지금 일본이 앞으로 제2의 대동아 전쟁을 일으킨다면 어떠한 시나리오로 나올것인지 모든 가상의 시나리오를 대비하시고 그래서 일본은 한반도 지리적으로 일자 형태로 이루어져있기에 남북한에 동시에 침략해오는 경우도 나올것으로 봅니다
즉 대한민국을 향해서는 후방에서 침략하고 동시에 전방인 북한을 향해서도 일본이 침략해올수가 있다고 보여집니다 안그래도 북한에도 친일 세력들이 많기에 정리가 되지못하고 있고 북한내에 얼마나 정신 상태들이 자정 능력이 있는지 마약으로 도취해서 그러한 국민의 정신 상태로는 대한민국도 마찬가지이고 병들어온것이니 이에 중국이나 미국은 이래도 좋고 저래도 좋으니 중요한것은 한반도는 일본을 능가하든가 아니면 바지 가랭이 밑으로 들어가든가 둘중에 하나의 선택의 기로에서 있는것이 지금 한반도와 일본의 생사를 결정짓는 길입니다.
그러니 그들은 아쉬운것이 없다라는것이다 중요한것은 이 문제는 타협으로 되어지는것이 아니므로 힘은 힘으로 제압이 되어야만 하기에 이미 일본의 신령계는 절대적인 신의 뜻에 7가지 공판 계약서와 그동안 죄악과 부정을 지어온 부분에 대한 참회,회개 실천서를 각서를 제출해서 오라고 했다 그것도 일본 사무라이 시대의 일본의 신령분이 오셨기에 그렇게 그동안 일본 천황 신령분들 모두의 합의하는 수계 도장을 받아서 오라고 했습니다.
이는 중국의 신령뿐만 아니라 만방의 열국의 신령들에게 참회의 회개 실천서를 작성해서 가지고 오라고 했습니다 북두 칠성줄 신령에게도 그렇게 그동안 소생의 조상신령분과 소생에게 절대적인 신에게 재림하신 예수님에게 어떻게 참회를 해가겠다라는 절대적인 하나님과 자신과의 계약이기에 제출해서 합의 수계 도장을 찍어서 제출하라고 했습니다.
어찌되었든간에 지금 한반도는 대한민국도 긴급 상황이 발생하였으니 중대한 생사 결단들을 하지못하면 국운은 끝나는것이고 기사회생을 하실것인지 이제 용단들을 내려야할것입니다.
그리고 한반도에 만방의 열국의 신령이 되는 자격들을 부여받기때문에 지금 대한민국 농어촌에 인구 고령화로 길어야 10년 살겠나요 노인분들이 그분들이 생각하는 관점은 다가오는 세상의 관점에 빚나가고 있는것이니 대한민국의 처신은 무엇을 지금 해야하는지 누차 살길을 알려드렸습니다.
말만 많고 정작들 준비들을 게을리했고 귀한 시간들을 소비해온 대한민국 그만큼 영적인 우위의 힘을 가지고 살아온 산자와 죽은자들이 아니기에 이러한 현실로 나타나는것입니다 이번 광복절은 소생에게는 절대적인 신에게나 참다운 광복절을 맞이한것입니다 영적인 광복절이였지요
대한민국이 아니라 한반도 조선의 진정한 광복절을 한것입니다 그 영을 되차차았고 회복하였기에 광복절이고 자주 독립인것입니다 영이 회복하지못한 영이 어찌 자주 독립을 말하고 광복을 말하나요 영이 위엄이서야 신령분들이 힘이 서는것이고 그리고 후손이 힘이 서는것입니다 국가나 민족이 그러하고 지구 행성이 그러합니다 그래서 우주의 신령분들이 그렇게 태도가 나오는것이고 지금 지구의 모든 신령분들이 이러한 호기를 놓치면 후회합니다.
지구촌의 새천년 개발은 이러한 지구의 영성부터 세워놓아야 외부의 우주의 그릇된 신령으로부터 독립을 하고 개입과 간섭을 받지않는것입니다 그것을 지구의 영체들이 제대로 인지못하고 우주와 지구간의 영성간의 싸움도 꼭 한반도가 주변국의 신령들간의 영성 싸움에서 물질적인 우위의 힘으로 약점을 이용하여 그동안 그들의 신령들이 주도권을 가지고 조선의 모든 영들을 좌지우지해온것처럼 그리고 뿌리의 역사를 모르게 역사 왜곡이나 동북아 공정들을 하고 동시에 약화시키는 외교 전술들을 펼치고 그들의 개,노예의 신령들이 후손들이 동조하니 그렇게 되어지는것처럼 지구와 우주의 그릇된 물질의 신령이 그렇게 해서 지구의 영을 종속해온것입니다.
이제는 마지막 지구의 모든 영들에게 그 회복하는 기회를 놓치지마시고 믿고 행하는자는 그렇게 지구 행성의 모든 죄업과 부정의 업장이나 겁장들이 벗겨지는 이유도 있으니 그리고 새로운 맘과 영으로 새로운 문명의 주도하는 영으로 후손으로 되어지는 호기를 놓치지말고 절대적인 신을 꼭 잡으시기를 바랍니다.
