‘군사변환’ 완료하고 위험에 빠진 미국군

2010년 2월 1일 미국 국방부가 ‘2010 4개년 국방검토 보고서(2010 Quadrennial Defense Review Report)’를 발표하였다. 미국 군부는 4년마다 한 차례씩 세계 군사정세를 분석하고 군사전략목표를 재조정한 보고서를 내놓는다. 이 보고서는 미국 국방부가 발표하였지만, 국방부가 단독 작성한 것은 아니고 백악관 국가안보회의 보좌관들이 주도한 각 정부부처 관계자 연석회의가 거의 1년 동안 진행해온 방대한 토의내용 가운데서 군사전략에 관한 내용을 정리한 것이다.

그 보고서에 있는 한반도 군사정세를 서술한 부분을 논할 필요가 있다. 그 보고서에서 한반도 군사정세를 서술한 부분은 몇 군데밖에 없지만, 그 내용을 정밀분석하면 미국 군부의 속셈을 알 수 있다.

첫째, 한반도에서 전쟁이 일어나면, 인민군이 전진배치한 방사포 전력과 기갑 전력이 한국군이 구축해놓은 250km 방어선(FEBA)의 중앙부를 뚫는 중부전선 돌파작전을 밀어붙일 것이다. 쇠망치로 쐐기를 박으면 아무리 견고한 물체라도 쪼개지는 것처럼, 인민군은 쐐기첨입력을 순간적으로 폭발시켜 방어선 중앙부를 뚫을 것이다. 방어선 중앙부가 뚫리면 한미연합군이 동서로 분리될 뿐 아니라 서울이 포위당하는 치명타를 입는다.

인민군의 중부전선 돌파작전 시나리오에 대해서는 <통일뉴스>에 발표한 나의 글 ‘수수께끼 같은 인민군 전차 기동사진’(2010년 1월 18일), ‘철원평야 전차전과 한반도 군사정세’(2010년 1월 25일), ‘인민군은 왜 바다로 방사포를 쏘았을까?’(2010년 2월 1일)에서 논하였으므로, 재론하지 않는다.

둘째, 인민군의 4차원 미사일 공격에서 간신히 살아남은 한미연합군 유생역량은, 침투, 매복, 기습에 능한 인민군 특수전 병력을 상대로 마지막 전투를 벌어야 할 것으로 보인다.

‘2008년 국방백서’는 인민군이 특수전 병력 180,000명을 작전 배치하였다고 추산하였다. 1개 특수여단 병력이 약 3,500명이므로 약 50개 특수여단이 편성되었을 것이다. 50개 특수여단은 경보여단, 저격여단, 항공육전여단, 공군저격여단, 해상저격여단으로 분류된다. 한반도에서 전쟁이 일어나면, 50개 여단에 편성된 최정예 특수전 병력 180,000명이 각종 기동수단을 이용하여 남측 각지로 기습 침투할 것이다. 기습침투전 시나리오는 이렇다.

인민군 특수여단은 군사분계선을 넘어 남측 지역까지 내려간 지하갱도를 통하여 전투종심 깊숙이 기습침투할 것이다. 비무장지대 땅 속 깊은 곳에는 시간당 10,000명이 통과하는 지하갱도가 곳곳에 준비되어 있을 것이다.

또한 인민군 특수여단은 기습적인 공중침투전을 벌일 것이다. 이를테면, 인민군은 특수전 병력 10명을 태우고 시속 160km로 비행하다가 250m 길이의 수상공간이나 지상공간이 있으면 어디든 착륙하는, 부주(浮舟)를 장착한 공중기동기(AN-2)를 자체 생산했는데, ‘2008 국방백서’는 인민군 공중기동기가 330대라고 했으니, 그 기종으로 1개 특수여단을 실어 나를 수 있다. 이들이 먼저 기습 침투하여 안전한 공중침투로를 확보하면, 항공육전여단 병력이 수송기와 낙하산을 이용해 후속 침투할 것이다.

또한 인민군 특수여단은 스텔스 잠수함과 산악자전거를 타고 기습침투전을 벌일 것이다. 이를테면, 2006년 3월 버월 벨(Burwell B. Bell) 당시 주한미국군사령관은 연방상원 군사위원회 청문회에서 인민군이 배치한 “세계 최대의 잠수함대가 기습남침을 감행할 수 있다”고 말했고, 국제전략문제연구소(IISS)가 발표한 ‘2006년 세계 군사력 비교’ 보고서는 인민군 잠수함이 88척이라고 밝혔으며, 미국 의회조사국(CRS)이 2009년 10월에 펴낸 보고서 ‘이란: 미국의 관심과 정책대응(Iran: U.S. Concerns and Policy Responses)’에는, 2007년 11월 이란이 수중음파탐지기에 포착되지 않는 신형 잠수함을 생산하였음을 밝혔다고 쓰여 있는데, 이것은 이란이 북측 기술로 면허 생산한 스텔스 잠수함이다. 인민군 스텔스 잠수함 1척에 특수전 병력 40명이 탄다면, 잠수함대가 1개 특수여단 병력을 실어 나를 수 있다. <연합뉴스> 2001년 3월 20일자 보도에 따르면, 인민군은 ‘갈매기호’라고 부르는 산악자전거를 타고 백두대간을 넘나드는 특수전 병력을 배치하였는데, 매월 한 차례 120km씩 산악자전거로 이동하는 산악기동훈련을 실시한다고 한다.

또한 인민군 특수여단은 공기부양정과 스텔스 고속정을 타고 남측 각지 해안에 기습 상륙할 것이다. 인민군은 특수전 병력 50명을 태우고 시속 90km 이상 고속 돌진하면서 바다, 강, 갯벌을 자유롭게 이동하는 공기부양정(hovercraft)을 자체 건조했는데, <조선일보> 2009년 1월 31일자 관련기사에 따르면, 공기부양정 140척이 있다고 하니, 공기부양정으로 2개 특수여단 병력을 실어 나를 수 있다. 한국군 고위정보소식통이 말한 것을 인용한 <조선일보> 1998년 12월 20일자 보도에 따르면, 인민군은 시속 93km로 항해하는 스텔스 고속정을 생산하여 제3국에 수출하였다고 한다. 인민군이 스텔스 고속정 몇 척을 작전 배치했는지는 알 수 없으나, 특수전 병력 35명이 타는 스텔스 고속정 100척으로 1개 특수여단 병력을 실어 나를 수 있다.

인민군 특수여단은 어떤 무기로 무장하였을까? 미국 군사전문가들이 펴낸 자료에 따르면, 7.62mm 저격총을 기본으로 무장한 인민군 특수여단은 사거리가 920m인 로켓추진발사기(rocket propelled grenade), 사거리가 3km인 대전차미사일, 사거리가 5km인 휴대용 지대공미사일, 사거리가 3.5km인 60mm 박격포, 사거리가 40m인 화염방사기, 대인지뢰 등이 지급된 것은 말할 것도 없고, <워싱턴 타임스(WT)> 2003년 5월 13일자 보도에 따르면, 10km 밖에 있는 적군을 쏘아 눈을 멀게 하는 대인 레이저총(anti-personnel laser rifle)까지 지급받은 병력도 있는 것으로 보인다.

