나름대로 강력한 군사력을 보유하고도 대한민국이 일본의 독도점령을 막을 수 없다는 것은 자존심 이상의 문제를 지니고 있다. 그것은 한국의 국방정책이 가지고 있는 원천적인 오류와 맞닿아 있기 때문이다.

한국과 일본의 해상전력차가 가장 극심했던 것은 1990년대 초반이었다.

당시 한국은 가장 큰 프리깃인 2300톤 울산급의 배치도 완료하지 않은 시점이었지만, 이미 일본은 만재배수량이 1만톤에 가까운 공고급 구축함, 구체적으로는 SPY-1 이지스 레이더를 탑재한 함정이 각 호위대군에 속속 실전배치되고 있는 상황이었다.

당시 일본해상자위대 간부들 사이에는 이런 농담이 떠돌았다. “우리가 마음만 먹으면 한국해군 따위는 반나절이면 접수한다.”

이렇게 우리 해군이 약체일 수밖에 없었던 이유는 당시 국방부가 ‘육방부’라 불릴 만큼 육군 위주의 정책과 예산을 지향했기 때문이다.

그렇다면 일본의 해상전력은 과연 어느 정도인가.

일본해상자위대의 주요 수상함정

1. 시라네급 구축함 2척 - 배수량 5200톤. 3대의 대잠헬기를 탑재할 수 있는, 일본 대표적인 대잠수함전구축함. 대잠로켓 아스록 8연장 발사기 1기 탑재. 함대함 미사일인 하픈이 없다. 대공무장은 시스패로와 미국제 파일랭스 CIWS 2문을 탑재.

2. 하루나급 구축함 2척 - 시라네급과 더불어 일본의 대잠수함전 구축함. 제원은 시라네급과 거의 동일. 하푼미사일이 없다. 3,4 호위대군에 1척씩 배속.

7. 아사키리급 프리기트 8척 - 배수량 3500톤. 대공무장으로는 시스패로, 미제 파일랭스 CIWS 2문, 아스록 발사기, SH-60J 대잠헬기 한대 탑재. 제 4 호위대군을 제외한 1, 2, 3 호위대군에 골고루 배치.

8. 하츠유키급 프리기트 12척 - 배수량 2900톤. 무장제원 아사키리급 프리기트와 유사. 대잠헬기도 같은 종류를 운용. 1, 2, 3, 4 호위대군에 고루 배치.

당시는 지금처럼 중국, 일본까지 가상적국으로 규정한 전수방위체제가 아니라 우리의 주적은 오로지 북한으로만 초점을 맞췄기 때문이다. 지금도 마찬가지지만 당시 우리 육군 수뇌부는 해군을 일종의 이동형 ‘장거리포’ 쯤으로 이해하고 있었다.

이러한 해군력의 맹점을 가장 먼저 파악한 사람은 김대중 전 대통령이다. 이후 국방부와 해군관계자들은 KDX와 같은 한국형 구축함사업을 추진했고, 현재의 해군 제9잠수함 전단도 건설했다.

당시 2300톤짜리 울산급이 수 년 동안 한국해군의 기함 역할을 했던 당시와는 달리 지금은 4000톤급 광개토대왕급 구축함 3척, 5500톤급 이순신급 구축함 3척을 보유하고 있는 데까지 발전했다.

충분치 않지만 KDX(한국형 구축함 사업)가 이제 절반 정도 진행되었다. 아직 절반 이상 남아 있기는 하지만, ‘대양작전이 가능한 전투함’이라는 개념을 처음 심어준 KD-1 광개토대왕급을 설계하고 건조로부터 출발하여 , 현재는 SM-2 미사일까지 운용할 수 있다.

그러나, 현재는 물론이고 향후 10년 안에 일본의 해상자위대를 능가한다는 것은 요원한 일이다. 육상경기에서 첫 출발시점이 중요하듯이 한 나라의 해군력 또한 경쟁국의 그것과 언제나 스타트 시점을 따지기 때문이다.

