소생이 절대적인 신의 종으로써 소생이 받아놓은 현몽중에 성집용화화토라는 현몽의 심오한 답을 6년이 되어서야 도 수많은 만행의 수행속에서 오늘에 이르려서 해동 한반도 대한민국 경상북도 경주시 신라 문무대왕 사해바다앞에서 진지한 답을 찿게되었고 확신하게되었다

그래서 지금 그 현몽은 아시아 대륙 전체의 모든 국가들을 민족들 종교종단 가리지않고 총괄하는 영적으로 절대적인 신의 종의 영이지만 나름대로 충실하게 큰 공복을 짓었든 영들의 성중님들 신중님들,각 국가의 생명의 성수를 관장하는 용왕대신님들이 모여서 최종적인 아시아 대륙 전체를 대표하는 한분의 영을 세우는것을 의미하며 더나아가서 넓게는 세계전체의 동서양의 그러한 조직속에서 인류 전체를 대표하고 인도해주시기를 바라는 지도자가 되어달라고 지구를 올바르게 인도해달라고 청하는 그분을 지구전체의 명실상부한 세계 대통령을 세우는 분이 의미를 존재 가치를 담는 현몽이다라는 사실입니다

그래서 좁게는 지금 아시아 대륙 전체의 모든 고차원의 영적인 세계에서 천상계에서 이러한 일들이 진행되었다고 봅니다 그리고나서 전세계 동서양 그분들이 그렇게해서 조만간에 세계 모든 영적인 세계를 총괄해서 세우게되는 세계 만방의 열국들이 인정하게되는 인류문명 역사상 참으로 의미와 가치를 높게 기억할 세계 대통령이 탄생된다라는 사실 역시 현몽을 받아았기에 그렇게 되는것이고 이것이 절대적인 신의 뜻이고 그리고 아시아 대륙 전체의 그분들이나 서양 대륙의 전체의 그분들 역시 절대적인 신의 뜻에 동참내지 협력하기로 용단을 결단을 내렸다라는 사실을 알려주는 현몽인것입니다

코끼리와 개미… 인용 그리고 비유 석학의 촌철살인
그는 세계를 한두 가지 비유를 통해 촌철살인(寸鐵殺人)식으로 설명하는 천재성을 지니고 있었다. 실타래같이 얽힌 강대국들의 관계 역시 그의 비유를 통하면 쉽게 풀리는 일종의 마력(魔力)을 지니고 있는 듯 했다. 이번 인터뷰에서도 그의 비유는 빛을 발휘했다.

“트루먼 대통령은 백악관 집무실 책상에 늘 이런 미국 속담이 적힌 쪽지를 놓아 두었다고 해요. ‘모든 책임은 내가 진다(The buck stops here)’. ‘벅(buck)’과 발음이 비슷한 퍽(puck)은 아이스하키에서 쓰는 공을 말하죠. 아이스하키 게임을 보면 퍽을 잡자마자 정신 없이 다른 사람에게 패스하기 급급하죠. 정치인들도 마찬가지예요. 당시 유럽의 정치인들 사이에서 자주 쓰이던 표현이 ‘책임을 회피하라(pass the buck)’일 정도였으니까요. 하지만 트루먼은 달랐습니다. 그는 모든 문제에 대해 최종 결정을 내렸으며 책임을 질 줄도 알았습니다. 진정한 리더십이란 그런 겁니다.”

“한국에 간단한 ‘처방’ 하나 내려볼까요? 서양의 의사들이 남발하는 처방 중에 ‘해가 되는 행위는 삼갈 것(Do no damage)’이라는 게 있습니다. 너무 당연한 얘기라 환자들이 때로는 코 웃음을 치기도 하죠. 애덤 스미스 역시 각 국가의 정부에 이 당연한 말을 외치고 있습니다. 하지만 중(中)규모 국가들의 경우 최대한 이 말을 잘 새겨 둬야 합니다. 강대국 틈바구니에서 살아 남기 위해서는 자신을 최대로 ‘매력적’으로 변모시켜야 하니까요.”

“동아프리카에 이런 속담이 있어요. ‘코끼리들이 땅을 터벅터벅 걸을 때 개미들은 혼비백산한다’. 이 속담의 핵심은 코끼리들이 ‘언제’ 땅을 터벅터벅 걷기 시작할 것인지에 있습니다. 즉 중국·일본·미국 등 세계 초강대국들로 둘러 싸여 있는 한국의 경우 이 국가들이 ‘움직이기 시작할 때’를 예민하게 포착해야 합니다. 관심의 레이더가 강대국들의 움직임을 집요하게 좇아야 하겠죠.”


“네덜란드는 프랑스와 독일·영국 등 유럽 최강국들에 둘러싸여 있습니다. 강대국 의사에 따라 생존의 기로(岐路)에 서게 되는 경우가 많았죠. 네덜란드는 이 때마다 적절한 외교 전략으로 위기를 극복했습니다.”

