행안부는 사업 첫해인 올해 지방자치단체와 공동으로 1천4억원을 투입해 50개 지구 178㎞의 자전거 도로를 먼저 만들기로 했다.

지역별 주요 구간은 서울의 경우 종로구 청계광장~동대문구 용두동, 송파구 탄천교~방이동, 부산시 수영구 남천동~수영교, 남구 부경대 대연캠퍼스~용당캠퍼스, 대구시 수성구 월드컵경기장~북구 도청교 등이다.

인천시 중구 신포동~서구 원창동, 광주시 서구 매월동~남구 압촌동, 대전시 유성구 노은동~봉명동 만년교, 울산시 중구 울산기능대학앞~북구 창평동, 제주시 하도리~서귀포시 오조리 구간에도 자전거 도로가 생긴다.

유럽 국가들이 28일 런던에서 21세기 첫 평화회의를 개최한다.

악화일로인 아프가니스탄(아프간) 문제를 해결하기 위한 국제회의다. 회의엔 아프간 주둔 나토(북대서양조약기구) 국제안보지원군(ISAF)을 구성하는 43개국 등 68개국 외무장관들이 참석한다. 또 지난해 11월 회의를 제안했던 고든 브라운(Brown) 영국 총리와 반기문 유엔 사무총장, 하미드 카르자이(Karzai) 아프간 대통령도 함께한다.

이번 회의는 아프간전 장기화로 주요 참전국들의 부담이 증가하고 자국 내 여론이 악화됨에 따라, 성공적인 출구전략이 필요하다는 공감대에서 마련됐다. 주요 의제는 아프간 정부군과 ISAF의 역할 분담, 탈레반에 대한 일자리 제공, 아프간 정부의 부정부패 척결 등이다.

런던에서 열린 국제회의는 전통적으로 국제 정세에 큰 영향을 미쳐 왔다. 1839년 회의에선 벨기에가 영세중립국으로 승인됐고, 1930년 회의에선 미국·영국·일본 등이 역사적인 해군 군비 감축에 합의했다. 따라서 유럽은 이번 런던회의를 국제무대에서 유럽의 목소리를 되찾는 기회로 삼으려 할 가능성이 크다. 최근 미국과 아프간 정부가 대테러전 수행을 놓고 계속 갈등을 빚기 때문이다. 미국 전략국제문제연구소(CSIS)의 헤서 콘리(Conley) 선임 연구원은 "런던회의를 통해 유럽이 미국과의 새로운 협력 관계를 정립할 것"이라고 전망했다.

유럽은 지금까지 아프간 전쟁과 코펜하겐 기후회의, 아이티 지진 등에서 줄 것은 다 주면서도 제대로 대접받지 못했다는 생각을 해왔다. 이에 유럽 각국은 최근 아프간 문제에 대해 발 빠르게 움직이고 있다. 독일은 26일 아프간의 카르자이 대통령에게 기존의 2배인 7000만달러의 지원금 제공과 병력 850명 증파를 약속했다.

가능성은 낮지만, 만일 프랑스까지 현재 아프간 카불 북부에 주둔 중인 4000명 외에 추가 파병에 나선다면 유럽이 미국 대신 대테러전의 주도권을 쥘 수도 있다는 분석까지 나온다.

아프간에 대한 '당근 정책'도 잇달아 나오고 있다. 나토의 라스무센 사무총장은 "런던회의에서 탈레반에게 일자리를 주기 위한 기금 조성을 논의할 것"이라며 "탈레반과 싸우는 것보다 아프간 국민에게 경제적 기회를 주는 게 효과적"이라고 26일 텔레그래프와의 인터뷰에서 말했다. 같은 날 유엔도 아프간 탈레반 정권의 전직 장·차관 5명을 '블랙 리스트'에서 삭제했다

영국 런던에서 28일 아프가니스탄 국제회의가 열린다. 교착상태에 빠진 아프간 전황을 점검하고 새로운 전략과 지원방안을 모색하는 회의다. 하지만 아프간 사태의 열쇠를 쥔 역내 당사자들과 주변국들은 동상이몽에 빠져, 회의에는 별 관심이 없어 보인다.

런던 회의에는 고든 브라운 영국 총리와 하미드 카르자이 아프간 대통령, 반기문 유엔 사무총장, 힐러리 클린턴 미 국무장관을 비롯해 60여개국 대표들이 참석한다.