한국해군에서는 2008년을 ‘해군의 제 2도약기’라고 부르고 있다. 제 1도약은 한국해군사상 최초로 개함방공미사일을 운용하는 광개토대왕급의 출현이었다. 2008년을 제 2도약이라 하는 까닭은, 서방세계 최강의 전투함으로 평가받는 ‘한국형 이지스함’이 2008년에 실전배치되기 때문이다.

2005년 현재 배수량 1만톤 이상의 수상전투함을 운용하는 나라는 미국, 러시아, 이탈리아, 일본에 불과하다. 2008년이면 한국도 그 대열에 합류한다. 현대 해전에서 한동안 배수량은 ‘숫자에 불과한’ 것이었다.

그러나 이지스함(미국)과 타격순양함(러시아)의 출현 이후, 배수량은 곧 생존을 의미한다. 배수량이 많이 나간다는 것은 그만큼의 방공 및 대함 대잠 무기를 더 탑재할 수 있음을 뜻하기 때문이다.

알려져 있기로는 한국형 이지스함(KDX3)은 7천톤급이다. 그러나 이는 기준배수량 즉, 배 자체의 무게를 뜻한다. 여기에 120여발에 달하는 함대방공미사일과 한국형 하픈(대함미사일), 그리고 한국형 순항미사일(함대지), 함포 등의 각종 탄약이 더해진다면 사실상 1만톤 수준으로 보아야 한다.

대형함정 숫자로 일본을 이길 수 없는 현실에서, 한국해군이 일본해상자위대를 제압 혹은 저지하기 위해서는 개개 함정의 전력을 극대화시키는 것 이외에는 방법이 없다.

한국형 이지스함이 기존의 서방형 전투함과는 다르게 대함미사일(한국제 SSM-700 미사일) 16발을 탑재하는 이유는, 대형함정의 숫자에서는 밀릴지언정 개개의 함정은 일본함정들보다 성능과 전투력 면에서는 압도하겠다는 것이다.

앉아서 죽는다?

그럼, 4~5년 후에 KDX 계획이 다 완성될 한국보다는 발전 속도가 더디지만 일본도 두 손 싸매고 있지만은 않을 상황에서 전력지수가 해자대의 최대 45%에 불과한 한국해군이 어떻게 일본의 독도해역 봉쇄를 막을 수 있을 것인가.

일본과 한국과의 ‘제한적이지만 고강도’의 해상분쟁이 발생할 경우, 참여할 수 있는 일본의 호위대군은 일단 단연 사세보에 거점을 둔 하는 제 2호위대군과 마이즈루에 거점을 둔 제3호위대군이다. 반면 한국해군은 진해에 있는 해군작전사의 지휘 아래 한국의 동해 함대(제1함대)와 남해함대(제3함대) 그리고 서해함대(제2함대)의 주요 함정이 대응에 나설 것이다.

일본해상자위대의 입장에서 본다면, 일본본토에 대한 방어와 한국에 대한 봉쇄에 가장 적합한 지점은 대한해협 근처일 것이다. 이는 한국의 수출입 선박들의 거의 100%가 말라카 해협을 통과해서 남중국해, 동중국해를 거쳐서 올라오기 때문이다. 물론 일부 잠수함 세력에 의한 제주도 남방 봉쇄도 병행할 것이다.

물론 분쟁의 주전장은 동해가 될 것이다. 그러나 예나 지금이나 또는 향후 10여 년 이상 월등한 전력열세에 놓인 한국해군의 입장에서 이러한 봉쇄를 해제할 수 있는 방법은 아쉽게도 없다.

바로 이러한 경우에 요긴하게 동원할 수 있는 전력이 바로 잠수함 전단이다. 잠수함은 바다의 암살자로 불린다. 그것은 잠수함의 생명이라 할 수 있는 은밀성을 상징하는 말이다.

소리없이 침투하여 등 뒤에서 조용히 칼을 꽂고 유유히 사라지는 암살자. 제 1차세계대전 이후 수상전투함의 가장 위협적인 적은 바로 잠수함이다. 물론 대잠무기체계 역시 비약적인 발전을 거듭했지만, 아군 진영 내에 침투한 적의 잠수함을 탐지하고 격침시킨다는 것은 여간 어려운 일이 아니다.

