올 고위인사 15명 부동산 비리·뇌물등으로 옷벗어
올해 중국 경기활황을 틈탄 부동산 투자 비리 등이 만연하면서 이에 연루돼 낙마한 중국 고관들의 숫자가 지난 78년 개혁ㆍ개방 이후 가장 많았던 것으로 나타났다.

30일 중국 현지 언론인 환구시보에 따르면 천샤오지(陳紹基) 전 광동성 정협 주석 등 15명의 중앙부처 및 성급 고위 인사들이 올해 뇌물이나 횡령 등의 혐의로 사법처리되거나 면직된 것으로 집계됐다.

이같이 부패 관리가 늘어난 것은 중국 공산당이 올해 당과 정부 관리의 부패 척결을 우선 과제로 선정하고 강도높게 비리 조사에 나선 것도 원인이지만 정부의 대규모 재정확대책(4조위안)으로 고위 당ㆍ정 관리들의 부동산ㆍ인프라 책정 규모가 급증하면서 업체와 유착된 비리가 급증한 때문으로 분석됐다.

지난주에는 차이즈창(蔡志强) 전 상하이 보타구 서기가 부동산 개발건과 관련해 거액의 뇌물을 받은 혐의로 전격 체포됐다. 보타구 지역은 최근 상하이에서 뜨는 신개발 지구로 평당 토지 가격이 상하이에서 가장 비싼 2만2,400위안(385만원)에 달하고 있다. 이에 앞서 지난 2월에는 캉후이쥔(康慧軍) 전 상해 푸동구 최고위 관리가 불법 부동산 거래를 공모해 590만위안의 뇌물을 착복한 혐의로무기 징역을 선고받았다.

정샤오동(鄭少東) 전 공안부 조리는 지난 6월 중국 최대 갑부인 황광위 궈메이그룹 회장의 부패 스캔들에 연루된 혐의로 구속됐다. 이밖에도 국영기업인 천통하이(陳同海) 전 중국석유화학그룹 회장은 토지 매각 관련해 99년부터 2007년까지 1억9,600만위안의 뇌물을 챙긴 혐의로 지난 7월 집행유예 2년에 사형선고를 받았다.


공산당 간부 교육기관인 중앙당교의 한 관계자는 "정부 재정이 들어가는 부동산 개발 프로젝트 비리의 경우, 한명이 아니라 여러 명의 관리들이 관여돼 있는 게 다반사다"고 말했다.

(베이징=연합뉴스) 권영석 특파원 = 후진타오(胡錦濤) 중국 국가주석이 부정부패 척결을 위한 전쟁을 내년에는 더욱 확대할 것이라고 선언했다.

중국 신화통신은 29일 후 주석이 올해 마지막 정치국 회의를 열고 이 같은 내용의 '공산당 당원 지도간부 청렴결백 준칙'을 통과시켰다고 보도했다.

중국 최고지도부는 이번 회의에서 공산당 중앙기율검사위원회의 연례 업무보고를 듣고 내년 부정부패를 척결하기 위한 전략 등을 논의했다.

후 주석은 내년에도 기율 위반이나 위법 행위에 대한 조사를 강화하고 부패분자를 엄벌에 처하며 부패 현상을 뜯어고치고 군중 이익이 침해받지 않도록 하라고 지시했다.

이에 앞서 허궈창(賀國强) 중앙기율검사위원회 서기도 지난 28일 각 기관과 국유기업 고위층의 부패방지 대책을 강화할 것이라고 밝힌 바 있다.

한편 중앙기율검사위원회 감찰부는 최근 통지문을 통해 당원 간부들에 대해 신년과 춘제(春節.설날) 기간 사치 낭비 풍조를 자제할 것을 당부했다.

통지문은 공금으로 고가의 선물을 교환하거나 해외여행을 즐기는 행위, 호화판 경축 활동을 벌이거나 경품을 제공하는 것 등을 금지하도록 했다.
