이같이 부패 관리가 늘어난 것은 중국 공산당이 올해 당과 정부 관리의 부패 척결을 우선 과제로 선정하고 강도높게 비리 조사에 나선 것도 원인이지만 정부의 대규모 재정확대책(4조위안)으로 고위 당ㆍ정 관리들의 부동산ㆍ인프라 책정 규모가 급증하면서 업체와 유착된 비리가 급증한 때문으로 분석됐다.

지난주에는 차이즈창(蔡志强) 전 상하이 보타구 서기가 부동산 개발건과 관련해 거액의 뇌물을 받은 혐의로 전격 체포됐다. 보타구 지역은 최근 상하이에서 뜨는 신개발 지구로 평당 토지 가격이 상하이에서 가장 비싼 2만2,400위안(385만원)에 달하고 있다. 이에 앞서 지난 2월에는 캉후이쥔(康慧軍) 전 상해 푸동구 최고위 관리가 불법 부동산 거래를 공모해 590만위안의 뇌물을 착복한 혐의로무기 징역을 선고받았다.

정샤오동(鄭少東) 전 공안부 조리는 지난 6월 중국 최대 갑부인 황광위 궈메이그룹 회장의 부패 스캔들에 연루된 혐의로 구속됐다. 이밖에도 국영기업인 천통하이(陳同海) 전 중국석유화학그룹 회장은 토지 매각 관련해 99년부터 2007년까지 1억9,600만위안의 뇌물을 챙긴 혐의로 지난 7월 집행유예 2년에 사형선고를 받았다.


공산당 간부 교육기관인 중앙당교의 한 관계자는 "정부 재정이 들어가는 부동산 개발 프로젝트 비리의 경우, 한명이 아니라 여러 명의 관리들이 관여돼 있는 게 다반사다"고 말했다.

그는 ≪주역선해≫ ≪부처님이 계신다면≫이라는 책을 쓰기도 했으며, 여기에는 미래에 대한 그의 예언이 담겨 있다 탄허 스님은 역학을 근거로 하여 미래를 보는 눈은 훨씬 포괄적이며 나아가서 인류사회의 미래를 우주적인 차원에서 볼 수 있다는 장점을 갖고 있다고 말한다.

그는 지구의 표면은 물이 4분의 3이고 육지가 4분의 1 밖에 안 되는데, 앞으로 지구의 대변화를 거치고 나면 바다가 4분의 1이 되고 육지가 4분의 3이 된다고 밝힌다. 그는 이같은 전 세계적인 지각변동에 대해서 이렇게 말한다. 현재 지구의 지축은 23.5도 기울어져 있는데 이것은 지구가 아직도 미성숙 단계에 있음을 의미한다. 그러나 지구 속의 불기운이 북극으로 들어가서 빙하가 완전히 풀려 녹을 때 지구의 변화가 온다고 말한다.

이는 마치 음양을 모르는, 즉 이성을 모르는 처녀가 이제 초경을 치르면서 규문(閨門)을 열고 성숙한 처녀로 변하는 것처럼 지구도 성숙해지는 것을 의미한다는 것이다. 즉, 초경이라는 피를 흘리는 것은 지구가 지각변동과 함께 지축이 바로 정립되는 것을 의미하는데 이로써 결실의 신시대가 펼쳐진다는 것이다.




"이것이 바로 프랑스의 예언자(노스트라다무스)가 말한 세계 멸망기가 아닌가 합니다. 또는 성경에서 말세와 예언자의 말은 심판이니 멸망이니 하지만, 역학적인 원리로 볼 때는 심판이 아니라 성숙이며, 멸망이 아니라 결실인 것입니다."

탄허 스님은 또 재미있는 설명을 한다. 지구를 여자의 몸으로 비유해 볼 때, 최근의 세계적인 풍조가 여자들이 부끄러움 없이 자신의 몸을 드러내고 다니는 것은 곹 지구가 적나라하게 자신의 변신을 드러낼 조짐을 단적으로 드러내는 것이라고 말한다. 그리고 처녀가 초조(初潮) 이후에는 인간적으로 성숙하여 극단적인 자기 감정의 대립이 완화되듯이, 지구가 성숙해진 후천의 세계에는 극한과 극서의 혹독한 기후가 없어진다고 한다.

지구가 성숙한 처녀로 변화해 갈 때 우리나라와 이웃나라는 어떻게 될까. 아무래도 피를 흘리는 희생이 따르지 않을 수는 없을 것이다. 탄허는 김일부의 ≪정역≫의 원리를 근거로 다음과 같이 예언하고 있다.



