미국에서는 이제껏 가족과 친척들이 함께, 혹은 대를 이어 정계에 진출하는 경우가 많았다.
낸시 펠로시 미 하원의장은 아버지가 볼티모어 시장과 하원의원을 지냈고, 공화당의 매리 보노 하원의원은 고(故) 소니 보노 하원의원의 부인이었다.

대통령과 상.하원의원을 두루 배출한 케네디가(家)를 비롯해 루스벨트, 애덤스, 유달, 부시 가문 등은 정치명문가로 불린다.

지난 1789년 미국 의회 의원 중 가족이나 친척 역시 의회에서 일하는 사람이 45%에 달할 정도로 미국에서 정치는 가업(家業) 수준이었다고 미 브라운대학교의 한 교수는 밝혔다.

하지만 이런 가족 정치 시대가 서서히 내리막길을 걷고 있다.

2008년 대선 당시 오바마 후보를 가리켜 "피부색이 너무 짙지 않고 니그로 방언을 쓰지 않는다"고 한 사실이 알려져 곤욕을 치른 해리 리드 민주당 상원 원내대표는 요즘 미국에서 가장 `위험한' 정치인으로 꼽힌다.

19일 미국 시사주간지 뉴스위크에 따르면 팔미사노는 최신호 기고를 통해 "2050년엔 세계 인구의 70% 가량이 살게 될 것으로 예상되는 도시 지역은 21세기 경제ㆍ사회ㆍ기술의 핵심 공간이 될 것이며 도시의 변화 여부가 미래의 번영을 좌우하게 될 것"이라고 전망했다.

팔미사노는 "교육과 교통, 전력, 상수도, 의료 보건, 공공 안전 등 사회의 모든 시스템에 첨단 기술을 적용하고 통합적으로 운영하는 게 도시 개발의 과제로 등장하고 있다"며 "보다 스마트한 도시를 건설하는 작업을 지금 시작해야 한다"고 말했다.

그는 지중해의 섬나라 몰타가 전력과 상수도 시스템에 대한 통합 시스템을 구축하고 있고 캐나다의 몬트리올에선 환자와 의사, 보험사가 의료 정보를 자동으로 실시간 교류하는 의료 IT 작업이 시행되고 있는 사례 등을 들며 첨단 기술이 도입된 도시 운영 체제의 필요성을 강조했다.

팔미사노는 "각종 보호주의 정책이나 규제 등은 글로벌 위기에 노출될 위험을 가중시키는 일로 도시 발전을 저해하는 `중대한 잘못'이 될 것"이라며 "첨단 기술의 적용과 개방 정책이 스마트한 도시를 건설하는 필수 요건"이라고 말했다.

2050년 중국 쇠퇴하고 日·터키가 강해진다

2030년 미국은 '땅'이 아니라 '하늘'을 지배하려 한다. 우선 세계 패권을 장악하기 위해 중무장한 군대를 파견하는 고비용ㆍ저효율 구조를 버린다. 대신 극초음속 비행기 시스템을 구축하고 정지 궤도에 플랫폼을 설치한다. 이 플랫폼 이름은 배틀스타로 우주기반사령부가 통제한다.

2050년 미국의 극초음속 우주 미사일은 일본 선박과 러시아 탱크를 30분 만에 명중시킨다. 우주 플랫폼에서 지상의 모든 목표물을 겨냥해 초토화할 수 있는 미사일 시스템이 구축된 것.

21세기 우주 전쟁은 통신 전쟁이다. 주요 명령과 통제 시설 전파를 우주로 보내는 일이 중요하다. 우주에서 이미지를 포착해 위성을 통해 지구로 전송하고 명령이 극초음속 무기 시스템으로 전달될 때까지 불과 몇 분이 소요된다.


무슨 황당무계한 소리냐고? 미래학자 조지 프리드먼의 예측이다. 미국 전략적 국제안보 분석기관인 스트래트포 수장으로 정확한 정보력과 혜안을 지니고 있다. 2006년 1월 김정일 국방위원장이 잠적했을 때 비밀리에 중국을 방문한 사실을 밝혀내 화제가 됐다.

