(뉴욕=연합뉴스) 김지훈 특파원 = 미국과 스위스가 UBS의 비밀계좌 고객 명단 공개를 둘러싼 협상을 타결한 가운데 미국 연방 검찰이 탈세 혐의 조사의 일환으로 UBS의 미국인 고객 150명 대다수를 기소할 움직임을 보이고 있다고 뉴욕타임스(NYT)가 14일 익명의 소식통을 인용해 보도했다.
소식통은 현재 수십 명의 미국 검사들이 이들에 대한 조사를 진행하고 있으며, 대다수는 기소될 것이라고 전했다.
미국 수사 당국이 이들 150명의 명단을 어떻게 입수했는지는 분명치 않지만, UBS는 지난 2월 미국 법무부로부터 기소를 면하는 대가로 7억8천만달러의 벌금과 함께 미국인 285명의 명단을 미 사법당국에 넘겨준 바 있다.
하지만, 미 법무부는 이후 역외 계좌를 통해 수 십억 달러의 자산을 보유한 미국인 수 천명에 대한 탈세혐의 조사를 강화하면서 UBS에 대해 5만2천명의 고객 명단을 넘겨 달라고 요구하는 민사소송을 제기했고 지난 12일 양측은 추가 명단 공개에 대한 협상을 타결했다.
이번 협상 타결에 따라 UBS는 미 법무부가 정한 기준에 부합하는 고객들의 명단을 공개할 예정이다.
다른 소식통은 미 법무부가 공개를 요구하는 대상은 역외 법인을 통해 탈세를 한 혐의가 있거나 스위스의 UBS 직원들과 전화 또는 이메일을 통해 개인적으로 접촉한 고객, 계좌의 잔고가 특정 금액 이상인 고객 등이 될 것이라고 전했다.
미 국세청(IRS)은 다음주 UBS에 정보를 요구할 고객의 기준을 발표할 예정이지만, 특정 금액기준은 공개하지 않을 방침이다. 이를 공개하면 기준 이하의 잔고를 가진 고객에게는 사실상 면죄부를 주는 셈이 되기 때문이다.
일부 UBS 미국인 고객의 대리인인 데이비드 로센블룸 변호사는 100만달러가 기준이 될 것으로 추정했지만 법무부 대변인은 이에 대한 언급을 거부했다.

미국과 유럽연합(EU)은 "그린댐 탑재 의무화는 세계무역기구(WTO) 규정을 위반한 것"이라고 항의했다. 인터넷 통제에 부역한다는 부정적 이미지를 우려한 컴퓨터 제조업체들도 보안 문제와 지적재산권 침해 등 기술적 문제를 들어, 중국 정부에 정책 철회를 요구해왔다. 류이근 기자

거듭말하지만 아프리카 대륙이 자신들의 그동안 부패해온 기득권 3대 권력 세력들이 안주하고자 인류문명의 변화와 개혁의 대세와 패러다임에 역행하면 그대들은 잠시나마 기득권의 권력을 유지할수는 있을줄 모르나 그렇게하다가 대륙이 재앙이 도래학 국가가 재앙으로부터 수많은 아프리카 대륙의 생명체들 역시 자각을 하지못하여 대 심판을 받는날이 올것이다
이미 한반도가 그렇게 살다가 두번이나 심판을 받고서는 이제는 마지막이기에 그리고 중동 국가들 역시 이와같은 패턴유형으로 그들의 기득권 유지해가려는 패턴의 권력 습성 그리고 인도의 힌두교 역시 그러하고 인도 국민들의 기회권을 열어주지못하고 카스트 제도의 제한된 그 나머지 생명들 역시 자각해서 얼마든지 브라흐만 제도보다도 더 성령에 충만한 영으로 거듭태어날수도 있음에도 불구하고 힌두교의 3000년간 그대들의 지은죄는 매우 크다 이슬람교도 종교종단의 기득권 세력들이 아래의 인터넷 문명을 통해서 많은 생명의 영들이 자각을 해서 인류문명을 올바르게 인도해가야함을 그것을 차단하면 그대들의 종교종단이고 민족이고 국가이고 생명이고 대재앙을 받게될것이다
거듭말하지만 오늘날 인류문명이 이렇게된것도 바로 대륙별이나 국가별이나 민족별이나 바로 그러한 자세를 가지고 해왔기에 인류의 많은 생명체의 영들이 자각을 해서 성령의 빛으로 거듭태어남을 인도해야함의 책무가 권력이 가지고 있는 본연의 자세이고 책무이다
지구 제국을 세워감에 이러한 역행하는 인사들은 과감하게 제거가 되어야 할것이다 미래의 인류의 악순환의 단절을 끝내기위해서는 올바른 인류문명의 길로 가기위해서는 그러한 생명체이고 영들이고 용납하지않을것이다
말듣지않으면 대륙 전체의 공동의 책임을 묻고 심판을 단죄를 앞으로 하게될것이다
절대적인 신의 집행에 추진에 두려움을 느끼지못하면 지구 제국 공동방위 창설군에서 그대들을 모조리 처리함에 핵무기도 사용할것이다
그러니 그러한 잘못된 권력의 패턴유형에 이를 막고자 노력하지않는 당하는 국민들 역시 책임이 있기에 공동체의 책임을 묻게되는것이다
이는 지구 행성이라는 자체를 놓고 그대들의 명과 영을 처리해갈것이다
北阿,중동 인터넷 검열 강화"