이제는 영성은 선택과 집중으로 새로운 영의 인연의 사슬망이 연결되어질것이니 만방의 열국을 대표하는 신령이 영이 되고 싶으시면 조상 신령과 같이 자신의 후손의 육신과 맘과 영이 하나가 되어서 뜻에 동참하시기를 바랍니다 그리고 행동들을 실천해가시기를 바랍니다.
만방의 열국을 대표하려는 신령이 영이 되려면 자신의 조상과 자신의 현생의 영의 죄업장들이 벗겨내야하고 자신을 감싸고 있는 중국 칠성 신령과 일본의 신령을 그리고 자신의 주변의 다른 신령분손에 감겨있기에 이것을 벗겨내야지요 그래야 영의 중립으로 중심을 되찿아서 올바른 영성 활동으로 육신의 도구를 통해서 현실로 나타내어가고 존재하고 살아가게되어지는것입니다 만방의 열국의 대표 자리는 그냥 된어진다고 되어지는것이 아닙니다 이러한 과정들이 숨어있는것들을 신앙의 절대적인 신의 힘을 빌어서 벗겨내야하는것입니다 이는 부처님도 예수님도 그들과 싸워서 항복을 받았지만 그것은 눈감고 아웅하는식이였기에 이번에 단호한 조치들을 해가고 있는것입니다.
일심의 맘을 항상 자신의 이익의 욕구의 맘을 나타내면 다르마가 생성됩니다 차라리 무심으로나 남의 일이 잘되어지기를 바라는 맘으로 상대를 대하시고 그렇게 하지않아도 자신에게 붙은 다르마가 타인에게 조상 신령이든 혼령이든 전달되어지는것이 지금 지구촌의 영의 환경이 만연되어있기에 그러하므로 자신의 일심을 절대적인 신이신 절대적인 하나님에게 참회의 심정의 일심의 마음들을 가져보시기를 바랍니다.
특히 아시아 대륙이 그러하고 그중에 중국과 일본 후손들이나 신령들이 그러합니다 그러니 중국이 로마 교황청과 화해하는것도 중국이 살기위해서하는 조치이기에 그것은 중국의 신명계가 잘 알고 있을것입니다 그리고 미래 중국을 구할 아기는 교회나 성당을 다닐것으로 봅니다 지금 7살이지만 절대적인 신게서 세계의 신생 종교가 늘어나는것은 역행하는것이고 교주가 되어지는것도 역행하는것이고 이미 불법과 성경의 말씀의 가르침의 지혜와 샤머니즘과 더불어서 3개을 융합해서 신앙 수행공부들을 가르침의 자신의 환골탈퇴의 수행 정진만이 모든것을 날려보낼수가 있습니다
소생이 걸어온길을 수십년 걸린것과 부처님과 예수님이 걸어오신길 지금 이글을 보시는 분들은 더 단축되어지기에 길을 만들어드렸으니 실천이 행이 중요합니다 믿음의 각성을 가지고 자신을 이겨내지못하면 남에게 종속되어지는것이 영의 세계입니다 이것이 냉엄한 현실의 세계로 이어지는것입니다
잘먹고 잘살고 싶으시면 그리고 아픈것을 해결하고 싶으시면 소망을 성취하고 싶으시면 지금 당장 해가시기를 바랍니다 가난도 바로 이것을 말해주기위해서 그대에게 가난을 병고를 주는것이고 그리고 앞으로 인간의 병고는 자연적으로 정리가 되어질것이고 인간 몸주속에 그러한 다르마의 병마의 못된 군웅의 신령들이나 혼령들이 들어있기에 자신에게 병고가 찿아오는것입니다.
암도 마찬가지입니다 원래 인간의 영으로 성령의 영으로 병고가 존재하지않았기에 그러나 이것이 어긋남으로 물질에 의지함소에서 그릇된 신령들이 못된 신령들이 자신의 말을 듣지않으면 병고를 하도록 조정을 하고 있기에 자신의 영이 위엄이 서있지않고 끌려가는 영의 삶을 살아가기에 그러한 증상들이 일어나는것입니다
한반도 조선이 마지막으로 이제 깨어날 시간이니 그렇게 아시기를 바랍니다
앞으로 한반도에 또 새로운 대경사가 일어날것이고 그것은 인류 모두에게 대축복의 경사가 일어나는것과 마찬가지입니다 그러나 그전에 정리가 되어야할것들을 정리해가고자 잠시나마 진통을 겪어야하는것입니다

반 총장과 김 총재는 오는 2015년까지 빈곤을 반으로 감소시키자며 유엔에서 채택한 범세계인들의 약속인 ‘밀레니엄개발목표(MDGs)’ 시한이 3년 6개월 정도 밖에 남지 않은 만큼 이를 달성하도록 돕기 위해 더 열심히 노력하기로 의견을 모았다. 아울러 두 기관은 서로에 대한 인식을 높이고 재원을 활성화하기 위해 정기적으로 만나 공조하기로 했다. 또한 유엔이 최우선 정책으로 추진하고 있는 지속 가능한 개발을 이루기 위해 더 중요한 역할을 함께 하기로 했다.
