건설노조(위원장 김금철)는 10일 서울 영등포 민주노총에서 기자회견을 갖고 "건설사들이 건설노동자들을 착취해 부당이득을 취하고 있다"고 밝혔다. 4대강 사업과 관련해 생태·문화 등의 문제는 수차례 제기됐지만, 4대강 사업장에서 일하는 건설노동자들의 실태에 관해 비판이 제기된 것은 이번이 처음이다.
노조가 부산국토관리청 4대강 입찰자료를 입수해 분석한 결과에 따르면 설계상 기계 임대료와 실제 임대료가 약 1.5~2배 차이가 났다.<표 참조>
부산국토관리청은 4대강 공사의 화물차 운행속도와 관련해 편도 24킬로미터를 2시간37분에 주행한다고 밝혔다. 이를 토대로 계산하면 상차 시간까지 포함해 1회당 3시간 정도가 소요돼 하루 3회 정도 운반하게 된다. 그런데 실제 현장은 달랐다. 노조가 4대강 사업장 현황을 조사한 결과 덤프노동자의 경우 하루 평균 400킬로미터를 운행해 대략 10회 정도 운반하는 것으로 조사됐다. 설계상 자료보다 3배 가량 더 많이 운반하고 있는 셈이다.
이를 부산국토관리청의 설계상 수치에 적용하면 임대료는 15톤(10시간 기준) 덤프일 경우 약 189만원(6만3천원×10시간×3배)이 된다. 하지만 건설노동자들은 15톤 덤프 기준으로 일당 33만원(10시간 기준)을 받는다. 즉, 입찰시 덤프노동자에게 책정된 금액 189만원 중 82%에 이르는 150만원가량이 건설사의 부당이득으로 남는 셈이다.
노조는 “4대강 전체 예산 22조원을 분석한 결과 기계장비사용금액은 약 11조원으로 추정된다”며 "여기에 82%를 대입하면 9조원이 건설사의 부당이득금이 된다"고 주장했다. 게다가 4대강 사업이 국책사업임에도 현장에서 불법다단계 하도급·표준임대차 계약서 미작성 등의 불법·탈법이 여전한 것으로 나타났다.
노조는 “일자리 창출은 고사하고, 미분양 등으로 현장에 일자리가 없다 보니 이를 빌미로 4대강 노동자들이 저단가·장시간 노동에 시달리고 있다”고 비판했다. 오희택 노조 대외협력국장은 "오늘 기자회견은 4대강 사업의 실체가 건설사에게 국민혈세를 퍼 주는 것임을 알리는 첫 회견"이라며 "추후에도 사업의 허구성에 대해 문제를 제기할 것이며, 정부가 탈법·불법을 강행한다면 오는 4월 파업에서 현장을 마비시키는 투쟁을 벌이겠다"고 말했다