―한국은 반도(半島)국가 입니다. 대륙세력과 해양세력 사이 끼일 수밖에 없는 구조입니다.

“이 세계에는 세가지 종류의 국가가 있어요. 스위스·카자흐스탄과 같은 대륙의 (내륙)국가, 영국·일본 같은 해국(海國), 마지막으로 내륙으로 다른 나라와 국경을 접하면서 동시에 해안선을 가지는 나라가 있죠. 이것이 바로 내가 한국을 네덜란드에 비유한 이유입니다. 네덜란드는 한국에 훌륭한 모델이 될 수 있습니다.”

―한국 내에서도 네덜란드를 배우자는 소리는 높습니다만, 구체적으로 무엇을 참고해야 할까요?

“개방성, 국제화라고나 할까. 네덜란드는 처음에는 수산(水産)강국이었어요. 하지만 곧 한계를 느끼고 목재와 밀·와인 등을 수출하는 무역국가로 발전했어요. 그리고 전세계 바다로 나갔어요. 동인도제도·서인도제도·필리핀까지…. 여기가 끝이 아니에요. 다시 금융 강국과 조선업에서 큰 돈을 법니다. 결국 식민지보다 강력한 해군과 조선업을 기반으로 탄탄한 무역거래를 가능하게 한 해양주식회사가 된 것이지요.”

―한국은 거꾸로 최근 중국·북한 등 대륙 쪽으로 기우는 듯 합니다.

“한국의 현 상황상 어쩔 수 없는 측면이 있어요. 북한에 정신 나간 정권(crazy regime)이 버티고 있어요. 중국이 그 어느 때보다 중요해 졌고…. 하지만 한국은 세계 최대 무역국 중 하나입니다. 조선업은 세계 1위에 세계 8~9위의 함선 보유국이죠. 한국은 바다를 버리면 안됩니다.”

―최근 한국과 일본 사이에 바다와 관련한 갈등이 있습니다.

“일본은 해양 세력의 변화에 따라 출렁거린 역사가 있습니다. 그들은 바다의 소중함을 잘 알아요. 해양오염과 기후 변화 문제에 관해서 지속적인 연구 작업을 하고 있고. 한국도 알아야 합니다. 여러 국제협상들에서 의도적으로 앞서가는 역할을 해야 하고, 해저탐사나 자원발굴 작업에 힘을 쏟아야 합니다. 바다는 미래경제의 최대 성장 동력입니다. 지금까지 그래 왔듯이. 바다를 지속적으로 이용할 수 있는 환경의 토대를 미리 다져놔야 하겠죠?”


