비아의 하루 생산량인 1060만 배럴을 넘는 규모다.
미국의 막대한 매장량과 함께 셰일가스 개발에 따른 최첨단 기술을 갖추고 있다. 이에 따라 미국은 심해의 해양석유, 신재생에너지 등에서 생산을 대폭 늘릴 수 있게 됐다.
또 미국은 전기자동차와 같이 에너지 효율성이 크게 개선된 기술이 나오면서 원유 소비도 감소하고 있다. 셰일가스 생산량이 늘어나고 있는 상황에서 원유 수요가 줄고 있다는 것은 미국에게 매우 유리한 상황이다.
미국은 앞으로 셰일가스 수출을 더 늘릴 계획이지만 수출 대상을 일본과 유럽연합(EU) 등 동맹국으로 한정해 에너지 패권 싸움을 주도하고 있다. 셰일가스를 앞세워 정치·경제적 이득을 가져오겠다는 전략인 셈이다.
◇중국, 세계 최대 셰일가스 매장량 앞세워 개발에 ‘올인’
전 세계 셰일가스 매장량 1위를 자랑하고 있는 중국도 미국을 따라잡기 위해 셰일가스 개발에 적극 나서고 있다. 중국 정부는 지난해 3월 ‘셰일가스발전계획’을 설정해 2015년에 생산량을 65억㎥, 2020년에 600억~1000억㎥을 생산하겠다는 계획을 발표했다
미 에너지정보국(EIA)에 따르면 중국에서 기술적으로 채굴이 가능한 셰일가스는 36조㎥로 미국(24조㎥)보다 1.5배나 많은 것으로 나타났다.
중국은 자국내 셰일가스 개발을 통해 크게 늘어나고 있는 국내 에너지 수요에 대처할 방침이다. 중국내 천연가스 수요는 2010년 1080억㎥에서 2015년 2600억㎥로 늘어나 매년 20%씩 증가하고 있다.
이에 비해 지난 2006년부터 2010년까지 중국의 천연가스 생산 증가율은 연평균 14%에 그쳐 생산이 수요를 따라잡지 못하고 있다.
중국은 또 내륙과 연안의 가스 가격차를 줄이기 위해 셰일가스 개발에 적극 나서고 있다. 그러나 문제는 채굴 기술 장벽이다. 셰일가스는 천연가스와 달리 단단한 혈암 층에 흩어져 매장돼 있기 때문에 채굴하기 만만치 않다.
이에 따라 현지 업체들은 기술력을 확보한 해외업체들과 손잡고 채굴기술을 개발하고 있다. 한 예로 중국석유천연가스집단공사(CNPC)는 로열 더치 셸과 엑슨 모빌 등 미국 유명 채굴회사들과 함께 중국 셰일가스 매장량의 40%가 집중된 쓰촨(四川) 지역 셰일가스 개발에 박차를 가하고 있다.
하지만 중국은 셰일가스 채굴에 사용되는 물 등 수자원이 부족해 개발에 한계가 있다. 대표적인 셰일가스 채굴법인 수압 파쇄법은 심각한 물 부족과 다량의 폐수 발생이라는 문제점을 초래하고 있다. 이에 따라 중국정부는 쓰촨과 신장(新疆)등 셰일가스가 매장된 지역의 폐수를 정화해 다시 사용하는 시스템을 구축할 방침이다.
이 밖에 ‘천연가스의 왕국’ 러시아도 최근 셰일가스 개발에 뛰어들었다. 북미 셰일가스 개발로 위기를 느끼고 있는 러시아는 시베리아에 묻혀있는 천연가스를 개발해 오는 2020년까지 원유 생산량을 하루 1000만 배럴 수준으로 유지할 계획이다.

전 세계적으로 천연가스 가채매장량은 러시아가 가장 많으며 석유는 사우디아라비아가 압도적인 것으로 조사됐다.
미국에서 발행되는 석유·가스분야 전문잡지인 'Oil & Gas Journal'이 집계 발표한 세계 석유·가스 매장량(2005년 1월 기준)에 따르면 전 세계적으로 천연가스 가채매장량은 6,040,208bcf(bcf-10억입방피트)에 달하며 석유는 1조2777억배럴로 나타났다.
국가별로는 우선 천연가스의 경우 러시아가 1,680,000bcf로 가장 많으며 이란(940,000bcf)과 카타르(910,000bcf)가 뒤를 이었다. 러시아 가채매장량을 LNG로 환산하면 약 380억톤이나 돼 우리나라가 무려 1800년(2004년 2100만톤 기준) 사용할 수 있는 엄청난 규모다.
또 사우디가 234,500bcf로 4위, 아랍에미리트가 196,100bcf로 5위를 차지했으며 이라크도 110,000bcf로 10위를 기록해 러시아를 제외할 경우 천연가스 역시 중동지역에 많이 매장돼 있는 것으로 확인됐다.
이밖에 미국(189,044bcf) 나이지리아(176,000bcf) 알제리(160,500bcf) 베네수엘라(151,000bcf) 등이 6∼9위를 차지했다.
