[한겨레] 브라운 영국총리, 시장 옹호한 ‘워싱턴 컨센서스’ 종말 선언

재무장관 재임 10년 반성…“금융규제 더 강하게 했어야”

‘워싱턴 컨센서스’로 대표되는 지난 40년 동안의 유력한 신념이 종말을 맞았다.”

신자유주의의 본산지인 영국의 고든 브라운(사진) 총리가 1990년대 이후 전세계에 주입된 ‘워싱턴 컨센서스’의 종말을 선언했다. 최근 잭 웰치 제너럴 일렉트릭(GE) 최고 경영자가 ‘주주 자본주의’를 부정했고, 국제통화기금(IMF)도 금융시장에 대한 ‘가벼운 규제’가 큰 재앙을 불렀다고 고백한 데 이어, 신자유주의 주역들의 ‘고해성사’가 잇따르고 있다.

브라운 총리는 16일(현지시각) 영국 일간 <가디언>에 “(은행의 실패와 관련해) 나의 모든 행동에 대해 전적으로 책임을 느낀다”며 “10년 전 아시아 외환위기가 지나간 뒤 다른 나라들은 이런 문제가 사라질 거라고 생각했지만, 우리는 세계 금융시장을 더 강력히 규제했어야 했다”고 말했다. 아시아 금융위기에서 교훈을 얻어야 했는데도 오히려 규제 완화에 박차를 가해 위기를 자초했다는 반성이다. 그는 97년부터 10년 동안 영국 재무장관으로 신자유주의 확산을 지휘했었다.

브라운은 또 “자유방임주의의 전성기는 끝났다”며 “중도좌파와 진보적 어젠다를 표방하는 인사들이 ‘시장이 효율적이고 스스로 작동하며 문제를 해결할 수 있을 것’이라는 낡은 사상은 사라졌다고 당당히 말할 수 있어야 한다”고 덧붙였다. 그는 다가올 총선을 의식한 듯, “대부분의 국민들은 일상을 통해 일하는 것만큼의 가치를 누릴 수 있는 경제를 원한다”며 “국민들은 경제위기에 대해 좀더 진보적 해결책을 원한다”고 말하기도 했다. 그는 공교롭게도 영국에서 신자유주의의 깃발을 내걸었던 마거릿 대처 전 영국 총리의 이름을 따 ‘대처 룸’으로 불리는 총리 공관의 집무실에서 이 인터뷰에 응했다.

브라운의 반성은 미국과 영국이 앞장서 전파해온 ‘워싱턴 컨센서스’의 종말을 스스로 자임했다는 의미가 깊다. 워싱턴 컨센서스는 공공부문을 축소하고 모든 것을 시장의 무한경쟁에 내맡기라는 신자유주의의 교리다. 특히, 미국이 금융위기에 처한 개도국에 미국식 처방인 워싱턴 컨센서스를 강제로 주입한 뒤 자유무역 등으로 이득을 챙겼다는 비판을 받아 왔다. 일부에선 ‘워싱턴의 혼란(Confusion)’이라고 비아냥대기도 했다. 지난해 금융위기로 월스트리트가 몰락한 뒤, 이런 비판은 더 탄력을 받고 있다.

앞서 지난 12일 주주 자본주의를 옹호해온 잭 웰치는 “분명하게, 주주가치는 세계에서 가장 어리석은 아이디어”라며 자본주주의의 방향이 바뀌어야 한다는 것을 시인했다. 워싱턴 컨센서스의 주력부대였던 국제통화기금도 최근 정책보고서를 통해 “금융시장이 스스로 무모한 (투자) 행위를 근절할 것이라는 가설 아래 마련된 가벼운 규제”가 실패를 초래했다고 밝혔다. 황보연 기자 whynot@hani.co.kr

미국 국제경제연구소의 존 윌리엄슨 선임연구원이 1989년 경제위기에 처한 중남미 나라들에 대한 처방으로 재정정책 억제, 사회인프라에 대한 공공지출 삭감, 외환시장 개방, 시장 자율금리, 변동환율제, 무역자유화, 외국인 직접 투자 자유화, 탈규제, 국가기간산업 민영화, 재산권 보호 등 10가지를 제시하면서, 처음 이 용어가 쓰여졌다. 국제통화기금(IMF)과 미국 재무부, 세계은행 등 워싱턴에 본부를 둔 3대 기관의 입장을 대변했다. 이후 개발도상국의 경제정책으로 강요됐을 뿐만 아니라 선진국에서도 경제정책의 기준이 되며, 신자유주의 정책의 대명사가 됐다.