서양과 중국을 다시 생각한다

엉터리 세계사 - 유럽중심적 관점

우리가 학교에서 배우는 세계사는 유럽을 중심으로 유럽이 정통성을 가진 것처럼 세계의 역사를 그리고 있다. 그렇지만 이는 전혀 사실이 아니다. 유럽이 1800년대 이후 세계 최고의 강대국이 되어서 자신들에 알맞게 역사를 짜깁기한 것이다.
유럽이 역사의 전면에 등장한 것은 마케도니아의 왕이, 중국과 더불어 세계 최고 강대국이었던 페르시아를 무너뜨리고 이들 지역을 차지한 기원전 320년대였다. 이때 마케도니아는 그리스와 함께 같은 지역으로 생각되었으나 그 당시 문명중심지인 중동의 변방에 불과했다. 변방국의 왕에 불과하였던 알렉산더가 전격적인 돌격작전으로 페르시아를 무너뜨리면서 중동의 강국으로 등장하였지만 얼마 가지 못해 로마에 무릎을 꿇었다. 이는 몽고가 중국을 무너뜨린 것과 비슷한 것이었다. 이에 따라 중동문명이 그리스식 포장을 하게 된 것이다. 중국문명이 몽고식 포장을 한다고 해도 핵심은 중국문명인 것이다. 즉, 그리스식 포장만 한 것이었지 핵심내용은 중동문명이다.
로마는 기원 전후를 거쳐 지중해와 중동의 패권을 장악하였다. 그리스식 포장이 로마식 포장으로 바뀐 것이다. 로마문명의 실체는 역시 중동문명이다. 로마는 그 시대의 최고 강대국이었지만 중국 한나라보다 강하다고 보기 어렵다. 한나라는 로마처럼 광대한 지역을 장악하였고 인구도 많았다. 더욱이 한나라는 로마보다 훨씬 생산력이 앞서 있고 사회가 체계적으로 정비되었으며 문명적으로 춘추전국시대를 이어 활발한 사상적 기술적 발전을 이룩한 국가였다.
그리스-로마시대를 제외하면 유럽은 역사에 별다른 기여도 하지 못한 세계의 가장 낙후된 지역의 하나였다. 중동에서 여러 제국들이 중동문명을 계속 발흥시켰지만 유럽에서는 그리스-로마식 포장조차 사그라지고 말았다. 로마의 멸망 이후 중동에서 흥성한 수많은 제국들이 유럽에 별다른 흥미를 느끼지 못한 것은 유럽에 빼앗을만한 재물이 별로 없다고 생각했기 때문이다. 또한 문명적으로도 중동이 훨씬 앞서 있었기 때문에 유럽에서 배울만한 것이 별로 없다고 생각하였다.
근본적으로 로마는 그리스문명의 모방이고 그리스는 중동문명의 모방이었다. 1500년대 1600년대의 오스만 터어키는 유럽을 열등한 지역으로 생각했다. 1600년대 이탈리아나 폴란드를 점령하고 오스트리아 비엔나를 포위하였다. 1700년대 들어와 전세가 역전되어 1700년대 후반 오스트리아와 러시아의 연합군에게 져 힘이 약해지면서, 1800년대에 들어와 그리스, 유고, 루마니아 지역 등이 독립하고, 중동지역에서도 반란이 일어나고 유럽이 침입하여 각각 독립하여 현재는 터어키만 남게 되었다.
몽고가 1200년대 세계를 점령하였을 때 헝가리, 폴란드, 루마니아, 소련 등 동구의 대부분을 점령했다. 프랑스나 이탈리아로 침입하지 않은 것은 몽고의 황제가 죽어 군대를 돌린 이유도 있지만, 서유럽에 빼앗을만한 잉여물이 별로 많지 않고 또한 목초지도 없는 지역이기 때문에 몽고군사령관이 서유럽을 불필요한 지역이라고 생각하였기 때문이다. 몽고가 폴란드-독일 연합군이나 헝가리군을 쉽게 격파한 것으로 봐서 당시 서유럽에 침입했다면 쉽게 정복할 수 있었다.
1400년대부터 약소국인 아프리카와 나아가 중남미를 침탈하여 부를 축적하였다. 그렇지만 아직 동양에 비해 아주 열세였다. 이들이 한 일이란 인도의 재물을 획득하러 서인도제도에 갔고, 중국의 재물을 획득하러 뉴욕에 가서 중국의 입구에 도착했다고 한 일이다. 이러한 침탈로 부를 축적하면서 세계의 가장 낙후지역의 하나였던 유럽이 1700년대 말 세계적인 국가로 성장하였다. 나폴레옹이 등장하고 영국에서 산업혁명이 일어난 시기였다. 나폴레옹은 뛰어난 포병전술과 빠른 기동력으로 이탈리아, 이집트, 오스트리아, 독일을 점령할 수 있었다. 그렇다고 아직 오스만 터어키나 중국보다 강대국이라고 말하기 어렵다.
1800년대 이후 뛰어난 함포와 대포 등의 무력으로 서구가 기존 제국들인 무굴제국, 터어키제국, 중국을 무너뜨리면서 세계의 확실한 중심이 되었고 이에 따라 자신들 마음대로 세계의 역사의 연속성을 날조하여 자신들이 세계사의 정통성을 가진 것처럼 만들어낸 것이다. 세계를 장악한 영국을 중심으로 마치 세계문명의 뿌리가 그리스-로마에 있고, 그리스-로마에서 영국(나중에는 미국)으로 이어지는 역사가 세계역사를 이끌어 온 것처럼 거짓말을 한 것이다. 그리스-로마는 프랑스-독일-영국을 자신들과 같은 문명권이라고 생각한 적이 없다. 자신들과 전혀 다른 야만지역으로 생각했다. 그리스-로마는 유럽문명권이 아니라 지중해-중동 문명권에 속했다. 세계의 가장 낙후된 지역의 하나였던 서구가 세계강국이 되면서 자신들이 역사를 세계사의 중심처럼 조작하기 위해 유럽문명권이라는 개념을 만들고 이에 맞추어 그리스-문명을 문명의 발생지로 그리고 이를 이어 받은 것이 서구인 것처럼 세계사를 재편해낸 것이다.
과거로부터 이어졌다는 유럽문명권은 날조된 것이지만 이는 1700년대 이후 다양한 학문을 거치면서 사실로 만들어졌다. 1800년대 이후 세계를 무력으로 장악하고 세계의 부를 빼앗고 산업혁명이 시작되면서 현대사회가 시작되자 현대사회에 대한 학문을 독자적으로 만들어냈다. 이를 통해 유럽은 현대 학문과 사상의 뿌리를 만들었다. 서구가 세계를 무력으로 지배하면서, 경제적으로도 세계를 지배하게 되었고, 이에 힘입어 서구의 학문과 사상도 세계를 지배하고, 역사적 정당성도 날조하게 되었다. 따라서 각종 지식체계가 그리스-로마에서 기원하여 유럽중세를 거쳐 근대유럽에서 개화한 것처럼 사람들에게 받아들여지게 되었다. 이에 따라 날조된 유럽문명권이 사실처럼 세계사람들에게 인식되었고, 다른 문명권에서 발달했던 지식체계는 이러한 연속선상 밖에 있는 이상한 것, 파편적인 것으로 간주되게 되었다.
그 결과 사상이나 철학하면 서양철학이 표준처럼 받아들여지게 되었고, 음악이나 미술 하면 마치 서양 것이 표준처럼 받아들여지게 되었다. 모든 세계사적인 추억과 기억이나 인물이나 유적이나 이야기가 서구를 중심으로 만들어지게 되었다. 그래서 한국사람들에게 파리의 하찮은 미라보의 다리의 추억에 잠기면서 청계천의 광통대교에 대한 추억은 없는 것이다. 지난 100여년 사이 서구 중심적인 이야기가 세계로 퍼지고 자신들의 이야기는 사라진 결과이다.

