한·미 통화 스와프 환율방어에 못쓴다

한국은행이 미국 연방준비제도이사회(FRB)와 통화 스와프(맞교환) 계약을 통해 확보한 300억달러는 환율 안정을 위해 국내 외환시장에는 풀 수 없도록 하는 등 용도 제한 조건이 있는 것으로 알려졌다.
한은 관계자는 6일 “한·미 통화 스와프 계약을 통해 확보한 달러로는 국내 외환시장에 개입하지 못하도록 미국 FRB와 약속이 돼 있다”면서 “한은과 FRB는 이 같은 내용을 계약서에 담을 예정이며, 한은 임원이 조만간 미국에 가서 최종 서명할 예정”이라고 말했다. 이는 한은이 확보한 300억달러를 국내 은행과의 스와프 거래에만 제한적으로 쓸 수 있다는 의미다.
미 FRB는 우리 외환당국이 통화 스와프 계약으로 확보한 달러에 대해서는 환율 방어 목적으로 외환시장에서 ‘실탄’으로 사용하지 못하도록 분명하게 선을 그은 것이다.
이에 따라 한은은 FRB에 미리 금리를 지급하고 선불 형식으로 달러를 빌려오는 게 아니라 국내 스와프시장에서 공개 입찰을 진행한 뒤 낙찰금만큼을 FRB에 청구하는 방식을 고려하고 있는 것으로 알려졌다.
미국은 또 통화 스와프 계약에 따라 우리나라에 달러를 빌려주지만 담보로 제공되는 원화에 대해서는 운용권을 행사하지 않기로 했다. 미국이 300억달러에 준하는 원화 39조원(환율 1300원 적용)을 국내 은행에 예치할 경우 6개월간 약 1400억원의 이자 수익(연 7% 금리 적용)이 생기지만 이를 받지 않기로 한 것이다.
금융권 관계자는 “미국이 이자 수익을 포기하는 대신 다른 방식으로 한국 정부에 이에 상응하는 대가를 요청할 가능성을 배제할 수 없다”고 말했다.

그래서 그곳을 찿아가서 새로운 발견을 찿았지만 소생이 조사스님들이 들고 계시는 육환장 지팡이를 들고 땅을 뚜리고 세상을 향해서 호통을 친 선몽도 알려드린바가 있지요
그래서 그 육환장을 하나 구입하고자 합니다 학림스님께서 육환장을 수공하신다길래 소생의 위치는 굳이 불가에 언급해 드리지않아도 소생의 위치를 잘 알고 계시리라 봅니다
육환장 하나 구입하고자 합니다 그러면 소생이 백의 관세음보살님에게 받은 특이한 선물을 하나 드리지요
아미타불 부처님의 역활이 무엇인지 불가에서는 잘 아실것입니다 부디 불가에서도 거듭태어나는 다시 그동안 불교게가 변형적인 행태가 아니라 참모습 불교를 죽여야 불교의 세존의 참가르침을 이제는 실천하고 말로만 인류의 불행과 고통을 구제하는 시대는 지나가고 있으니 스스로 자발적으로가르침의 지혜를 실천해가는 자세를 보여야 할것입니다 그것은 달콤하지가 않으니 쓰디쓴맛이기에 불가의 육신들을 버려야 자신의 쓰디쓴맛을 알아야 중생들의 불행과 고통을 구제하는 길임을 이제는 말이 아니라 행동으로 실천해가는 세계 불교계의 물론 타 종교 사상의 믿음도 마찬가지이고 그러한 전세계 모든 종교 사상의 믿음의 신앙이 그러한 처지에 와있기에 명심하시기를 바랍니다
지장보살님게서 이 세상의 모든 중생들을 교화해서 해탈에 이르기전까지는 지장보살님께서 성불하지않겠다고 하셨는데 그러한 열의가 있어야 하는데 이제는 지장보살님에게 소생이 성불하시라고 기도를 올렸습니다 왜냐하면 절대적인 신께서 심판을 하실것이기에 수많은 이 지구상 인류에게 성인분들과 선지자분들을 보내드렸고 가르침의 지혜는 넘처나고 실천을 해오지못한 중생들의 죄악도는 이제는 대수술을 하지않을수가 없다
그 이유는 미래의 인류의 생명체들을 위해서 그들을 채직질을 해서 깨닫게 만들것입니다 그래서 이제는 지장보살님게서도 성불하셔도 된다고 봅니다
지장경에서 끝없는 중생들의 해탈을하지못하고 윤회의 수레바퀴를 벗어나지못하고 육도의 윤회의 업장들의 모습들이 지장경에서 잘 말슴기록 해 놓았듯이 이 인류 전체가 그러한 처지이다
불기 2548년 2월 20일 신중기도입재에서 조계종 총무원장 법장스님께서 설하신 법문입니다
BR>안녕 하셨어요? 날이 따뜻하니 좋으시죠? 여러분들이 기도나 정진을 할 때는 목숨을 바쳐서 해야합니다. 그렇게 하면 겨울이 가고 따스한 봄이 오는 것처럼 근심걱정은 봄눈 녹듯 사라지고, 바라는 바가 성취되는 것입니다.