위와 같은 고속돌파전 관련정보를 보면, 미국 군부가 신속기동군을 한반도에 투입할 수 없음이 자명하다. 한반도는 신속기동군을 추가 배치할 수 없는 전 세계에서 유일한 지역인 것이다.

비전투지역에 건설하는 고급아파트단지

미국군은 정신적, 육체적으로 많은 에너지를 소모하는 실전에서 오래 버티지 못한다. 정신이 쇠약한 미국군 병사들을 무리하게 장기작전에 투입하는 경우, ‘외상 후 스트레스장애(PTSD)’로 알려진 우울증이나 정신분열증에 집단적으로 걸리거나 탈영, 폭행, 총기난사, 자살, 알콜중독, 약물남용, 마약사용이 만연될 수 있다. 그래서 아프가니스탄 전선에 보낸 미국군을 위해 200명이 넘는 정신과 군의관과 심리치료사 의무병으로 구성된 ‘전투 스트레스 통제반(Combat Stress Control Unit)’을 보냈다.

미국군의 정신쇠약증세는 심각하다. 예컨대 <인터내셔널 헤럴드 트리뷴(IHT)> 2009년 11월 2일자 보도에 따르면, 2008년 6월 현재 이라크 및 아프가니스탄 전선에 투입된 미국 여군병사 가운데 19,084명이 정신과 진단을 받았다고 한다. 정신발작도 잇따른다. 2009년 5월 11일 이라크 바그다드공항 인근 미국군 기지에 있는 심리치료실에서 상담치료를 받던 제54공병대 소속 병장 한 사람이 정신발작을 일으켜 정신과 군의관 2명, 심리치료사 의무병 3명을 사살한 총기난사사건이 일어나 미국 군부가 충격을 받았다. 미국 군부는 영내 총기난사로 얼마나 많은 병사들이 죽어나가는 지 밝히지 않지만, 2005년까지 미국군 변사자는 15,495명이다. 또한 미국군 탈영병은 2007년 한 해 동안 이라크와 아프가니스탄에서 4,698명이나 되었다. 또한 미국군의 영내 자살이 급증하자 미국 군부는 ‘전선을 넘어(Beyond the Front)’라는 자살예방 비디오게임 14,000개를 전선에 보내 자살방지에 안간힘을 썼으나, 전선에서는 미국군 병사들이 연간 약 120명씩 자살한다. 또한 미국 군부는 전선에 배치된 병사들에게 약물검사를 실시해 양성반응이 나타나면 불명예 제대시키고 있는데, 전사자보다 약물희생자가 더 많다.

미국군의 그런 현실을 보면, 전선에 투입한 병력을 주기적으로 후방에 보내 휴식하게 하는 병력순환배치를 중시하는 까닭을 알 수 있다. 그런데 가족이 사는 미국 본토까지 미국군을 빼냈다가 일정기간 뒤에 다시 전선에 투입하는 것보다 해외 비전투지역에 가족과 함께 지내는 임시생활공간을 이용하는 것이 고속군사작전에 훨씬 더 유리할 것이다. 그런데 이 때 제기되는 문제는, 미국군이 가족과 함께 지낼 후방시설을 해외 비전투지역에 건설하고 유지하는 막대한 비용을 미국 군부가 감당하기 힘들다는 것이다. 이 고민을 풀어줄, 전 세계에서 유일한 지역이 한 군데 있으니, 그곳이 평택이다. 미국 군부가 평택기지를 건설하면, 주한미국군을 해외로 차출할까봐 안절부절 어쩔 줄 모르는 이명박 정부에게 기지 건설비를 떠넘길 수 있고, 기지가 건설된 뒤에 들어갈 유지비도 2012년에 등장할 차기 정부에게 떠넘길 수 있으니 미국 군부에게 평택기지 건설보다 더 좋은 선택은 없는 듯하다.

‘4개년 국방검토 보고서’에 이런 대목이 있다. “주한미국군의 지위는 전진배치에서 (군인)가족과 함께 거주하는 전진주둔으로 변화되는 중이다(The status of U.S. forces in Korea is changing from being forward-deployed to being forward-stationed with family members). 이러한 변화가 완전히 마무리될 때, 미국군을 코리아에서 (해외 다른 지역으로) 배치하는 것이 가능하게 될 것이며, 그와 더불어 세계적 범위에서 일어나는 각종 긴급사태에 대응할 군대의 공동자산을 확장하게 될 것이다.”

그 보고서는 일차적으로 주한미국군 약 5,000명을 가족과 함께 지내는 전진주둔군으로 전환시키겠다고 하면서, 주한미국군 전원을 전진주둔군으로 전환하는 것이 장기목표라고 밝혔다. 미국 군부의 분류법에 따르면, 전투지역에는 미국군을 배치(deploy)하고, 비전투지역에는 미국군이 주둔(station)하는 것이다.

평택기지에는 미국군과 그 가족이 3년 동안 지낼 아파트 2,400가구가 완공될 것인데, 건설비는 약 14억7,800만 달러(1조7,000억원)다. 2008년 3월 12일 바월 벨 당시 주한미국군사령관은 연방하원 세출위원회에 제출한 업무보고에서 용산기지를 평택으로 옮기는 이전비용 약 100억 달러 대부분을 남측 정부가 부담하고, 주한미국군 제2사단을 평택으로 옮기는 비용도 미국군과 남측 정부가 절반씩 공동부담하고, 평택 아파트단지가 완공되면 15년 동안 14억 달러를 주고 빌려 쓰기로 하였다고 밝힌 바 있다. 미국군 한 가구가 평택 아파트 한 채를 빌려 쓰는 비용이 매월 3,240달러(약 3,720,000원)이니, 평택기지에 들어설 아파트가 고급인 것이 분명하다. 철거반 용역깡패를 동원해서 재개발지역 빈민들을 폭행하고 내쫓으면서도, 미국군을 고급아파트에 정중히 모시는 것이 이 땅의 친미정권이 추구하는 한미동맹 강화의 실상이다.

그러나 주목하는 것은, 미국군이 가족과 함께 지낼 평택 고급아파트단지는 인민군의 미사일 공격위험에 무방비로 노출될 것이라는 점이다. 미국 군부가 인민군의 미사일 사정권 안에 대규모 미국군 아파트단지를 건설하는 사업은, 누가 봐도 이해하기 힘든 황당한 일이다. 전선에서 정신질환에 걸린 병사들을 지휘하다보니, 지휘부마저 안전불감증에 걸린 것일까?

아파트단지 완공 전에 차출한다

한반도 군사정세는 복잡하게 전개되고 있다. 미국이 추진하는 전시작전통제권 반환, 평택 아파트단지 건설, 주한미국군 해외차출이 얽혀있고, 다른 한 쪽에는 북측이 추진하는 한반도 평화협정 체결과 주한미국군 철군이 한반도 비핵화 과제와 상호 연계되면서 복잡한 양상을 띠고 있다. 북측 국방위원회와 백악관 국가안보회의는, 2010년 안에 해결의 실마리를 찾아야 할 것으로 보인다. 실마리는 어디에 있을까?

