유럽 5개국 "미국 핵무기 다 가져가라"

'핵무기 없는 세계' 주장 오바마 수용 여부 주목

나토 회원국들이 버락 오바마 미 대통령에게 유럽에 있는 미국의 핵무기를 모두 가져가라고 촉구할 예정이어서 미국의 반응이 주목된다.
이브 레테롬 벨기에 총리의 대변인인 도미니크 디엔느는 벨기에, 독일, 룩셈부르크, 네덜란드, 노르웨이 등 5개국이 유럽에 있는 200개 이상의 미국 핵탄두를 없애라는 요구를 수 주 내에 할 예정이라고 말했다고 통신이 20일 보도했다.
디엔느 대변인은 나토 회원국이 다른 회원국의 영토에 핵무기를 배치한 경우는 미국밖에 없다면서, 자신들의 요구는 재래식 무기를 포함한 광범위한 군축 협상의 한 부분이 될 것이라고 강조했다.
앞서 레테롬 총리는 한 성명에서 벨기에는 오바마 대통령의 '핵무기 없는 세계' 구상을 찬성하고 오는 5월 핵확산금지조약(NPT) 검토회의를 준비하는 과정에서 나토 무대에서도 그러한 입장을 지지할 것이라고 밝힌 바 있다.
미국이 유럽에 배치한 핵탄두는 총 220여 개로 이탈리아와 터키에 각각 90개, 독일과 벨기에에 각각 20개가 있다. 군사 전문가들은 이 폭탄들에 대해 폭격기에 의해 직접 투하되어야 하는 구식 핵탄두라고 평가하고 있다. 독일에서는 지난 2004년 130개의 미국 핵무기가 철수된 바 있다.
벨기에의 전직 고위 인사들도 정부의 움직임에 발을 맞췄다. 빌리 클라스 전 나토 사무총장, 루이 미셸 전 외무장관, 장 룩 디엔느 전 총리, 기 베르호프스타트 전 총리 등은 지난 주 현지 언론에 공동 명의의 성명을 게재해 "오바마 대통령이 모든 핵무기를 없애겠다고 약속했다"며 유럽 내 핵무기 제거를 촉구했다.
이들은 성명에서 "냉전은 끝났고, 새로운 환경에 맞는 새로운 핵 정책을 세워야 한다"며 "유럽에 있는 미국의 전술핵무기는 군사적으로 중요하지 않다"고 강조했다. 또한 이들은 유럽에서 핵무기를 없애라는 말이 미국이 제공하고 있는 핵 억지력 자체를 없애라는 건 아니며, 나토의 비핵화를 요구하는 것도 아니라고 덧붙였다.
나토 회원국들은 작년 말 개별 국가가 아니라 나토 전 회원국의 의견을 기반으로 핵무기 제거를 주장해야 한다고 의견을 모았다. 이에 따라 나온 5개국의 이번 요구는 동유럽 미사일 방어(MD) 체제를 놓고 미국과 러시아가 갈등을 이어나가는 것과도 무관치 않아 보인다.
미국은 작년 9월 체코와 폴란드에 MD를 설치하는 계획을 철회했다. 그러자 러시아는 유럽연합(EU)과 접해 있는 칼리닌그라드에 미사일을 배치하겠다는 구상을 취소하며 한 걸음 물러서는 듯 했다.
그러나 이달 들어 루마니아와 불가리아가 미국의 MD에 참여하겠다는 의사를 밝히면서 러시아로부터 우려의 목소리가 다시 나오기 시작했다. <워싱턴포스트>는 18일 미국이 MD를 밀어붙이 경우 러시아가 현재 협상중인 전략무기감축협정(START)에서 탈퇴할 것이라는 입장을 가지고 있다고 보도했다.
이같은 상황에서 나온 나토 5개국의 핵무기 제거 요구는 MD를 둘러싼 미러 양국의 갈등을 푸는 실마리를 제공할 수도 있을 것으로 평가된다. 오바마 대통령이 어떤 반응을 보일지 주목되는 이유다.