오늘 게송의 내용은 이렇습니다.
흰 구름이 지나가면 푸른 산이 드러난다. 그런데 굽이굽이 산길을 돌아서 가니 구름이 또 보인다. 그런데 돌계집이 소 고삐를 끌려고 하는데 금까마귀는 바다 밑을 갈고 있더라.
이것이 무슨 소린가? 동문서답 같죠? 오늘 잘 공부해 보시기 바랍니다.
정말 이 소식을 알 때만이 기도 성취했다고 할 것입니다. 겨울 가고 봄이 오는 것처럼 근심걱정을 벗어버릴 것입니다. 이 자리에서 당장 벗어날 것입니다. 다시는 조계사 안 와도 된다는 생각을 할 것입니다. 그런데 이 뜻을 어찌 알겠느냐 하지 마시고 가슴에 담아서 들어보십시오.
돌 여자가 소 고삐를 끌려 하는데 금까마귀는 한밤중에 바다 밑을 갈고 있더라. 이것은 그물입니다. 그물을 왜 치나요? 새나 고기를 낚기 위해서 치잖아요. 만공 스님께서는 여러 대중들이 앉아서 공양을 하고 있는 가운데 이와 같이 말씀했습니다.
"대중이여 내가 오늘 농담을 하나 하겠다. 내가 그물을 하나 쳐놨는데 거기 큰 고기가 하나 걸렸다. 그러니 대중들은 이 고기를 방생해야겠는데 어떻게 해야 살릴 것인가?" 하고 물었습니다.
그때에 만공 스님 슬하에는 많은 눈 푸른 납자들이 용맹정진을 하며 밥 굶고, 잠 안 자면서 정진을 하고 있었습니다. 만공의 이 물음에 어떤 납자는 절을 삼배하고, 다른 납자는 일어나 소리를 벽력 같이 지르고 또 어떤 사람은 그물을 확 찢어서 고기가 나오면 우물에 넣겠습니다. 등등 별의별 사람이 다 있었습니다.
납자들은 이렇게 하면 '너희들은 능히 방생 방편을 할 수 있겠다' 하고 칭찬 할 줄 알았는데 그게 아니었습니다. 만공 스님께서는 납자가 일어나 삼배를 할 때 무릎을 딱 치면서 '옳지 한 마리를 낚았구나.' 하였고, 일어나 '할' 소리를 지르면 '옳지, 또 한 마리 낚았구나.' 하면서 방생이 아니라 오히려 고기를 더 낚았다고 하는 것입니다.
수자들은 만공 스님의 말씀에 '아, 정말로 내가 만공 스님의 저 그물에 걸려들었구나.' 하는 생각이 들었을 것입니다.
그런데 이 그물은 만공 선사가 친 그물이 아니라 석가세존이 친 그물이요, 달마대사가 친 그물이고, 육조 대사나 경허 선사가 친 그물입니다. 근대의 조사, 선사들이 전부 쳐 놓은 그물이라는 말입니다.
여러분께서는 이 그물을 어떻게 해야만 벗어나고, 어떻게 해야만 고기를 방생할 수 있겠습니까? 이 소식을 알아야 '돌여자가 소고삐를 잡으려 하고 금까마귀가 한 밤중 바다 밑을 가는' 부분을 알 수 있습니다. 그렇지 못하면 평생 여러분들은 기도 입재만 하고, 회향은 언제 할지도 모르고 살게 됩니다. 평생 행복할까 했는데 평생 고통에 살 수 밖에 없습니다. 돈을 얻었는가 싶더니 빠져나가서 슬프고, 신랑이 직장을 얻었는가 싶더니 떨어져 걱정입니다. 이것은 이론이나 사량, 학문으로 아는 것이 아닙니다.