각국의 최대 관심사는 '출구전략'이다. 영국 측은 "아프간 주둔군의 역할이 어떤 방향으로 진화해야 하는지, 반군 출신 전향자들을 통합하려는 아프간 정부의 노력을 어떻게 지원할 것인지, 그리고 아프간 군·경을 어떻게 훈련시킬 것인지"가 치안분야의 주요 의제라고 밝혔다. '아프간 문제는 아프간인들의 손에' 맡기는 것이 핵심인 셈이다. 알자지라방송은 "아프간이 탈레반을 돈으로 회유하기 위한 계획을 검토할 것"이라고 보도했고, 로이터통신은 "이번 회의는 전쟁의 '종료'가 시작되는 자리"라고 전했다.

아프간전을 '정치적 해법'으로 풀어야 한다는 데에는 공감대가 형성돼 있다. 그러려면 아프간 주변국들을 끌어들여 상황을 안정시켜야 한다. 그래서 '지역협력관계 구축'이 회의의 주된 의제 중 하나로 부상했다. 문제는 탈레반도, 역내 당사국들도 입장이 제각각이라는 것이다. 알자지라방송은 지난주 아프간 정부가 몰디브에서 탈레반 측과 비밀접촉을 시도했다고 보도했다. 그러나 탈레반은 27일 카르자이나 미국과 대화할 뜻이 없음을 재차 확인하며 "외국군의 전면 철수"를 촉구했다.

파키스탄은 자기네 치안이 우선이다. 파키스탄의 아시프 알리 자르다리 정권은 이슬람 세력과 대결하기엔 너무 취약해서, 정권의 안정과 치안을 미국이 보장해줘야만 협상 중재에 나설 수 있다는 입장이다. 인도는 파키스탄이 역내에서 영향력을 키우는 걸 원치 않는다.

알카에다를 없애려면 오일달러로 이슬람권 전체를 움직이는 사우디아라비아의 협력이 필요하고, 아프간 서부 국경을 맞댄 이란의 도움도 필요하다. 하지만 미국은 이란과 사이가 나빠 선뜻 도움을 청하지 못하고 있다. 이슬람 수니파의 본산인 사우디와 시아파를 대표하는 이란은 서로 견제하고 있어 협력이 요원하다. 이란 정부는 런던회의 참가를 27일 공식 거부했다.

로이터통신은 "런던회의는 맞추기 힘든 대차대조표"라면서 "6월 총선을 앞둔 영국 노동당 정부의 국내정치용 행사가 될 가능성도 있다"고 지적했다.

우리나라는 1998년부터 2007년까지 국제회의 개최 건수가 증가하여 세계에서 가장 높은 성장률을 보이고 있으며 10년간 높은 성장률을 보인 국가 10위권에 5년 연속으로 포함되어 주요 국제회의 개최 국가로서의 위치를 확고 히 다져가고 있으나 싱가포르 일본등주변국의 약진으로 주위국가와의 경쟁은 심화되고 있는 것으로 나타났다.

삼변회의답게 미국과 유럽 그리고 일본에서 국제 회의를 많이 개최해왔기에 지구촌의 현존의 인류문명의 대전환점에 서있기에 갈수록 국제 회의 개최수는 증가되어야하고 증가될수록 그만큼 세계는 해야 할일들이 많다 그리고 서로간의 이해 배타적인 노선의 국제회의는 소용이 없다

이번 영국 런던 국제 평화회의 조차도 다 서로간의 이해득실을 내세우는 회의 결과가 나온다면 그것은 전체의 불행으로 이어질것이다

지금 전세계는 각자 자신들의 이해득실의 주장을 내세울 처지가 아니다라는 사실들을 각 국가들은 알아야 한다

국가부도 위기에 몰린 그리스 는 최근 국채(國債) 발행 과정에서 국제 투자은행을 통해 중국 정부에 은밀히 구원을 요청했다. 250억유로(약 40조원) 규모의 그리스 국채를 사달라고 부탁한 것이다. 그리스가 친정격인 EU(유럽연합) 대신 중국을 '구원자'로 선택한 것은 유럽 금융가에 큰 충격을 주었다. 같은 화폐(유로화)를 쓰는 회원국의 문제조차 해결하지 못하는 EU의 무능을 보여주는 단적인 사례로 해석됐기 때문이다. 이탈리아 유니크레딧은행 수석이코노미스트 마르코 아눈지아타(Annunziata)는 "그리스가 중국에 의해 구제된다면 EU로서는 그리스가 IMF의 구제금융을 받는 것보다 더 체면을 구기는 일이 될 것"이라고 말한다.

