이제 현존의 인류문명이 처한 대전환점 시기에 현존의 인류문명을 어떻게 처리해갈것인지 결정을 할때가 다 되어가고 있다

유럽 대륙,중동 대륙,아프리카 대륙,아시아 대륙,아메리카 대륙등 그동안 모든 상황들을 지켜본 결과를 통해서 결정이 될것이다

각 대륙별 상황도 상황이 다 제각각이고 과거의 인류문명이 걸어왔든 시스템이나 패턴은 되돌아가지않을것이다

지구 행성이 마지막으로 중대한 인류문명사를 대사를 추구해감에 그것을 추진해감에는 더는 머뭇거리지않을것이다 앞으로 강력하게 추진 집행해갈것이다

각 대륙별로 자신들이 선택한 운명은 책임은 다시 고스란히 되돌아갈것이다 이 지구 전체의 생사 여탈권을 집행함에 더는 좌시하지않는다

다보스 포럼 회의와 영국 런던 회의 그리고 올해 각종 국제 회의개최 성과의 행동의 결과물을 통해서 이미 대부분 결정이 마무리 되어가고 있기에 절대로 다른 대륙을 탓하지도말고 다른 국가를 다른 민족을 탓하지도 말라 그리고 강대국을 탓하지도말고 자신이 약소국이라고도 탓하지말라

어둠의 길은 분명히 등불을 밝혀드렸으니 그것을 희망의 길로 따라오라고해도 어둠의 길로 들어가는 대륙들이나 국가나 민족이나 개개인의 생명과 명과 영들은 그 결과는 그들의 믿지못한 자신들의 선택이였기에 훗날 절대적인 불행과 절대적인 재앙과 절대적인 기나긴 고통을 받게될것이다

그만큼 지구인들이 말귀를 알아듣지못하면 생존하기가 힘들것이다 어차피 인류가 멸망하는 그날까지 과거든 현재든 미래의 귀한 영들을 구원하기위함이고 걸려내기위함이니 지금도 그러한 과정속에서 지구 행성은 돌아가고 있는것이고 인류 문명이 존속해가는 불가피한 숙명의 굴레이다

이러한 구도속에 대륙의 운명이든 어떠한 국가나 민족의 운명이든 개개인의 생명체의 운명이든 예외가 없다라는 사실이다

지금 소생이 지구 행성 지난날 인류문명이 걸어온 인간 생명체의 과오들을 분석해보아도 그리고 현존의 인류문명의 위기들을 대처해가는 의지와 자세 그들의 행동을 보면 매우 어리썩은 개체수의 지구인들이다 그것이 대륙별의 책임자든 국가나 민족의 책임자들 역시 그러하다

그러니 그들의 명줄들을 반드시 과감하게 집행을 추진해가게될것이다 거듭말하지만 인류 전체를 세계 3차 대전시나 지금이나 인류의 멸망하는 그날까지 강력하게 집행을 해가게된다 어차피 인류의 멸망은 존재하는 사실이고 지구인들은 우주공간에서 지금의 신체 구조로는 우주공간에서 생존 불가능하기에 에너지 낭비형 지구인들의 신체구조이기에 많은 지구 생명체들을 필요로하지않는다

이제 인류문명이 전환기를 거치고가면 절대적인 지구 전체의 통제의 시공세계로 세계 정세로 가게될것이다 인간이 인간의 값어치를 절대적인 신께서 주신 생명에게 주어진 축복과 보상의 선물을 스스로 받아갈 기회를 놓치면 그것은 미래 물질의 로봇 고철 덩어리보다도 축생보다도 더 값어치가 없는 존재로 전략하게 될것이다 그만큼 미래 인류는 인간의 존귀한 값어치를 인간 스스로 추락시키고 있기에 그러한 열악한 환경을 만들어가게되므로 그러하다

지구촌 육대륙중에 아시아 대륙이 제일 안정적으로 유지되고 있으나 미래의 인류변화에 준비를 게을리하면 제일 불행해지는곳이 아시아 대륙이 될것이다

어느 한대륙이 육대륙중에 불행해져야 그 나머지 대륙이 반사이익으로 경제적 군사적 문명적 이익을 보는 생존의 법칙이기에 여전히 대륙내부적으로 이해 관계가 첨예해지고 있고 조금도 지구 공동체의 적극적인 대변화와 대혁신의 도전을 창조를 거부하고 과거에 안주하려는 대륙별 내부 상태나 대륙별과 대륙별의 상태는 분명히 모두에게 재앙과 불행을 피할수가 없을것이다