이밖에도 두 수장은 지속 가능한 에너지 개발과 글로벌 교육 문제에 대해서도 관심을 가지고 논의했고, 이 과정에서 김 총재는 지속가능한 에너지 이니셔티브를 위한 새로운 자문위원회의 공동의장을 맡아달라는 반 총장의 제안을 수락했다.
또 예방 가능한 질병으로 죽어가는 1600만명의 여성과 어린이를 구제하기 위해 어떤 진전을 보일 수 있을지에 대해서도 심도깊게 논의했다. 이에 대해 반 총장은 “이는 김 총재의 전문분야로, 그의 리더십에 많은 기대를 걸고 있다”고 강조했다.XML

새 천년의 시작과 함께 전세계 리더들은 UN 서밋에서 2015년까지 심각한 빈곤 문제를 절반으로 줄이자는데 합의한 바 있습니다.
서밋에서 체택된 밀레니엄 개발 목표(Millennium Development Goals (MDGs))는 전세계 수백만의 삶의 질을 개선하기 위해 분명하고 측정가능한 목표들입니다. 2010년 9월 20일 부터 22일까지 의제가 채택된 지 10년을 맞이해 전세계 리더들이 다시 한 번 한자리에 모이게 됐습니다. 영국 앤드류 미첼 국제 개발 장관은:
"9월에 개최될 MDG 서밋은 우리가 이 문제에 대해 무관심하지 않으며 10년 전 빈곤을 타파하기 위해 합의한 이 약속을 지키기 위해 최선을 다할 것이라는 것을 보여주는 좋은 기회가 될 것입니다" 고 말했습니다.
9월 20일 부터 22일까지 유엔 컨퍼런스 기간 동안 DFID는 MDG가 전세계인들의 삶에 어떤 영향을 미치는지에 대한 기사를 제공할 계획입니다.
새천년발전목표(MDGs: Millennium Development Goals)
2000년 유엔특별총회
2015년까지 모든 유엔 회원국들은 아래의 목표들을 실행할 것을 결의합니다.
1. 극도의 빈곤과 기아 퇴치
• 하루 1달러 미만으로 생계를 유지하는 인구의 비율을 절반으로 줄인다.
• 기아로 고통 받는 사람의 수를 절반으로 줄인다
2. 전세계 초등교육 실시
: 모든 소녀 소년들이 기초 교육 과정을 마칠 수 있도록 한다.
3. 양성평등과 여성의 지위 증진
: 가능한 2005년까지 초중등교육에서, 2015년까지는 전 교육과정에서 성차별을 근절한다.
4. 유아 사망률 감소
: 5세 미만 유아의 사망률을 현재의 2/3수준으로 줄인다.
5. 산모 건강 향상
: 출산 중 사망률을 현재의 3/4 수준으로 줄인다.
6. 에이즈, 말라리아 등 질병 퇴치
• 에이즈의 확산을 중지-감소시킨다.
• 말라리아와 기타 주요 질병의 발생을 막고 감소시킨다.
7. 지속 가능한 환경 보전
• 지속가능한발전의 원리를 국가 정책 및 계획에 도입하고, 손실된 환경 자원을 복구한다.
• 안전한 식수를 지속적으로 공급받지 못하는 사람의 비율을 반으로 줄인다.
• 2020년까지 최소 1억 명의 빈민 지역 거주자들의 삶에 획기적 개선을 달성한다.
8. 발전을 위한 전세계 파트너십 강화
• 규칙에 의거하고, 예측 가능하며 비 차별적인 - 열린 무역, 금융 시스템을 더욱 증진한다.
• 국내외적으로 바른 통치와 개발 그리고 빈곤 감소에 대한 공약을 포함한다.
• 최빈국들의 특별한 요구들을 해결하도록 노력한다. 여기에는 그들의 수출에 대한 관세 및 쿼터의 자유, 극심한 빛에 시달리는 빈국들에 대한 세금 면제, 공식 국가간(쌍무 간)부채의 취소, 그리고 빈곤 감소에 합의한 국가들에 대한 관대한 공적 개발 지원을 포함한다.
• 육지에 고립되어 있거나(즉, 바다와 인접하는 면이 없는..) 군소 도서 개발 도상 국가들의 특별한 요구를 해결하도록 노력한다.
• 개발도상국들의 부채 문제를 국가적, 국제적 수단을 통해 포괄적으로 다루어서 부채가 장기적으로 지속 가능하게 한다.
• 개발도상국가들과의 협력 하에, 젊은이들에게 생산적이고 만족할 만한 일자리를 제공한다.
• 제약 회사들과 협력하여, 개발도상국 내에서도 합리적인 가격에 필수 기초 의약품을 이용 가능하게 한다.
• 민간 기관과 협력하여, 신 기술들-특히 정보 통신 기술들-의 혜택을 (개발도상국에서도) 향유할 수 있도록 한다
새천년개발목표(MDGs)에 대한 불편한 진실
우리 정부는 새천년개발목표(MDGs)가 설정된 2000년대 이후 국제협력사업 핵심목표로 MDGs 달성에 기여하겠다고 천명해 온 바 있다. 특히, ‘09년 OECD DAC 가입 후속조치와 관련, 국제개발협력기본법 제정, ODA 규모 확대, 원조효과성 제고를 위한 정책변화를 통해 수원국에서 공여국으로 전환한 경험을 바탕으로 국제사회 공동개발이슈에 적극 기여하겠다는 강력한 의지를 표명하고 있다.
