중국 사회의 현주소이다. 언필칭 '세계 2위 경제대국'이라지만 사회 내부를 들여다보면 여전히 개발도상국이다. 빈부 및 도·농 간 양극화는 라틴 아메리카 저개발 국가들과 비견될 정도다. '부자 나라, 가난한 국민'이라는 중국의 모순은 어디에서 비롯된 것일까.


중국 칭화대학 사회발전연구과제팀이 최근 중국 사회에 만연해 있는 문제점을 짚고 대책을 제시한 연구보고서를 내놓았다. '사회재건으로 향하는 길'이라는 제목의 보고서는 개혁·개방 30년을 맞은 중국사회를 종합적으로 비판하며 대안을 제시하고 있다. 대학 연구기관이 중국 사회 전반을 비판하는 보고서를 내는 것은 흔치 않은 일이다.

16일 홍콩 명보 등이 전한 바에 따르면, 보고서는 "중국은 빈부격차 확대, 정부와 국민 간의 불신, 노사분규 증가 등 많은 사회모순에 직면해 있다"고 진단했다. 그 모순은 권력·시장(자본)·사회 등 3개 영역의 힘이 불균형을 이룬 데서 시작됐다고 분석했다. 사회가 갈수록 강해지는 권력과 자본의 폐해를 효과적으로 저지하지 못함에 따라 발생한 결과라는 것이다.


보고서가 중국 사회의 가장 큰 문제점으로 꼽은 것은 자본과 권력이 결탁한 '총체적인 권력'이다. 보고서는 "시장경제의 기초 위에 총체적으로 권력이 재건되는 추세를 보이고 있다"면서 그 권력의 실체로 국유 독점기업을 꼽았다. 석유·철강·석탄·교통·통신 등에서 시작된 독점이 다른 영역으로 확산, 강화되고 있으며 독점기업에 더 많은 특권과 자원이 부여되고 있다는 비판이다.

국회 예산결산특별위원회 구상찬(한나라당) 의원은 17일 "행정안전부 제출자료를 분석한 결과, 230개 기초단체 중 지방채 발행잔액이 500% 넘게 늘어난 기초단체는 경남 하동, 인천 강화 등 10곳이었다"고 말했다.

1000% 이상 늘어난 곳은 ▲경남 하동 5700.0%(2008년 3억원→2009년 174억원) ▲인천 강화 4066.7%(3억원→125억원) ▲전남 장흥 2575.0%(4억원→107억원) ▲전남 곡성 1840.0%(5억원→97억원) ▲대전 중구 1533.3%(6억원→98억원) 등 5곳이었다.

500% 이상 1000% 미만인 단체는 경북 군위(775.0%), 경남 창원(657.1%), 충남 예산(595.7%), 경북 성주(597.4%), 경기 양평(522.5%) 등 5곳이었다.

100% 이상 500% 미만 단체는 강원 삼척(402.4%), 대전 대덕(328.6%) 등 24곳이었다.

또 230개 기초단체 중 190개 단체가 7조8천431억원 규모의 지방채 잔액을 보유하고 있으며, 평균 보유액은 412억원이었다.

지방채 잔액이 많은 기초단체는 충남 천안(3천179억원), 경남 김해(2천715억원), 경기 수원(2천705억원), 경기 고양(2천670억원), 전북 전주(2천246억원) 등으로 파악됐다.

구 의원은 "기초단체는 재정자립도가 너무 낮은데다 최근 복지부담금이 늘어나면서 재정 여력이 더욱 줄어들게 됐다"며 "지방채가 늘어난 원인을 분석하고 이를 해소할수 있는 중장기 대책을 마련해야 한다"고 말했다.