그러한 유형의 대륙별 속에 포함되는 국가들은 국민들은 미래의 행복을 희망을 꿈꾸지말라 그들에게 승리의 여신은 없다 지구 공동체 기초하에 인류 문명의 현존과 미래의 인류문명을 위해서 준비하고 봉사하고 실천해가는 명과 영만이 축복과 보상이 주어지게될것이다 국가라는 미명아래에 민족이라는 미명아래에 이러한 대세의 대의에 역행하는 국가나 민족이나 대륙별 단위 그룹들은 과감하게 응징 집행을 심판을 실행으로 옮기게 될것이다

경제전문가들 "경기회복 핵심은 일자리 창출"
(다보스=연합뉴스) 맹찬형 특파원 = 스위스 스키휴양지 다보스에 모인 경제전문가들은 올해 세계경제 전망에 대해 조심스러운 입장을 유지했다.

지난해 하반기부터 경기 회복세가 나타나고 있지만 여전히 취약한 상태며, 경제위기 극복 과정에서 악화된 정부 재정적자가 새로운 위험을 초래할 가능성이 있다는 것이 전문가들의 일치된 진단이다.


도미니크 스트로스-칸 국제통화기금(IMF) 총재는 "성장세는 여전히 취약하다"며 막대한 규모의 정부 재정적자가 향후 5~7년 간 세계 경제를 위협하는 최대 난제가 될 것이라고 경고했다. 차기 중국 총리가 유력시되는 리커창(李克强) 상무부총리는 "폭풍은 아직 가라앉지 않았다"고 말했다.

만약 각국 정부가 출구전략을 서두를 경우 `더블딥(짧은 경기상승 후 하강)'의 위험성이 있다는 경고 역시 나왔다.

백악관 국가경제위원회(NEC)의 래리 서머스 위원장은 지난달 30일 포럼에서 "지표상 경기회복을 경험하고 있지만 지금은 인간적 측면의 침체기(human recession)"라며 "당혹스러운 것은 실업률 문제로, 25~54세의 노동적령인구 5명 중 1명이 실업자"라고 말했다.

곡물 메이저 아처 대니얼스 미들랜드(ADM)의 파트리샤 워어츠 회장 겸 최고경영자(CEO)는 "일자리 창출이야말로 실질적인 경제회복"이라며 "일자리를 유지하는 것이 새로 창출하는 것 못지 않게 중요하다"고 밝혔다.

중국과 인도, 브라질 등 신흥경제국의 회복 속도가 선진국보다 훨씬 빠를 것이라는 데는 이견이 없었지만, 일자리 생겨나는 곳과 수요처가 지리적으로 일치하지 않는다는 지적이 나왔다.

제라드 리온 스탠더드 차터드 은행의 수석 이코노미스트는 "일자리는 불행히도 서양이 아니라 동양에 있다. 그게 바로 문제"라고 말했다.

올해 다보스포럼에서는 금융산업 개혁, G20와 신흥경제국들의 역할 증대 등에 초점이 맞춰지면서 기후변화 대응 문제는 그다지 조명을 받지 못했다.

오는 7일부터 10일까지 방한하는 쾰러 대통령은 그러나 갑작스러운 통일이나 통일 비용 문제 등을 미리 걱정할 필요는 없다면서 "이런 순간에는 자신이 생각하지도 못했던 힘을 발견하게 될 것"이라고 말했다.

그는 특히 "한국의 능력과 창의력을 고려할 때 통일을 위한 정치, 경제적 도전을 극복할 수 있을 것으로 확신한다"고 강조했다.

쾰러 대통령은 또 올해 한국-유럽연합(EU) 자유무역협정(FTA)이 발효돼 무역장벽이 제거되면 수출지향적인 양국 경제에 큰 도움이 될 것이라면서 특히 한국은 녹색 성장을 적극적으로 추진하고 있고, 독일 기업들은 태양열, 풍력, 바이오디젤 등 신재생에너지 분야에서 세계 시장을 이끌고 있기 때문에 이런 분야에서 양국 간 협력이 더욱 강화될 수 있을 것이라고 내다봤다.

국제통화기금(IMF) 총재를 역임한 그는 이어 지난해 세계 경제를 강타했던 금융위기와 관련 "돈이 사람을 지배하지 않고, 사람에게 봉사하도록 해야 한다"면서 "금융시장에 대한 더욱 효과적인 규제와 감독이 필요하다"고 말했다.

쾰러 대통령은 아울러 "금융위기나 기후변화 문제 등을 보면 세계 각국이 얼마나 상호의존적인지 알 수 있다"면서 "21세기의 정치 지도자는 자국의 이해를 넘어 전 세계적 책임을 인식하고 협력적인 세계 정치를 만들기 위해 노력해야 한다"고 덧붙였다.