한국 그 때 우리나라는 동남해안 1백리 땅이 피해를 입게 되나 서부해안쪽으로 약 2배 이상의 땅이 융기해서 늘어날 것이다. 또 지금은 중국 영토로 되어 있는 만주와 요동반도 일부가 우리 영토로 속하게 될 것이다. 이런 파멸의 시기에도 우리나라는 가장 적은 피해를 입게 되는데 이는 한반도가 지구의 주축부분에 위치해 있기 때문이다. 김일부의 ≪정역≫ 이론에 따르면, 한국은 지구의 중심부분에 있고 간태(艮兌)가 축으로 작용한다. 일제시대의 일본 유키사와 박사는 계룡산이 지구의 축이라고 밝힌 적이 있다.




"중국 역학으로 보면 중국은 진방(震方)이요 장남(長男)이다. 그래서 장남인 중국은 미국과 사이가 오래가지 못한다. 이것은 미국이 태방(兌方)으로 소녀(少女)에 해당하는데, 노총각인 중국과 남녀관계로 얼마간은 관계가 지속될지 모르나 곧 틀어지기 쉬운 이치이다.






소녀인 미국은 자신과 제일 궁합이 맞는 소남(小男)인 한국과 가까와질 수밖에 없는 것이다. 미국은 아내로서 남편인 한국을 내조해 그 결과 남편의 성공을 드러내게 된다.

한편 중국과 소련 사이에 전쟁의 발생 가능성은 상당히 높다. 왜냐하면 소련은 감방(坎方)이고 중남(中男)인데 장남인 중국과 같은 양이기 때문에 서로 조화할 수 없고 대립되기 때문이다.



일본 미래의 역사에 관한 한 일본은 가장 불행한 나라이다. 영토의 3분의 2 가량이 바다로 침몰될 것이기 때문이다. 일본은 문화를 전파시켜준 한국에 대해서만도 지난 5백 년 동안 무려 49차례에 걸친 침략행위를 일삼아 왔다. 이처럼 일본의 선조들이 저지른 죄악에 대해서 미래의 업보가 적용하기 때문이다. 이것이 바로 동양사상의 근본 원리인 인과의 법칙이요, 우주의 법칙인 것이다. 또 일본은 독립을 유지하기에는 너무 작은 영토밖에 남지 않기 때문에 한국의 영향권 내로 들어오게 된다.




강대국의 지하 핵폭발 소규모의 전쟁들이 계속 일어날 것이다. 그러나 인류를 파멸시킬 세계전쟁은 일어나지 않고 지진에 의한 자동적인 핵폭발이 있게 되는데, 이때 핵보유국들이 말할 수 없는 피해를 받을 것이다. 남을 죽이려고 하는 자는 먼저 죽고 남을 살리려고 하면 자기도 살고 남도 사는 법이다.






탄허 스님은 이러한 현상은 성숙으로 가기 위한 인류의 비극적 운명이며 이때 전 세계 인구의 60-70%가 열매를 맺지 못하고 '소멸'된다고 고통스럽게 말한다. 이중에는 많은 사람들이 놀라서 죽게 되는데 ≪정역≫의 이론에 따르면 이때에 놀라지 말라는 교훈이 있다고 전한다.

탄허 스님은 지구가 성숙되는 결실시대로 접어드는데, 이 결실을 맡은 방위가 간방(艮方)이라고 밝힌 바 있다. 간방은 지리적인 팔괘(八卦) 분야로 보면 바로 우리 한국이다.

'간'은 갓난아이요, 결실을 의미한다. 바로 어머니가 아이를 낳는 것으로 처음과 끝을 함께 뜻한다. 조금 풀어서 얘기하자면 결실은 뿌리의 결과이니 뿌리가 시(始)라면 열매는 종(終)이다. 일단 결실이 되고 나면 뿌리의 명령을 듣지 않는 것이 열매이다. 그것은 열매가 다시 뿌리가 되기 때문에 뿌리의 말을 듣지 않는 것이니, 이것으로 보아도 결실은 처음과 끝을 가지고 있다는 뜻이 된다.

한편 간은 연령적으로 20대 청년을 뜻하는 소남(小男)의 뜻도 지니고 있는데, 이는 부모의 여분인 결실인종이기 때문이다. 20대 청년들이 부모의 말도 선생의 말도 다 듣지 않고 오직 내 말만 들어보라고 하는 것은 그들이 결실인종이므로 스스로 뿌리가 되려고 하는 특징이 있기 때문이다. 그는 이에 대해 재미있는 비유를 든다.