기존의 권력의 불안과 누수 대립과 갈등 정치적 불안정 그것이 새로운 다가오는 신자유주의에 좋은 먹이감이였고 그것을 대한민국 과거의 권력 세력이나 군부 세력이나 새로 등장한 그동안 이명박 정권까지의 세력들의 희생양이고 피해자이고 먹이감이기에 그대들을 대통령에 허수아비로 앉아놓은것이다 너희들이 좋아서 잘해서 앉아놓은것이 아니다

그러므로 대통령이라고해서 권력을 잡앗다고 자랑하지도말고 폼재기지말라 지무덤 지들이 파는짓은 그만하거라 그러한것이 무덤으로 들어가는일에 재촉하는길이기에 말이다 정당인들 역시 마찬가지이다 지금 상황이 어떠한 상황으로 되돌아왔는지 소생의 말에 잘 귀담아듣고 이제는 지구제국 관점에서 이 대한민국의 모든것을 한반도의 모든것을 동아시아의 모든것을 인류전체의 모든것을 보고 처리 집행해갈것이니 그렇게 알고 처신하세요 그것이 국가든 민족이든 생명이든 구분하지않을것이니

AIG 직원 73명에 100만달러 이상 보너스
비난 여론 비등..미 의회 보너스 환수 방안 강구
(뉴욕=연합뉴스) 김현준 특파원 = 미 정부의 천문학적 지원금을 받은 보험사 아메리칸 인터내셔널 그룹(AIG)의 보너스 지급 문제가 미국을 부글부글 끓게 하고 있다.

버락 오바마 대통령이 16일 모든 수단을 동원해 AIG의 보너스 지급을 막겠다고 했지만 AIG가 73명의 직원에게 최소 100만 달러 이상의 보너스를 지급한 것으로 나타나면서 그렇지 않아도 격분한 여론에 기름을 부었다.

이로 인해 미 정부가 1천730억달러에 달하는 납세자의 돈을 AIG에 지원하고도 관리를 제대로 하지 못한다는 여론의 화살이 정부와 의회로 쏟아지고 있고 의회는 보너스 환수를 위한 방안을 강구하고 나섰다.

◇ AIG 73명에 100만달러 이상 보너스 지급 = 앤드루 쿠오모 뉴욕 검찰총장이 17일 하원의 바니 프랭크 금융위원장에게 보낸 서한에 따르면 AIG 직원중 보너스 수령액이 많은 상위 7명은 1인당 400만달러 이상을 받았고 상위 10명에게 지급된 금액은 총 4천200만달러에 달했다. 200만달러 이상을 받은 직원은 22명이었고 이들의 수령 총액은 7천200만달러를 넘었다.

특히 중요한 인력을 회사에 붙잡아 두기 위해 지급하는 '잔류보너스(Retention Bonus)'를 100만달러 이상 받은 직원 중 11명은 회사를 그만둬 AIG가 핵심 인력을 유지하기 위해 잔류 보너스를 지급해야 한다고 한 주장을 무색케 했다.

AIG가 지급한 잔류 보너스는 신용부도스와프(CDS) 등 파생상품을 통해 AIG의 부실을 초래한 파이낸셜 프로덕트 사업부 직원들에게 이뤄진 것으로, 쿠오모 총장은 AIG가 너무 큰 손실로 회사를 납세자들의 구제금융자금 앞에 무릎 꿇게 만든 사업부문에서 73명의 백만장자를 만들어냈다고 비난했다.

블룸버그 통신은 AIG가 지난 2일 당국에 제출한 서류에는 5천700만달러를 잔류보너스 자금으로 책정해 놓은 것으로 나타났다며 이는 4천600명의 간부와 직원들에게 10억달러에 달하는 보상을 하는 프로그램의 일부라고 이날 보도했다.

블룸버그에 따르면 AIG는 파생상품을 만들어 회사를 곤경에 처하게 한 파이낸셜 프로덕트 사업부에 4억5천만달러, 다른 3개 자회사에 4억7천만달러, 고위 경영진들을 위해 1억4천800만달러를 책정해 놓았다. 파이낸셜 프로덕트 사업부의 4억5천만달러 중 1억6천500만달러는 2008년 분으로 이달 15일까지가 지급 기일이었고 5천500만달러는 작년 12월에 지급됐다. 나머지 2억3천만달러는 2009년분으로 책정돼 있다.

민주당의 엘리야 커밍스 의원은 이와 관련, 임종을 맞이한 회사가 직원을 붙잡기 위해 10억달러를 쓴다는 것은 바보 같은 짓이고 특히 없앨 부서에 이런 돈이 갔다는 것은 말도 안된다고 비난했다.

쿠오모 총장은 AIG가 보너스 지급이 계약상 어쩔 수 없다고 주장하는 것에 동의할 수 없다며 "검찰은 사업부의 재앙적인 성과에도 불구하고 개개인이 왜 많은 보너스를 지급받아야 할 정도로 중요한지에 관한 조사를 계속할 것이라고 말했다.

◇ 미 정부.의회 곤경..환수방안 강구 = AIG의 보너스 지급으로 악화된 여론은 미 정부와 의회를 궁지에 몰리게 하고 있다.