우선 2011년까지 미국군 전체 병력의 3분의 1을 재배치하는 백악관 국가안보회의의 ‘군사변환 추진일정’을 톺아볼 필요가 있다. 백악관 국가안보회의는 2004년 8월에 주한미국군 병력 5,000명을 이라크 전선에 1단계로 차출하였고, 2005년에 3,000명, 2006년에 2,000명을 2단계로 차출하였고, 2007년부터 2008년 9월까지 2,500명을 3단계로 차출하였다. 2단계 차출을 진행하던 2006년에 그들은 주한미국군의 ‘전략적 유연성’을 노무현 정부가 받아들이도록 하였고, 3단계 차출을 마친 뒤 2009년 3월에는 주한미국군 아파치 헬기 1개 대대(24대)를 철수하였다. ‘군사소식통’이 말한 것을 인용한 <통일뉴스> 2010년 2월 3일자 보도에 따르면, “이미 상당수의 주한미군이 해외에 나가서 돌아오지 않고 있”어서 “명부상으로 주한미군은 28,500명이지만 실제로는 주일미군과 태평양 부대와 이중 멤버쉽(병적이라는 뜻)을 갖고 있고 실제로는 2만명이 안 된다”는 것이다.

그런데 백악관 국가안보회의는 2009년 3월 이후 주한미국군을 더 이상 감축하지 않았으며, 평택기지에 미국군 아파트단지 건설을 추진하고 있다. 차출 및 감축 중단조치나 평택 아파트단지 건설추진에 따르면 이 땅에 미국군이 영구 주둔할 것처럼 보인다. 그러나 그것은 사물의 한 측면이므로, 다른 측면도 볼 필요가 있다. 다른 측면은 이렇다.

2012년 4월 17일 미국 군부는 62년 동안 쥐고 있던 전시작전통제권을 한국군에게 넘겨줄 것이다. 그에 따라 한미연합군사령부는 해체되고 주한미국군사령부는 한국사령부로 바뀌고, 8군사령부는 하와이로 철수할 것이다. 백악관 국가안보회의가 취하는 이러한 일련의 조치는, 그들이 2012년에 한반도를 전투지역에서 비전투지역으로 전환시킨다는 것을 뜻한다. 그들은 비전투지역에 주둔하는 병력을 전투지역으로 차출할 것이므로, 2012년에 주한미국군이 한반도 밖에 있는 전투지역으로 차출되는 것은 명백하다.

중요한 문제는, 주한미국군 해외차출이 철군으로 이어지는가 하는 것이다. 이 문제에 대해서는 아래와 같은 정보를 주시할 필요가 있다. <연합뉴스> 2009년 12월 15일자 보도에 따르면, 미국 군부는 2010년 10월 워싱턴 디씨에서 열릴 한미안보협의회(SCM) 제42차 회의에서 한미 국방지침(US-ROK Defense Guideline)을 정할 것이라고 한다. 국방지침에는 주한미국군 해외차출문제가 담길 것이다. 그렇게 보는 까닭은, 백악관 국가안보회의가 이미 주한미국군 해외차출문제를 결정하였기 때문이다. 미국 대통령과 미국군 합참의장이 그 결정사실을 언급하였다.

오바마 대통령은 2009년 11월 19일 오산공군기지에 미국군을 모아놓고 연설하면서 “당신들 가운데 일부는 (아프가니스탄으로) 다시 배치될 것”이라고 말했다. 대통령의 발언시점보다 한 달 앞선 2009년 10월 22일 마이클 멀린(Michael Mullen) 합참의장은 한미연합군사령부에 미국군을 모아놓고 간담회를 하면서 “아시아 나라들에 배치된 미국군 병사들이 가족과 함께 근무하게 되었으므로, 앞으로 몇 해 안에(in coming years) 주한미국군 병력을 중동으로 배치할 것인지를 논의하고 있다. 이 문제는 한국 측과 토의하는 문제들 가운데 하나다”고 말했다.

그런데 주한미국군사령부는 2010년 2월 4일 보도자료를 내놓으면서, 평택기지가 완공된 뒤에 주한미국군을 해외로 차출할 것이며, 시기는 2018년이나 2019년이 될 것이라고 밝혔다. 그러나 해외 차출 시기는 주한미국군사령부가 정하지 않고 백악관 국가안보회의가 정한다. 주한미국군사령부는 백악관 국가안보회의에 차출시기를 건의할 수 있어도, 차출시기를 발표할 권한은 없다.

만일 백악관 국가안보회의가 2010년 10월에 정해질 한미 국방지침에 따라 2011년 하반기부터 해외차출을 재개한다면, 그 차출은 철군으로 될 것이다. 왜냐하면, 해외로 차출된 주한미국군은 임무를 마친 뒤에 주한미국군 기지로 돌아가지 않기 때문이다. 그러나 만일 백악관 국가안보회의가 평택 아파트단지 완공 이후에 해외차출을 재개한다면, 해외로 차출된 주한미국군은 임무를 마치고 자기 가족이 기다리는 평택 아파트로 돌아갈 것이다.

이 민감한 사안에 대해 ‘4개년 국방검토 보고서’가 모른 척하고 넘어갈 수 없다. 그 보고서에 이런 대목이 있다. “미국은 한국과 협동하여 지역과 세계를 지키는 한미동맹의 억지력과 방어력과 장기적 수용능력을 강화하기 위해, 한반도에서 미국군과 한미연합군의 준비태세를 더욱 적응적이고 신축적으로 전환시킬 것이다. 그에 따라, 2012년에 전시작전통제권을 한국군에게 넘겨주는 것과 더불어, 한반도의 연합방위에서 대한민국의 주도적 역할이 계속 커질 것이다. 우리는 접근차단 및 지역배제능력(anti-access and area-denial capabilities)의 출현에 대응하여, 아시아지역에서 미국과 동맹국들과 우호국들의 자산과 이익을 안전하게 지키기 위해 아시아에 배치된 미국군과 미국군 기지들의 탄력(resiliency)을 향상시키기로 하였다.”

그 보고서는 주한미국군 해외차출을 ‘탄력향상’이라는 새로운 말로 표현하였는데, 위의 문맥을 보면 탄력향상시기를 2012년으로 예정하였음을 알 수 있다. 이 글의 도입부에서 논한 것처럼, 그 보고서는 미국 군부가 단독으로 작성한 것이 아니라, 백악관 국가안보회의 보좌관들이 주도한 각 정부부처 관계자 연석회의 토의에 의거해 작성되었으므로, 주한미국군 해외차출시기를 2012년이라고 밝힌 것은 백악관 국가안보회의의 내부결정이라고 보아야 할 것이다. 이것은 주한미국군이 2012년에 해외차출 명목으로 철군될 것임을 예고한다.

그렇다면, 전방에 배치된 미국군 제2사단은 언제 평택으로 옮겨가는 것일까? <연합뉴스> 2009년 11월 8일자 보도에 따르면, 미국 군부는 미국군 제2사단을 2016년까지 평택으로 이전하려던 원래 계획을 바꿔 이전시기를 1-2년 늦추려 한다는 것이다. 전투병력 평택이전이 2018년으로 늦춰지는 것이다. 전투병력이 평택기지로 옮겨가는 시기를 늦추는 미국 군부의 행동은, 미국군 제2사단을 평택으로 옮기는 것이 아니라 해외로 차출하려는 속셈이 있음을 강하게 암시한다.