‘집속탄 금지협약’ 주요국 빠진채 8월 발효

한국도 “북과 대치중” 거부
대인지뢰와 함께 반인도주의적 무기로 비판받아온 집속탄(일명 확산탄) 금지협약(CCM)이 지난 16일 최초 30개국의 비준서 기탁이라는 조건을 충족해 올해 8월1일 발효된다. 그러나 최대 생산·배치국인 미국과 중국, 러시아를 비롯해 인도, 파키스탄, 한국, 북한 등 주요 생산·배치국들은 이를 외면하고 있다.
대포나 다연장로켓 또는 공중투하로 발사되는 집속탄은 한 개의 대형폭탄 속에 들어 있는 수백개의 자탄을 분리·폭발시켜 축구장 2~3개 넓이 안에 있는 인명과 차량 등에 치명적 타격을 입힌다. 자탄 가운데 불발탄이 많게는 40%에 이르러, 전투가 끝난 뒤에도 대인지뢰처럼 민간인들에게 치명적 피해를 입힌다. 특히 2006년 이스라엘이 레바논 침공 당시 개전 72시간 동안 400만개의 자탄을 투하해 민간인 273명과 해체요원 57명이 목숨을 잃거나 다쳐 국제금지운동에 불을 붙였다. 역사상 집속탄을 사용한 나라는 미국과 러시아, 이스라엘 등 적어도 14개국이고, 생산국은 적어도 28개국, 보유국은 적어도 76개국으로 집계되고 있다.
2008년 5월 초안이 채택됐던 집속탄금지협약은 현재 프랑스·독일·일본 등 30개국이 비준서 기탁을 마쳤고, 서명국은 94개국에서 104개국으로 늘었다.
휴먼라이츠워치와 미 군축협회 등 인권·군축단체들은 “민간인의 생명과 사지를 앗아가는 폭탄의 사용은 역효과를 가져올 뿐”이라며 버락 오바마 행정부에 협약 가입을 촉구했다. 오바마 대통령은 상원의원 시절이던 2006년 집속탄의 사용과 수출을 금지하는 결의안에 찬성했지만, 아직 과거 행정부의 정책을 고치지 않고 있다. 해럴드 고 미 국무부 법률고문은 “현재 보유하고 있는 7억개 이상의 자탄을 재설계하고 자폭능력을 갖춘 신형으로 대체하는 데 시간이 필요하다”고 주장했다.
한국은 풍산과 한화가 이를 생산하며 파키스탄 등 외국에도 수출하고 있다. 외교통상부 당국자는 “목적과 취지는 동의하지만 북한과 대치중이라는 특수한 군사안보적 상황 때문에 협약에 참여하지 않은 것”이라며 “대인지뢰금지조약과 마찬가지로 시간을 두고 해결해 나가자는 입장”이라고 말했다.