이처럼 국제 정치 무대에서 미국 · 중국 의 '하드파워'(군사력·경제력에 기초한 힘)에 맞서 '소프트 파워'(도덕적 우위와 문화 등에 기초한 힘)로 영향력을 행사해온 EU의 위상이 갈수록 위축되고 있다.





EU 27개국은 작년 12월 유럽 대통령과 외무대표직 신설을 골자로 한 리스본 조약 발효를 계기로, 국제무대에서 EU의 영향력 증대를 도모해왔다. 하지만 리스본 조약 발효 이후 EU는 미국과 중국의 위세에 눌려 영향력면에서 오히려 퇴보하는 모습을 보이고 있다.

EU의 소프트파워가 국제 정치 무대에서 무력하다는 점을 보여준 결정적 사건은 작년 12월 코펜하겐 기후변화회의 때 발생했다. EU는 지구온난화 방지를 위해 EU 스스로 2020년까지 이산화탄소 배출량을 30% 감축하겠다고 약속하면서 미국·중국 등 다른 나라에도 동조를 촉구했다. 하지만 미국과 중국은 이런 EU의 요구를 철저히 외면한 채, 둘만의 밀실협상을 통해 협상을 마무리 지었다.





EU는 2008년 말 미국발(發) 글로벌 금융위기를 계기로 금융 중심의 영미식 자본주의에 대한 비판의 목소리를 높여왔다. 그러나 유럽은 금융산업 비중이 큰 영국과 제조업 비중이 큰 프랑스 및 독일 간 시각 차이로 인해 금융개혁안에 대한 공동의 해법을 내놓지 못하고 우왕좌왕해왔다. 유럽이 말만 무성한 채 시간을 낭비하는 사이, 미국 오 바마 정부는 상업은행과 투자은행의 분리를 골자로 한 은행개혁안을 내놓으면서 금융개혁 주도권을 장악했다.

유럽의 지식인 그룹에선 EU가 미국과 중국에 더 이상 밀리지 않기 위해선 대동단결 전략이 필요하다는 진단을 내놓고 있지만, 주요국 간 상호 견제와 다른 이해관계 탓에 단결은 요원한 실정이다. 영국 런던의 싱크탱크인 유럽개혁센터(CER) 찰스 그랜트(Grant) 소장은 월스트리트저널(WSJ)에 "중국은 철저한 실리주의 국가다. 중국을 상대로 말을 듣게 하려면 강력한 경제력이나 군사력 둘 중 하나를 구비해야 하는데 유럽은 두 가지 다 취약하다"고 진단했다.

(서울=연합뉴스) 니콜라 사르코지 프랑스 대통령은 달러가 세계 경제에서 더 이상 기축통화 역할을 해서는 안 된다며 내년 G20(주요 20개국) 회담에서 새로운 국제 통화시스템 구성을 논의하겠다고 밝혔다.

29일 인터내셔널 헤럴드 트리뷴(IHT)에 따르면 사르코지 대통령은 27일(현지시간) 스위스 다보스에서 열리고 있는 세계경제포럼(WEF.이하 다보스포럼) 기조연설에서 내년 G20 회담에 "국제 통화시스템 개혁을 안건으로 올릴 것"이면서 이같이 말했다.


사르코지는 "우리에게는 새로운 브레튼우즈 체제가 필요하다"며 "한 손에는 다극화 체제를, 다른 쪽 손에는 국제적 수준에서 단일 준비통화를 동시에 들고 있을 수는 없다"고 강조했다.

이어 사르코지는 현재의 경기 회복 양상이 여전히 취약한 수준이라면서 각국 중앙은행이 통화부양 정책을 성급히 거둬들이면 세계 경제 붕괴를 가속화할 우려가 있다고 경고했다.

그는 "혁명(revolution)" 수준의 국제 금융개혁으로 노동과 보건, 환경 부문의 기준을 만들어 국제 교역에 적용해야 한다고 덧붙였다.

사르코지는 최근 버락 오바마 미국 대통령이나 고든 브라운 영국 총리와 마찬가지로 금융기관에 대한 과세 강화를 전폭 지지하면서 금융자본주의의 `도의적 측면'을 요구, 이를 기후변화 대응책에까지 적용하려는 모습도 보이고 있다.