"4·19 혁명이 청년학도들의 궐기로 이승만 정권을 타도했는데, 이렇게 청년 학생의 힘으로 정권이 붕괴된 일은 세계사에 그 유례를 찾아볼 수 없을 뿐더러, 4·19 혁명 이후 세계 도처에 학생들의 봉기 현상이 유행병처럼 번져나가 그 결과 선진제국의 '스튜던트 파워(student power)'를 형성하기에까지 이르렀습니다.우리나라 간방에 시간적으로 '간의 도수'가 왔고 간의 주인공인 20대 청년들이 정권을 붕괴시킨 것은 새로운 역사의 시작이라 아니할 수 없는 거지요."

탄허 스님은 간방(우리나라)에 시간적으로도 결실의 간의 도수(度數)가 이미 와 있으므로 어두운 역사는 끝맺게 되고 이제 새로운 역사가 시작될 수밖에 없다고 말한다. 이는 인류역사의 시와 종이 모두 이 땅에서 이루어진다는 '엄청난' 발언이다. 우리나라의 1980년대는 바로 어머니가 아기를 낳을 때의 진통이 있던 때이다.

이 아픔은 희망찬 아픔이었다. 이 고통이 지나면 우리의 숙원인 남북통일의 서광도 엿보이기 시작할 것이라고 한다.

"그런데 우리 땅이 결실이 되려면 꽃잎이 져야 하고 또 꽃잎이 지려면 금풍(金風)이 불어야 합니다. 그 금풍(?)이란 西方바람(?)을 말하는데 이 바람은 곧 해방 이후부터 우리나라에 불어오기 시작한 이른바 '미국바람'이라고 하겠습니다. 이렇게 금풍인 미국바람이 불어 꽃잎이 떨어지고 열매 맺는 가을철, 다시 말해서 결실시대를 맞이한 것입니다. 이것은 우리나라가 미국의 도움으로 인류사의 열매를 맺고 새로운 세계사를 시작함을 의미한다고 볼 수 있겠지요."

한편 탄허 스님은 스스로 종교인이면서도 현재의 종교는 앞으로 없어질 것이라고 무시무시한 소리를 내뱉는다.


"앞으로는 왕도정치(王道政治)가 세워질 것입니다. 누구의 덕으로 사는지 모를 세상이 펼쳐질 것입니다. 그런데 종교는 과연 어떻게 변모할 것인가가 궁금스러운 일이지만, 모든 껍데기를 벗어버리고 종교의 알몸이 세상으로 들어날 것입니다. 현재의 종교는 망해야 할 것입니다. 쓸어 없애버려야 할 것입니다. 신앙인끼리 반목 질시하고 네 종교, 내 종교가 옳다고 하며 원수처럼 대하는, 이방인이라 해서 동물처럼 취급하는 천박한 종교의 벽이 무너진다는 뜻입니다. 그 장벽이 허물어지면 초종교가 될 것입니다. 김일부 선생은 유(儒)·불(佛)·선(仙)이 하나가 된다고 했고, 강증산 선생도 그렇게 된다고 했습니다."(≪부처님이 계신다면≫)







탄허 스님은 또 인류사의 열매가 바로 이 땅에서 맺어질 것이라고 한다. 한국문제의 해결은 곧 세계문제의 해결과 직결되며, 우리나라를 초점으로 시작과 끝이 나온다는 것이다. 그의 설명에 따르면 우리나라의 남북분단문제와 통일문제가 전체 인류적 차원에서 보면 아주 작은 문제 같지만, 오늘날 국제정치의 가장 큰 쟁점으로 나타나고 있는 것이다.

실제로 현실에서 북한의 핵문제는 미국을 비롯해 세계 지도국가들의 주목을 받고 있으며, 북한정권의 행보에 대해 우려를 나타내고 있는 것이다.



"우리 선조가 적선해 온 여음(餘蔭)으로 우리 한국은 필경 복을 받게 될 것입니다. 우선 이 우주의 변화가 이렇게 오는 것을 학술적으로 전개한 이가 한국인(김일부) 외엔 있지 않으며, 이 세계가 멸망이냐 심판이냐 하는 무서운 화탕(火湯) 속에서 인류를 구출해낼 수 있는 방안을 가지고 있는 이도 한국인 외에 또다시 없는 것입니다. 오래지 않아 우리나라에는 위대한 인물들이 나와서 조국을 통일하고 평화적인 국가를 건설할 것이며 모든 국내의 문제를 해결하고 우리의 국위를 선양할 것입니다.

그리고 보면 한국은 세계적인 신도(神都), 다시 말하면 정신 수도(首都)의 근거지라 하여도 과언이 아닐 것입니다."

한편 탄허 스님은 세게 구원의 방안이 이미 한국 땅에서 준비되고 있다고도 말한다