늦춰진 기지이전시기와 재개될 해외차출시기를 연결시키면 좀 더 뚜렷한 모습이 드러난다. 미국 군부가 2012년부터 미국군 제2사단을 해외로 차출할 것이므로, 2012년부터 2018년까지 해외로 차출되는 미국군 제2사단 병력은 평택기지로 돌아갈 수 없게 된다. 그러므로 2012년부터 6년 동안 해외차출을 계속하는 경우, 미국군 제2사단은 이 땅에 남아있지 않을 것이다. 미국 군부가 평택기지로 제2사단을 옮기는 시기를 뒤로 미루는 진짜 원인은, 평택기지 완공시점이 늦어지는 데 있는 것이 아니라 해외차출 명목으로 철군하려는 데 있다. 이런 의도를 눈치챈 이명박 정부는 기지공사를 서둘러 마칠 테니 이전시기를 2015년으로 앞당겨 달라고 ‘간청’하지만, 백악관 국가안보회의는 자기들의 결정을 바꾸지 않고 있다. 현재 주한미국군은 지상군 19,000명, 공군 9,000명, 해군 및 해병대 500명으로 이루어졌는데, 지상군 19,000명이 해외로 차출되어 평택기지로 돌아가지 않으면, 평택에 세워질 아파트단지에는 지휘관들과 공군병력만 입주할 것이다.

백악관 국가안보회의가 2012년에 해외차출을 재개하려면, 2012년 이전에 한반도 평화협정이 체결되어야 한다. 한반도 평화협정 체결을 요구하는 쪽은 북측 국방위원회다. 2010년 새해 벽두부터 인민군이 각종 군사행동을 취하는 가운데 외무성이 평화협정 체결을 촉구하는 성명을 발표한 것은, 북측 국방위원회가 백악관 국가안보회의에게 한반도 평화회담 제안을 받아들이라고 강하게 압박하는 것이다. 사실, 한반도 현 정세를 볼 때, 백악관 국가안보회의가 북측 국방위원회의 평화회담 제안을 거부할 어떤 명분도 실리도 없다. 평화회담 개최는 시간문제다.

이런 맥락에서 보면, 한반도 평화회담은 2010년 안에 열리고, 한반도 평화협정은 2011년이 지나기 전에 체결될 것으로 예견된다. 중요한 것은, 한반도 평화협정 체결이 주한미국군을 철군시키는 요인이라는 점이다. 만일 북측과 미국의 정상회담이 실현되고, 정상회담 담판에서 인민군 핵포기와 미국군 완전철군을 서로 맞바꾸는 비공개 협정이 체결되면, 한반도 평화협정 체결은 더욱 확고한 평화보장책이 될 것이며, 주한미국군은 제2사단 철군에서 더 나아가 완전철군으로 자기 존재를 끝마칠 것이다.

1894년 7월 25일 이 땅에서 청일전쟁이 일어난 이후 외국군대가 118년 동안 주둔해오며 한반도에 끊임없이 전쟁위험을 몰아온 낡은 시대는 2012년에 마침표를 찍을 것이고, 평화협정이 체결된 한반도에는 외국군대 없는 새로운 시대가 펼쳐질 것이다. 진보담론에서는 그 새로운 시대를 통일시대라 부른다.

반기문 유엔 사무총장이 연임과 관련해 “현재 국제사회의 제반 평가가 아주 긍정적”이라며 강한 자신감을 표명했다.

반 총장은 19일 오후(현지시간) 프랑스 스트라스부르에서 한국 특파원단과 한 인터뷰에서 “(연임 입장에 대해) 자연스럽게 발표할 수도 있고 적절한 계기가 되면 표명할 기회가 있을 것이지만 유엔이 하는 일들에 국제사회가 공감하고 있고 (유엔 사무총장으로서) 지난 4년 가까이 일한 것을 구체적으로 수량화하거나 정형화하기는 힘들지만 성공을 거뒀다는 생각”이라고 밝혔다.

유럽의회 연설 차 스트라스부르를 방문한 반 총장은 이어 “임기 중 기후변화 대처문제를 국제적 과제로 올려놓았고 빈곤퇴치, 질병예방 등에 힘을 쏟았는데 세계가 유엔 사무총장의 업적으로 보는 등 많은 성과가 있었다”고 말했다.

그는 또 “국제사회가 이런 문제들을 더 추구해야 하는 데, 가정이지만 (연임의) 기회가 된다면 정치적 역량을 발휘하는데 유리할 것”이라며 연임 가능성에 대한 자신감을 나타냈다.

반 총장은 “개발도상국들을 다닐 때 많은 사람이 알아보고 내 이름을 부를 때면 가슴이 뭉클했었다”면서 “그럴 때마다 내가 이들을 위해 더 열심히 일해야겠다는 생각을 하게 된다”고 강조했다.

그는 취임 전 10년간 유엔 내 여성 최고위직이 6명밖에 없었으나 자신의 재임 기간에 16명을 임명한 것이 여성계에서는 획기적인 조치로 받아들이고 있다고 설명했다.

그러나 반 총장은 일부 정치권에서 제기되는 차기 대선 후보 영입설과 관련해선 “작년에 확고한 입장을 밝혔으며 거기에서 더 달라진 것이 없다”고 잘라 말하며 전혀 생각이 없으며 거론하는 것이 자신에게 도움이 되지 않음을 분명히 했다.

그는 “한국이 다음 달 주요 20개국(G20) 정상회의를 통해 선진국과 개발도상국간 교량역할을 하는 중요한 계기를 마련한 데 대해 한국인으로서 큰 자부심을 느낀다”면서 “국제사회에서 한국의 개발 어젠다에 대해 높은 평가를 하는 등 이번 G20 서울 정상회의는 국제.정치적으로도 큰 의미가 있다”고 말했다.

반 총장은 한국 청소년들의 국제기구 진출과 관련해 “청소년들이 좀 더 국제적인 시각을 넓혀야 한다”면서 “세계화 시대에 국경의 의미는 중요하지 않으며 한국과 아시아라는 제한된 경계를 넘어 전 세계를 보는 안목을 넓히고 국제기구에서 일할 수 있는 학문적인 면을 기르는 것이 중요하다”고 충고했다.

반 총장은 이날 유럽의회 연설에서 소외 계층에 대한 인권 문제를 지적했을 때 많은 박수를 받은 것은 유럽의회도 유엔의 입장을 적극 동조하고 있음을 보여준 것이라며 유럽연합(EU), 아프리카연합(AU) 등 지역기구들과 유엔은 상호보완적인 관계로 긴밀히 협조하고 있다고 덧붙였다.

중국의 차기 최고 지도자가 사실상 확정됐다. 그제 끝난 중국 공산당 17차 중앙위원회 5차 전체회의(17기 5중전회)에서 시진핑(習近平) 국가부주석이 당 중앙군사위 부주석에 선출됨으로써 이변이 없는 한 그는 2012년 전당대회에서 후진타오(胡錦濤) 국가주석 겸 당 총서기의 뒤를 잇게 된다. 시 부주석과 함께 리커창(李克强) 상무부총리의 총리 지명이 확실한 만큼 시진핑-리커창 쌍두마차를 축으로 중국의 5세대 지도부가 구성될 전망이다. 차기 지도부의 책임은 막중하다. 성장을 지속하면서 부작용과 후유증을 해소하는 내적 과제뿐 아니라 대국(大國)에 걸맞은 국제적 책임을 다해야 하는 외적 과제도 안고 있다. 성장과 굴기(?起)에 방점을 둔 4세대 지도부에 비해 어렵고 복잡한 과제가 아닐 수 없다.

