원자바오 중국 총리도 더 이상 "중국은 자국의 경제 발전에 초점을 두고 있으며, 세계 무대에서는 겸손한 역할자를 추구한다"는 입장을 고수하지 않는다. 그는 중국을 `위대한 힘(great power)` 이라고 묘사하면서, 미국의 `방탕한` 소비에 대해 우려를 나타내기도 한다.

이 가운데 내달 개최 예정인 선진 20개국(G20) 회담이 미국과 중국의 `G2` 회담이 될 것이라는 전망도 나온다. 최근 중국이 남중국 해역에 대한 순찰을 강화하면서 미국이 최신예 구축함을 급파, 이 해역을 두고 양국이 대치를 벌이고 있는 점도 이같은 전망에 힘을 실어준다.

중국의 부상은 기존 부시 행정부의 독주를 견제하고자 했던 유럽은 물론 아시아에서의 라이벌 부상에 대해 과민한 일본의 우려이기도 하다.

그러나 중국의 상황은 녹록치 않다. 21세기 들어 가장 어려운 한 해를 맞고 있다고 해도 과언이 아니다. 중국의 실직자는 2000만명에 달하는 등 사회 불안은 고조되고 있다 .

최근 이같은 중국의 상황을 감안해 세계은행은 중국의 올해 경제성장률 전망치를 6.5%로 제시했다. 다른 국가와 비교할 때 엄청난 성장세지만, 여태 두 자릿수의 성장률을 구가하던 중국에는 `경기후퇴`와도 같은 의미를 지닌다.

게다가 전 세계적으로 `자본주의` 경제 발전 모델에 대한 의구심이 짙어지는 가운데, 사회주의 시장경제를 도입하고 있는 중국에서 이같은 체제에 대한 반대의 목소리도 높아지고 있다. 중국의 좌파 국가주의자들은 현 시기를 시장경제 체제를 중단할 수 있는 기회로 보고있다.

이 시기에 버락 오바마 대통령의 역할은 더욱 중요해지고 있다. 장기적인 관점에서 오바마 대통령이 임기 내에 중국을 다자무역 시스템에 편입하도록 유도하지 못한다면 역사는 그를 `실패했다`고 평가할 것이다.

단기적으로 그는 중국이 여태까지 공언한 약속을 지키도록 하고, 착오에 대해 경고할 임무를 지니고 있다. 이와 관련 이코노미스트지는 힐러리 클린턴 국무 장관의 경우 중국의 티베트 및 인권 문제에 대해 해결하려는 자세를 지속적으로 가져야 한다고 지적했다.