미 행정부의 한반도 문제 책임자인 커트 캠벨(Campbell) 국무부 동아시아태평양 담당 차관보가 방한(訪韓) 중이던 지난달 3일 비공개 간담회에서 김정일 (69·사진) 국방위원장의 수명에 대해 "모든 의학적 정보를 종합할 때 (김정일 수명은) 3년 정도로 생각한다"고 말했다고 16일 복수의 소식통이 전했다.
소식통들에 따르면 캠벨 차관보는 지난달 3일 미국 대사관에 고위 탈북자 3명, 박선영 자유선진당 의원, 장상 민주당 최고위원, 한기홍 데일리NK 발행인 등을 비공개로 초청해 북한 정세와 후계 문제 등에 대해 1시간30분쯤 의견을 교환했다. 이 자리엔 캐슬린 스티븐스(Step hens) 주한 미국대사도 참석했다.
당시 캠벨 차관보는 "북한 체제에 대해 알고 싶다"는 말로 간담회를 시작했다. 그는 대화 도중 '김 위원장이 얼마나 생존할 것으로 보느냐'는 취지의 질문을 했다. A참석자는 "한 5년쯤은 가지 않을까"라고 했고, B참석자는 "5년을 넘기기는 어려울 것"이라고 말했다. 그러자 캠벨 차관보는 "모든 의학적 정보를 종합할 때 B참석자 말이 맞는 것 같다. 3년 정도로 생각한다"고 말했다는 것이다.
미국이 작년 말부터 우리측에 북한 급변사태를 대비한 한·미 연합훈련을 제안해 오는 것도 '김정일 수명'에 대한 이런 판단과 무관치 않을 것이란 관측이다. 마이클 멀린(Mullen) 미 합참의장은 작년 10월 서울에서 열린 한미 군사위원회(MCM) 회의 때, 월터 샤프(Sharp) 주한미군사령관은 올해 초 우리 군(軍)에 '급변사태 대비 연합훈련'을 제안한 것으로 알려졌다. 한미 연합군은 김정일 유고(有故) 등 급변 상황을 대비한 '작전계획 5029'를 마련했지만 실제 연합훈련을 실시한 적은 없다. 미국은 현재 진행 중인 '키 리졸브' 한미 연합훈련에서도 유사시 핵·화학무기 등 북한의 대량살상무기(WMD) 제거를 전담할 특수부대를 참가시키고 있다.
정부 고위당국자는 최근 "북한이 3년 내 김정은에게 모든 권력을 넘기기 위해 승계 작업을 서두르고 있다"고 말했는데, 김정일의 건강 상태와 관련이 있어 보인다. 뇌졸중으로 쓰러졌던 김정일의 지난 1년간 사진을 분석해 보면, 손 피부색은 검어진 반면 손톱은 유달리 흰색을 띠어 신장에도 문제가 있는 것 아니냐는 추정이 나오고 있다. 미국은 작년 8월 클린턴(Clinton) 전 대통령이 김정일을 만날 때 응급의학 전문의를 동석시키는 등 김정일 건강 정보를 다각적으로 수집해온 것으로 전해졌다.
캠벨 차관보는 또 간담회에서 김정일→김정은(3남) 권력 승계 양상이 김일성→김정일 세습 때와 비교할 때 "Totally different(완전히 다르다)"란 표현을 썼다고 한다. 김정일은 10년 이상 후계 수업을 받았지만 김정은은 그런 과정이 없다는 취지였다. 미국은 스위스 국제학교에서 김정은을 가르쳤던 선생님들을 인터뷰해 김정은의 성격·지적 능력 등을 탐문했다고 한 참석자가 전했다.

서브프라임 모기지(비우량 주택담보대출) 사태로 빚어진 대공황 이후 최악의 신용위기가 겨우 진정되고 있는 가운데 월가에서는 2012년 위기설이 고개를 들고 있다. 시장의 '닥터 둠'들뿐 아니라 무디스도 채권 만기 집중으로 2012년 미국에 재앙이 빚어질 수 있다고 경고하고 나섰다. 중국에서도 불어나는 지방정부 부채로 같은 해 금융위기를 겪을 것이라는 암울한 전망이 나왔다. G2(주요 2개국) 위기로 세계경제가 더블딥(반짝 상승 후 다시 침체)에 빠질 수 있다는 경고다.
◆무디스,미 정크본드 만기 경고
뉴욕타임스(NYT)는 16일 무디스 스탠더드앤드푸어스(S&P) 등 신용평가사와 미 재무부의 통계 자료를 인용해 2012년 이후 3년 동안 만기가 돌아오는 정크본드(고수익 고위험 채권) 규모가 7000억달러를 웃돈다고 보도했다. 2007년께 발행한 기업 채권의 만기가 몰려 있는 탓이다. 연도별로는 2012년 1550억달러,2013년 2120억달러,2014년 3380억달러 규모다. 올해 만기가 돌아오는 정크본드가 210억달러 규모인 점에 비춰볼 때,2012년 이후 상환액을 시장에서 자연스럽게 소화하기는 무리라는 지적이다.

시 교수는 지방정부가 은행 대출 규제를 피하기 위해 편법으로 이용하는 '도시개발공사'를 위기의 진원지로 지목했다. 그는 은행 대출이 도시개발공사를 통해 지방정부의 개발 프로젝트에 흘러가고 있고 이 가운데 부실화될 수 있는 채권이 최대 3조위안(약 510조원) 규모에 달하는 것으로 추정했다. 일부 지방정부의 경우 부실 규모조차 파악이 안 되는 것으로 알려졌다.
원자바오 중국 총리가 최근 폐막한 전인대에서 재정 리스크를 줄이겠다고 공언하고 나선 것도 이 때문이다. 문제는 이런 상황에서 중앙정부가 은행 대출 규제를 통해 지방정부 부채 줄이기에 과도하게 나설 경우 거대한 부실채권 도미노가 발생할 수 있다는 것이다.