금년은 MDGs가 탄생한 지 10년, 목표 달성 연도인 2015년에 5년만을 남겨두고 있는 중요한 해로서 오는 9월 뉴욕에서 개최되는 MDGs 정상회의에서는 MDGs 보고서(MDGs progressive report) 등 이행경과에 대한 검토를 통하여 그간 성과가 미미했던 목표에 대하여 선진 공여국, 민간사회, 지역기구 민 다자간 기구 등의 협력 및 재원확보를 위한 구체적 전략들을 마련할 계획이다. 우리 정부 역시 금번 회의에 참석, 반기문 UN 사무총장이 제안하는 ‘모자보건 관련 Global 전략’* 촉구 이행 요청에 대하여 향후 ‘11~’15 간 모자보건 기존 지원액 대비 약 1.3억불 규모 확대를 선언, 적극 지지할 예정이라고 한다.
MDGs가 국제사회 공동의 목표이자 궁극적인 전제인 상황에도 불구하고 MDGs에 대해 지속적으로 불편하게 느껴지는 것이 하나 있다. 국제개발협력 사업과 관련하여 어디에서나 여지없이 등장하는 ‘MDGs 달성에 기여’라는 표현이다. 사업의 구체적인 목적과 내용에 관계없이 ’MDGs 달성에 기여‘라는 꼬리표만 붙이면 모든 것이 타당성 있는 국제개발협력활동이 되는, 일종의 면죄부처럼 사용되고 있는 MDGs에 대해 고개가 서서히 좌우로 흔들어지는 것은 왜일까.
지난 10년간 항상 외쳐대던 그 표현이 불편해지고, 새삼 기본적인 질문으로 돌아가게 되는 배경에는 우리가 과연 MDGs를 정확히 제대로 이해하고 있는 것인지, 우리 정부가 추진하고 있는 사업들이 진정 MDGs 달성에 기여할 수 있는가에 대해 제대로 검토해 본 적이 없기 때문일 것이다. 이에, MDGs의 탄생과 의미를 다시 한번 생각해보고, 이와 관련 우리 정부 정책의 개선방안을 찾아보고자 한다.
잘 알려진대로 MDGs는 빈곤문제가 경제성장을 통해 자연히 해결될 것이라는 신자유주의 풍조가 팽배했던 1980년대 국제사회의 개별적 목표였던 전염성질환 감소, 기초교육 확대 등이 저조한 성적을 면치 못하고, 1990년대 낙관적인 경제성장 환경 속에서도 오히려 공여국들의 원조액이 감소하는 분위기 속에 국제사회가 새로운 패러다임의 필요성을 공감하여 탄생시킨 개발논의의 종합적 결과이다. 새천년을 향한 인류 공동의 청사진을 분야별로 구체적인 목표로 제시하고, 이를 수행하기 위한 세부 실천 계획에 전 세계가 동의했다는 점에서 MDGs의 탄생 이전과 이후의 국제사회 개발논의 패러다임에 획기적 변화를 가져왔다는 주장에는 크게 이의가 없을 정도다.
MDGs의 8개 목표 및 18개 세부목표는 지금까지 개별이슈로 취급되어왔던 각각의 개발 분야(빈곤퇴치, 교육, 여성, 보건, 환경, 파트너쉽 강화) 목표가 상호 유기적인 연관성을 갖는 것으로 인식하고, 종합적이고 체계적인 개발계획의 수행을 추구한다는 데 의의가 있다. 또한 파트너쉽에 관한 목표 8은 개발사업에서 수원국의 주인의식, 개발주체들간의 긴밀한 협력체계가 개발협력의 수단이자 최종 목표 중 하나임을 명시적으로 나타내고 있다.
그런데, 최근 정부의 국제개발협력 주요 논의사항 및 정책변화를 보면, ODA 규모 확대를 통한 『MDGs 달성에 기여』하겠다는 불편함을 다시 한 번 반복할 뿐, 실제적으로 MDGs 달성에 기여할 수 있는 정책 변화는 거의 없는 것으로 보인다. MDGs 달성이 미미한 최빈국 중심의 국가(지역) 및 분야를 집중적으로 선택, 장기적이고 지속적인 프로그램의 개발 및 이에 대한 지원이 필요하나, MDGs 달성도와 관계없이 경제 외교적 관계를 중심으로 선정되는 20여개의 파트너국가들과 기존 프로젝트 사업을 MDGs 목표별로 적당히 배열하여 사업 규모만 늘리기만 하면 MDGs 달성에 기여할 수 있다고 생각하는 것이 현 정부의 MDGs에 대한 이해수준으로 보인다.