1998년 유럽부흥개발은행장을 거쳐 2000년 IMF 총재에 올랐던 쾰러 대통령은 2004년에는 독일 대통령에 당선했으며 지난해 5월 연임에 성공했다.

그는 IMF 총재 시절이었던 2000년 6월과 2004년 2월 한국을 방문했었다.

그리고 이 국가 정책을 대한민국 저탄소 녹색 성장산업의 좋은 국가 원동력의 촉매제가 되는 정책으로 되어지기를 바랍니다

그러한 차원에서 소생이 경험한바로는 대한민국 전국 국토의 산수갑산에 아름다운 도로와 자전거 도로와 아주 조화가 잘 어울리는곳이 많기에 단순하게 대한민국 내국인에 한하는 국가 정책이 아니라 외국인들이 자전거 동호매니아맨들이 대한민국 전국 국토 순례를 여행을 할수있는 인프라 시스템들을 갖추어서 외국어로 홍보와 여러 인프라 시설물들과 언어 통역과 다국어의 홍보물등 다양한 문화 상품과 접목해가는 국가 자전거 정책이 되어지기를 바랍니다

그래서 전세계 자전거 외국인들을 언제든지 대한민국 전국 국토 자전거 도로를 달리면서 안전하고 아름다운 대한민국 한반도 산수 강산을 여행하면서 산골내지 자전거도로 주변의 외국인들이 조금도 여행함에 불편함이 없도록 모든 인프라 시설물들을 구축해가는 환경을 국가가 조성해드리고 지방 지자제에서는 자신들의 지자제 지방 문화 상품과 연결해서 자전거 여행자들이 구도 수행 차원에서나 여행차원에서나 모든 의료 시스템, 교통 시스템,아름다운 자전거 드라이브 코스 등 다양한 국가의 경제를 살리는 국가 자전거 정책이 될수가 있다고 소생은 판단합니다

왜냐하면 대한민국이 70%가 산악지대이기에 그리고 농어촌 지역이기에 얼마든지 자전거 녹색 저탄소 성장에 큰 보탬이 되는 정책입니다

국가자전거도로 10년간 3천120㎞ 만든다

경부고속道 7.3배 길이…올해 178㎞ 우선조성
(서울=연합뉴스) 문성규 기자 = 행정안전부는 올해부터 2019년까지 10년간 전국을 자전거길로 연결하는 국가자전거도로 3천120㎞를 만들기로 했다고 1일 밝혔다.

이는 경부고속도로 총연장(428㎞)의 7.3배에 달하는 길이다.
국가자전거도로는 서해안~남해안~동해안~비무장지대(DMZ)를 잇는 것을 비롯해 전국 주요도시 사이의 간선망을 구축하고 각 지역에 출·퇴근, 쇼핑, 레저·관광용 자전거도로를 조성하는 방식으로 추진된다.


행안부는 사업 첫해인 올해 지방자치단체와 공동으로 1천4억원을 투입해 50개 지구 178㎞의 자전거 도로를 먼저 만들기로 했다.

지역별 주요 구간은 서울의 경우 종로구 청계광장~동대문구 용두동, 송파구 탄천교~방이동, 부산시 수영구 남천동~수영교, 남구 부경대 대연캠퍼스~용당캠퍼스, 대구시 수성구 월드컵경기장~북구 도청교 등이다.

인천시 중구 신포동~서구 원창동, 광주시 서구 매월동~남구 압촌동, 대전시 유성구 노은동~봉명동 만년교, 울산시 중구 울산기능대학앞~북구 창평동, 제주시 하도리~서귀포시 오조리 구간에도 자전거 도로가 생긴다.

아울러 강원도 화천군 등 6개 시·군의 비무장지대 일원에도 자전거 도로를 만든다.
올해 사업은 업무용 사무실과 상가가 집중돼 시민의 일상생활에 활용도가 높은 도심 내 생활형 도로와 지역별 관광객 유치와 국제행사 등을 고려한 레저용 도로를 조성하는 데 중점을 뒀다고 행안부는 설명했다.

행안부는 자전거 이용 활성화를 위한 제도개선책, 교육·홍보 방안 등을 담은 종합계획을 마련해 추진할 방침이다.

행안부 관계자는 "국가자전거도로는 우리나라에서는 처음으로 국가 차원에서 전국을 대상으로 체계적으로 추진하는 자전거도로로, 저탄소 녹색성장을 구현하고 녹색 교통시대로 도약하는 디딤돌이 될 것"이라고 말했다.