美-中 환율전쟁에 국제금융기구들 가세

세계은행.IMF도 中에 위안화 절상 압력(워싱턴=연합뉴스) 박상현 특파원 = 위안화 평가절상 문제를 놓고 미국과 중국의 환율전쟁이 갈수록 치열해지고 있는 가운데 국제금융기구들도 미국 편을 들고 나섰다.
국제통화기금(IMF)과 세계은행은 17일 위안화가 너무 저평가돼 있다고 지적하고 중국 정부에 대해 위안화 평가절상을 촉구하고 나섰다고 AFP 등 외신들이 보도했다.
도미니크 스트로스-칸 IMF 총재는 이날 브뤼셀에서 열린 유럽의회 경제위원회에 출석해 "중국 런민비(人民幣)가 너무 저평가돼 있다"고 말했다.
그는 "(세계 경제와의) 균형 조정이라는 논리에서 본다면 런민비는 평가절상될 것"이며 "내수 위주의 경제성장으로 위안화 평가절상은 더욱 촉진될 것"이라고 덧붙였다.
세계은행도 이날 중국 경제에 관한 분기 보고서에서 위안화를 평가절상하라고 압박하고 "중국이 위안화를 평가절상하면 인플레 압력을 줄이고 경제 균형을 되찾는 데 도움이 될 것"이라고 설명했다.
보고서는 좀 더 엄격한 통화정책 기조와 위안화 평가절상 정책이 인플레이션 기대감을 억제할 수 있을 것이라며 통화정책은 자산가격 거품의 위험을 억지하는 데에도 중요한 역할을 할 수 있다고 덧붙였다.
중국은 글로벌 금융위기가 시작된 2008년 중반부터 위안화 환율을 달러당 약 6.83위안에 고정해 미국 등 국제사회로부터 위안화 평가절상 압력을 받고있다.
특히 미국 의회는 중국 위안화의 평가절상을 재촉하며 갈수록 압박의 수위를 높여가고 있다.
15일 미 의회 의원 130명이 티머시 가이트너 재무장관 및 게리 로크 상무장관 앞으로 서한을 보내 행정부가 중국에 강력한 대응을 촉구한 데 이어 16일에는 상원의원들이 중국의 위안화 절상이 이뤄지지 않으면 상계관세 부과를 비롯해 강력한 제재를 취할 수 있도록 하는 법안을 제출했다.
올해 11월 중간선거를 앞두고 중국 위안화 환율문제를 미국내 실업사태와 연결지어 위안화 평가절상을 강도 높게 압박해야 한다는 주장이 상.하원에 팽배해 있어 법안이 표결에 회부될 경우 통과될 가능성이 높은 것으로 관측된다.
이에 대해 중국은 환율이 중국 무역흑자의 주요 원인이 아니라고 반박하고 기존 환율 정책을 유지하겠다며 저항하고 있다.
야오젠(姚堅) 중국 상무부 대변인은 16일 정례 브리핑에서 "환율 문제가 정치쟁점화한다면 세계 경제위기 대처 과정에서 당사국들의 협력에 도움이 되지 않을 것"이라며 수출기업들을 위해 환율을 안정적으로 유지해나갈 것이라고 말했다.
야오 대변인은 "중국의 무역흑자는 위안화 환율 때문이 아니고 세계화에 따른 결과"라며 "흑자기조가 당분간 계속될 것"이라고 강조했다.
그는 특히 환율절상 압박을 계속하는 미국을 겨냥, 한국과 일본 등 다른 국가와의 교역에서 적자를 기록하는 중국이 미국처럼 환율문제를 쟁점화하는 법안을 통과시켜야 하느냐고 반문하고 "위기를 극복해 자국 경제를 되살리려는 미국은 자유무역의 방해물이 아닌 수호자가 돼야 한다"며 일침을 가했다.
한편 미국내 일부 싱크탱크는 중국을 지나치게 압박할 경우 양국간 무역마찰이 고조되고 중국이 미국 국채를 대량매각하는 방식으로 대응할 우려가 있다며 신중론을 주문하고 있어 주목된다.

그동안 북한을 고려해 북한 급변사태라는 용어사용마저 꺼리던 중국이 처음으로 정부차원의 대책 마련에 본격 착수한다는 점에서 중요한 의미를 갖는다고 전문가들은 분석하고 있습니다.
이 토론회에선 유사시 중국의 가장 큰 걱정인 북한 주민들의 대량 탈북 사태에 대한 대비책이 집중 논의될 것으로 알려졌습니다.