화엄경에 말씀하시기를 "너희들이 많이 배우고 학문이 하늘을 찌를 듯 하더라도 소용이 없다". 이 말은 네 아량이나 사량, 분별로써 그것은 알고 깨우치는 도리가 아니다. 여래에 들어가는 것이 아니다. 여래란 자유, 깨달음의 경지입니다. 그럼 어떻게 해야만이 오늘 만공 스님이 쳐놓은 그물의 이치를 알고 그 고기를 방생할 수 있겠는가? 제가 그물 속에 든 고기를 방생하는 이치를 여러분께 살짝 설명해 드리겠습니다.
옛날에 이만권이라는 사람이 있었습니다. 이 사람은 대학자이며 대문장가이고 지식이 풍부한 사람이었습니다. 그런데 이 사람은 무식한 사람은 하대하니까 누구도 그와 이야기하기를 꺼려합니다. 이만권이라는 이름은 실은 책을 좋아해서 이만권을 봤다고 해서 별명이 이만권입니다.
어느날 책방에 가서 불경을 보니 '겨자씨 안에 수미산이 다 들었다'는 말이 있는 것입니다. 그런데 도대체 말이 안 된다고 생각하며 길을 가고 있었는데 노스님을 만났습니다. 그래서 그 스님에게 '겨자씨 속에 수미산이 다 들었다는 이런 거짓말이 어디있습니까?' 하고 물었습니다.
그러자 스님은 '당신의 이름은 왜 하필 이만권이오?' 하고 물었고 그 사람은 이만권의 책을 봤기 때문에 그렇다고 대답했습니다. 스님은 다시 '그럼 이만권이 다 머리 속에 들어있소?' 하고 물으니 '예, 제 머리 속에 다 들어있습니다.' 하고 대답했습니다.
이때 스님은 큰 소리로 '당신은 그 조그만 머리에 이만권이 다 들어있다고 하면서 겨자씨 소에 수미산이 들어있다는 것은 알지를 못하는가.' 라고 말했습니다. 이 소리를 듣자마자 이만권이라는 사람은 크게 깨우쳤습니다. 바로 이것이 생사가 없는 진리이고 행과 불행이 없고 극락과 지옥이 따로 없는 진리이구나. 모든 것이 마음에 있구나라고 깨달았습니다.
여러분에게 이렇게 그물 안에 고기를 방생하는 방법을 알려드려도 모르다하면 분별심에 노예가 되어 사는 사람입니다.
분별심과 같은 생각은 탁 버려야해요. 탁 집어던져야 만이 구름이 지나니 산이 보이고 산길 굽이굽이 걸어가니 다시 구름이 나타나는 그 이치를 알 수 있는 것입니다.
그것은 눈으로 봐서 보이는 것이 아니고, 귀로 들어서 들리지 않는 것입니다. 듣는 놈, 보는 놈, 행복을 느끼는 놈이 따로 있는 것이 아닙니다. 누가 느끼느냐? 자기가 느끼는 것입니다. 땅에 넘어진 사람은 땅을 짚고 일어서야 한다고 그랬듯이 자기를 버리고서는 극락도 지옥도 찾을 수 없습니다. 좋은 것, 그른 것도 다 찾을 수 없습니다.
여러분 봄을 맞이해서 여러분께서는 이 이치를 한 번 더 생각해서 반드시 터득하시길 바랍니다. 그것은 내가 한 생각을 뒤집는데 있습니다. 반드시 생각을 뒤집어 주기를 바랍니다. 제가 그 뒤집는데 한 말씀만 더 드리겠습니다.
옛날 어느 노승이 젊은 시자를 데리고 길을 가는데 간밤에 비가 와서 개울물이 많이 불었어요. 그래서 바지를 허벅지만큼 걷어야 건너갈 수 있었습니다. 그런데 마침 개울가에는 예쁜 아가씨가 있었는데 그 노승이 개울가에 다다르니 "저는 개울을 건널 수 없으니 스님께서 저를 업어주십시오." 하는 것입니다. 이 말을 듣고 젊은 사미는 '저 여자가 노스님을 파계하려고 한다'고 생각을 하는 것입니다. 그런데 노승은 자연스럽게 등을 턱 내밀면서 "내 등에 업히시오." 하며 여자를 업고서 개울물에 들어가는 것입니다.