　지난 30여 년의 개혁·개방을 통해 중국은 괄목할 성장을 이룩했다. 올 2분기에는 국내총생산(GDP) 규모에서 세계 2위인 일본을 추월하기도 했다. 그러나 성장의 과실이 골고루 돌아가지 못하면서 지역·계층·도농(都農) 간 격차가 심화되는 심각한 부작용에 직면해 있다. 1988년 7.3배였던 상위 10%와 하위 10% 간 소득격차가 2007년에는 무려 23배로 벌어졌다. 도농 간 소득격차도 78년 2.56배에서 지난해 3.33배로 불어났다. 소외 계층과 지역의 불만을 해소하지 못할 경우 사회적 갈등이 성장 자체의 발목을 잡는 상황도 배제할 수 없다. 내부적 격차 해소는 차기 지도부가 해결해야 할 가장 시급한 과제임에 틀림없다. 이번 5중전회에서 채택된 제12차 5개년계획(2011~2015년) 건의서에서 당 지도부가 정책의 무게중심을 성장에서 분배, 국부(國富)에서 민부(民富)로 전환키로 한 것은 바로 이 점에 대한 문제의식 때문일 것이다. 원로 지식인 23인의 언론자유 촉구 서한과 노벨평화상 수상자로 선정된 반체제 인사 류사오보(劉曉波) 석방 요구 성명 등에서 드러난 민주화 요구를 정치개혁을 통해 흡수하는 문제도 차기 지도부가 풀어야 할 숙제다.

　중국의 커진 국력과 높아진 위상(位相)에 걸맞은 책임과 역할을 요구하는 국제사회의 목소리는 갈수록 커지고 있다. 내부 문제가 급하다는 핑계로 국제적 책임을 외면하는 태도는 통하기 어렵다. 국제사회의 책임 있는 대국에 어울리는 정치·경제적 부담을 떠안을 수밖에 없다. 환율, 통상, 환경, 에너지, 기후변화 등 다양한 문제에서 국제사회에 기여하는 모습을 보여야 한다. 이 점에서 당 지도부가 수출 일변도 성장 전략을 지양하고 내수 확대에 치중키로 한 것은 잘한 선택이다.


　특히 우리는 한반도 문제와 관련한 중국 차기 지도부의 책임있는 역할에 주목한다. 천안함 사태에서 4세대 지도부가 보여준 것처럼 일방적으로 북한을 옹호하는 듯한 자세는 중국 자신은 물론이고 북한을 위해서도 현명한 선택이 아니다. 남북한에 대해 균형 있는 자세를 유지하면서도 북한의 개혁·개방을 유도하고, 북핵 문제 해결을 주도하는 것이 우리가 중국 차기 지도부에 기대하는 책임있는 역할이다.





차기 1인자 시진핑 키운 건 ‘황포가신의 리더십’

중국 최고 지도자 등극을 예약한 시진핑(習近平·57·사진) 중국 국가부주석. 18일 중국공산당 중앙군사위 부주석으로 선출됨에 따라 그의 진면목에 대해 이목이 집중되고 있다. 특히 중국 내부에서의 평가와 시각은 그의 향후 권부 장악력 등에 지대한 영향을 끼칠 게 분명해 더더욱 관심사로 부각되고 있다. 이런 가운데 본지는 중국 정가에서 흘러나오는 시 부주석 관련 일화 및 지난해 그를 인터뷰했던 베이징 특파원의 경험을 토대로 그의 인간적인 면모를 짚어봤다.

◆포용력 갖춘 화합형 지도자=최근 그의 스타일을 부각시켜 주는 이야기가 중국 정가에서 흘러나오고 있다. 송(宋)나라 때 있었던 ‘황포가신(黃袍加身)’ 고사다. 중국의 한 소식통은 19일 “시 부주석의 군사위 부주석 선출을 전후해 베이징에서 황포가신 고사가 유행하고 있다”고 전했다. 그는 “포용력이 강하고 다른 사람을 배려할 줄 아는 시 부주석의 성향 때문에 군사위 부주석 승진을 사양했었다는 소문이 있다”며 “이런 소문이 유명한 황포가신 고사를 연상시켜 베이징에서 유포되고 있다”고 말했다.

　이 고사는 후주 장군 조광윤에 대한 일화다. 960년 오랑캐가 침략했다는 소식이 전해지자 조정에서는 그에게 적을 물리치도록 지시했다. 조광윤은 조정의 뜻대로 출병, 수도에서 20여 리 떨어진 곳에 잠시 머물렀다. 당시 군주에 대한 불만이 팽배했던 부하들은 “조 장군을 황제로 옹립해야 한다”고 주장했으나 조광윤은 그저 미소만 지을 뿐 수락하지 않았다. 그러자 병사들은 이튿날 아침 미리 준비한 황포(황제를 상징하는 누런 곤룡포)를 조광윤에게 강제로 입히고 그를 황제로 등극시켰다는 게 이 고사의 줄기다.

　베이징 정가 소식통은 “황포가신 고사는 시 부주석이 다양한 파벌이 경쟁하는 중국 정계에서 어떻게 입지를 키워 왔는지를 보여 준다”며 “그의 군사위 부주석 선출이 고위층의 낙점이 아닌 당원들의 마음을 얻어 이뤄진 것이라는 메시지가 담겨 있다”고 분석했다. 중국의 한 정치학자는 “시 부주석은 다른 사람의 말을 경청하는 지도자여서 다양한 계파를 조율할 능력을 발휘할 것”이라고 기대했다.

　◆중후장대·외유내강형 카리스마=1m80㎝가 넘는 훤칠한 키, 100㎏은 족히 넘어 보이는 약간 비만형의 체형, 묵직한 중저음, 신중한 표정에 옅은 미소. 지난해 중국 현지에서 만나 본 시 부주석의 인상을 표현하면 ‘중후장대(重厚壯大)’였다. 국가부주석 취임 이후 첫 한국 방문을 앞둔 시 부주석을 지난해 12월 인터뷰할 때의 첫 느낌이었다. 차분하고 부드러우면서도 카리스마를 갖춘, 전형적인 외유내강형 지도자로 비춰졌다. 당시 시 부주석은 한 시간 동안 9개의 질의응답을 진행했다. 미리 제출된 질문에 대한 준비된 대답이었지만 그는 또렷한 발음으로 자신의 생각을 분명하게 펼쳐 보였다. 한국에 대한 기억도 비교적 뚜렷했다. 그는 2005년 7월 방한 때를 기억하면서 당시 반기문 외교통상부 장관, 박근혜 한나라당 대표, 윤종용 삼성 부회장 등을 만났던 기억을 일일이 언급했었다. 한·중 관계에 대해 “지금은 백화제방(百花齊放:온갖 꽃이 다투어 핌)”이라고 표현했고, 한·중 자유무역협정(FTA)에 대해서는 “구동존이(求同存異:같은 것을 추구하고 이견은 남겨둠)의 자세로 협상을 서두르자”며 적극성을 보였다.