"美 등서 첨단 검열 기술 도입"(샌프란시스코 AFP=연합뉴스) 중동과 북아프리카의 아랍국들이 정치, 사회적 비판 여론의 온상이 되고 있는 인터넷 웹사이트에 대한 단속을 강화하고 있으며 이를위해 막대한 돈을 들여 서방으로부터 인터넷 통제를 위한 첨단 기술을 도입하고 있다고 '오픈넷 이니셔티브'(ONI)가 12일 밝혔다.
인터넷 언론 자유를 위한 토론토, 하버드, 케임브리지, 옥스퍼드 대학의 공동연구단체인 ONI 는 이날 공개된 보고서에서 중동과 아프리카 지역국들이 인터넷 활동을 선별 여과(filter), 감시하기 위해 첨단 기술을 사용하는 등 온라인 상의 검열이 증가하고 있다고 밝혔다.
조사를 주도한 ONI 의 헬미 노먼 수석연구원은 이 지역의 인터넷 검열이 그 범위와 깊이 양면에서 증가하고 있다면서 특히 정치적 콘텐츠를 선별하는 여과작업이 공통의 특징이 되고 있다고 지적했다.
그는 지역 정부들이 사회적 콘텐츠에 대한 봉쇄는 인정하면서도 정치적 콘텐츠에 대한 통제는 숨기고 있다면서 검열당국은 일부 미국회사들이 개발한 소프트웨어를 사용해 온라인 콘텐츠를 가려내고 있다고 전했다.
ONI 조사 결과 중동과 아프리카 지역 18개국 중 14개국에서 인터넷 통제 선별 기술이 사용되고 있는 것으로 나타났다.
ONI는 이 지역에서 정보에 대한 단순한 부인을 넘어서 검열을 확대하기 위해 '차세대 사이버공간 통제 기술'이 사용되고 있다면서 중동과 아프리카의 인터넷 환경은 상업적으로 향상된 봉쇄와 특정 목표에 대한 감시,자체적 검열, 협박 등이 은폐된 첨단 검열 도구와 경쟁을 벌이는 전쟁터가 되고 있다고 지적했다.
카타르의 경우 온라인 상의 건강 콘텐츠를 봉쇄했으며 시리아는 소셜 네트워킹 사이트인 페이스북을 차단했다.
아랍에미리트연합(UAE)는 또 이스라엘에 거점을 둔 웹사이트들을 봉쇄했다.
노먼 연구원은 정치적 콘텐츠를 통제해 온 국가들이 지속적으로 웹사이트들을 블랙리스트에 추가하고 있다면서 이제 이 지역에서 선별 여과작업의 증가는 하나의 기준이 되고 있으며 반대로 봉쇄해제는 예외가 되고 있다고 지적했다.
시리아는 인터넷 통제 대상을 구글의 동영상 사이트인 유튜브와 온라인 쇼핑사이트인 아마존으로 확대했다.
아랍국들은 나아가 웹사이트들의 내용이 언론법의 적용을 받도록 하는 규정을 도입 중이며 지역 웹사이트들에 대해 당국에 사전 등록토록 요구하고 있다.
사우디아라비아는 지난 5월 국내 신문들과 웹사이트들에 대해 공보부 산하 특별부서로부터 사전 허가를 받도록 하는 법안을 도입할 것이라고 발표했다.
ONI는 이어 첨단 인터넷 통제기술을 갖추지 못한 나라라고 온라인 상의 자유가 허용되는 것은 아니라면서 지속적인 감시와 보안기관들로부터의 초법적인 괴롭힘 등이 온라인 상의 반정부 비판론자들에게 공포분위기를 조성하는 데 이용되고 있다고 지적했다.