그런데 이 노승은 사미승들에게 철저히 계율을 지키라고 가르치는 분이었습니다. 여자와 이야기할 때는 방문을 열어놓고, 세발짝 떨어져서 만나고, 여자 보기를 통나무 보기로 하라고 가르치는 분입니다. 그런데 본인의 말과는 다르게 지금 젊은 여자의 허벅지를 이리저리 만지며 개울을 건너가는 것을 보니 속이 타는 것입니다. '우리 스님은 완전히 위선자로구나. 겉만 중이지 속은 소인보다도 더한 흑심을 가졌구나.'라고 생각을 하는 것입니다.
개울을 다 건너 여자를 내려주고 노승과 사미가 길을 가는데, 사미가 화가 잔뜩 나서 노승에게 "스님은 저희들에게 거짓말로 가르쳤습니다. 이제 스님으로 대하지 않겠습니다."하고 따졌습니다. 그런데도 그 노승은 뒤도 안 보고 걸어갑니다. 그러자 더욱 화가 난 사미가 "스님 정말 그럴 수 있습니까?" 하고 또 따지자 노스님은 "뭐가 그렇단 말이냐? 나는 그 처녀를 내려놓은지가 오래됐는데 너는 아직도 업고 있느냐?" 이 말을 듣고 사미는 크게 깨우쳤습니다.
파도가 물을 여의치 않고 물이 파도를 여의치 않는다고 했습니다. 파도는 물이요 물은 파도입니다. 바람이 일면 파도가 일어나고 바람이 지면 파도도 자는 것입니다. 원래 물과 파도가 둘이 아닙니다. 바로 범부중생과 부처가 둘이 아니고, 생사가 둘이 아니고, 고통과 기쁨이 둘이 아닙니다. 극락과 지옥이 둘이 아닌 이 이치를 여러분이 깨우쳐야 합니다.
노승이 쳐녀를 업었다가 놓는 것처럼 여러분들도 탐심을 그와 같이 헌씬짝 버리듯 버려야합니다. 탐심을 버리면 분별심이 없어지게 됩니다. 제 생각을 바꿔야 기도 성취가 되는 것이지 날자 세고, 돈이나 쌀 갖다 놓고 기도 했다해서 안됩니다.
조계사 마당에 들어오면서 금강석 보다 더 단단한 원을 세워야 합니다. 내 원이 성취되기 전에는 조계사 마당을 떠나지 않겠다. 이 몸이 돌장승이 되더라도 결코 떠나지 않겠다. 배가 고파 창자가 끊어질 것 같아도 밥을 구하는 생각을 내지 않겠다. 이런 대원을 세워야 만이 성취가 되지 형식적으로만 해서는 안됩니다.
그물에 걸린 고기를 방생할 수 있는 것은 여러분 생각을 한 번 턱 바꾸는데 있습니다. 그물을 찢을래야 찢어지지 않고, 고기를 아무리 들고 다녀도 방생되는 것이 아니라 여러분 생각 한 번 툭 바꾸어 방생되는 이치를 알면, 그물이 산산이 부서져서 내 입 속에 머금고 씹어서 삼켜도 아무 탈 없는 이치를 알게 되는 것입니다. 그렇게 알 때만이 자유를 얻었다고 하고 해탈했다 할 수 있는 것입니다. 또한 나는 불자라고 당당히 이야기할 수 있을 것입니다.
여러분 생각을 손바닥 뒤집듯 뒤집어서 분별하고 시기하고 질투하는 고통의 바다에서 훌쩍 뛰어넘어 피안의 언덕에 다다르기를 진심으로 바랍니다.
마당 끝에 대나무 밭이 있는데, 바람이 살살 불고 태양은 비추니 대나무가 흔들리면서 그 그림자가 마당을 쓴다. 대빗자루로 마당을 쓸면 쓰레기가 지나가나 대그림자가 쓸면 전혀 쓸리지 않습니다. 달이 청청히 떠고 연못이 맑으면 달이 연못 속에 있습니다. 그렇더라도 물에는 상처를 안 남기고 들어갑니다.
이것이 부처님의 진리입니다. 이것이 여러분 마음 속에 가지고 있는 진불이라는 것입니다.
이 이치를 깨닫기 바랍니다. 성불하십시오.