　한편 시 부주석은 중국의 입장을 옹호하는 데 강경할 때가 있다. 지난해 2월 멕시코 방문 때 그가 중국 교민들에게 비공개로 말한 내용을 보면 그 같은 면모를 짐작할 수 있다. 당시 시 부주석은 “13억 명의 먹고사는 문제를 해결한 것만 해도 중국은 인류 사회에 큰 공헌을 했다”며 “밥 먹고 할 일 없는 외국인들이 무책임하게 이러쿵저러쿵 하지만 중국은 혁명을 수출하지도, 기아와 빈곤을 수출하지도, 그들을 괴롭히지도 않았다”고 강조했다.

　중국 공산당 군사위 부주석에 오르면서 차기 지도자로 입지를 굳힌 시진핑(習近平·사진)국가 부주석의 불우했던 성장기에 대해 홍콩명보가 20일 상세히 보도했다. 시 부주석은 고위층 아들로 태어났으나 부총리를 지낸 아버지 시중쉰(習仲勛)이 숙청되면서 순탄치 못한 어린 시절을 보내야 했다.

　이 같은 사연은 2003년 박사학위를 받은 푸젠성 인사들의 글을 모아 엮어낸 한 책에 실려 있다고 명보는 전했다. 시 부주석은 푸젠성 성장을 역임하던 2002년 모교인 칭화대에서 법학박사 학위를 받았다.

　그는 “성실하게 남을 대하고 일은 확실하게하며, 과시하지 말고 실질적인 성과만을 추구한다”는 자신의 좌우명으로 글을 시작했다. 그러면서 시 부주석은 그의 인생에 큰 영향을 끼친 하방(농촌으로 내려가 육체노동에 종사하는 일) 경험을 적었다.

　그는 1969년 산시(陝西)성 옌안(延安) 량자허(梁家河)촌으로 하방돼 농민들과 함께 7년을 살았다. 그는 이 시기에 대해 “그때 나는 무엇이 실질적인 일이고 무엇을 실사구시라고 하는지, 누구를 민중이라고 하는지 알게 됐다”고 회상했다. 그러면서 “이는 내가 평생 지켜야 할 것으로 나의 자신감을 북돋아주었다”고 설명했다. 이때의 경험을 바탕으로 “인민은 우리 공산당원의 의식(衣食)이며 부모다. 전심전력을 다해 힘껏 일해야 한다는 사실을 알게 됐다”는 것이다. 또 하방경험을 통해 쉬지 않고 자신을 단련하는 법을 체득했다고 시 부주석은 회고했다.

　시 부주석은 특히 “육체적·정신적으로 힘들었던 시간을 견딜 수 있는 힘을 다른 사람과의 융화에서 찾았다”고 털어놨다. 그는 “아버지는 내가 어릴 때부터 융화와 융화를 잘 하는 사람에 대해 말씀하셨다”며 “피붙이 하나 없는 량자허에서 내가 믿을 것은 융화뿐이었다”고 했다. “농민들과 함께 논밭을 갈며 융화를 체득했으며 이 덕분에 시간이 흐르면서 마을 사람들이 나를 챙겨주고 내거처를 들르는 일이 많아졌다”는 게 그의 회상이다.

시진핑(習近平) 중국 국가부주석이 공산당 중앙군사위원회 부주석에 선출되면서 차기 최고지도자로 사실상 내정되자 일본은 조심스럽게 그의 외교 스타일 분석에 나섰다. 일 언론들은 먼저 그가 대일 강경론자였던 장쩌민(江澤民) 전 주석의 계보를 잇는 인물이라는 데 우려를 표하고 있다.

　간 나오토(菅直人) 일본 총리는 “누가 국가주석이 될지 아직 확실히 결정된 것은 아니라고 생각한다”며 일단 신중한 입장을 보였다. 하지만 일 정치권에서는 시 부주석이 2012년 최고지도자가 되면 후 주석과는 달리 일본에 상당히 강경한 자세를 취할 가능성이 크다고 보고 있다. 다만 “전략적 호혜관계를 이어간다는 큰 흐름을 바꾸긴 힘들 것”이란 기대 섞인 분석도 상당하다. 시 부주석의 부인이자 국민가수인 펑리위안(彭麗媛·48)이 지난해 11월 일본에서 열린 일왕(일본에서는 천황) 즉위 20주년 오케스트라 연주에서 일본어로 가곡 ‘사계’를 부르는 등 특별한 친근감을 보였다는 점에 주목하는 목소리도 있다.

[사설]G20 정상회의로 글로벌 리더로 거듭나야

오늘부터 이틀간 천년고도 경주에서 주요 20개국(G20) 재무장관 · 중앙은행 총재회의가 개최된다. 오는 11월 서울 G20 정상회의를 앞두고 쟁점 의제를 최종 조율하는 자리다. 서울 G20 정상회의를 앞두고 경주에서 재무장관들이 치열한 각축전을 벌일 것으로 예상됨에 따라 국내외 언론과 세계 주요국, 신흥국 정부, 수출업계의 눈이 경주로 쏠리고 있다.

이번 경주회의의 주요 의제는 선진국과 신흥국 간 날을 세우고 있는 환율갈등과 국제통화기금(IMF) 지배구조 개혁안이다.

특히 환율 문제는 경주 G20 재무장관 회의의 초미의 관심사다. 수출 경쟁력을 끌어올리기 위해 각국이 앞다퉈 자국의 통화가치를 떨어뜨리는 환율 전쟁은 좀체 타협점을 찾기 어려운 문제다.

의장국인 우리 정부는 중국 · 브라질 등 세계 경제에 큰손으로 등장한 신흥국들과 미국과 일본 등 전통적인 선진국 사이에 벌어진 갈등을 어떻게 중재할지 고민이 깊다. 공을 들여온 글로벌 금융안전망과 개발의제가 환율이라는 역풍을 맞아 자칫 옆으로 밀릴 수 있다는 위기의식도 크다.

그러나 가장 첨예하게 이해관계가 맞서는 환율 갈등은 G20 의장국으로서 중재자의 역할을 국제사회에 보여줄 절호의 기회기도 하다. 그동안 우리나라는 국격에 맞지 않게 외교무대에서는 그다지 영향력을 갖지 못했다. 이에 따라 G20회의는 우리나라가 글로벌 리더로 부상할 수 있는 좋은 계기가 될 것이다. 대한민국에서 치러지는 건국 이래 최대 규모의 국제회의로, 정치 · 경제 · 외교적으로 대한민국의 위상을 한 단계 업그레이드할 수 있는 절호의 기회임에 틀림없다. 아무쪼록 G20 재무장관 · 중앙은행 총재회의에서 우리 정부가 중재역할을 잘 수행하고 이 성과가 내달 열리는 G20 정상회의로 이어져 우리나라가 글로벌 리더로 거듭나기를 기대한다.

환율문제는 미국과 중국이 대결하는 구도지만 G20(주요 20개국)체제의 주요 현안 중 하나인 '국제통화기금(IMF) 개혁'에선 미국이 중국 등 신흥국들과 손을 잡고 있다. 미국·신흥국 대(對) 유럽 사이에 전선(戰線)이 형성돼 있다.