일본의 잠수함 전력도 만만치는 않다.

일본해상자위대가 운용중인 잠수함 세력

1. 유오시오급 잠수함 7척 - 배수량 2200톤. 1970년대부터 건조된 잠수함. 현재 일부는 실험함 혹은 훈련함으로 돌려지고 퇴역을 기다리고 있는 실정. 일제 80/89식 어뢰, 서브하픈(수중발사용 하픈 대함미사일) 사용.

2. 하루시오급 잠수함 6척 - 배수량 2400톤 일본의 최신잠수함 중 하나. 유오시오급에 비해 외형적으로 1m정도 늘어났으며 역탐지소나 장착함. 또 상화된 고장력강을 사용하여 잠항심도도 유오시오급에 비해 80m정도 늘어남. 서브하픈과 80/89식 어뢰를 사용.

여기에 비해 한국해군이 운용중인 잠수함 세력은 1992년 독일모델인 209 class 의 장보고급이다. 보유척수는 11+α 척으로 장보고, 최무선, 이종무, 박위, 이순신, 이천 등이 실전배치되어 있다. 그러나 한국의 장보고급은 일본의 잠수함에 비해 배수량, 탑재어뢰 및 대함미사일 수 등에서 현격한 차이를 보이고 있다.

아울러 일본 보유중인 80여대 규모의 해상초계기 세력을 고려한다면, 한국해군 잠수함 전단의 운신 폭은 좁아질 수밖에 없다. 일본의 호위대군 한두 개와 한국해군의 거의 모든 대형전투함을 맞바꾸는 식의 ‘해상결전’은 양측이 모두 회피하려 할 것이라고 유추해본다면, 결국 분쟁의 열쇠는 잠수함 전력이 쥐고 있다.

이와 같은 수적인 열세에도 불구하고 잠수함의 운용 면에서는 한국 해군이 세계 톱 클래스로 평가받고 있다는 것이 현재로서 위안이라면 위안이다.

고슴도치인가, 살쾡이인가

실제로 독도는 한국과 일본 사이에 분쟁의 시발점이 될만한 이유가 매우 많은 곳이다. 독도는 동해 전체를 아우를 수 있는 전략지점이다.

만약 울릉도에 소규모라도 군용비행장이 건설된다면, 블라디보스톡에서 일본본토까지 타격이 가능하다. 더구나 독도 근해는 수심이 깊기로 유명하다. 이는 수상전투함보다는 수중전력 즉, 잠수함 작전에 유용하다는 것을 의미한다.

현재의 시점에서 일본발 독도침공은 불가능한 일이다. 그러나 미래의 어느 시점, 구체적으로 미국의 시선이 한반도를 떠나 중국 혹은 대만으로 향하는 그 지점이 바로 일본의 ‘근성’을 알 수 있는 리트머스 시험지가 될 것이다. 그들이 이전의 역사를 복습하느냐, 아니면 진정한 이웃으로 남는가 하는 것은 전적으로 그들에게 달려있지만, 우리의 준비 수준도 그들의 판단에 상당한 작용을 할 것이다.

북한의 위협이 줄어들면 들수록 통일에 가까와진다는 것이 일반적인 관측이다. 통일 한국의 잠재적 적국은 어디일까.당연히 중국과 러시아, 그리고 일본이다. 물론 이들 나라와 평화적으로 지내는 것이 최선이다. 하지만 국가간 분쟁은 언제나 국지적인 전투, 나아가 전쟁으로 발전할 수 있는 여지를 갖고 있다.

지금까지 우리는 미국의 공군력과 해군력에 의지하면서 육군이 비정상적으로 비대한 기형적인 전력체계를 갖고 있었다. 육군에만 예산을 퍼부을 것이 아니라 해군과 공군이 균형적으로 발전해야 할 필요가 있다. 이것이 오히려 국방예산을 줄이는 길이 될 것이다.