세계 최고 경제대국의 교체

1800년대 유럽이 세계를 확고하게 장악하기 이전에 세계는 중동, 인도, 중국을 중심으로 움직였다고 볼 수 있다. 1500년대 이후 유럽도 세계를 움직이는 세력으로 성장하고 있었다. 오스만 터어키에 막혀서 중국에 다다를 수 없었던 이들은 바다를 돌아 중국에 도착하면 엄청난 재화를 얻을 수 있다고 생각했다. 마르코 폴로의 동방견문록에 자극 받아 중국과 무역을 하면 엄청난 이익을 남길 수 있다고 생각했기 때문이다.
바다길을 찾아 나서면서 그 당시 약한 지역이었던 아프리카와 중남미를 점령하고 점차 아시아 지역을 점령하면서 막대한 부를 축적하게 되었다. 이들은 유럽이 빈약하여 외부에서 재물을 획득하려 했다. 하지만 원나라 시대에 이미 중국에서 이란으로 이어지는 안정적인 항로가 개척되었고 명나라 시대에도 정화는 동아프리카까지 방문하였다. 해양기술도 유럽보다 앞서 있었다. 하지만 다른 지역에서 빼앗아 올 재물이 많다고 생각하지 않았고 중국 자체로도 충분하고 필요한 것은 육지로도 확보할 수 있다고 생각하였기 때문에 바닷길을 통해 세계를 약탈해야 한다는 생각이 없었다.
프랑크가 쓴 『리오리엔트』에 따르면 유럽이 아시아의 세계중심축을 네바다이한 것은 200년에 불과하다. 세계는 아시아를 중심으로 움직인 시간이 훨씬 길었다. 유럽은 아시아의 부를 탐내서 아시아로의 직접적인 교역로를 뚫기 위해 필사적이었다. 13세기 십자군 원정을 통해 중동지역에 진출한 유럽은 베네치아와 제노바 등 중계무역 도시를 중심으로 대아시아 무역을 했다. 아시아와 직접 교역을 원했던 서유럽 특히 스페인과 포르투갈은 직접 배를 몰고 서쪽으로 향한다. 아프리카와 미주대륙의 세계사적인 약탈을 통해 은을 대량으로 확보한 유럽은 이를 이용해 중국-인도-중동을 축으로 하는 아시아경제에 편승한 것이다. 각종 물품을 아시아에서 구매할 수 있게 된 것이다.
세계시장의 동력원의 역할을 한 은(銀)의 흐름만을 보더라도 서구 은이 1800년대 중반까지 지속적으로 유출되었다. 중국은 생산력·기술·생산성·경쟁력 면에서 타의 추종을 불허했고, 세계 수출시장을 주도했다. 유럽 제품은 아시아 제품에 비해 경쟁력이 떨어졌기 때문에 식민지가 아닌 곳에서는 팔아먹기도 힘들었다. 중국과 인도로 대변되는 아시아의 과학기술 수준은 적어도 1800년까지는 유럽에 결코 뒤지지 않았다.
아편무역이 본격화되기 전 영국은 청과의 무역에서 계속 적자를 기록하고 있었다. 영국이 생사, 견직물, 찻잎 등을 수입해갔으나 중국에 팔만한 것이 많지 않았다. 무역 적자를 보전하기 위해 영국은 1700년대말부터 아편을 팔았다. 청의 은이 아편수입대금으로 대거 빠져 나가자 은본위제인 청의 경제는 뿌리째 흔들리기 시작했다. 1806년 한 해 동안 중국이 수입한 아편은 약 27만t으로 추산되며 아편전쟁 직전인 1838년엔 1800년에 비해 10배나 늘어났다. 황제로부터 아편금지 전권을 부여받은 임칙서는 광동성에 도착하여 영국상인 등이 갖고 있던 아편 1천4백25t을 압수, 소금물에 완전히 녹여 바다로 흘려보냈다. 아편금지 정책에 항의하여 영국은 무력으로 중국을 패퇴시켰다. 이후 아편무역은 더욱 기승을 부렸다. 아편무역으로 중국의 은이 유출돼 은값이 뛰자 인플레가 일어나 세금이 가중되었고 이에 따라 민란이 일어나면서 중국이 약화되어 중국의 세계중심지로서의 역할은 막을 내리게 되었다.
1800년 전세계인구는 7억3100만이었는데 이 가운데 아시아 인구는 4억8400만이었다. 인구는 아시아가 66% 차지했지만 GNP는 80%를 생산했다. 아시아 경제는 양적으로나 질적으로 유럽을 압도하고 있었다. 그러나 이러한 압도적인 경제력 때문에 중국이나 인도는 세계약탈이나 기술발전에 별다른 관심을 쏟지 않았다. 자신들의 현재로도 충분하다고 생각하였기 때문이다. 경제적 우위를 점했던 아시아는 인구가 급격히 늘면서 자원은 고갈되고 경제와 사회의 양극화가 심화되면서 사회적 혼란이 심화되고 생산과 무역이 침체됐다. 반면 유럽은 고임금·고비용 생산구조 속에서 노동절약적 기계개발에 매달려 산업혁명을 낳고, 공장제 대량생산으로 ‘신흥공업지역’으로 떠오를 수 있었다. 이후 빠르게 성장한 유럽은 세계경제의 확실한 중심지로 등장하게 되었다.
이렇게 중국과 유럽의 상황이 확실하게 역전된 것은 1850년 이후부터다. 유럽이 신대륙의 발견으로 얻게 된 막대한 은(銀)으로 아시아의 상품을 구입하고, 무력으로 불공정 무역을 강제하면서(아편전쟁), 중국은 혼란과 몰락에 들어섰고, 세계적 팽창의 결과로 노동력이 부족해진 유럽에서는 노동절약적 기계를 만들어 내는 산업혁명을 성공시키고, 자신의 생산물을 식민제국과 아시아에 강제로 팔면서, 지속적 유럽성장을 가능하게 만들었다. 이러한 경제적 우위로 더욱 강력한 무력우위를 점하고 서양에 유리한 교역(과 세계경제제도)를 이용하여 지속적으로 세계부를 흡수하여 서구의 지속적 패권확장이 이루어졌다.