오바마 대통령이 전날 AIG의 보너스 지급을 직설적으로 비난하며 격분한 것을 비롯해 AIG를 비난하는 발언이 정부와 의회에서 봇물터지듯 쏟아지고 있고 미 정부와 의회는 보너스 환수방안을 강구하고 나섰다.

상원 금융위원장인 크리스토퍼 도드(민주.코네티컷)의원은 이날 "초보적인 구상단계이기는 하지만 이미 지급된 보너스를 회수하기 위해서는 보너스를 받은 직원들에 국한해 세금을 부과할 수 있을 것"이라며 "정부로부터 공적자금을 지원받은 다른 회사들의 경영진들도 보너스를 자진해서 보류시켰다. AIG도 그렇게 하지 못할 이유가 없다"고 밝혔다.

구제금융을 받은 회사의 보너스를 세금으로 전액 환수하는 방안도 나오고 있다.
하원의 스티브 이스라엘(민주.뉴욕) 의원과 팀 라이언(민주.오하이오) 의원은 구제금융을 받은 회사에서 10만달러 이상의 보너스를 지급할 경우 보너스의 100%까지 과세하는 법안을 제출했다.

하원 금융위원장인 바니 프랭크(민주.매사추세츠)의원은 AIG의 지분 80%를 보유한 정부가 소유주로서의 권리를 행사해야 한다면서 소송을 통해서라도 보너스를 회수해야 할 것이라고 주장했다.

민주당 상원 원내대표인 해리 리드 의원은 AIG가 24시간 안에 국민적 공분의 대상이 되고 있는 보너스 문제에 대한 해결책을 내놓지 않으면 징벌적 세금을 피할 수 없을 것이라고 경고했다.

공화당은 AIG가 보너스 지급할 계획임을 미리 알고도 이를 막지 못한 티머시 가이트너 재무장관 등 정부의 무능함에 화살을 돌리고 있다.

공화당의 리처드 셸비 상원의원은 AIG 보너스 문제가 가이트너 장관의 무능함을 보여주는 사례라고 비난했다. 존 베이너 공화당 하원 원내대표는 로버트 기브스 백악관 대변인이 2주전 AIG에 들어간 납세자의 돈이 제대로 쓰일 것이라고 말한 것을 거론하면서 "이것은 터무니없는 것이다. 미국인들은 자신들이 세금이 AIG를 곤경에 처하게 한 직원들에게 보너스로 들어가고 있다는 것에 격분하고 있다고 생각한다"고 말했다.

이에 대해 기브스 대변인은 오바마 대통령이 가이트너 장관을 전적으로 신뢰하고 있다고 가이트너를 보호하면서 오바마 대통령이 AIG의 보너스를 막거나 환수하는 방법을 찾기 위해 의회와 조속히 협력할 것이라고 말했다.

로런스 서머스 백악관 국가경제위원회 위원장도 이날 미 CNBC 방송과의 인터뷰에서 구제금융 자금을 받은 AIG가 임직원에게 지급한 보너스 중 최소한 일부라도 회수하기 위해 할 수 있는 한 창조적(Creative)인 수단을 동원할 것이라고 말했다.

이러한 미국이나 영국 기타 현재 일어나고 있는 국가의 구제금융의 조치속에 공적자금이 투입된 기업이나 구제금융을 받는 대상체들의 경영진들의 부도덕성은 이미 대한민국에서 김대중 정권 시절에 경험하였다 그것을 제대로 감시와 조치를 집행하지못하면 대한민국 국가처럼 계속해서 추락한다

그것이 정치적으로 국가적으로 국민들의 도덕적 해이와 국가의 국력의 상실과 더불어서 망국의 징조의 현상이다 대한민국은 이미 그러한 전철을 먼저 밟아왔기에 현재의 대한민국 모습을 미국이나 영국이나 다른 국가들은 타산지적으로 삼아야 한다

왜냐하면 선진국은 선진국 나름대로 은사가 있기에 대한민국은 대한민국대로 은사가 있기에 어차피 가진것이없고 망국해도 전세계 인류에게 크게 미치는 영향력이 적기에 그것이 세계정세다

그러나 미국이나 유럽이나 영국은 러시아는 중국은 그러하지않다 그대들 국가마저도 대한민국이 실패한 전철을 밟아가서는 아니된다 왜냐하면 인류의 불행과 고통을 더 깊숙한곳으로 몰아가는것을 원치않는다 그것이 선진국의 인류 문명의 그동안 불행과 고통으로 몰아온 최소한 양심적이고 도덕적이고 신앙적인 책임지는 자세를 보여줄 책무가 있는것이다

세계 정세의 전체의 관점에서 그대들이 현명하고 절대적인 신에게 두려움을 안다면 그렇게 할것으로 믿는다