With three important targets on poverty, slums and water having been met, a new United Nations report stresses the need for a true global partnership to achieve the remaining Millennium Development Goals ( MDGs ) by the 2015 deadline. 빈곤에 세 개의 중요한 목표를 함께 빈민가와 물이 충족 되었기에, 새로운 유엔 보고서는 남아있는 밀레니엄 개발 목표 (달성하기위한 진정한 글로벌 파트너십의 필요성을 강조 MDGs를 2,015 마감일까지를.)
The 2012 MDG Report offers “the most comprehensive picture yet” on global progress towards the Goals, Secretary-General Ban Ki-moon said as he launched the report at the high-level segment of the annual session of the UN Economic and Social Council (ECOSOC). 2012 MDG 보고서는 목표에 대한 세계적인 진행에 "아직 가장 포괄적인 그림을"제공하며, 사무 총장은 그가 유엔 경제 사회 이사회 (중 연간 세션의 높은 수준의 세그먼트에서 리포트를 시작으로 반기문는 말했다 ECOSOC).

The 2012 report says that, for the first time since poverty trends began to be monitored, both the number of people living in extreme poverty and the poverty rates have fallen in every developing region, including sub-Saharan Africa, where rates are highest. 2012 보고서는 빈곤 트렌드 이후 처음으로 모두 극도의 가난과 빈곤 률에 사는 사람의 수가 요금은 최고입니다 사하라 사막 이남의 아프리카를 비롯한 모든 개발 지역에 빠졌어요, 모니터되기 시작, 있다고 말한다.

그 간 우리 정부는 나름 MDGs 달성에 기여했다는 것을 수치적으로 보여주기 위하여 각 목표별 사업지원비율을 공개하였는데, 자세히 보면 소아병원 건립은 아동사망률 감소(목표 4)에 편성되는 등, MDGs 목표에 맞춰 기존의 사업을 분류화하여 비율로만 MDGs 달성에 기여하고 있다고 설명하고 있다. 이와 같은 설명은 그야말로 말뿐인 MDGs 달성 기여일 뿐 실제적인 사업 내용이 궁극적으로 계랑화된 지표에 영향을 주는 것으로 보기 어렵다. MDGs 각 목표의 세부 목표 및 성과지표를 자세히 보면, 어떤 분야에 집중적으로 지원을 해야 하는지가 정답처럼 나오는데도 우리는 구체적인 사업 내용과는 관계없이 분야만 일치하면 각각의 목표에 해당한다는, 말로만 MDGs 달성에 기여를 하고 있는 상황인 것이다.
또한, MDGs 달성이 미미한 사하라 사막 이남 아프리카 및 최빈국 지원을 확대하겠다고 지속적으로 밝혀 왔으나, '10년 기준 아프리카 지원은 17%이며, 여전히 최빈국이 아닌 베트남과 같은 국가가 최대 수원국이 되고 있는 것이 오늘날 우리 정부 ODA 정책의 현실이다. 이것은 아직도 국가 선정 시 MDGs 달성 정도나 최빈 정도가 주요 선정요인이 되는 것이 아니라 외교적 관계, 경제협력 가능성 등 경제외교적 관계가 가장 우선적인 선정 기준이 되고 있기 때문이다.
중장기 프로그램 개발 가능한 framework을 우선 수립해야

현재 확보된 재원도 모두 사용하지 못하고 있는데, 향후 몇 배씩 늘어나는 재원을 MDGs 달성에 적절히 사용하지 못한다면 이는 국제사회에서 더더욱 비난받을 일이 되고 말 것이다. 재원만 늘어난다고 MDGs 달성에 기여하는 것이 절대 아닌 만큼, 우리 정부는 현재의 ODA 수행체계를 혁신적으로 개선시켜야만 MDGs 달성에 제대로 기여할 수 있다. 즉, 최빈국 및 아프리카 국가를 대상으로 MDGs 달성이 저조한 소수의 국가를 선정하고, MDGs 달성이 가장 미미한 분야를 통합적으로 지원할 수 있도록 수원국 및 선진공여국이 참여하는 사업개발 절차를 마련하며, 실질적인 MDGs 목표 달성에 기여할 수 있도록 중장기(최소 5년) 사업을 추진할 수 있는 정책개선이 필요하다.
최근 우리 정부가 ODA 선진화를 위하여 원조시스템을 효과적으로 개편한다는 얘기가 나오고 있다. 잘 알려진 바와 같이 유무상 통합전략, 원조 자원의 선택과 집중을 강화하고 사업간 연계 강화, 수원국 간 협력 강화 등이 주요 내용이다. 이와 같은 논의가 정부 내 형식적인 논의 수준에 그치지 않고, 실질적인 정책 개선이 되도록 하기 위해서는 시민사회가 끊임없는 모니터링을 통하여 적절한 시기에 우리의 의견을 분명하게 제시하여야 한다. 더불어 이 논의 과정 속에서 우리 정부가 그간 말로만, 무늬로만 MDGs 달성에 기여하겠다고 밝혀 온 국제개발협력 목표가 보다 실질적으로 목표 달성에 기여할 수 있도록 중장기 프로그램 개발이 가능한 원조시스템을 만들도록 제기하는 것이 필요한 시점이다.