세계최고 경제대국의 재교체 ?

1800년대 이후 세계 최고의 경제대국의 교체는 유럽에서 미국으로 서양권 내에서의 이전이었다. 이러한 교체는 미국의 빠른 공업발달을 기반으로 하고 있지만 또한 19세기의 다양한 전쟁과 20세기의 두차례의 세계대전을 거치면서 일어났다. 영국은 쇠약과 미국의 상승은 두 번에 걸친 세계대전이 결정적이었다. 미국은 현재 세계 최고의 군사력을 확보하고 있고, 세계생산액의 약 30% 정도를 생산하며, 세계 1000대 기업중 432개를 차지하고 있다.

작년 중국의 국민 총생산액(GDP)이 영국을 제치고 4위로 올라섰다. 내년에는 독일을 제치고 3위에 올라설 것이라고 한다. 중국은 대략 2020년이면 일본을 따라잡고, 2040년 미국을 따라 잡을 것이라고 한다. 사회변화, 성장률의 변화, 환율 변화, 국제정세의 변화에 따라 이보다 앞 당겨질 수도 있고 늦어질 수도 있을 것이다. 인도도 2050년이면 미국을 제칠 수 있을 것이다. 또한 미국의 한 연구소는 한국의 1인당 국민소득이 2050년 세계 1위가 될 것이라고 예측했다.
인터넷에서 찾은 자료(팩스넷, 마켓리더, 최용식 1월27일의 글)에 따르면 중국은 아래 표에서 보듯이, 1991년 이전에는 성장률이 3-4%에 불과했으나 1991년부터는 계속 10% 대의 성장률을 넘나들었다. 심지어 동아시아에서 외환위기가 발발함으로써 가장 낮은 성장률을 기록했다던 1998년과 1999년마저 성장률이 7%를 넘었고 그 여파로 잠시 7-8% 대를 기록하기도 했지만, 2003년 이후에는 다시 거의 10%에 육박하는 성적을 기록 중이다. 앞으로 별다른 정세변화가 없으면 한 20년간 약 7%의 성장을 유지할 수 있을 것으로 추측된다.

중국은 1990년에 무역수지가 흑자로 전환한 뒤, 1993년을 제외하고는 흑자를 이어왔다. 특히 1997년에는 국제수지 흑자가 300억 달러를 훌쩍 넘어서는 등 그 규모가 매년 더욱 커져왔고 2004년에는 687억 달러에 이르렀다.