세계 각국 정부와 굴지 기업들의 싱크탱크로 활약하는 프리드먼의 저서 '100년 후-22세기를 지배할 태양의 제국 시대가 온다'가 눈길을 끌고 있다. 이 책은 제3차 세계대전 시나리오까지 자세하게 썼다. 전운은 배틀스타 시스템이 21세기 신흥 강대국인 일본과 터키를 겨냥하면서 시작된다. 발끈한 일본과 터키가 선제공격에 나선다.

공격은 2050년 11월 24일 오후 5시 미국인들이 추수감사절 휴가를 즐기는 동안 감행된다. 일본이 달 기지에서 배틀스타를 향해 미사일 공격을 시작한다. 이런 긴박한 순간은 미국 대통령에게 보고되지만 추수감사절이라 보좌관들을 즉각 소집할 수 없다. 속수무책으로 배틀스타가 폭발해 요원 전원이 사망한다. 배틀스타와 페루 사령부에 연결된 센서와 위성이 다 망가진다. 동시에 터키는 미국 동맹국인 인도를 향해 대대적인 공격을 펼치게 된다.

그렇다고 미국이 패망하지는 않는다. 자존심이 상했을 뿐이다. 오히려 세계 패권을 강화하는 계기가 된다. 저자는 향후 100년 동안 미국이 세상을 지배할 것으로 전망한다. 미국 문화가 세계에 스며들어 세계를 규정하고 있기 때문이다. 미국 문화가 21세기 세계가 생각하고 살아가는 방식을 결정한다는 게 그의 주장이다.

그렇다면 한국의 운명은 어떻게 될까. 2030년이 되기 훨씬 이전에 통일될 것 같다고 예측한다. 통일 한국의 인구는 7000만명으로 일본에 비해 그리 뒤떨어지지 않는다. 한국은 일본에 맞서기 위해 미국 지원을 원할 것이며 반일연합이 등장할 가능성이 있다. 저자는 "한국은 현재 세계 12위 경제국이며 통일 이후에는 훨씬 더 높은 자리를 차지한다"며 "한국이 두려워하는 것은 일본 중국 러시아 중간에 갇히는 것"이라고 밝힌다.


중국 내부에도 큰 변화가 일어날 것으로 내다본다. 최근 수세기 동안 중국은 30년에서 40년 주기로 변하고 있다. 유럽은 1875년께 중국 종속국을 지배하기 시작했고 청나라 왕조는 1911년 쑨원의 손에 무너졌다. 1942년에는 영국이 중국에서 홍콩을 양도받았으며 1949년에는 공산당이 중국을 장악했다. 그리고 1976년에 마오쩌둥이 사망하면서 경제적 팽창이 시작됐다.

저자는 2010년 중국은 내부 혼란과 경제적 쇠퇴로 고전할 것으로 전망한다. 그리고 2040년에는 또 다른 반전이 일어날 것으로 보인다. 중국에서 외국 투자 기업을 규제하는 움직임이 거세자 미국이 개입한다. 미국은 중국을 재통일하고 일본을 장악하려는 중국의 야심을 전폭 지원한다. 미국의 개입을 두려워하는 일본은 군사력을 증강하지만 완전히 고립된다는 게 프리드먼의 가상 시나리오다.

이 책은 일본 외에도 터키와 폴란드를 새로운 강국으로 지목한다. 이미 터키는 세계 17위 경제대국으로 성장하고 있으며 군사력도 주변 지역에서 가장 강하다. 또 미국은 러시아의 유럽 쪽 진출을 막기 위해 폴란드에 막대한 경제적ㆍ기술적 지원을 제공할 것으로 본다. 미국의 손에 의해 강대국이 결정되고, 미국을 위협하는 국가(일본 중국 러시아)는 쇠락의 길을 걷게 된다는 게 이 책을 관통하는 저자의 세계관이다. 철저히 미국 중심주의 사고로 점철된 미래 예측이다.