세계 전쟁이 일어나기전에 사전에 수만종의 바이러스 생산을 하는 이유는 전쟁의 주도권을 잡고자하는 의미내지 아니면 세계 전체가 합의속에서 진행되는 대청소 사전정지 작업 차원에서 바이러스 전염을 하는 경우가 있을것이다 지금 인류는 북반구에 바이러스를 창궐시킨다면 이것은 지구 행성 적도선상의 국가들이나 대륙들이나 남반구 국가들에게 큰 불행과 재앙뿐만 아니라 지구 행성 전체의 불행이 깊어질것이다
이것이 적도선상에 국가들이나 남반구 국가들이 북반구를 향해서 바이러스를 유포시킨다면 북반구는 과감한 집행 조치를 내리게 될것이다 다시말해서 전세계의 합의가 되지않는 바이러스 유포는 자멸의 길이고 공멸의 길이니 지난해 유포된 신종인룰렌자 유포는 의도적인 유포임은 다 아는 사실이고
원래 절대적인 신은 인간의 생명을 창조함에 병이라는것이 생길수없도록 불생불사하는 영생하는 방법까지 내놓았으나 인간들이 스스로 절대적인 신에 대한믿음과 실천의 배신으로 인간들 스스로가 병을 일으키는 상황으로 갔고 그로인한 신들을 통해서 병들을 통해서 벌을 주고있는것이다
404가지 무수한 질병을 고치는데는 순서가 있고 질병을 고친다라는것은 그 대상자의 수명을 연장해주는데 첫번째 이유이다 병을 고침에는 목적이 수반되고 모든 만병의 명약은 바로 불로장생의 명약은 진시황이 찿고자한 명약도 바로 대성령의 길로 들어가는길이 대성불이 되는길이 진정한 명약중에 명약인것이다
이러한 명약을 놓아두고 다른곳에서 찿아다니고 육신에 질병 404가지에 꺼달려서 생사의 몸부림에 꺼달리는 중생들이나 양들을 보면 아직도 정신들을 차리지못하고 있다
부지런히 용맹전진해서 대성령의 길로 대성불의 길로 들어가라는것이다 그 길말고는 없으며 소생의 불로그 용출산님의 주역의 글을 다 살펴보았으나 소생의 결론의 견해도 이미 불로그에 다 기록해드렸기에 이 세상 모든 사람들은 그대로 실천해가는 자세만이 축복과 보상이 뒤따라가게 되어있다라는 사실이다
인간의 사주단자나 축생도 축생의 사주 단자대로 살아가기에 다 물질의 성질의 사주 단자대로 살아가는 그 자체이기에 거기에 큰 의미를 가치를 부여할 이유는 없다고 본다 하물며 인간이 그렇게 맹신을 해서는 아니된다 단지 참고를 해서 부족한점을 절대적인 신에 절대적인 믿음과 실천을 하는길 말고는 없다
물질의 육신의 방편으로 온 인간의 육신이나 삼라만상 수많은 종의 축생들의 육신의 방편이나 도구는 같은 처지이다라는 사실이다 차이점은 절대적인 신에게 절대적인 믿음과 실천을 통한 물질의 성질을 극복해가는가가 축생과 인간의 차이점이다 인간이 그 차이점을 활용하지못하면 축생이다라는 사실이다
늦었다고 생각하시지마시고 지금부터라도 부진런히 마음을 닦고 밥먹는 시간을 한끼라도 줄여서 마음을 닦아라는것이고 지구인들의 육신의 신체 구조는 얼마든지 하루에 한끼 먹고도 생존이 가능하다 현실생활하면서도 너무나 마장들이 마군들이 자신들의 삶이 깨끗하지못하여 귀신들이 마장들이 마군들이 들어와서 대신 그대들의 에너지를 소비시키고 있으니 음식 소비량이 많은것이다
인간의 세포가 100조로 구성되어있기에 하루에 7000가지 망상과 번뇌, 고민,스트레스 다 마장들이다 인간개개인의 수행되지않은 정화되지 않는 유형들의 마음에 50가지 마장들이 있으니 얼마나 인류70억명의 인구 전체와 개개인의 50 마장수를 곱하면 얼마나 탁한가?
그들의 무리가 마군들이고 다 멸진무유여 여화분고초로 끊어버릴것이다
이제는 점점 다가오는 지구 행성의 맞이해야할 시간들은 다가오고 대비하지못한자들, 준비하지못한자들 믿지못한자들 ,실천하지못한자들, 다 구름처럼 사라질것이다
지구 행성의 현재와 앞으로 미래의 결과는 다 나와있기에 어둠의 길로 걸어가지말라는것이다 대성령의 길로 대성불에 길에 도달하지못하면 다시 윤회할수밖에 없다라는 사실이고 이것은 대추기경이든,목사든,고승대덕이라고해서 피할수없는 길이다 지은 죄값은 갚으려와야하기에 망망의 고해바다 고통은 더욱더 앞으로 깊어질것이니 죄악을 짓지말고 부지런히 대성령의 길로 대성불의 길로 용맹정진해라 그것이 살길이고 축복과 보상을 받는길이다 다른 길은 없다 병을 고처드리면 이 길로 가야지 엉뚱한 길로가는자들은 404가지 질병을 고처주지않는다 병을 고처드리드라도 의미와 가치가 없기에 고처줄 이유가 없다라는 사실이다
WHO ‘북반구에 바이러스 3종 확산될 것’

세계보건기구(WHO)는 18일 보고서를 통해 “올 한해 동안 3가지 바이러스가 동시에 북반구에 확산될 것”이라고 밝혔다고 제네바 신화사가 2월 18일 보도했다. 세계보건기구(WHO)가 지목한 3가지 바이러스는 각각 A형H1N1, A형H3N2, B형 브리스번바이러스다.
세계보건기구(WHO)는 4일간의 기술 회의를 거쳐 3가지 바이러스가 동시에 북반구에서 전파될 것이라고 예측했고 A형H1N1(신종플루)가 여전히 주를 이루게 될 것이라고 전망했다.
세계보건기구(WHO)는 보고서를 통해 북반구에 속하는 국가들에게 위의 3가지 바이러스에 대응해 환절기 바이러스 감염을 예방하기 위한 백신 접종을 건의했다.
세계보건기구(WHO)에서 유행성인플루엔자 담당 특별 고문을 맡고 있는 케이지 후쿠다(Keiji Fukuda)는 “각국 위생 부처들은 위의 3가지 바이러스에 대해 백신을 연구 개발 할 수 있는데, 3가지 바이러스 각각의 백신을 개발하거나 3가지 바이러스를 모두 제압할 수 있는 백신을 연구 개발할 수 있다”라고 전했다.