이 결과 중국은 현재 세계 최고의 외환보유국이 되었고 일본, 한국과 합하여 약 2조달러를 가지고 있다. 중국(+홍콩)은 약9.5천억달러, 일본은 약8.5천억달러, 한국 2천억달러. 미국은 현재 약2조달러의 순부채를 지고 있다. 미국의 달러는 이러한 부채를 갚기 위해 그리고 해마다 약 6000억달러에 이르는 무역수지 적자를 해소하기 위해 계속 달러를 찍어 더 유통시키며 따라서 달러가치를 하락시키지 않을 수 없다.
이러한 상황에서 이미 미국은 중국을 억제하기 위한 정책을 사용하고 있다. 클린턴 정부는 미국을 전략적 동반자로 인정했지만 부시 정부는 전략적 경쟁자로 규정하고 있다. 말이 경쟁자이지 실제는 최대의 적국인 셈이다. 중국을 제어하기 위해 필리핀, 괌, 오키나와, 일본, 한국, 중앙아시아, 아프가니스탄, 파키스탄, 태국, 싱가포르, 인도네시아로 이어지는 군사기지들로 대 중국 군사포위망을 강화하고, 중국의 세계자원활용이나 첨단산업에 대한 억제적인 정책을 강화하고 있다.
동남아와 한국으로 이어지는 경제라인은 이미 중국에 크게 의존하고 있다. 한국은 중국과 200억 달러 정도의 무역흑자를 이룩하고 있다. 이에 비해 일본은 미국과 함께 중국을 제어하는 쪽에 가담하고 있다. 따라서 미국과 일본은 중국을 중심으로 동아시아 연합체를 만드는 노력을 적극 방해하고 있다. 대신 호주, 뉴질랜드를 포괄한 좀 더 넓은 영역을 포괄하도록 하여 중국의 영향력을 약화시키려 하고 있다.
그럼에도 불구하고 중국경제의 성장에 비례해서 중국의 영향력은 더욱 커질 것으로 보인다. 특히 중국은 세계 최대의 제조업 생산지일 뿐만 아니라 점차 세계최대의 소비시장으로 성장하고 있다. 이에 따라 모든 국가들이 경제적 번영을 위하여 중국과 좋은 관계를 유지하려고 할 것이다. 특히 중국 주변의 국가들은 직접적으로 중국과의 교역을 통해 이익을 얻으려 하고 있다. 따라서 중국을 적대시하는 국가들은 중국과 패권을 가지고 다투는 나라들로 제한될 가능성이 높다.
중국과 미국이 패권을 놓고 다투는 경우 전쟁이 벌어질 가능성도 배제할 수 없다. 가령 미국의 경제가 심각하게 도전받거나 세계불황이 오면 에너지(특히 석유)나 수출시장을 놓고 충돌을 일으킬 수도 있다. 미국과 중국이 전쟁이 일어나는 경우 중국은 괴멸적인 피해를 입을 가능성이 높다. 또한 한반도에서 남북한이 대리전쟁을 해야될 상황에 처할 수도 있다. 이미 미국은 한반도 주둔미군을 기동군으로 사용하기로 하였다. 즉, 중국과 미국의 전쟁에 주한미군이 바로 출동하겠다는 뜻이다. 이에 따라 중미 전쟁은 바로 한반도를 전쟁지역으로 만들 가능성이 높다.
중미전쟁은 미국에게도 심각한 타격을 입힌다. 값싼 상품의 수입이 끊어지면서 미국민의 소비생활에 어려움을 겪게 될 것이기 때문이다. 또한 무력으로 세계질서를 유지할 수 있겠지만 이미 미국달러가 수조달러가 풀려 있어서 중미전쟁은 바로 미국달러화의 불안으로 이어진다. 물론 미국의 무력 우위로 처음에는 달러화가 강세를 보이겠지만 미국이 엄청난 빚으로 점차 미국달러화가 신뢰를 상실하고 기축통화로서의 지위를 도전받게 될 것이다. 달러가 기축통화에서 밀려나는 순간 미국은 초강대국 지위도 잃게 될 것이다. 세계사적으로 중심국가들의 전쟁은 초강대국을 바꾸는 데 결정적인 영향을 미쳐왔다. 더구나 문명권 사이의 교체는 초강대국의 교체가 경제뿐만 아니라 세계인들의 가치관, 지식체계, 상상세계까지 송두리째 교체하게 할 가능성이 높다.

[서울신문]태양을 비롯한 별의 중심부에서 핵융합 반응이 일어날 때 발생하는 중성미자(뉴트리노)의 질량이 밝혀졌다. 우주 탄생의 비밀과 별의 내부 활동, 우주 구성 물질의 실체를 밝히는 열쇠를 제공하는 획기적인 성과로 평가된다.





영국 유니버시티칼리지 런던(UCL)의 오퍼 라하프 교수 연구팀은 22일(현지시간) 물리학 저널 ‘피지컬 리뷰 레터스’에 게재한 논문에서 “중성미자의 질량은 0.28전자볼트(eV) 이내”라고 밝혔다. 이는 중성미자의 질량이 원자 가운데 가장 가벼운 수소원자의 10억분의1에 불과하다는 뜻이다.