즉 대한민국을 향해서는 후방에서 침략하고 동시에 전방인 북한을 향해서도 일본이 침략해올수가 있다고 보여집니다 안그래도 북한에도 친일 세력들이 많기에 정리가 되지못하고 있고 북한내에 얼마나 정신 상태들이 자정 능력이 있는지 마약으로 도취해서 그러한 국민의 정신 상태로는 대한민국도 마찬가지이고 병들어온것이니 이에 중국이나 미국은 이래도 좋고 저래도 좋으니 중요한것은 한반도는 일본을 능가하든가 아니면 바지 가랭이 밑으로 들어가든가 둘중에 하나의 선택의 기로에서 있는것이 지금 한반도와 일본의 생사를 결정짓는 길입니다.

반 총장과 김 총재는 오는 2015년까지 빈곤을 반으로 감소시키자며 유엔에서 채택한 범세계인들의 약속인 ‘밀레니엄개발목표(MDGs)’ 시한이 3년 6개월 정도 밖에 남지 않은 만큼 이를 달성하도록 돕기 위해 더 열심히 노력하기로 의견을 모았다. 아울러 두 기관은 서로에 대한 인식을 높이고 재원을 활성화하기 위해 정기적으로 만나 공조하기로 했다. 또한 유엔이 최우선 정책으로 추진하고 있는 지속 가능한 개발을 이루기 위해 더 중요한 역할을 함께 하기로 했다.
이밖에도 두 수장은 지속 가능한 에너지 개발과 글로벌 교육 문제에 대해서도 관심을 가지고 논의했고, 이 과정에서 김 총재는 지속가능한 에너지 이니셔티브를 위한 새로운 자문위원회의 공동의장을 맡아달라는 반 총장의 제안을 수락했다.
또 예방 가능한 질병으로 죽어가는 1600만명의 여성과 어린이를 구제하기 위해 어떤 진전을 보일 수 있을지에 대해서도 심도깊게 논의했다. 이에 대해 반 총장은 “이는 김 총재의 전문분야로, 그의 리더십에 많은 기대를 걸고 있다”고 강조했다.XML

서밋에서 체택된 밀레니엄 개발 목표(Millennium Development Goals (MDGs))는 전세계 수백만의 삶의 질을 개선하기 위해 분명하고 측정가능한 목표들입니다. 2010년 9월 20일 부터 22일까지 의제가 채택된 지 10년을 맞이해 전세계 리더들이 다시 한 번 한자리에 모이게 됐습니다. 영국 앤드류 미첼 국제 개발 장관은:

• 국내외적으로 바른 통치와 개발 그리고 빈곤 감소에 대한 공약을 포함한다.
• 최빈국들의 특별한 요구들을 해결하도록 노력한다. 여기에는 그들의 수출에 대한 관세 및 쿼터의 자유, 극심한 빛에 시달리는 빈국들에 대한 세금 면제, 공식 국가간(쌍무 간)부채의 취소, 그리고 빈곤 감소에 합의한 국가들에 대한 관대한 공적 개발 지원을 포함한다.

새천년개발목표(MDGs)에 대한 불편한 진실
우리 정부는 새천년개발목표(MDGs)가 설정된 2000년대 이후 국제협력사업 핵심목표로 MDGs 달성에 기여하겠다고 천명해 온 바 있다. 특히, ‘09년 OECD DAC 가입 후속조치와 관련, 국제개발협력기본법 제정, ODA 규모 확대, 원조효과성 제고를 위한 정책변화를 통해 수원국에서 공여국으로 전환한 경험을 바탕으로 국제사회 공동개발이슈에 적극 기여하겠다는 강력한 의지를 표명하고 있다.
금년은 MDGs가 탄생한 지 10년, 목표 달성 연도인 2015년에 5년만을 남겨두고 있는 중요한 해로서 오는 9월 뉴욕에서 개최되는 MDGs 정상회의에서는 MDGs 보고서(MDGs progressive report) 등 이행경과에 대한 검토를 통하여 그간 성과가 미미했던 목표에 대하여 선진 공여국, 민간사회, 지역기구 민 다자간 기구 등의 협력 및 재원확보를 위한 구체적 전략들을 마련할 계획이다. 우리 정부 역시 금번 회의에 참석, 반기문 UN 사무총장이 제안하는 ‘모자보건 관련 Global 전략’* 촉구 이행 요청에 대하여 향후 ‘11~’15 간 모자보건 기존 지원액 대비 약 1.3억불 규모 확대를 선언, 적극 지지할 예정이라고 한다.
MDGs가 국제사회 공동의 목표이자 궁극적인 전제인 상황에도 불구하고 MDGs에 대해 지속적으로 불편하게 느껴지는 것이 하나 있다. 국제개발협력 사업과 관련하여 어디에서나 여지없이 등장하는 ‘MDGs 달성에 기여’라는 표현이다. 사업의 구체적인 목적과 내용에 관계없이 ’MDGs 달성에 기여‘라는 꼬리표만 붙이면 모든 것이 타당성 있는 국제개발협력활동이 되는, 일종의 면죄부처럼 사용되고 있는 MDGs에 대해 고개가 서서히 좌우로 흔들어지는 것은 왜일까.