이에 각국의 일부 금융기관 중역들은 그의 발언이 유로화의 중요도를 높이고 내년 G20(주요 20개국) 회의에 앞서 의장국인 프랑스의 입지를 끌어올리려는 의도라고 강하게 반발하고 있다.

정치평론가 티머시 가튼 애시 영국 옥스퍼드대학 교수는 사르코지의 연설을 듣고 "효과적이고 매우 대중영합주의적인 연설"이라며 "다보스에서 각국 정상이 하는 연설의 최소한 반은 자신들만의 청중을 상대로 한 것"이라고 논평했다.

다보스 포럼에서 기조연설을 맡은 첫 프랑스 대통령이 된 사르코지는 이번 연설로 거액의 급여를 받는 대형 은행 직원들과 일반 시민을 떼어놓는 기회를 잡은 셈이 됐다고 IHT는 분석했다.

이 대한민국이나 한반도는 중국과 미국 그리고 일본 더 나아가서 유럽과 중동 대륙들에게 영향력을 발휘해가는 국가로 민족으로 거듭태어나게된다 그리고 인류문명사 세계 역사와 한반도 민족사에 지구 행성 인류문명의 대전환점에서 한 페이지를 장식하게될것이다

그리고 경제력도 경제력이지만 경제력보다도 더 막강한 세계 모든 대권력의 파워를 통해서 한반도 경제와 국가와 민족의 격을 높이게 될것이고 이것을 인류는 다 한반도의 청사진과 아젠다와 국격을 높여가는 모습들을 보고 존경할것이고 우려러 볼것이며 배우려 한반도에 몰리게 될것이다

경제력의 파워때문에 군사력의 파워때문에 한반도가 대한민국이 국가와 민족의 격이 높아지는것이 아니라 다른 이유때문에 높아지는것이니 이러한 상황을 맞이함에 절대로 공짜는 없다 그만한 댓가를 지불해야만하는 죄값은 치루어야 할것이다

지난날의 죄값을 치루지않고서는 다 허상이요 사상누각에 지나지않기에 절대적인 신에게 향하는 절대적인 기도힘으로 이것도 인류문명을 위해서 해가는 일이기에 단순히 한반도와 대한민국 국가와 민족만을 대변해가는것으로 배타적인 인식은 금물이다

그래서 한반도가 동북아 균형자적인 역활을 해가게되는것이다 그만큼 한반도나 대한민국 국가와 국민들의 책임이 막중하며 행동에 대해서 지난날 책임에 대해서 단죄를 스스로 통제력을 발휘해가는 모습들을 전세계 국가와 민족에게 종교종단들에게 보여야만 할것이다

그것이 없으면 이 국가와 민족은 국민들을 민족성을 정체성을 세계가 인정해주지않는다

역활과 책임지는 운영은 그만큼 두리뭉실하게 다루어서는 아니될것이다 더욱이 인류 문명에게 전세계 모든 국가들에게 보은을 받은 이 한반도와 대한민국 국가와 민족은 국민들은 반드시 보은하는 자세로 보답하는 체제로 국가와 민족이 국민들이 실천해가는 모범적인 인류애를 보여야 할것이다 이러한 실천해가는 행동해가는 국민이 되어야하고 국가와 민족이 되어야 보은을함에 부족하지만 최선을 다하는 모습들을 전세계 국가와 민족에게 보여줄수가 있는것이다

그래야 후손들이 축복과 보상을 받게되는것이다

- 로이터 자체 조사..성장잠재력 中에 이어 2위

[이데일리 김혜미 기자] 우리나라가 앞으로 수년 내 미국과 중국 등 세계 경제대국들과 어깨를 할 가능성이 있다는 조사 결과가 나왔다.

29일(현지시간) 로이터가 투자와 무역, 생산성, 저축률, 경상수지 등의 항목을 토대로 20개 경제국들을 조사한 결과 우리나라는 중국에 이어 두번째로 성장 잠재력이 높은 것으로 나타났다.

1위를 차지한 중국은 소득 대비 투자 능력이 35.8%에 달했고, 우리나라는 32.03%에 이르는 것으로 조사됐다. 로이터는 "교육에 대한 열의와 신기술 채택에 대한 개방성이 한국을 강대국들과 경쟁할 수 있는 위치로 만들었다"고 설명했다.