대한민국은 그러한 대열에 가입되는것을 축하일이 아니라 그들 국가 모두가 천문학적 재정적자 상태의 국가이고 문제점들이 많은 국가들이다라는 사실이고 그러한 부분에 책임을 지지않고 있는 국가들의 대열 그룹들이고 그들 국가가 현존의 인류문명의 준비하고 지구공동체 일원으로써 제 역활들을 하고 있는가이고 얼마나 다가오는 인류 문명을 준비해감에 대한민국이나 이 한반도는 시간이 없다라는 사실이고 그러나 나머지 국가들은 그래도 대한민국 보다도 이 한반도보다도 시간의 여유가 있는 국가들이다라는 사실의 차이점을 대한민국 국가나 정부는 간과해서는 아니될것이다
그리고 이러한 룰에 그들의 국가들보다도 몇수를 더 앞서나가는 이 한반도로 만들것이고 대한민국 국가를 새롭게 창조해갈것이다

허경욱 기획재정부 제1차관은 19일(현지시간) 미국 뉴욕에서 한국경제 전반에 대한 설명회(IR)을 개최했다.
무디스, 스탠더드앤푸어스(S&P) 등 글로벌 신용평가사와 면담 시간을 가졌고, 월스트리트저널(WSJ) 편집진과 간담회를 가졌다.
또 뉴욕특파원들과의 인터뷰에서 한국의 조만간 글로벌국채지수(WBGI)에 편입될 것으로 보인다고 밝혔다.
이날 뉴욕 포시즌 호텔에서 개최된 IR에는 현지 투자자 120명이 참석했다.
허 차관은 최근 한국 경제의 빠른 회복세 외에도 선진국으로 도약하기 위한 우리경제의 도전과제 및 대응방향을 적극적으로 홍보했다.
허 차관은 IR에서 “한국은 지난해 플러스 성장을 보인 거의 유일한 국가”라며 “더 이상 약소국이 아니다”고 밝혔다.
특히 최근 부각되고 있는 재정건전성 및 가계부채 증가 우려에 대해 “우리 재정은 주요국에 비해 훨씬 건전하며 2013∼2014년까지 재정수지는 균형, 국가채무는 30%대로 관리할 계획”이며 “가계부채는 고소득층이 주로 부담하고 담보인정비율(LTV)과 총부채상환비율(DTI) 규제 등이 적용되고 있어 건전하게 관리되고 있다”고 설명했다.
또 최근 상생을 지향하는 제3노조 출범, 노조전임자 급여 금지 등 노사관계도 긍정적으로 변하고 있음을 소개했다.
이와함께 허 차관은 신평사들과 면담을 통해 신용등급 상향 필요성을 언급했다. 그는 외환위기 전과 현재 비교를 통해 현재 펀더멘털이 더욱 건전함에도 외환위기 전보다 신용등급이 낮은 모순을 지적했다.
한편 허 차관은 IR 후 뉴욕특파원들과 가진 인터뷰에서 한국이 조만간 씨티그룹의 글로벌국채지수(WBGI)에 편입될 것으로 보인다고 밝혔다. 다만, 오는 6월 결정이 이루어지는 MSCI 선진국 지수 편입 여부에 대해서는 확신을 하지 않았다.
WGBI는 미국과 영국, 일본, 프랑스 등 23개 선진국 국채로 구성된 글로벌 국채 인덱스로, 일본 투자자들와 연기금 등이 WGBI 지수를 벤치마크 지수로 활용하고 있다.
MSCI 지수는 미국 투자은행 모건스탠리 자회사인 모건스탠리캐피털인터내셔널(MSCI)이 만든 인덱스로, 글로벌 주식 투자자들은 파이낸셜타임스스톡익스체인지(FTSE) 지수와 함께 MSCI를 양대 지표로 활용한다.