라하프 교수 연구팀은 직접적인 실험 대신 우주의 3차원 지도를 그리는 국제 공동연구 ‘슬론 전천 탐사’의 결과물을 이용해 중성미자의 질량을 쟀다. 우주 지도를 그린 뒤 은하계 행성들의 분포와 상호 역학관계를 분석해 중성미자의 질량을 추정해낸 것이다. 라하프 교수는 “2002년 이론적인 중성미자 질량 최대치가 1.8eV 이내라는 분석을 내놓은 바 있다.”면서 “이번 연구로 중성미자의 정확한 질량을 측정한 것은 놀라운 일”이라고 설명했다.

현대 물리학에서 정설로 받아들여지고 있는 입자물리학 표준모형에 따르면 만물을 구성하는 기본 입자는 원자 핵을 만드는 6개의 무거운 중입자 ‘쿼크’와 6개의 가벼운 경입자 ‘랩턴’으로 구성돼 있다. 경입자 중 전자·뮤온·타우 등 세 종류의 중성미자는 한때 질량이 없는 것으로 알려질 정도로 작고 가볍다. 엄지손가락 하나를 들고 있으면 1초 동안 태양에서 발생한 중성미자 수백억개가 손톱 부분을 통과할 정도로 많은 양이 존재하지만 지나는 물체와 상호작용을 전혀 일으키지 않아 ‘유령입자’로 불려 왔다.

물리학자들이 중성미자의 실체에 대해 큰 관심을 갖는 것은 중성미자가 우주 전체의 25% 정도를 차지하고 있는 암흑물질의 주요 구성요소인 데다 우주 탄생과 별 활동의 핵심 부산물이기 때문이다. 물리학자들은 중성미자의 정확한 역할을 알면 빅뱅(대폭발) 직후 별과 은하가 어떻게 생성됐는지는 물론 태양을 비롯한 별 내부에서 어떤 일이 벌어지고 있는지를 알 수 있을 것으로 기대하고 있다. 이 같은 중요성 때문에 1930년 물리학자 볼프강 파울리가 중성미자의 존재를 이론적으로 입증한 뒤 관련 연구에서만 8명의 노벨물리학상 수상자가 나오기도 했다.

美 소수계인구 계속 증가..전체의 35%

(로스앤젤레스=연합뉴스) 최재석 특파원 = 미국에서 소수계 인종 인구가 꾸준히 증가해 전체의 35%를 차지하는 것으로 나타났다.

미 연방 인구통계국이 10일 발표한 `2009년 기준 인구구성 자료'에 따르면 백인을 제외한 소수계 인종 인구는 히스패닉계 증가 등으로 1년 전보다 2% 이상이 늘어난 1억720만명으로 집계됐다.

2009년 7월1일을 기준으로 한 이번 자료에서 백인 인구는 큰 변화없이 1억9천990만명(65%)으로 나타났다.

지난 2000년에는 백인 인구가 전체의 79%, 소수계 인구는 21%를 차지했었다.

이번 조사에서 캘리포니아와 하와이, 뉴멕시코, 텍사스 등 4개 주와 워싱턴DC는 소수계 인종이 50%를 넘는 것으로 나타났다.

또 미 전역의 3천143개 카운티 가운데 약 316개 카운티에서 소수계 인구가 과반을 차지했다고 AP통신이 분석했다. 2000년에는 소수계가 50%를 넘는 카운티가 250개가량이었다.

이처럼 소수계 인구가 증가한 것은 특히 젊은 히스패닉의 출산율이 높아졌기 때문으로 분석됐다.

'지친' 일본인 "일본 미래 불안" 95%

(도쿄=연합뉴스) 이충원 특파원 = 일본인 10명 중 9명 이상이 일본의 미래에 불안감을 느끼는 것으로 조사됐다고 아사히신문이 11일 보도했다.

이 신문이 4월20일부터 5월25일까지 우편 조사 방식으로 전국 유권자 2천392명을 대상으로 '일본의 현재와 미래'를 주제로 여론조사를 한 결과 '일본의 미래에 크게 불안감을 느낀다'는 응답이 50%, '어느 정도 불안감을 느낀다'는 답변이 45%였다.

'지금의 일본은 자신을 잃어버렸다'고 보는 응답자는 74%에 이르렀다.

자신을 잃은 이유를 6가지 중에서 2가지 고르라는 질문에는 '정치의 정체' '국가의 재정악화' '경제의 정체'를 꼽은 이들이 많았다.

지금의 일본을 등산에 비유해보라고 하자 '숨이 차서 뒤에 오는 이에게 추월당하고 있다'는 답변이 62%나 됐고, '급경사를 열심히 올라가고 있다'는 응답자는 15%에 불과했다.

94%가 일본의 기술력을 자랑할만하다고 대답한 반면, 경제력이나 교육수준을 내세울만하다는 답변은 각각 34%와 33%에 그쳤다.

저출산에 따른 인구 감소 대책으로 이민을 받아들이는 데 대해서는 65%가 반대했다.