지난 10년간 항상 외쳐대던 그 표현이 불편해지고, 새삼 기본적인 질문으로 돌아가게 되는 배경에는 우리가 과연 MDGs를 정확히 제대로 이해하고 있는 것인지, 우리 정부가 추진하고 있는 사업들이 진정 MDGs 달성에 기여할 수 있는가에 대해 제대로 검토해 본 적이 없기 때문일 것이다. 이에, MDGs의 탄생과 의미를 다시 한번 생각해보고, 이와 관련 우리 정부 정책의 개선방안을 찾아보고자 한다.
잘 알려진대로 MDGs는 빈곤문제가 경제성장을 통해 자연히 해결될 것이라는 신자유주의 풍조가 팽배했던 1980년대 국제사회의 개별적 목표였던 전염성질환 감소, 기초교육 확대 등이 저조한 성적을 면치 못하고, 1990년대 낙관적인 경제성장 환경 속에서도 오히려 공여국들의 원조액이 감소하는 분위기 속에 국제사회가 새로운 패러다임의 필요성을 공감하여 탄생시킨 개발논의의 종합적 결과이다. 새천년을 향한 인류 공동의 청사진을 분야별로 구체적인 목표로 제시하고, 이를 수행하기 위한 세부 실천 계획에 전 세계가 동의했다는 점에서 MDGs의 탄생 이전과 이후의 국제사회 개발논의 패러다임에 획기적 변화를 가져왔다는 주장에는 크게 이의가 없을 정도다.
MDGs의 8개 목표 및 18개 세부목표는 지금까지 개별이슈로 취급되어왔던 각각의 개발 분야(빈곤퇴치, 교육, 여성, 보건, 환경, 파트너쉽 강화) 목표가 상호 유기적인 연관성을 갖는 것으로 인식하고, 종합적이고 체계적인 개발계획의 수행을 추구한다는 데 의의가 있다. 또한 파트너쉽에 관한 목표 8은 개발사업에서 수원국의 주인의식, 개발주체들간의 긴밀한 협력체계가 개발협력의 수단이자 최종 목표 중 하나임을 명시적으로 나타내고 있다.
그런데, 최근 정부의 국제개발협력 주요 논의사항 및 정책변화를 보면, ODA 규모 확대를 통한 『MDGs 달성에 기여』하겠다는 불편함을 다시 한 번 반복할 뿐, 실제적으로 MDGs 달성에 기여할 수 있는 정책 변화는 거의 없는 것으로 보인다. MDGs 달성이 미미한 최빈국 중심의 국가(지역) 및 분야를 집중적으로 선택, 장기적이고 지속적인 프로그램의 개발 및 이에 대한 지원이 필요하나, MDGs 달성도와 관계없이 경제 외교적 관계를 중심으로 선정되는 20여개의 파트너국가들과 기존 프로젝트 사업을 MDGs 목표별로 적당히 배열하여 사업 규모만 늘리기만 하면 MDGs 달성에 기여할 수 있다고 생각하는 것이 현 정부의 MDGs에 대한 이해수준으로 보인다.

With three important targets on poverty, slums and water having been met, a new United Nations report stresses the need for a true global partnership to achieve the remaining Millennium Development Goals ( MDGs ) by the 2015 deadline. 빈곤에 세 개의 중요한 목표를 함께 빈민가와 물이 충족 되었기에, 새로운 유엔 보고서는 남아있는 밀레니엄 개발 목표 (달성하기위한 진정한 글로벌 파트너십의 필요성을 강조 MDGs를 2,015 마감일까지를.)
The 2012 MDG Report offers “the most comprehensive picture yet” on global progress towards the Goals, Secretary-General Ban Ki-moon said as he launched the report at the high-level segment of the annual session of the UN Economic and Social Council (ECOSOC). 2012 MDG 보고서는 목표에 대한 세계적인 진행에 "아직 가장 포괄적인 그림을"제공하며, 사무 총장은 그가 유엔 경제 사회 이사회 (중 연간 세션의 높은 수준의 세그먼트에서 리포트를 시작으로 반기문는 말했다 ECOSOC).

말로만, 무늬만 MDGs는 이제 그만
우리 정부의 ODA 개선방안은 국제사회의 논의주제- More aid, better aid 그리고 aid architecture의 변화-에 맞춰, 원조 규모를 확대(2015년까지 GNI 대비 0.25%)하고, 효과성을 제고(유무상 협의조정, 부처 간 중복사업 조정 등)하며, 원조체제의 변화에 있어서 다양한 개발협력주체와의 협력을 강화(시민단체 등 지원 확대)한다는 것이 주요 내용이다.