(도쿄=연합뉴스) 김종현 특파원 = 일본 경제산업성이 한국 전담 부서인 '한국실'을 설치하기로 했다고 지지(時事)통신이 20일 전했다.
일본의 경제산업성이 한 국가를 대상으로 무역정책과 산업정책을 담당하는 부서를 설치하는 것은 이례적이다.
경제산업성은 다음 달 1일부터 한국실을 설치해 양국이 추진 중인 경제동반자협정(EPA) 협상 재개에 관한 업무를 담당하록하는 한편 전자 등 산업분야에서 세계적 경쟁력을 갖춘 한국 기업의 리서치도 맡게 할 계획이다.
경제산업성은 한국실의 인력을 4∼5명으로 하기로 하고 성령(省令) 개정 등의 절차를 밟고 있다.
전자와 자동차, 철강, 전력 등의 경합 분야에서 한국이 글로벌 경쟁력을 키우면서 세계시장에서 선전하자, 일본 재계는 물론 정부도 긴장하고 있다.
일본은 한국과의 경제협력 강화를 위해 EPA 협상에도 의욕을 보이고 있다. 한국과 일본의 EPA 협상은 지난 2004년 11월 중단됐다.
일본 정부 관계자들에 따르면 하토야마 유키오(鳩山由紀夫) 총리가 특히 한일 EPA에 관심을 갖고 협상 진척을 독려하고 있다.
EPA는 전면적인 관세철폐를 목표로 하는 자유무역협정(FTA)보다 낮은 수준의 투자·무역 자유화다.

서브프라임 모기지(비우량 주택담보대출) 사태로 빚어진 대공황 이후 최악의 신용위기가 겨우 진정되고 있는 가운데 월가에서는 2012년 위기설이 고개를 들고 있다. 시장의 '닥터 둠'들뿐 아니라 무디스도 채권 만기 집중으로 2012년 미국에 재앙이 빚어질 수 있다고 경고하고 나섰다. 중국에서도 불어나는 지방정부 부채로 같은 해 금융위기를 겪을 것이라는 암울한 전망이 나왔다. G2(주요 2개국) 위기로 세계경제가 더블딥(반짝 상승 후 다시 침체)에 빠질 수 있다는 경고다.
◆무디스,미 정크본드 만기 경고

원자바오 중국 총리가 최근 폐막한 전인대에서 재정 리스크를 줄이겠다고 공언하고 나선 것도 이 때문이다. 문제는 이런 상황에서 중앙정부가 은행 대출 규제를 통해 지방정부 부채 줄이기에 과도하게 나설 경우 거대한 부실채권 도미노가 발생할 수 있다는 것이다.

강대국앞에 개,노예짓 하기가 급급하고 언제 그러한 상황을 극복해낸적이 있는가? 그저 개,노예 근성은 이제 버려야 할것이다
미국 국가가 올바르게 가지않을수록 미국 국가는 쇠퇴해갈것이다 그리고 중국 국가는 더욱더 큰 탄력을 받을수밖에 없는 세계 외교사의 반대급부 이치이다
그러니 남탓하지말고 자신들의 잘못부터 개선하고 대개혁을 하고 대변화를 하고 대청소를 하라는것이다 언제 미국 국가 내부스스로 부패한 미국 국가권력을 제대로 집행해온적이 있었는가이다 그만큼 책임 의식이 결여된 미국 국가 전체의 행정부의 능력이고 문제점이다라는 사실이다 그러니 이번에 얼마나 이러한 요구에 부응하는지 그 결과에 미국 국가의 미래가 좌지우지될것이다
소생은 한반도를 중심으로 수평적으로 균등하게 주변 4강을 비롯한 전세계 두축을 대상으로 이렇게 공평하게 언급해주고 있는것이다
이것을 지구공동방위 창설군의 방향에 메세지를 전달해드리는것이고 그러니 과거의 외교 패턴수법은 더는 허락되지않으니 미국 똥이나 잘 닦아라는것이다 조금이나마 미국 국가만 처다보고 세계 전체는 움직여가는것이 아니기에 위에 지적한대로 그러한 몸속에 들어있는 유전자 혈통의 문제점들을 극복하는 미국 국가가 되어야하고 그것을 운영해가는 사람들이 책임을 지는 인간이 되어라는것이다 겉으로 민주주의 자유와 평화 외치지말고 진정한 자유와 평화는 그러한 책임을 지는 자세부터 출발하는것이다 그것이 진정한 내부에서는 오는 강대국의 자세다
그들 국가가 진정으로 올바르게 인도하였다면 절대적인 신은 미국 국가의 영광을 더욱더 오래동안 누리도록 축복과 보상을 주었다라는 사실은 소생을 통해서 증명되었기에 그러니 소생이 미국에 태어나지않고 대한민국에 태어난것이고 일본 역시 그러하다 중국도 그러하니 절대적인 신께서 그래도 강대국 압박에 굴레에 숙명적으로 살아오고 존속해온 이 한반도 민족에게 태어나게 만들어진것을 그것도 그나마 태어나보니 역시나 정신차리지못한 이 한반도나 대한민국 이제서야 지들 스스로가 생존하기위해서 소생의 언급들을 관심표명내지 실천해가는것이거늘
소생의 한 몸은 죽어서 없어지지만 소생이 기록한 불로그 글 기록물은 그대로 이루어질것이다 육신이 살아서 50% 처리하고 육신이 없어지고나서 다시 나머지 50%를 처리해갈것이다
이러한 위치에서 소생을 만날분들은 다 만나게될것이고 이러한 깨우침도 자각못하고 있는 백성들을 보며는 안타깝습니다 더욱이 소생은 이 한국가만 내다보고 적고 기록하지 않습니다
미래의 인재들을 위해서 미리 기록해두는것이고 그들이 실천해갈것이니 그것이 어느 국가 어느 인간이 될지는 차후에 알게되겠지만 70억명중에 존재합니다
소생은 중국 국가도 역시나 올바르게 인도되어야함은 그래야 한반도가 평화가 유지될수가 있음을 잘 알기에 대한민국만 평화가 찿아온다고해서 아시아 평화가 되는것이 아니라 아시아 대륙이 올바른길로 인도함이 한반도의 평화가 존속될수가 있는것이고 그속에 중국이 세계화에 늦게 탄 열차이기에 미국과 중국을 잘 인도해드리고 싶은것입니다