일본이 앞으로 발언에 힘이 있고 책임이나 부담도 많은 '대국(大國)'이 되는 게 좋다고 응답한 이가 39%에 불과한 반면, 55%는 대국이 될 필요가 없다고 답변했다.

또 일본이 '풍요하지만, 빈부격차가 큰 국가'가 됐으면 좋겠다는 이들이 17%에 불과한 반면, '별로 풍요하지는 않아도 빈부격차가 적은 국가'가 되길 바란다는 대답은 73%에 이르렀다.

유럽경제가 어려울 수 밖에 없는 몇 가지 이유

[아시아투데이=유정원 기자] 유럽 경제가 불안하다. 그리스에서 시작된 경제 위기설이 좀처럼 사라질 기미를 보이지 않고 있다.

포르투갈과 스페인이 도마에 오르더니 헝가리는 스스로 국가부도(디폴트)설을 제기하는 어이없는 상황까지 벌어졌다.

국제통화기금(IMF)과 유럽연합(EU)의 금융지원을 받으며 경제 회생에 진땀을 흘리고 있는 동유럽에서도 언제 위기가 터질지 조마조마 한 상태다.

게다가 독일, 프랑스, 영국, 이탈리아 등 상대적으로 견실한 경제 구조를 유지하던 나라들 조차 긴장하고 있다. 이들 국가는 최근 긴축 재정과 예산 축소를 통해 허리띠를 졸라매고 있다. 국가부채와 재정 적자가 간신히 회생하는 경제의 뒷덜미를 언제 낚아챌지 모르기 때문이다.

그러나 전문가들은 유럽 경제가 더 근본적인 몇 가지 문제를 안고 있다고 지적하고 있다. 인구 감소로 노동 가능 인구가 급속히 줄고 있지만 전통적으로 복지 지출이 많은 구조가 가장 큰 골치거리다.

유럽에서는 향후 40년 동안 15세에서 50세에 이르는 연령층 인구가 계속 감소할 전망이다. 출산율은 바닥을 모르고 추락하고 있다. 당연히 경제활동 인구가 줄면서 먹여 살려야 할 노인층은 증가한다. 그만큼 경제적 부담이 커질 수밖에 없다.

‘요람에서 무덤까지’ 챙겨주는 복지 전통도 오히려 유럽 경제에는 짐이 되고 있다. 비단 국가부도에 처한 그리스만의 문제가 아니다. 나머지 국가들도 엄청난 복지 예산에 허덕이고 있다. 시절이 좋을 때야 당연한 일이었지만 경제가 나빠지면서 복지는 유럽의 ‘몽니’가 되고 있다.

이와 함께 극우 세력이 확산되고 이민정책이 보수화되는 경향도 장기적으로 유럽경제에 타격이 될 것이다. 이에 대해 워싱턴포스트(WP)는 최근 프랭크 애런스의 ‘이코너미 워치’ 칼럼을 통해 외부로부터 유입뿐 아니라 역내 교류에도 부작용이 생길 수 있다고 우려했다.

또 뉴스위크는 국내 노동 시장을 보호하려는 유럽 국가들의 시도는 결국 불법 이민 증가를 불러올 것이라고 경고했다. 동시에 근로자의 도덕적 해이를 자극해 연금으로 해외여행을 즐기는 ‘복지 여행자’를 양산하는 결과를 초래할 수 있다고 덧붙였다.

유럽의 야심작인 단일 통화도 부메랑으로 돌아올 수 있다는 지적이 제기되고 있다. 유로존(유로화 사용 16개국) 국가들은 예산을 책정하고 수입을 조절할 순 있지만 통화를 팽창하거나 축소할 기능을 상실했다. 유로화라는 울타리에 갇혀 환율 정책이 경직돼 결국 유럽 경제의 경쟁력을 상실해 간다는 것이다.

자체 통화를 갖지 못한 각국이 나름의 통화 정책을 수립하고 경제적 상황 변화에 유연하게 대처할 길이 막혀 버렸기 때문이다.

단일 통화의 또 다른 문제점은 ‘악화가 양화를 구축한다’는 점이다. 같은 화폐를 사용하는 공동 운명체 안에서는 그리스와 같은 ‘문제아’가 사고를 치면 독일과 같은 ‘모범생’도 타격을 피할 수 없다는 것이다.

미국의 외교정책 전문가 리언 T 헤이더 등 상당수 전문가는 이런 상황을 들어 “유로화의 생명이 그리 길지 않을 수 있다”고 경고하고 있다. 이탈리아, 스페인, 포르투갈, 그리스 등 남유럽 국가들의 이번 경제위기를 지나면서 유로화가 ‘북유럽 통화’로 자리 잡는 전환점이 될 수 있다는 것이다.

독일과 프랑스를 중심으로 벨기에, 오스트리아, 룩셈부르크 등 비교적 견고한 경제 상태를 유지하는 국가들이 언제까지 손해를 감수하겠느냐는 지적이다.