MDGs 달성에 실질적으로 기여하기 위해서는 목표 달성이 미미한 분야 및 국가를 선정하고, 이에 대한 중장기적 프로그램을 통합적으로 추진하는 것이 필요하다. 왜냐하면, MDGs 8개 목표는 절대 단기간에 성취할 수 있는 목표가 아니며 8개 목표 중 유기적 관계를 갖는 분야(MDGs 4,5,6:모성보건 증진, 아동사망률 감소, HIV/AIDS, 말라리아 등 전염성 질환 관리)가 많기 때문에 한 가지 분야만 지속적으로 지원한다 해도 타 분야가 개선되지 않으면 기존의 프로그램도 그 효과성이 미미하기 때문이다. 최근 선진 공여국 및 NGO들이 그 간의 수직프로그램(예: 말라리아 지원)에 대해서 일정정도 성과는 있었으나 타 분야와의 연계 및 통합적 접근이 필요함을 느끼고 있다는 것은 이러한 MDGs 달성의 유기적 연관관계를 잘 보여주는 사례이다. 그러나 우리 정부는 아직도 단기 프로젝트, 그것도 하드웨어 중심의 사업이 전체 규모의 50%를 넘고 있으며(유상원조는 100%가 프로젝트), 분야별로 통합적으로 지원하기 보다는 수원국 요청에만 의존, 타 분야와 전혀 연계되지 않는 분리된 사업들이 대부분이다. 따라서 자체 개발 및 통합적 사업 제안을 통한 중장기 프로그램 사업은 거의 추진하지 못하고 있는 것이 현실이다.
그 간 우리 정부는 나름 MDGs 달성에 기여했다는 것을 수치적으로 보여주기 위하여 각 목표별 사업지원비율을 공개하였는데, 자세히 보면 소아병원 건립은 아동사망률 감소(목표 4)에 편성되는 등, MDGs 목표에 맞춰 기존의 사업을 분류화하여 비율로만 MDGs 달성에 기여하고 있다고 설명하고 있다. 이와 같은 설명은 그야말로 말뿐인 MDGs 달성 기여일 뿐 실제적인 사업 내용이 궁극적으로 계랑화된 지표에 영향을 주는 것으로 보기 어렵다. MDGs 각 목표의 세부 목표 및 성과지표를 자세히 보면, 어떤 분야에 집중적으로 지원을 해야 하는지가 정답처럼 나오는데도 우리는 구체적인 사업 내용과는 관계없이 분야만 일치하면 각각의 목표에 해당한다는, 말로만 MDGs 달성에 기여를 하고 있는 상황인 것이다.
또한, MDGs 달성이 미미한 사하라 사막 이남 아프리카 및 최빈국 지원을 확대하겠다고 지속적으로 밝혀 왔으나, '10년 기준 아프리카 지원은 17%이며, 여전히 최빈국이 아닌 베트남과 같은 국가가 최대 수원국이 되고 있는 것이 오늘날 우리 정부 ODA 정책의 현실이다. 이것은 아직도 국가 선정 시 MDGs 달성 정도나 최빈 정도가 주요 선정요인이 되는 것이 아니라 외교적 관계, 경제협력 가능성 등 경제외교적 관계가 가장 우선적인 선정 기준이 되고 있기 때문이다.
중장기 프로그램 개발 가능한 framework을 우선 수립해야
2015년 우리 정부가 계획하는 대로 GNI 대비 0.25% 규모로 ODA를 확대하면 유무상원조가 각각 약 1조 4천억 원에 이를 것이라고 한다. 유상부분은 현재도 미집행 잔액이 3.5조원으로 향후 5년간 연평균 7천억 원을 집행해야 하는 상황이며, 무상원조도 현재 대비 3배 이상 늘어나게 된다.
현재 확보된 재원도 모두 사용하지 못하고 있는데, 향후 몇 배씩 늘어나는 재원을 MDGs 달성에 적절히 사용하지 못한다면 이는 국제사회에서 더더욱 비난받을 일이 되고 말 것이다. 재원만 늘어난다고 MDGs 달성에 기여하는 것이 절대 아닌 만큼, 우리 정부는 현재의 ODA 수행체계를 혁신적으로 개선시켜야만 MDGs 달성에 제대로 기여할 수 있다. 즉, 최빈국 및 아프리카 국가를 대상으로 MDGs 달성이 저조한 소수의 국가를 선정하고, MDGs 달성이 가장 미미한 분야를 통합적으로 지원할 수 있도록 수원국 및 선진공여국이 참여하는 사업개발 절차를 마련하며, 실질적인 MDGs 목표 달성에 기여할 수 있도록 중장기(최소 5년) 사업을 추진할 수 있는 정책개선이 필요하다.
최근 우리 정부가 ODA 선진화를 위하여 원조시스템을 효과적으로 개편한다는 얘기가 나오고 있다. 잘 알려진 바와 같이 유무상 통합전략, 원조 자원의 선택과 집중을 강화하고 사업간 연계 강화, 수원국 간 협력 강화 등이 주요 내용이다. 이와 같은 논의가 정부 내 형식적인 논의 수준에 그치지 않고, 실질적인 정책 개선이 되도록 하기 위해서는 시민사회가 끊임없는 모니터링을 통하여 적절한 시기에 우리의 의견을 분명하게 제시하여야 한다. 더불어 이 논의 과정 속에서 우리 정부가 그간 말로만, 무늬로만 MDGs 달성에 기여하겠다고 밝혀 온 국제개발협력 목표가 보다 실질적으로 목표 달성에 기여할 수 있도록 중장기 프로그램 개발이 가능한 원조시스템을 만들도록 제기하는 것이 필요한 시점이다.