美-中 환율전쟁에 국제금융기구들 가세

세계은행.IMF도 中에 위안화 절상 압력(워싱턴=연합뉴스) 박상현 특파원 = 위안화 평가절상 문제를 놓고 미국과 중국의 환율전쟁이 갈수록 치열해지고 있는 가운데 국제금융기구들도 미국 편을 들고 나섰다.
국제통화기금(IMF)과 세계은행은 17일 위안화가 너무 저평가돼 있다고 지적하고 중국 정부에 대해 위안화 평가절상을 촉구하고 나섰다고 AFP 등 외신들이 보도했다.
도미니크 스트로스-칸 IMF 총재는 이날 브뤼셀에서 열린 유럽의회 경제위원회에 출석해 "중국 런민비(人民幣)가 너무 저평가돼 있다"고 말했다.
그는 "(세계 경제와의) 균형 조정이라는 논리에서 본다면 런민비는 평가절상될 것"이며 "내수 위주의 경제성장으로 위안화 평가절상은 더욱 촉진될 것"이라고 덧붙였다.
세계은행도 이날 중국 경제에 관한 분기 보고서에서 위안화를 평가절상하라고 압박하고 "중국이 위안화를 평가절상하면 인플레 압력을 줄이고 경제 균형을 되찾는 데 도움이 될 것"이라고 설명했다.
보고서는 좀 더 엄격한 통화정책 기조와 위안화 평가절상 정책이 인플레이션 기대감을 억제할 수 있을 것이라며 통화정책은 자산가격 거품의 위험을 억지하는 데에도 중요한 역할을 할 수 있다고 덧붙였다.
중국은 글로벌 금융위기가 시작된 2008년 중반부터 위안화 환율을 달러당 약 6.83위안에 고정해 미국 등 국제사회로부터 위안화 평가절상 압력을 받고있다.
특히 미국 의회는 중국 위안화의 평가절상을 재촉하며 갈수록 압박의 수위를 높여가고 있다.
15일 미 의회 의원 130명이 티머시 가이트너 재무장관 및 게리 로크 상무장관 앞으로 서한을 보내 행정부가 중국에 강력한 대응을 촉구한 데 이어 16일에는 상원의원들이 중국의 위안화 절상이 이뤄지지 않으면 상계관세 부과를 비롯해 강력한 제재를 취할 수 있도록 하는 법안을 제출했다.
올해 11월 중간선거를 앞두고 중국 위안화 환율문제를 미국내 실업사태와 연결지어 위안화 평가절상을 강도 높게 압박해야 한다는 주장이 상.하원에 팽배해 있어 법안이 표결에 회부될 경우 통과될 가능성이 높은 것으로 관측된다.
이에 대해 중국은 환율이 중국 무역흑자의 주요 원인이 아니라고 반박하고 기존 환율 정책을 유지하겠다며 저항하고 있다.
야오젠(姚堅) 중국 상무부 대변인은 16일 정례 브리핑에서 "환율 문제가 정치쟁점화한다면 세계 경제위기 대처 과정에서 당사국들의 협력에 도움이 되지 않을 것"이라며 수출기업들을 위해 환율을 안정적으로 유지해나갈 것이라고 말했다.
야오 대변인은 "중국의 무역흑자는 위안화 환율 때문이 아니고 세계화에 따른 결과"라며 "흑자기조가 당분간 계속될 것"이라고 강조했다.
그는 특히 환율절상 압박을 계속하는 미국을 겨냥, 한국과 일본 등 다른 국가와의 교역에서 적자를 기록하는 중국이 미국처럼 환율문제를 쟁점화하는 법안을 통과시켜야 하느냐고 반문하고 "위기를 극복해 자국 경제를 되살리려는 미국은 자유무역의 방해물이 아닌 수호자가 돼야 한다"며 일침을 가했다.
한편 미국내 일부 싱크탱크는 중국을 지나치게 압박할 경우 양국간 무역마찰이 고조되고 중국이 미국 국채를 대량매각하는 방식으로 대응할 우려가 있다며 신중론을 주문하고 있어 주목된다.

