세계 최대 인터넷 기업인 구글 (Google)이 중국 · 프랑스 · 독일 등 세계 각국 정부와 갈등을 빚고 있다.

구글은 12일(현지시각) "앞으로 중국 정부의 검색 검열을 받아들이지 않겠다"며 중국 시장에서 철수할 수 있다는 강경 입장을 밝혔다.



구글의 데이비드 드러먼드(Drummond) 수석부사장은 이날 자신의 블로그에서 "중국 정부와 협의를 거치겠지만 문제가 해결되지 않으면 중국어 검색 사이트(google.cn)와 중국 지사를 폐쇄하겠다"고 말했다.



구글은 2006년 중국 검색시장에 진출할 당시 '톈안먼(天安門)'이나 '달라이 라마'처럼 중국 체제 유지에 위협이 될 수 있는 특정 단어들은 검색되지 않아야 한다는 중국 정부의 검열 요구를 수용했었다.



그러던 구글이 이번에 입장을 바꾼 이유는 지난달 발생한 중국 해커들의 구글에 대한 사이버 공격이 발단이 됐다. 구글은 "중국 해커들이 구글의 이메일 서비스인 지메일(gmail)에 있는 중국 인권운동가들의 계정에 접근해 2개 계정에서 일부 정보를 유출했다"고 밝혔다. 로이터통신은 전문가들을 인용, 사이버 공격에 중국 정부가 관련됐을 가능성을 제기했다.



그러나 중국 정부가 구글의 요구를 받아들일 가능성은 낮아 보인다. 중국 정부는 지난해 6월에도 "구글이 음란물을 유포하고 있다"며 사이트 접속을 차단했을 정도로, 구글에 대한 반감이 강하기 때문이다.



유럽에서는 프랑스의 니콜라 사르코지(Sarkozy) 대통령이 최근 "몇몇 글로벌 인터넷 기업들이 프랑스 광고시장에서 수익을 올리면서 세금은 본사가 있는 곳에만 낸다"며 "앞으로 이런 기업에 세금을 부과할 것"이라며 구글을 겨냥했다. 프랑스 현지 매체들은 새 규제 방안을 '구글 세금(tax)'이라고 명명한다.



구글 프랑스지사는 법인세율이 낮은 아일랜드에 본사를 두고 프랑스엔 세금을 내지 않고 있다. 구글은 이에 대해 "인터넷 시장의 기술 혁신과 발전을 저해하는 조치"라고 반박했다.



독일의 자비네 로이트호이서 슈나렌베르거(Sabine Leutheusser-Schnarrenberger) 연방 법무부 장관도 최근 "구글이 독일 시민들에 대한 너무 많은 정보를 갖고 있다"고 구글을 공격했다.



그는 "이는 거대한 독점"이라며 "구글은 이런 정보로 무슨 일을 하고 있는지 투명하게 밝혀야 하며, 그렇게 못 한다면 법적 조치를 취할 것"이라고 말했다.

구글은 중국 정부가 자사 이메일 시스템인 gmail을 해킹하고 관련 정보를 빼냈다고 주장하고 있다. 이와 관련해 힐러리 클린턴 미 국무장관은 "사이버 공간에서의 신뢰는 현대 사회와 경제에 매우 중요한 요소"라며 중국 당국에 사건 책임을 요구했다.



로버트 깁스 오바마 대통령 대변인은 "대통령이 인터넷 자유에 대해 후원하고 있고 행정부는 이를 뒷받침 할 것"이라고 밝혔다.



실제로 클린턴은 구글과 마이크로소프트, 시스코 관계자들을 만나 정보 보안에 관해 논의를 했다.

중국 당국은 구글의 요구를 수용할 수 있는 정화법을 찾고 있다. 중국은 그들의 보안 통제능력 보호와 다국적 기업에 대한 투자환경 조성이라는 상충되는 주장에 대한 해결점을 모색하고 있다.



중국과 미국은 이번 사건 외에도 무역, 통화, 대만과의 관계 등에서 갈등을 빚어오고 있다.



2008년 올림픽 이후 중국 정부는 연설의 자유를 허용하는 등 서방 세계에 대한 유화적인 모습을 보이기도 했지만 온라인 공간에서는 통제를 더욱 강화해 트위터, 페이스북, 유튜브 등 유명 네트워킹 사이트를 금지시켰다.