서울 G20 정상회의(11월 11~12일)에서 논의될 IMF 개혁은 선진국에서 신흥국으로 IMF 쿼터(지분)를 최소 5% 이전하는 것이 핵심 쟁점이다. IMF에서 유럽의 지분이 경제력에 비해 큰 데 반해 중국 등 신흥국들의 지분이 작기 때문에 이를 조정해 신흥국 지분을 늘리자는 것이 미국과 중국 등의 입장이다.

이에 대해 지난해 9월 미국 피츠버그 G20 정상회의에서 원칙적인 합의가 이뤄졌고, 오는 11월까지 결론을 내기로 시간표가 나와 있다.

IMF 개혁안은 글로벌 금융위기의 진원지였던 미국이 오랜 파트너인 유럽과 거리를 두고 중국 등 신흥국과 국제 금융 질서의 틀을 새로 짜려는 모습을 보이면서 급물살을 탔다. 환율전쟁이 부각되기 전에는 이 문제가 서울 정상회의의 최대 이슈가 될 것으로 예상됐었다.

미국이 이 문제에 앞장서고, 지분 확대를 요구하는 중국·브라질 등이 동조하고 있지만 지분을 내놓아야 하는 유럽 국가들의 저항이 완강하다. 서울 정상회의에서 결론이 내려지기 어렵다는 전망도 나온다. 한국도 지분이 늘어날 것으로 예상되지만 의장국 입장이라 "약속대로 오는 11월에 결론이 내려져야 한다"는 원론적인 주장을 하고 있다.

미국은 이런 상황을 타개하기 위해 지난 9월부터 IMF 이사회 개편문제를 새롭게 꺼내들어 유럽을 압박하고 있다. 티머시 가이트너 미국 재무장관은 지난달 상원 청문회에서 "IMF에서 유럽 국가가 이사 자리를 8~9개 가진 것은 매우 불균형한 일"이라며 유럽 이사국 숫자를 줄여야 한다고 공격했다. 미국이 유럽에 IMF 이사국 숫자를 현행대로 유지해주는 대가로 지분 이전을 받아내려는 시도를 할 것이란 관측이 나온다

오늘(21일)부터 2박 3일동안 경주에서 주요 20개국 재무장관 회의가 열린다. 특히 전 세계가 이번 재무장관회의에 촉각을 곤두세우고 있는 것은 각국의 이해관계가 첨예한 환율문제를 어떻게 마무리 지을 것이냐 하는 것 때문이다.



이 때문에 정부에서도 이번 경주회의에서 글로벌 환율전쟁에 마침표를 찍을 수 있는 의미있는 선언을 준비 중에 있다고 한다.



정부가 이처럼 ‘경주 선언’도출에 힘을 쏟고 있는 것은 경주 재무장관회의가 어떻게 매듭지어지느냐에 따라 다음 달 11일에 있을 G20서울정상회의 성공적 개최여부가 결정되어지기 때문 일 것이다. 그런데 환율전쟁의 최전선에 있는 중국이 주요 20개국 재무장관, 중앙은행 총재회의를 앞두고 2년 10개월만에 전격적인 금리인상을 단행했다.



국내적으로는 치솟는 물가, 자산가격, 외부적으로는 미국 등의 위안화 환율 절상 압박 등 두 측면을 노린 ‘일석이조’카드인 것으로 보인다. 대부분 국가에서 금리 인상은 해외투자 유입을 불러오고 막대한 투자금이 유입되면 그 국가의 통화가 상승하기 마련이지만 환율을 관리하는 중국에는 해당되지 않는다고 한다.



하지만 중국은 G20을 앞두고 금리를 올림으로써 수익을 노리는 달러화 자금이 유입될 경우 위안화가 절상되는 효과를 노린 것 같다. 아무튼 중국이 금리인상이라는 카드를 먼저 꺼낸 만큼 이번 환율전쟁이 어느 정도 의견에 접근할 수 있을지는 지켜봐야 할 것 같다.



다만 각 국 간 환율분쟁이 격화될 경우 G20의 국제공조 틀이 깨지고 세계 경제에 찬물을 끼얹을 수 있다는 점에서 볼 때 이번 경주회의에서 이해 당사국간의 합의점을 이끌어낸다면 상당한 성공으로 평가할 수 있을 것이다

21일(현지시간) 로이터에 따르면 블랑샤르 이코노미스트는 칠레 산티아고에서 열린 칠레 중앙은행 컨퍼런스에서 "중국은 올바른 방향으로 움직이고 있으며, 위안화를 추가 절상할 것이라는 데 확신한다"며 "전세계를 위해서는 더 빠른 절상이 유용하다"고 말했다.

블랑샤르 이코노미스트는 "너무 많은 나라들이 통화 가치 상승을 막기 위해 자본 통제를 활용하거나 (은행의) 자기자본 비율을 높이고 있다는 것이 위험하다"면서 "많은 이머징 국가들이 협력 하에 통화 가치의 상승을 용인할 수 있도록 도와주는 것이 IMF와 G20의 목표가 돼야만 한다"고 주장했다.

그러면서 그는 "중국이 위안화 가치를 더 빠르게 절상한다면 통화 가치 절상에 우려하는 많은 다른 나라들도 이를 따르게 될 것"이라며 중국의 위안화 절상 필요성을 거듭 강조했다.

다만 중국의 기습 금리 인상과 관련해서는 위안화와 관계가 그리 높지 않다고 덧붙였다

위와 같이 중국의 위안화 절상에 따르는 부분에 중국 국가 경제 의존도률이 높아져가는 세계 경제의 잠시나마 숨통은 트일지는 모르나 중국 국가의 미래상이나 미국 국가가 앞으로 지구 전체를 위해서 행보해가는 그림이나 아시아 경제의 비중이 높아져감에 역시나 잠시일것이다 지금은 미국이 그동안 수세기 거쳐서 유럽의 연속상에 손잡고 이 지구를 주도해왔다면 앞으로 역시나 지금은 미국이 유럽과 거리를 두고 중국을 비롯한 신흥국가들과 손잡으려는것도 역시나 잠시이다,

다시 미국은 미국이 걸어가야할 길을 걸어가야하므로 거기에 지금 중국의 국가 미래에 대한 행보가 상당히 중요하지않을수가 없다라는 사실이고 중국 차기 지도자가 정해진만큼 그들의 행보와 결과는 만만하지않을것이다 이미 정해진 하늘의 도수를 놓고 말해주는것이다

그러므로 이 해동 한반도 남북한의 행보는 큰 그림들을 그려놓고 오늘날 일어나는 세계 환율전쟁에 대한 각 국가의 저마다 이해관계조차도 초월하는 지혜를 내놓는 자세만이 진정으로 이번 경주에서 열리고 있는 세계 재무장.차관및 중앙 은행 총재및 부총재의 회의 결과를 합의도출 시키는 중재자 역활에 대한민국 정부는 이 기준에서 촛점을 맞추고 내놓아야하는것이다.