버락 오바마 대통령의 초강력 은행개혁 구상은 그대로 실현된다면 월가의 지형을 근본적으로 바꿔버릴 만한 것이다.

하지만 월가가 강력히 반발하고 있고, 법안을 처리할 의회가 전적으로 찬성할 분위기가 아니어서 실제 실행되기까지는 상당한 진통이 있을 것으로 예상된다.


◇월가를 바꾼다=그동안 월가의 규모를 팽창시키고 이익을 극대화할 수 있었던 것은 자기자본으로 채권과 주식, 각종 파생금융상품에 직접 투자하는 고위험 고수익 영업 방식을 고수해왔기 때문이다. 여기에 제동을 걸면 상당한 수익원이 사라지고, 지금 월가를 대표하는 대형금융기관은 더 이상 존재할 수 없다. 사실상 투자은행과 상업은행도 구분된다. 오바마 대통령은 지금까지 적용돼온 '대마불사(大馬不死)'도 더 이상 존재하지 않을 것임을 분명히 했다. 국민 세금이 더 이상 월가로 흘러들어가는 것을 용납하지 않겠다는 것이다.

개혁방안의 핵심은 은행의 자기자본투자인 프랍 트레이딩(proprietary trading) 방식을 제한하는 것이다. 이 방식이 금융 위기를 초래했으며, 또다시 일어나게 할 수도 있기 때문이다. 금융당국의 규제와 보호를 받는 상업은행이 헤지펀드나 사모펀드에 투자하거나 소유하는 것을 금지, 사실상 자기자본투자 영업을 하지 못하도록 하겠다는 것이다. 금융당국은 지난해 말부터 파생상품 거래를 통한 월가의 탐욕스런 고수익 영업행태가 다시 살아나고 있다고 경고해왔다.

오바마 대통령의 은행개혁은 1999년부터 허용해온 상업은행과 투자은행 업무 겸업을 다시 제한하게 될 것으로 보인다. 미국은 '글래스 스티걸법'에 따라 1933년부터 60여년 동안 은행 업무영역을 분리해 왔었다. 따라서 대부분 자기자본으로 투자 영업행위를 하고 있는 대형 금융기관들은 이 업무를 따로 떼어내야 한다. 이 과정에서 당연히 은행 규모는 줄어들 수밖에 없게 된다. 금융기관들이 근본적으로 바뀔 수밖에 없는 것이다.

◇반발과 전망=금융기관에 대한 근본적인 수술 방침에 대해 월가는 강력히 반발하고 있다. 그렇지 않아도 월가는 구제금융을 받은 금융기관들에 대해 금융위기 책임 수수료를 부과해 혈세를 모두 회수하겠다는 오바마 대통령의 방침에 신경이 곤두서 있던 터다.

은행개혁안이 실행될 경우 가장 큰 영향을 받게 될 골드만삭스의 데이비드 비니어 최고재무책임자(CFO)는 블룸버그와의 인터뷰에서 "고객 업무와 사모펀드 비즈니스 및 프랍 트레이딩를 분리하는 것이 쉽지 않다"며 비현실적 방안이라고 주장했다. 로이터통신에 도이체방크의 요제프 애커먼 최고경영자(CEO)도 "문제는 은행의 위험한 투자이지 규모가 아니다"면서 "대형은행이 갖는 경쟁력 측면이 고려되지 않았다"고 비판했다.

바니 프랭크 하원 금융위원장은 오바마 구상이 실현되려면 "5년은 족히 걸릴 것"이라고 말해 의회에서의 입법 과정이 순탄치 않을 것임을 예상했다. 공화당은 은행에 대한 금융위기 책임 수수료 부과나 은행개혁방안 등 금융산업 전반을 바꾸려는 오바마 대통령의 금융개혁입법안에 대해 지지를 보내지 않고 있다.

구글의 데이비드 드러먼드(Drummond) 수석부사장은 이날 자신의 블로그에서 "중국 정부와 협의를 거치겠지만 문제가 해결되지 않으면 중국어 검색 사이트(google.cn)와 중국 지사를 폐쇄하겠다"고 말했다.