석유는 사우디아라비아가 2594억배럴의 가채매장량을 보유, 부동의 1위를 차지했으며 2위는 의외로 1788억배럴을 뽑아낼 수 있는 캐나다로 조사됐다. 이어 이란(1258억배럴) 쿠웨이트(990억배럴) 아랍에미리트(922억배럴) 등도 3∼5위로 많은 매장량을 자랑했다.
지역별로 구분하면 석유 가채매장량은 역시 중동세가 초강세를 보였으며 남미의 베네수엘라(772억배럴-6위)와 러시아(600억배럴-7위), 아프리카의 리비아(390억배럴-8위) 및 나이지리아(352억6천만배럴-9위) 등이 뒤를 이었다. 10위는 218억9천만배럴을 보유한 미국이 차지했다.
결국 석유와 천연가스 모두 러시아와 중동지역에 대부분이 매장돼 있고 아프리카와 미주지역도 상당량이 있지만 아시아지역은 10위권에 한 나라도 이름을 올리지 못하는 등 상대적으로 부족해 향후 에너지 확보가 국가적 과제임을 증명해 줬다.

[이데일리 신혜리·김태현 기자]미국과 중국에서 셰일가스 붐이 일어나면서 전 세계 에너지 패권이 바뀌고 있다.
그동안 원유 수입에 의존해왔던 중국과 미국이 이제는 전세계에 셰일가스를 공급할 수 있는 에너지 강국으로 도약했기 때문이다.
세계 시장에서 셰일가스는 차세대 에너지로 주목받고 있다. 셰일가스는 천연가스로 석유를 채굴하면서 나오는 일종의 부산물이다. 석유는 셰일가스를 추출하면서 나오는 에너지다. 전 세계 셰일가스의 매장량은 인류가 앞으로 60년을 충분히 쓰고도 남을 규모다.
셰일가스 매장량 2위인 미국은 일찍부터 셰일가스 개발에 박차를 가하면서 경제적 효과를 거두고 있다.이에 따라 오는 2017년이면 미국은 사우디아라비아를 제치고 세계 1위 원유 생산국으로 부상할 것으로 보인다.
셰일가스 매장량 1위를 차지하고 있는 중국도 셰일가스 개발에 적극 나서고 있다. 중국은 경제발전에 따른 에너지 수요를 충족하기 위해 셰일가스 등 에너지 개발이 시급하기 때문이다.이 밖에 중국 주변국인 러시아도 최근 셰일가스 개발을 선언하면서 향후 에너지 패권 다툼에 뛰어들 태세다.
◇미국, 중동에 쏠렸던 에너지 패권 가져온다
셰일가스는 미국에서 경제의 활력소이자 에너지 혁명을 일으킨 주인공이다.
미국은 전 세계에서 중국 다음으로 가장 많은 셰일가스를 보유하고 있다. 이로써 에너지의 50% 이상을 수입하고 있는 미국은 셰일가스 개발로 대전환을 맞이했다.
국제에너지기구(IEA)는 지난 15일(현지시간) 미국이 셰일가스 붐에 힘입어 향후 5년간 전 세계 원유 수요를 충족시킬 것이라고 발표했다.
버락 오바마 미국 대통령도 지난해 “셰일가스를 안전하게 개발하기 위해 모든 조처를 취하겠다”며 셰일가스 개발에 대한 강한 의지를 밝혔다. 이후 미국은 셰일가스를 개발하기 위해 불경기에도 수 천억 달러를 투자했다.
이 결과 미국의 셰일가스 생산량은 급증하고 있다. 오는 2020년 미국은 하루에 1100만 배럴의 석유를 생산해 세계 1위 산유국이 될 것이라는 전망이다. 사우디아라비아의 하루 생산량인 1060만 배럴을 넘는 규모다.
미국의 막대한 매장량과 함께 셰일가스 개발에 따른 최첨단 기술을 갖추고 있다. 이에 따라 미국은 심해의 해양석유, 신재생에너지 등에서 생산을 대폭 늘릴 수 있게 됐다.
또 미국은 전기자동차와 같이 에너지 효율성이 크게 개선된 기술이 나오면서 원유 소비도 감소하고 있다. 셰일가스 생산량이 늘어나고 있는 상황에서 원유 수요가 줄고 있다는 것은 미국에게 매우 유리한 상황이다.
미국은 앞으로 셰일가스 수출을 더 늘릴 계획이지만 수출 대상을 일본과 유럽연합(EU) 등 동맹국으로 한정해 에너지 패권 싸움을 주도하고 있다. 셰일가스를 앞세워 정치·경제적 이득을 가져오겠다는 전략인 셈이다.