즉 지금 중국은 중국 경제의 세계 경제의 숨통의 비중에서 상당한 영향을 차지하고 있기에 이러한 전철은 이미 영국의 산업 혁명 일어나기전의 청나라 시절의 경제 상황과 세계 경제 상황과 같은 전철을 닮아가고 있기에 중국은 이러한 시간들에 대해서 지난날의 역사의 과오를 전철을 밟지않기를 바라면서 그럴수록 중국 국가는 지금 소생이 지적한대로 더 많은것을 준비해야만하는 중국 국가 지도자들의 몫인것이다 그것은 오히려 이 해동 남북한 국가와 민족이 앞으로 준비해가는것과 같은 공존 게임 룰인것이다

조속히 세계는 이러한 세계 천하 통일을 앞두고 이러한 환율 전쟁은 그것을 준비해가는 시간을 주는것이기에 고마운일이다

소생은 이미 세계 전체의 신명계의 어둠의 세력들의 그들의 뜻을 알았고 동시에 신명의 뜻이 결론이 났기에 소생의 역활에 소생의 몫을 이제부터 해갈것이다

세계 천하 통일을 위해서 노력하지않는 어떠한 방임주의 전세계 모든 종교 지도자들을 비롯하여 그속에 은둔해가면서 호의호식하는 종교인들은 말로는 공사상을 논하지만 정작 가르침의 지혜의 실천을 중생 구제를 하지않는 비겁자이고 죄인들이다

이미 미륵 부처님은 강림하셨고 이 용어는 아시아 대륙을 향해서 사용하는것이고 유럽과 서양에서는 성경과 성서에 기록한대로 마지막 경고의 시각임을 알아야하고 성경에도 신령이라는 용어를 요한 계시록에 사용되어있는것을 보면 그 맥은 샤머니즘과 신령의 역활과 매우 흡사하다 단지 불교계에서만 성불이라는 용어를 고집하지만 성령이나 신령이나 같은 매에서 출발한다.

십자가 성령의 신장님과 비로자나불 신장님과 샤머니즘의 북두칠성 용왕신장님이 합의 동참해서 합의동심해서 인류의 불행과 고통을 구제하고 어둠의 지옥의 세력들을 모조리 응징하고 인류를 광명의 세계로 열어갈것이다

그래서 어둠의 죄인들을 대심판을 이들이 지구 공동방위 창설군에서 하늘의 신장의 신령으로부터 명을 받아서 집행을 해갈것이다

자신의 국가의 이익을 앞세우기전에 자신의 민족의 이익을 앞세우기전에 인류 전체의 이익을 위해서 앞장서는 국가와 민족이 개개인이 절대적인 축복과 보상을 절대적인 영광을 받게될것이다

그래서 이 해동 한반도 남북한 국가와 민족은 백성들은 지금 이것을 실천해가야하는것이다 그러나 현실은 여전히 과오를 되풀이하려는 앞으로 다가오는 국운의 민족의 업장을 대소멸하고 광명의 세계를 열어가는데 동참하지못하는 어둠의 세력들이나 모든 성씨 문중들이 조속히 깨우쳐야 할것이다

중국이 누차 소생이 강조해드리지만 해동 한반도보다도 준비해갈것이 너무나 많기에 그 이유는 인간의 개체수가 너무나 많고 이것을 인도의 인구와 더불어서 세계 인구의 절반을 차지해가는 이유이기에 아시아 대륙 전체의 국가와 민족을 대표해서 지금 소생이 중국 국가에게 더 깊은 관심으로 어드바이스를 해드리고 있으니 그대들의 앞으로 차기 지도자의 행보는 지금의 중국 지도자들보다도 더 조심스러운 행보가 아닐수가 없기에 그러하다

해동 남북한 지도자 다 합친것보다도 중요함을 알기에 그러니 차기 남북한 지도자는 어떠한 지도자가 되어야하는지 굳이 긴말을 하지않겠다 이미 하늘에서 정해진 도수대로 거치고나면 그렇게 돌아갈것이다 일본도 이제는 고집을 피우지말고 열심히 전쟁을 준비해가겠지만 일본 역시 일본의 희생속에서 큰 대변화의 대조류에 합류할수가 있는것이다 선택의 시간은 하늘에서 주었으나 그대들의 흑심으로 그대들 기회를 스스로 놓친것이니 항상 선한 맘을 심성을 가지고 살아가는 일본이 되어라 흑심은 반드시 다시 그대들에게 되돌아감의 단순한 진리를 이치를 기억하라

지구촌 역대 천하 통일을 하신 영웅분들이 진정한 신앙의 절대적인 믿음이고 실천을 수행자분들이시다 그리고 이분들의 맘은 시간상으로 1400년이 지난 그 당시의 맘이나 지금 소생의 맘이나 이렇게 같다라는 사실을 보고 놀라지않을수가 없고 그리고 국가가 다르지 그들 국가의 천하 통일을 하신분들의 인간들의 맘이나 고뇌는 다 같은 심정이다라는 사실이다

이번에 세계 천하를 통일함에는 가장 강력한 준비로 절대적으로 집행을 해갈것이니 모든 준비들은 다 마쳐가는것이나 다름없다 이것이 진정으로 신앙에 대한 절대적인 믿음이고 절대적인 실천을 행하는 책무이다 이에 거역하는 어떠한 대상 존재들은 존재가치가 없을것이다 이것이 모든 존재들을 초월하고 타파하고 어떠한 신앙이든 무엇을 논함에 우선하는 생명이 가지는 존재의 매우 우선하는 책무이기때문이다 이러한것은 회피하고 말장난들을 하는 세계 모든 종교 세력들을 엄하게 지켜보고 있으니 이일에 동참하지않는 조직이나 개개인들은 가차없이 처리할것이고 이것만큼 중요한 설법은 없다 특히나 무위도식하는 세계 불교계는 명심하라는것이다 유교계도 그러하고 샤머니즘계도 마찬가지이다 너무나 인류 전체의 공동의 공의와 대의에 방임주의로 지내온 세월이 다 그대들의 죄값이다

그러니 석가모니 부처님의 회향때에 소생의 맘이 아팠든것이다 그러니 지금 중국 국가나 인도 국가나 아시아 대륙 모든 국가와 민족들은 모든 종교 종사자들은 개개인들의 백성들은 이러한 하늘의 뜻을 분명히 알고 살아가라는것이다

인류 전체의 대의와 공의를 위해서 믿음과 실천을 갖고 성스러운 신령의 세계를 보고도 믿지못하는 미련한 중생들이나 양들은 그동안 죄업장을 대소멸을 받고 싶으면 그러한 믿음과 실천을 보여야 건져내는것이고 죄업장이 대소멸이 되는것이다 육신만 다시 제자리로 돌아갈뿐 그들의 영을 다시 건져드린다라는 사실은 사실이므로 존재하는 현실세계이고 영의 도력이고 약속이다 이제는 세계 인구가 수십억명이라도 이에 믿고 행하는 영들만이 지구 전체를 대표해가는 축복과 보상을 영광을 받게되어지는 뿌린대로 거두는 사필귀정의 시간이 도래해오고 있는것이다

그러니 지금 믿지못하고 행하지못하면 다음은 없기에 이 기회를 마지막으로 하늘에서 주어진 기회를 놓치지않기를 바랍니다
특히나 이 한반도는 더더욱이 그러하다 한반도의 분수가 무엇인지 알려드렸으니 운명은 그들의 선택한 결과대로 돌아갈것이다

세계 천하통일을 위해서 매우 작은 모래알이 되어도 크나큰 영광이고 축복이고 감사한일이다 절대로 무겁지도 아파하지도 고뇌하지도 않습니다 하늘의 명을 직접 받아서 하므로 무엇을 두려워하나!