북한 급변사태 관련 토론회는 6월과 7월, 한국, 미국 하와이 등에서 계속 이어질 것이라고 이 소식통은 덧붙였습니다.
이 토론회엔 중국 정부 산하의 중국현대국제관계연구원, 한국의 국방연구원, 미국의 태평양사령부 등이 관여하는 것으로 전해졌습니다.
그동안 북한을 고려해 북한 급변사태라는 용어사용마저 꺼리던 중국이 처음으로 정부차원의 대책 마련에 본격 착수한다는 점에서 중요한 의미를 갖는다고 전문가들은 분석하고 있습니다.
이 토론회에선 유사시 중국의 가장 큰 걱정인 북한 주민들의 대량 탈북 사태에 대한 대비책이 집중 논의될 것으로 알려졌습니다.
급변사태가 발생할 경우 1,400여 km가 넘는 북중 국경을 완전 봉쇄하는 것은 불가능하다고 보고 차선책이 제시될 것으로 전해졌습니다.

대한민국은 그러한 대열에 가입되는것을 축하일이 아니라 그들 국가 모두가 천문학적 재정적자 상태의 국가이고 문제점들이 많은 국가들이다라는 사실이고 그러한 부분에 책임을 지지않고 있는 국가들의 대열 그룹들이고 그들 국가가 현존의 인류문명의 준비하고 지구공동체 일원으로써 제 역활들을 하고 있는가이고 얼마나 다가오는 인류 문명을 준비해감에 대한민국이나 이 한반도는 시간이 없다라는 사실이고 그러나 나머지 국가들은 그래도 대한민국 보다도 이 한반도보다도 시간의 여유가 있는 국가들이다라는 사실의 차이점을 대한민국 국가나 정부는 간과해서는 아니될것이다
그리고 이러한 룰에 그들의 국가들보다도 몇수를 더 앞서나가는 이 한반도로 만들것이고 대한민국 국가를 새롭게 창조해갈것이다