우리나라는 올해 주요 20개국(G20) 정상회의 의장국으로, 경기후퇴(recession)를 겪지 않은 몇 안되는 국가에 속하는 것으로 평가됐다. 특히 우리나라는 2차 세계대전 이후 선진국으로 급부상한 독일 및 일본과 유사한 특징을 갖고 있는 것으로 분류됐다.

로이터는 또 우리나라가 아직 수출주도형 경제구조에 치우쳐 있다는 점을 지적했다. 로이터는 한국 GDP의 절반 이상은 수출에서 나온다면서 중국이 한국 수출의 25%를 차지하고 있으며, 미국은 10% 정도를 차지하고 있다고 설명했다.

금융개혁.신흥경제국 전망 최대 쟁점
(다보스=연합뉴스) 맹찬형 특파원 = 지난 27일 스위스 휴양지 다보스에서 개막한 제40회 세계경제포럼(WEF.일명 다보스포럼)이 닷새 간의 일정을 마치고 31일 폐막했다.

'더 나은 세계 : 다시 생각하고, 다시 디자인하고, 다시 건설하자(Improve the State of the World : Rethink, Redesign, Rebuild)'를 주제로 열린 이번 다보스포럼에서는 총 200여 차례의 토론과 회의가 열렸다.


개막 연설을 한 니콜라 사르코지 프랑스 대통령과 G20 서울 정상회의 의장 자격으로 특별연설을 한 이명박 대통령, 제이콥 주마 남아공 대통령, 호세 루이스 사파테로 스페인 총리, 스티븐 하퍼 캐나다 총리, 압둘라 요르단 국왕 등 각국 정상 29명과, 전 세계 주요 기업인 1천400명 등 총 2천500여 명이 참가했다.

루이스 이나시오 룰라 다 실바 브라질 대통령은 고혈압 증세로 다보스행을 전격 취소했다.
올해 다보스포럼에서는 경제위기 이후 세계경제의 행로와 관련, 국제 금융산업에 대한 규제 강화 등 금융개혁이 최대 화두로 떠올랐다.

사르코지 대통령과 이명박 대통령 등은 연설을 통해 버락 오바마 미국 대통령의 금융개혁안에 적극적인 지지를 표명했고, G20 정상회의를 통해 세계경제의 주요 의제들을 논의하자는 데 일치된 입장을 보였다.

정치 지도자들의 공세에 밀린 대형은행 경영자들은 "과도한 규제는 경제를 위축시킨다"며 반론을 폈으나 역부족이었다.

이런 가운데 지난 30일에는 국제통화기금(IMF), 유럽중앙은행(ECB) 등 국제금융기구 대표들과 주요국 금융정책 책임자, 대형은행 경영자들이 다보스에서 예정에 없던 비공개 회동을 하며 금융개혁 방안을 논의했다.

또 포럼 기간 세계경제의 전반적인 전망에 대해서는 `신중한 낙관론'이 지배적이었으며, 경제회복에 서 중국과 인도, 브라질 등 신흥경제국의 역할에 대한 높은 기대가 두드러졌다.

이와 함께 유엔 아이티 특사인 빌 클린턴 전 미국 대통령 등이 지진으로 큰 피해를 입은 아이티에 대한 지원과 민간기업 차원의 직접투자를 촉구했다.

당초 이번 포럼의 주요 의제 가운데 하나가 될 것으로 예상됐던 기후변화는 금융개혁 등 다른 핵심 의제들에 밀렸다.

다보스포럼 부대행사의 하나로 세계무역기구(WTO)는 30일 22개국 통상장관 및 대표들이 참석한 가운데 통상장관 회의를 열어 도하개발어젠다(DDA) 타결 방안을 모색했으나, 비관적인 전망이 우세했다.

한편 전국경제인연합회(회장 조석래)는 지난 28일 밤 다보스의 한 호텔에서 `한국의 밤' 행사를 열고 전통 음악과 한식을 소개하며 `코리아 세일즈'에 주력했다.

행사에는 이명박 대통령 내외, 정몽준 한나라당 대표, 최태원 SK그룹 회장과 김승연 한화그룹 회장을 비롯한 재계 인사, 앙헬 구리아 경제협력개발기구(OECD) 사무총장, 차히야 엘벡도르지 몽골 대통령, 클라우스 슈밥 세계경제포럼(WEF) 회장 등 국내외 정.재계 지도자를 비롯한 500여 명이 참석했다.