◇중국, 세계 최대 셰일가스 매장량 앞세워 개발에 ‘올인’
전 세계 셰일가스 매장량 1위를 자랑하고 있는 중국도 미국을 따라잡기 위해 셰일가스 개발에 적극 나서고 있다. 중국 정부는 지난해 3월 ‘셰일가스발전계획’을 설정해 2015년에 생산량을 65억㎥, 2020년에 600억~1000억㎥을 생산하겠다는 계획을 발표했다
미 에너지정보국(EIA)에 따르면 중국에서 기술적으로 채굴이 가능한 셰일가스는 36조㎥로 미국(24조㎥)보다 1.5배나 많은 것으로 나타났다.
중국은 자국내 셰일가스 개발을 통해 크게 늘어나고 있는 국내 에너지 수요에 대처할 방침이다. 중국내 천연가스 수요는 2010년 1080억㎥에서 2015년 2600억㎥로 늘어나 매년 20%씩 증가하고 있다.
이에 비해 지난 2006년부터 2010년까지 중국의 천연가스 생산 증가율은 연평균 14%에 그쳐 생산이 수요를 따라잡지 못하고 있다.
중국은 또 내륙과 연안의 가스 가격차를 줄이기 위해 셰일가스 개발에 적극 나서고 있다. 그러나 문제는 채굴 기술 장벽이다. 셰일가스는 천연가스와 달리 단단한 혈암 층에 흩어져 매장돼 있기 때문에 채굴하기 만만치 않다.
이에 따라 현지 업체들은 기술력을 확보한 해외업체들과 손잡고 채굴기술을 개발하고 있다. 한 예로 중국석유천연가스집단공사(CNPC)는 로열 더치 셸과 엑슨 모빌 등 미국 유명 채굴회사들과 함께 중국 셰일가스 매장량의 40%가 집중된 쓰촨(四川) 지역 셰일가스 개발에 박차를 가하고 있다.
하지만 중국은 셰일가스 채굴에 사용되는 물 등 수자원이 부족해 개발에 한계가 있다. 대표적인 셰일가스 채굴법인 수압 파쇄법은 심각한 물 부족과 다량의 폐수 발생이라는 문제점을 초래하고 있다. 이에 따라 중국정부는 쓰촨과 신장(新疆)등 셰일가스가 매장된 지역의 폐수를 정화해 다시 사용하는 시스템을 구축할 방침이다.
이 밖에 ‘천연가스의 왕국’ 러시아도 최근 셰일가스 개발에 뛰어들었다. 북미 셰일가스 개발로 위기를 느끼고 있는 러시아는 시베리아에 묻혀있는 천연가스를 개발해 오는 2020년까지 원유 생산량을 하루 1000만 배럴 수준으로 유지할 계획이다.

전 세계적으로 천연가스 가채매장량은 러시아가 가장 많으며 석유는 사우디아라비아가 압도적인 것으로 조사됐다.
미국에서 발행되는 석유·가스분야 전문잡지인 'Oil & Gas Journal'이 집계 발표한 세계 석유·가스 매장량(2005년 1월 기준)에 따르면 전 세계적으로 천연가스 가채매장량은 6,040,208bcf(bcf-10억입방피트)에 달하며 석유는 1조2777억배럴로 나타났다.
국가별로는 우선 천연가스의 경우 러시아가 1,680,000bcf로 가장 많으며 이란(940,000bcf)과 카타르(910,000bcf)가 뒤를 이었다. 러시아 가채매장량을 LNG로 환산하면 약 380억톤이나 돼 우리나라가 무려 1800년(2004년 2100만톤 기준) 사용할 수 있는 엄청난 규모다.
또 사우디가 234,500bcf로 4위, 아랍에미리트가 196,100bcf로 5위를 차지했으며 이라크도 110,000bcf로 10위를 기록해 러시아를 제외할 경우 천연가스 역시 중동지역에 많이 매장돼 있는 것으로 확인됐다.
이밖에 미국(189,044bcf) 나이지리아(176,000bcf) 알제리(160,500bcf) 베네수엘라(151,000bcf) 등이 6∼9위를 차지했다.
석유는 사우디아라비아가 2594억배럴의 가채매장량을 보유, 부동의 1위를 차지했으며 2위는 의외로 1788억배럴을 뽑아낼 수 있는 캐나다로 조사됐다. 이어 이란(1258억배럴) 쿠웨이트(990억배럴) 아랍에미리트(922억배럴) 등도 3∼5위로 많은 매장량을 자랑했다.
지역별로 구분하면 석유 가채매장량은 역시 중동세가 초강세를 보였으며 남미의 베네수엘라(772억배럴-6위)와 러시아(600억배럴-7위), 아프리카의 리비아(390억배럴-8위) 및 나이지리아(352억6천만배럴-9위) 등이 뒤를 이었다. 10위는 218억9천만배럴을 보유한 미국이 차지했다.
결국 석유와 천연가스 모두 러시아와 중동지역에 대부분이 매장돼 있고 아프리카와 미주지역도 상당량이 있지만 아시아지역은 10위권에 한 나라도 이름을 올리지 못하는 등 상대적으로 부족해 향후 에너지 확보가 국가적 과제임을 증명해 줬다.