구글은 2006년 중국 검색시장에 진출할 당시 '톈안먼(天安門)'이나 '달라이 라마'처럼 중국 체제 유지에 위협이 될 수 있는 특정 단어들은 검색되지 않아야 한다는 중국 정부의 검열 요구를 수용했었다.



그러던 구글이 이번에 입장을 바꾼 이유는 지난달 발생한 중국 해커들의 구글에 대한 사이버 공격이 발단이 됐다. 구글은 "중국 해커들이 구글의 이메일 서비스인 지메일(gmail)에 있는 중국 인권운동가들의 계정에 접근해 2개 계정에서 일부 정보를 유출했다"고 밝혔다. 로이터통신은 전문가들을 인용, 사이버 공격에 중국 정부가 관련됐을 가능성을 제기했다.



그러나 중국 정부가 구글의 요구를 받아들일 가능성은 낮아 보인다. 중국 정부는 지난해 6월에도 "구글이 음란물을 유포하고 있다"며 사이트 접속을 차단했을 정도로, 구글에 대한 반감이 강하기 때문이다.



유럽에서는 프랑스의 니콜라 사르코지(Sarkozy) 대통령이 최근 "몇몇 글로벌 인터넷 기업들이 프랑스 광고시장에서 수익을 올리면서 세금은 본사가 있는 곳에만 낸다"며 "앞으로 이런 기업에 세금을 부과할 것"이라며 구글을 겨냥했다. 프랑스 현지 매체들은 새 규제 방안을 '구글 세금(tax)'이라고 명명한다.



구글 프랑스지사는 법인세율이 낮은 아일랜드에 본사를 두고 프랑스엔 세금을 내지 않고 있다. 구글은 이에 대해 "인터넷 시장의 기술 혁신과 발전을 저해하는 조치"라고 반박했다.



독일의 자비네 로이트호이서 슈나렌베르거(Sabine Leutheusser-Schnarrenberger) 연방 법무부 장관도 최근 "구글이 독일 시민들에 대한 너무 많은 정보를 갖고 있다"고 구글을 공격했다.



그는 "이는 거대한 독점"이라며 "구글은 이런 정보로 무슨 일을 하고 있는지 투명하게 밝혀야 하며, 그렇게 못 한다면 법적 조치를 취할 것"이라고 말했다.

로버트 깁스 오바마 대통령 대변인은 "대통령이 인터넷 자유에 대해 후원하고 있고 행정부는 이를 뒷받침 할 것"이라고 밝혔다.



실제로 클린턴은 구글과 마이크로소프트, 시스코 관계자들을 만나 정보 보안에 관해 논의를 했다.

중국 당국은 구글의 요구를 수용할 수 있는 정화법을 찾고 있다. 중국은 그들의 보안 통제능력 보호와 다국적 기업에 대한 투자환경 조성이라는 상충되는 주장에 대한 해결점을 모색하고 있다.



중국과 미국은 이번 사건 외에도 무역, 통화, 대만과의 관계 등에서 갈등을 빚어오고 있다.



2008년 올림픽 이후 중국 정부는 연설의 자유를 허용하는 등 서방 세계에 대한 유화적인 모습을 보이기도 했지만 온라인 공간에서는 통제를 더욱 강화해 트위터, 페이스북, 유튜브 등 유명 네트워킹 사이트를 금지시켰다.

'글로벌 온라인 자유법'은 온라인 상에서 정치적.종교적 견해 표명을 제한하는 국가에서 미국 기업이 정보를 검열하고 개인 정보를 저장하는 것을 막기 위해 일부 의원들이 몇 년간 추진해 온 법안이다.

법안에 따르면 미국 정부는 인터넷을 규제하는 국가 리스트를 작성해야 하고, 미국 기업은 이 국가에서 개인 정보를 축적하는 것이 금지된다.

또 해당 국가가 온라인 상에서 어떤 용어를 차단하는지를 국무부에 보고해야 하며, '미국의 소리' 방송이나 '자유 아시아 방송' 등 미국 정부 관련 웹사이트를 마비시키는 데 협력하는 것도 금지된다.