허경욱 기획재정부 제1차관은 19일(현지시간) 미국 뉴욕에서 한국경제 전반에 대한 설명회(IR)을 개최했다.
무디스, 스탠더드앤푸어스(S&P) 등 글로벌 신용평가사와 면담 시간을 가졌고, 월스트리트저널(WSJ) 편집진과 간담회를 가졌다.
또 뉴욕특파원들과의 인터뷰에서 한국의 조만간 글로벌국채지수(WBGI)에 편입될 것으로 보인다고 밝혔다.
이날 뉴욕 포시즌 호텔에서 개최된 IR에는 현지 투자자 120명이 참석했다.
허 차관은 최근 한국 경제의 빠른 회복세 외에도 선진국으로 도약하기 위한 우리경제의 도전과제 및 대응방향을 적극적으로 홍보했다.
허 차관은 IR에서 “한국은 지난해 플러스 성장을 보인 거의 유일한 국가”라며 “더 이상 약소국이 아니다”고 밝혔다.
특히 최근 부각되고 있는 재정건전성 및 가계부채 증가 우려에 대해 “우리 재정은 주요국에 비해 훨씬 건전하며 2013∼2014년까지 재정수지는 균형, 국가채무는 30%대로 관리할 계획”이며 “가계부채는 고소득층이 주로 부담하고 담보인정비율(LTV)과 총부채상환비율(DTI) 규제 등이 적용되고 있어 건전하게 관리되고 있다”고 설명했다.
또 최근 상생을 지향하는 제3노조 출범, 노조전임자 급여 금지 등 노사관계도 긍정적으로 변하고 있음을 소개했다.
이와함께 허 차관은 신평사들과 면담을 통해 신용등급 상향 필요성을 언급했다. 그는 외환위기 전과 현재 비교를 통해 현재 펀더멘털이 더욱 건전함에도 외환위기 전보다 신용등급이 낮은 모순을 지적했다.
한편 허 차관은 IR 후 뉴욕특파원들과 가진 인터뷰에서 한국이 조만간 씨티그룹의 글로벌국채지수(WBGI)에 편입될 것으로 보인다고 밝혔다. 다만, 오는 6월 결정이 이루어지는 MSCI 선진국 지수 편입 여부에 대해서는 확신을 하지 않았다.
WGBI는 미국과 영국, 일본, 프랑스 등 23개 선진국 국채로 구성된 글로벌 국채 인덱스로, 일본 투자자들와 연기금 등이 WGBI 지수를 벤치마크 지수로 활용하고 있다.
MSCI 지수는 미국 투자은행 모건스탠리 자회사인 모건스탠리캐피털인터내셔널(MSCI)이 만든 인덱스로, 글로벌 주식 투자자들은 파이낸셜타임스스톡익스체인지(FTSE) 지수와 함께 MSCI를 양대 지표로 활용한다.

그러니 하늘은 스스로 자신의 국가와 민족을 인류 문명을 위해서나 자신의 국가와 민족 국민들 인류인들을 위해서 돕는것만을 도와줄분이다 특히나 현재 매우 중요한 세계 정세와 인류 문명 상황에서는 한치의 오차도 없이 처리해갈것이다

깨닫지못한 인간 습성들을 믿을것이 못되기에 더욱이 그러하고 하물며 그러한 국가들은 더더욱이 그러하고 자신의 국가와 민족의 안보와 생사는 누가 대신해주지않는다 그러니 그것은 다시한번 강조하지만 구한말처럼 되풀이하지말라는것이다
내가 힘이 있을때에 우방이 있는것이고 동맹이 있는것이고 자신의 국가나 민족의 위치를 지킬수가 있는것이다
한국실은 과거 100년전의 조선총독부 역활을 미리 준비하려는 차원인것을 구실로는 벤치마킹이라고하지만 아시아 대륙 대통합 주도권을 잡기위한 사전 포석 준비해가는 작업으로 본다

(도쿄=연합뉴스) 김종현 특파원 = 일본 경제산업성이 한국 전담 부서인 '한국실'을 설치하기로 했다고 지지(時事)통신이 20일 전했다.
일본의 경제산업성이 한 국가를 대상으로 무역정책과 산업정책을 담당하는 부서를 설치하는 것은 이례적이다.
경제산업성은 다음 달 1일부터 한국실을 설치해 양국이 추진 중인 경제동반자협정(EPA) 협상 재개에 관한 업무를 담당하록하는 한편 전자 등 산업분야에서 세계적 경쟁력을 갖춘 한국 기업의 리서치도 맡게 할 계획이다.
경제산업성은 한국실의 인력을 4∼5명으로 하기로 하고 성령(省令) 개정 등의 절차를 밟고 있다.
전자와 자동차, 철강, 전력 등의 경합 분야에서 한국이 글로벌 경쟁력을 키우면서 세계시장에서 선전하자, 일본 재계는 물론 정부도 긴장하고 있다.
일본은 한국과의 경제협력 강화를 위해 EPA 협상에도 의욕을 보이고 있다. 한국과 일본의 EPA 협상은 지난 2004년 11월 중단됐다.
일본 정부 관계자들에 따르면 하토야마 유키오(鳩山由紀夫) 총리가 특히 한일 EPA에 관심을 갖고 협상 진척을 독려하고 있다.
EPA는 전면적인 관세철폐를 목표로 하는 자유무역협정(FTA)보다 낮은 수준의 투자·무역 자유화다.
